1981-03-05 .. ~& TOWN OF WAPPINGER RECREATION COMMISSION MINUTES MARCH 5, 1981 Next Meeting: April 2, 1981 The Regular Meeting of the Town of wappinger Recreation Commission was held on March 5, 1981 at Town Hall, Mill Street, Village of wappingers Falls, Dutchess County, New York. Mr. Maurer opened the meeting at 7:40 P.M. Present: Hugh J. Maurer, Chairman, Joseph Mastroianni, Frank Presti, Bill Wood The Minutes of September 4 , previously been sent to all for their approval. Mr. Maurer moved to approve the minutes, seconded by Mr. Presti cand . unanimously carrted. November 20,\ 'aO,. February 5, 1981 having been COmmission Members were now placed before them BIDS Seven bids had been sent out for Football Equipment for 1981: three were received and opened by the Town Clerk on March 4, 1981 as follows: Sports Areaa----$2,363.86, zappia----$2,l31.80 (not complete) and Laur-Lee sports----$2,6l0.75. The helmets offered by the Ivw bidder were of a different make than specified and the Commission felt that Mr. Ennesser should check and make sure these were acceptable, otherwise the better known name brand would have to be provided. Mr. Wood moved that the Commission recommend the bid be awarded to Sports Arena as low bidder and the sum of $1,500.00 be expended from the Recreatmom Commission Budget, as allocated, for this item, seconded by Mr. Presti and carried. CORRESPONDENCE A letter had been received from John R. Hughes, Wappingers School District requesting the use of fields for a summer baseball camp. Mr. Wood noted that he had been told the director of tm~s program intended charging a weekly fee for this program and hoped to make a sizable profit. Mr. Maurer felt they should check this out since the Town would be providing the fields without charge, and a similar situation had been f~~wned upon by the Town Board khen a previous Tennis Instructor was conducting private tennis lessons on Town courts and. charging for these instructions. This _. "n Page 2 Recreation Camm Minutes 3/5/81 was referred to Mr. Ennesser to investigate and report back to the Commission before permission to use the fields was approved or denied. A response was received from the Chelsea Fire District in answer to our request to use the Chelsea School and Playground for the Summer PDgram. All that they required from us for the use of their facilities was a Certificate of Insurance and the condition that the building be left in a reasonable state of cleanliness each day since other organizations use the building at night. It was noted that clean up was always done, windows were fixed that our group didn I t break and at the end of the ~ogram a complete clean up was done including cleaning of windows and waxing the floors. REPORTS Mr. Presti had done ground work on roofing bids contacting roofing companies to inspect the barn owned by the Town on Montfort Road. He was attempting to have the roof repaired to make it leak proof. He had a problem with these companies not showing up at appointed times. Mr. Mastroianni had recommended a company he knew did thi s work and Mrs. Schmalz had received a cost estimate from them in the amount of $300.00 to do this work which would probably commence in the spring. The Town Board has asked for a report on what the Commission intended to do in . regard to other work this structure needed aside from roof repairs. Mr. Presti felt they should wait until Mrs. Schmalz. was present and he, Mr. Wood and Mrs. Schmalz could discuss this project. They shou~d list the work that had to be done, get cost estimates and determine what could be done step by step, depending on the money allocated. Each year a certain amount of money should be spent, and it should be decided what step would be taken first and how they would proceed with this project. Before going on with other reports, the subject of vandalism on the dugouts at Martz Field came up. The question was, what action would they take. This happened back in the fall and was. still being investi- gated.' There had been previous discussion of a letter going out to the parents, but Mrs. Schmalz did not want to get invo}ed with sending this letter. She had stated previously she would talk to the parents and work Page 3 Recr. Comm. Minutes 3/5/81 something out with them, such as buying the blocks and putting them back to the original condition. The expense would be borne by the parents of the children involved, but Mr. Maurer thought it should be done properly by the maintenance men. It was discussed later in the evening when Mrs. Schmalz arrived and she said she would pursue this matter and report back to the Commission. It was her contention that the guilty parties should bear the expense and do the work, and perhaps they could supervise. DIRECTOR REPORT Due to illness, Mr. Ennesser could not be present at the meeting but had given an oral report to the secretary. All winter programs were progressing very well and had been very successful. He had had a request from a Softball League for 4 fields on Sunday morning at Robinson Lane. He recommended that they be given the use of 3 fields at Robinson and one at Rockingham or Chelsea, with the usual conditions that the fields be cleaned and left in good shape. The Commission approved of this recommendation and left it up to him what fields he could provide. He had been contacted by the Hughsonville Fire Company regarding removal of the back stop located in the field near the woods. Last year they had made the same request and Mr. Maurer and Mr. Ennesser had met with them and the matter had been resolved, or so they thought. The problem was the members of the fire company wanted the back stop moved from the woody section and placed at the Bnd of the field near the road.< At that meeting Mr. Maurer and Mr. Ennesser had talked them out of this request, but evidently this idea had not been forgotten, as they were now making the same request. Mr. Maurer was opposed to this location as he felt it would be dangerous and if an accident occurred, it would be blamed on the Town. He referred this back 'to Mr. Ennesser to check with the fire company members and determine whether they still wanted it moved to a different location or perhaps removed from the field entirely, since there was another back stop on the field. TENNIS COURTS Ron Petro brought up the matter of resurfacing the tennis courts. The sum ofS14,OOO had been allocated in the budget for this item and specs I Page 4 Recr. Comm. Minutes 3/5/81 would have to be drawn up for bidding. Mr. Maurer said he would get in touch with Mr. Lapar to prepare such specs and they would then proceed with the bidding procedures. FUNDING Mrs. Schmalz had left a report with the secretary previous to the meeting as follows: On February 9th, I gave the Comptroller)s Office a check for $16,406.00: this is for the 1980 Youth Programs. Thefund$ were from the New York State Division for Youth. In the week of February 16th, I had meetings with the Insurance Carriers about requirements for funding. I have furnished the County with certificates for workman's Compensation and Liability. The 1981 Project Application was also turned in. I had a meeting with the Assistant Director and Research Assistant of the Youth Board. On February 25th, I attended a meeting at the Dutchess County Office Building about contracts, claims and program evaluation and monitoring. Program evaluation - staff from the Youth Bureau and members of the Youth Board will be making site visits to all programs as part of the evaluation procedure. The evaluations will be very important when the Youth Bureau is reviewing annual requests for funding. SOCCER This report was left with another commissioner by M~s. Schmalz and although turned in after the meeting was adjourned, it was agreed to make the report part of the meeting. The winter Soccer Program is every Saturday at Myers Corners School in the morning and Wappinger Junior High in the afternoon. The children are increasing their skills and knowledge of the sport. They have ~onditioning exercises, film strips and games. The children's ages are from 6 to 15. Annual Registration----400 Ages 6 to 15 100 Seniors Mrs. Schmalz arrived at the meeting at 8:57 P.M. The members brought her up to date on some topics of discussion. A report was then given by Mr. Mastroianni. SENIOR CITIZENS Mr. Mastroianni had attended a meeting at the Dutchess County Office for the Aging and distributed pamphlets which gave news of the various centers in the county plus other items of interest to the seniors. It was brought " .. Page 5 Recr. Comm. Minutes 3/5/81 to his attention an item that might be of interest to the Commissioners relating to senior citizen projects. There was a group of 20 volunteers who traveled throughout the county promoting get-togethers with senior citizens with various activities that might be of interest to them. The group asked that a meeting place be provided to accommodate the senior citizens so they could participate in these activities. This could be a weekly or monthly activity. The members agreed that they should look into this matter. Mr. Mastroianni asked for the schedule of the Senior Citizens Clubs so he could perhaps visit them and possibly work out a program of interest for them. Last month it was determined that approximately $600. had been committed for transportation for two trips for them. They had asked for two more trips but no commitment had been made, pending other activities that might be planned. He would first speak with the Clubs and get an idea of what they might be interested in, then determine a cost for such activity and report back to the Commission for further discussion and possible action. There were other expenses to be considered under the same line it'em, such as baseball, soccer and tennis trips, plus the baseball trip for the youth. A program could be implemented for them, but it would have to progress little by little each year and have full participation and cooperation from the Senior Citizens. SECRETARY The Commission had interviewed several applicants for the secretarial position for the Commission. No action had been taken on the previous applicants. At last months meeting, Mrs. Peggy Roe was interviewed by the Commission and sat in on the meeting. A motion was made and carried to appoint Peggy Roe as secretary to the Recreation Commission at an hourly salary of $3.35. There we~ 4 votes and Mrs. Schmalz abstained. TREE SEEDLINGS Each year the Commission orders seedling from the Cooperative Extension, Home and Farm Center in Millbrook and it was agreed to order them again this year to plant around the recreation centers and distribute to the residents. Mr. Maurer said he would work on the order and return it to the secretary to send in. He kne~ the type that was preferred and would thrive best in this area.
