RECREATION COMMISSION MINUTES
MAY 14, 1981
Next meetin9 June 4. 1981
The Regular Meeting of the Town of Wappinger Recreation. Commission was
held on May 14, 1981 at Town Hall, Mill Street, Village of Wappingers
Falls, Dutchess County, New York.
Mr. Maurer opened the meeting at 8:05 p.m.
Present: Hugh J. Maruer, Chairman, Joseph Ennesser, Director, Joseph
Mastroianni, Ronald Petro, Mary Schmalz, and Bill Wood.
en a motion by Mr.f;. Petro seconded by Mr. Wood the minutes of the
March 5, 19B1 meeting were approved as corrected. Mr. Presti seconded
the minutes of September 4, November 20, 1980 and February 5, 19B1
instead of Mr. Petro.
REPORTS
Mr. Ennesser gave a package of applications for the summer programs to
each of the members for review. Mr. Maurer felt that a 16 year old was
too young to handl~ the position of Life Guard and responsibility of
a group of children on her own. He thought there should be two people
in that case. Mr. Ennesser asked for help in interviewing the applicants.
Mr. Wood and Mrs. Schmalz offered to help.
Mr. Enne3ser gave a list of the scheduled concerts at the Schlauthaus
property.

Mr. Ennesser reported that a commitment was received from
Hudson Road Runners for October 3rd Schlathaus Marathan.

It was suggested we obtain flags for Martz field, Robinson Lane and
the Schlathaus Property.

Mr. Ennesser reported for Mr. Presti that they would make a temporary
hook up for the 6/5 concert. Mr. Presti is in contact with Leo Clark
to put in a pole.
There was a discussion on the flag Pole and Base to be put up. A
Committee of Mr. Ennesser, Mr. Woad and Mr. Maurer was formed to
decide on a location.

Mr. Ennesser reported for Mr. Presti that the committee had been up
to the barn and are pursuing getting specs. There was a discussion on the
barn and its possible uses.
CONfERENCES
Mr. Mastroianni gave a report on the 41st Annual New York State Recreation
and Park Conference and Exhibition held April 27th to April 30th at
Kutchers Country Club. Mr. Maurer suggested that a letter be sent
suggesti~g that an agenda be sent out for review prior to the conference.
Mr. Mastroianni also gave a report on the Mid-Hudson Recreation Council
Meeting held on May 7, 1981 which included a list of proposed activities
for the remainder of 1981.
A complete copy of these reports are attached to the minutes and were
given to the Commission members at the meeting.
A letter was received from Marlene G. Watts, Executive Director, Dutchess
County Association for Senior Citizens, Inc. Because they have lost
funds, they were asking the Recreation Commi~sion for help with the cost
of teachers.
TENNIS PROGRAM AND COURTS
Mr. Petro reported on the Tennis Program. He received 3 applications
for Director and 2 of the 3 were not qualified. Helen Katz was hired.
It was decided to have the singles tournament in August before the kids
go back to school. The tennis court rules are to be typed.

TENNIS CON'T
Regarding the courts, the resurfacing should be done as soon as
possible. Mr. Adams is checking with the Attorney General to see
if we can get an informal bid.
BOTTLE BILL
Mrs. Schmalz went over the" 41st Annual New York State Conference and
noted a few more interesting parts. She thought that the Bottle Bill
was important and we should recommend the Town Board start action on
it again.
SOCCER
Mrs. Schmalz stated the soccer program had a fantastic response and
that all fields were being used.
REPORTS
Mrs. Schmalz reported that .the 1st Quarterly Report went in to the
Dutchess County Youth Board.
Mr. Maurer made a motion that all reports, federal, State and
should come to the Commission Meeting before being sent out.

fIELD MAINTENANCE
Mr. Wood reported that the field Maintenance ProgDams got underway
April 27, 1981. Two college students are marking them until July 1st.
CHELSEA BOAT RAMP
Mr. Wood reported that 4 signs are being made for the Ramp. He
also suggested that something be doce regarding the parking and the
cracks in the ramp. It was also mentioned that the boat is still at
Chelsea. It was suggested to have the Patrol request it be moved and
if not have it towed away.
TRACTOR DRIVERS
Mr. Maurer thought we should go over the payroll scales on tractor
drivers. They are getting $3.35 per hour. Mr. frank Versace said that
the scales are set by the Town Board and suggested Mr. Maurer send a
letter to him with a copy to the Town Board suggesting they look into,
the matter.

RECREATION FACILITIES

Mr. frank Versace, a member of the Town Board, brought up the problem
of a lack of communication regarding recreation facilities. There was
a discussion regarding Conservation Density and the Subdivision at
Spook Hill. After a discussion, it was decided to make a ~riority
listing of facilities, improvements, etc. and turn tbis over to the
Town Board. It was decided to make this'list at our next meeting.

There was no further business and the meeting was adjourned at 10:15.
