MINUTES
March 14, 1985
NEXT MEETING APRIL 17, 1985 AT 8:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was
held March 14, 1985 at Town Hall, Village of Wappingers Falls, County of Dutchess
New York.
Mr. Maurer opened the meeting at 7:50 p.m. with the following persons
present: Hugh J. Maurer, Chairman, Joseph Mastroianni, Mary Schmalz, Herb
Stoller, and William Wood.
The minutes of the February 21, 1985 meeting were approved on a motion
by Mr. Mastroianni seconded by Mr. Stoller.
Mr. Mastroianni questioned several open items from the February 21st
minutes as follows:
1. The bids for the lights on the basketball court at Martz --
Mr. Maurer said he has checked with Black Electric but has
not received a reply.
2. The swim study was mentioned in the minutes but we are waiting
to get some names from the New York State Parks and Recreation
Conference to be held at Monticello.
3. Doors at the Field House are still an open item. Mrs. Schmalz
mentioned that the burglar alarms have been installed for over
2 years but aren't hooked up because the doors have not been
ins taUed.
4. The re-naming of Castle Point Field and the p1acque-- Mr.
Maurer said that nothing further has been heard on this.
SENIOR CITIZENS
Mr. Mastroianni said the Village is sponsoring a trip to Pomona on
March 15th and that many of our people are planning to go. He is waiting for
a schedule from them regarding the trips that they would like the Town to
sponsor for 1985.

YOUTH BOARD
Mrs. Schmalz said the necessary paper work is in to the Youth Board
and the vouchers have been signed by the Supervisor. The $18,000. should be
in soon.
BLOCK WATCH PATROL
Mrs. Alberta Roe, Regency Drive attended the meeting and reported
briefly on a Block Watch Patrol which has just been started in her area~ which
includes the Rockingham Playground. The watch is to try to deter vandals in the
area. The patrol will be in effect on Monday, Wednesday, Friday and Saturday.
MARTZ FIELD
Mr. Maurer, Mr. Wood, Mr. Presti and Mr. Blose took a field trip to
Martz Field and discussed the need for softball fields. The following proposal
was made - that the left field fence be extended 40 feet and a 10 ft. fence be
installed. This would allow the field to be an all-purpose field and would also
protect the residents of the trailer park. Mr. Maurer will check on prices.
The secretary was asked to contact Boye Galioto to have a 12 yard
dumpster placed at the field as soon as possible.
Repairs on the fences are an immediate concern at Martz. The painting
of the dugouts can be done when the summer help comes in.
Mr. Maurer mentioned that prices would be obtained for the following:
1. Fencing for Martz Field from A-1 Fence Co.
2. Blacktop bases for the bleachers at Martz.
3. Lights will be fixed and 1 new set of bleachers will be put by
the basketball court.
Mrs. Schmalz questioned what Mr. Blose did about the Field Use
Application from Barbara Montross. Mr. Maurer said they had decided to go to
Poughkeepsie so they could have all the fields together.
Mr. Blose arrived at 8:10 P.M.
DIRECTORS REPORT
Mr. Blose reported the following:
1. He will be reviewing the applications for summer employment
soon. Deadline was March 15th for the applications.
2. Exercise program is going smoothly and they have asked for an
extension of a few weeks.

3. The aerobic program might have to be cut short. Gina Poulious
spoke with Peggy Roe and mentioned she was going in the hospital
the end of March. He will follow up with her on this issue.
4. Basketball program will go into April.
5. Gymnastics program has 3 more weeks to go.

Mr. Maurer questioned as to whether a March concert
planned. Mr. Blose said he couldn't get everything
for March. He is still waiting to hear from the U.

finished this week as far as swing sets are concerned.

Mr. Wood requested that we obtain a copy of the Little League schedule
so we are aware of what fields are in use and at what times.
10. Mr. Blose mentioned that we should look into soccer fields.
If drilling takes place at Rockingham, Mr. Maurer suggested
that they could possibly use the 1st field at Castle Point.
11. Two more wind screens have to be ordered for the tennis courts.
Mr. Maurer said that water will be turned on at Robinson Lane and
electric heaters with themostats will be placed there to prevent freeze up of
the pipes.
A memo was received from Mrs. Ballard requesting infomation on several
items. They are as follows:
1. Rotating our monthly meetings It was our opinion that
Thursday nights were best for most people involved. The
time will be changed from 7:30 to 8:00.

2. Setting up a meeting with Mrs. Reese and the Reese Park
Committee. Mrs. Schmalz reported that she has spoken with
Mrs. Reese and a meeting will be scheduled after Easter.
3. Placement of signs at Playgrounds - Mr. Maurer said several
new signs have been put up but already they have been destroyed.
4. Clean up. - This will be started during Easter Vacation.
Mr. Mastroianni suggested that each Commission Member be responsible
for 1 or 2 fields and report back regarding problems etc. Everyone thought this
was a good idea and the following list was made.

Mr. Maurer mentioned that Mr. Post's daughter and son-in-law will take
over the responsibilities at Robinson Lane .
Mr. Blose reported that a letter has been sent to Mr. Brickner at
Chelsea regarding the installation of the phone at the Playground and we are
awaiting his reply.
Mr. Mastroianni mentioned tKat in reading Mr. Blose's year end report,
several general recommendations were made (page 10) and he felt this should be
reviewed. They are as follows:
1. Awning for Bandstand - It was suggested that Mr. Mastroianni
and Mr. Blose look into costs for an awning and that Mr. Presti
be asked to design for us a more permanent structure so we
could compare the two.
2. Purchase of Gymnastics Equipment - Mrs. Schmalz mentioned that
some equipment was purchased in the past i.e. parallel bars,
balance beam, exercise bike. Mr. Blose will check and see if he
can locate the equipment.
3. Teenagers exercise program - This would be a winter program.
4. Senior Citizen Exercise Program - We made an attempt to get this
program going but because of a matter of insurance was unable to
proceed. A Mr. Rosenthal is looking into the insurance problem
and once it is cleared up it should get underway.
5. Upgrading the softball field at Chelsea. Mr. Blose said that is
in the works now.

6. Look into placing tennis courts in the Chelsea Area. - Will
have to put a hold on this at the present t~e.
7. Basketball Lights - We are working on this item at the present
time. The league will pay for itself whenever it is set up.
8. Soccer Fields at Castle Point -
9, Softball Fields at Robinson - We are working on this.
10. Swim Study - We will work on this after the Conference at
Monticello.
11. Schlathaus Park -We will add to the signs this year and place
flowers at the Park. Mr. Blose asked about the possibility
of trees. We will check with the Conservation Department and
possibly obtain some from their tree order.
LOUIS RUGUS SUBDIVIS ION
SHELBOURNE HILLS SECTION 2
A letter was received from the Planning Board regarding the above
stating that in subdivisions of less than 10 lots no field trips are necessary
because there is no land taking. Mr. Maurer and Mr. Wood were unaware of
this and felt that it depended on the acreage and not the number of lots,
WEDGEWOOD HEIGHTS - DIDDELL ROAD SUBDIVISION
The above subdivision was reviewed and the Recreation Commission has
requested that a field trip be arranged before making may further recommendations.
TREE SEEDLINGS
A letter was received from the Conservation Advisory Council indicating
that at the February 27, 1985 meeting they voted unanimously to order, pick up
and distribute the seedlings from the Farm & Home Center in Millbrook.
Mr. Wood made a motion that the meeting be adjourned at 9:20 seconded
by Mr. Mastroianni.
