Y. 12590 MINUTES JULY 11, 1985 NEXT MEETING AUGUST 29, 1985 AT 8:00 P.M. The regular meeting of the Town of Wappinger Recreation Commission was held July 11, 1985 at Town Hall, Village of Wappingers Falls, County of Dutchess, New York. Prior to the regular meeting at Town Hall the following members met at 7:47 p.m. at the Spook Hill Recreation Area: Hugh J. Maurer, Chairman, Robert Blose, Director and Commission Members Ellen Korz, Joseph Mastroianni, Frank Presti, Mary Schmalz and Bill Wood. Others present at Spook Hill were Paul Labieniec of Miracle Recreation Equipment Co. and Terry O'Hara resident of the area. A discussion was held regarding the type of playground to make at Spook Hill. Mr. Labieniec suggested "Social Equipment" for pre-school age children since there seemed to be a lot of young families in the area. After showing various pieces of equipment, it was decided to purchase a piece called "Billy Goat Gruff" at approximately $2,300. installed and to get an additional swing set. Mr. Labieniec will get back with us concerning these orders and total prices. A temporary snow fence will be put across the front of the Spook Hill Area until prices can be obtained and a permanent fence installed. It was agreed that a wooden fence be.erected with wire mesh on the back to prevent playground balls etc. from going out into Spook Hill Road. Mr. O'Hara agreed to wait on a fence between his property and the handball court to see how the tree buffer works that Mr. Klein will be putting in. The meeting resumed at Town Hall at 8:45 P.M. with all Commission Members present. The minutes of the June 13, 1985 meeting were approved on a motion by Mr. Wood seconded by Mr. Mastroianni. DIRECTOR'S REPORT Mr. Blose reported that contracts had been received from Boots and Bows for the coming year. He was given approval to sign the contracts as long as it was understood that Boots and Bows would be responsible for all overtime charges incurred at the schools. . .. Minutes Page 2 July 11, 1985 The playgrounds opened June 24th with Spook Hill and Martz Field having an overwhelmingly high registration. There has been a lot of enthusiasm for the Splashdown Trips each Monday with over 250 attending each trip. The Magic Show on Wednesday evening July 3rd went well with a large attendance. The Handman Family entertained on July 10th. A teenage concert is scheduled for Friday, July 19th at Sch1athaus Park from 7:30 p.m. to 9:30 p.m. Mr. Maurer suggested that the Sheriff's Office be requested to help out. There are three remaining concerts for this season. Sweet Ade1ines on July 17th, Nick Seeger on July 24th and Dutchess Community College on the 31st. THE BARN Mr. Presti mentioned that the barn has been cleaned out and Mr. Maurer noted that the Highway Department will cart away the debris some day when it rains. Mrs. Schmalz said the books could be used for the playgrounds and the old helmets could go to the V. A. Hospital for various projects. Mr. Presti emphasized the need to secure the barn for insurance purposes. He also mentioned that the Town Board wants a full plan. BOAT RAMP A discussion took place regarding the docks for the Chelsea Boat Ramp. Mr. Maurer mentioned that the docks will be taken to the Highway Department for storage until a solution can be resolved regarding how they will be anchored. Mr. Maurer mentioned that there were some problems at the ramp over the July 4th holiday and it was suggested that a sheriff be hired from noon on holidays such as Memorial Day, July 4th and Labor Day. SOCCER The Adult Soccer League is going well. They are practicing at the Jr. High with games scheduled at Ketcham. FLEETWOOD Mr. Matroianni mentioned that he had spoken with Mr. Versace regarding a survey for the above and was told that a survey wasn't necessary. Mr. Maurer felt that we do not know our bounds and that if the Town Board gives the authorization to grade - it is their responsibility. . Minutes Page 3 July 11, 1985 SENIOR CITIZENS Mr. Mastroianni mentioned that another tripis scheduled for August 13th to the Eldredge Preserve. Deadline for reservations is July 29th. Mr. Blose will notify the papers and note that calls will be accepted between 10 a.m. and 2 p.m. on July 22nd and 29th. CASTLE POINT The field is now is good shape and is being used quite a lot this season. Mr. Blose mentioned he had received a few calls thanking us for having the field lined. Mr. Maurer mentioned the following: 1. the porta-john that was delivered to Rockingham was damaged by vandals and A-1 will not deliver there anymore. 2. there is a lot of trouble with dumping at Reese Park and the chain has been broken. 3. Cleaning and clearing is being done down by the creek at Robinson Lane and a couple of ditches were opened for drainage. QUIET ACRES Mrs. Korz mentioned that the Playground was going well and asked about the possibility of getting some type of storage building for playground supplies if it were built up by the hill. This will be discussed at budget time. Forms were received along with a request for new budgets to be in by August 9th. Mr. Maurer asked that all suggestions and recommendations for the 1986 budget be brought to the next meeting. Mrs. Schmalz suggested that a letter be sent to the New Hackensack Fire Company thanking them for the complimentary tickets for the Bavarian Fest. Our regular meeting was adjourned at 9:55 p.m. to meet with the Town Board. .. Minutes Page 4 July 11, 1985 Mrs. Ballard spoke of the following concerns that the Town Board has regarding Spook Hill: 1. Safety of Children 2. Privacy fence between the recreation area and O'Hara Property. Mr. Maurer mentioned that the Recreation Commission has voted on a wooden fence (4 x 6) across the front with mesh wire on the back and until that can be done a temporary snow fence will be placed there. He also told the Board that Mr. O'Hara was at Spook Hill with the Commission this evening and was willing to see how the tree line border that Mr. Klein is putting in works before a provacy fence is installed. Mr. Maurer also mentioned that markers should be placed so we know where our boundary lines are. Mrs. Ballard will check on this. Mr. McCluskey said he was "taken by surprise" regarding the closing of the Hughsonvi11e Playground and felt that this should have been presented to the Town Board at budget time. If we have any figures to substantiate why we closed the Playground he would like to see them so he would have some idea of what to tell the people who are calling him. Mrs. Ballard asked for our recommendations for finishing up the Spook Hill Park and we went over what Mr. Labieniec and the Commission had discussed. She noted that we should go ahead and get figures and request the Town Board to release the money from the Parkland Trust Fund for the equipment and fencing. Mr. Incoronato was against the use of this money for such a purpose and didn't want any money coming from the southern section of the Town to be used in that area. He felt that monies going into the Parkland Trust Fund should be used in the same area from which it originally came from. The Recreation Commission was asked to present at plan of action regarding the barn - whether to button it up or tear it down and what the long-range plans are for it.
