N. Y. 12590 MINUTES JANUARY 16, 1986 NEXT MEETING FEBRUARY 13,1986 @ 8:00 P.M. The regular meeting of the Town of Wappinger Recreation Commission was held January 16, 1986 at Town Hall, Village of Wappingers Falls, Dutchess County, New York. The meeting began at 7:35 P.M. with the following persons present: Hugh J. Maurer, Chairman, Robert Blose, Director, and Commission Members Joseph Mastroianni, Bill Wood, Mary Schmalz and Herb Stoller. Ellen Korz arrived at 8:00 p.M. and Frank Presti arrived at 9:20 P.M. The minutes of the November 7, 1986 meeting were approved on a motion by Bill Wood seconded by Joseph Mastroianni. DIRECTORS REPORT Mr. Blose reported that the winter programs are going very well. There was a good sign up for gymnastics and boys and girls basketball on Saturday mornings. Volleyball is filled up so another net may have to be set up. Mens volleyball, exercise and aerobics are also in full swing. Mr. Blose mentioned that he had a couple of requests the first from Eric Gluck, a scout for the Chicago White Sox requesting the possibility of the Town sponsoring a winter baseball clinic which he would run. He wants us to advertise the program, arrange for the sign ups, arrange for the gym, supply some bats and whiffle balls and he would charge $40.00 per child. After a discussion of the matter Mr. Wood made a motion that we reject this request as it has been our policy in the past when prtvate persons have put in such a request. All were in favor. The second request was from Brenda Von Berg, who is in charge of a Girl Scout Troup in which several girls are going for a medal (which is equal to the Eagle Scout). In order to get the medal, they have to be involved in a community recognition project. Their proposal was that the girls age 17 and 18 give free dance lessons to elementary school children for 6 to 8 weeks. The girls currently work at a dance studio and it was noted that they would have parental supervision. The Commission felt it was a good idea as long as the cut off was for 30 children and provided there was proper supervision. Mr. Blose will contact Mrs. Von Berg at which time they will arrange for a location with a starting date as soon as possible. .- Recreation Minutes January 16, 1986 Page 2 SENIOR CITIZENS Mr. Mastroianni mentioned that he had been approached by the Senior Citizens regarding the money available to them. He asked the Secretary to make inquiries to the Comptroller about how much was available in 1986. She was unable to get any answers since no contract had been received. Mrs. Schmalz said that 1/2 of the money comes from the Town and the other half comes from the Village. It is then matched by the State. This money is not in our Recreation Budget. Mr. Mastroianni questioned the proper procedure for obtaining any extra money that the Senior's request. Last year the Supervisor was approached directly and in previous years the request came through the Recreation Commission. request Board. on such Mr. Maurer felt that they should come through the Commission with a and we in turn would make a recommendation and forward it to the Town At the conclusion of the discussion, it was decided that we make a stand matters and request the letters come through us. The Senior's trip on December 13th to the Christmas Party at Pomona went well but not as many signed up as originally planned. This may have happened because the Church Group had a trip planned the next day. We felt that they should touch base on dates. Mr. Mastroianni said that they usually do coordinate the trips. SCHIATHAUS PARK Mr. Mastroianni asked if there was some way that we could identify the signs on the Schlathaus Property with the name of the Park. Mr. Blose said the signs are in need of paint this Spring. The Commission felt that it was a good idea to place the name of the Par~ on the signs at that time. The money can be taken from the Schlathaus Fund. YOUTH SERVICE MONEYS Mrs. Schmalz mentioned that she had discussed the "Latch Key" program with Dr. Wood and Larry Gilbert of the School District and they were very interested. Mrs. Schmalz felt that academics should be stressed as well as social aspects. Perhaps students from the colleges in the area might be able to work on this project. David Reis, Town Councilman - Liaison to the Recreation Commission- attended the meeting for a short time and mentioned he would like to sit down with us soon to discuss the specifics of what we have planned. At the present time he has been busy with the transitional period and hasn't had the time to devote to our programs. He is, however, very interested in where we are going. He said he doesn't want to "spin wheels" and will be glad to work with us in order to have a functional Commission. ........, .. Recreation Minutes Page 3 January 16, 1986 SWIMMING POOL The pool was discussed and it was brought to our attention that fundings might be available if the Town works with the School District. Mr Stoller said he had been in touch with Ed Kennedy of the School District and a meeting has been set for January 20th at 7:30 at his home to discuss the matter. Mr. Stoller mentioned that Mr. Kennedy is mainly interested in a facility for the swim team which might not be what we are looking for. The newest pool that he knows of in this area is a 25 meter pool (6 lane type) which was built across the river at a cost of a million dollars. A duel purpose pool seems necessary for us. ROBINSON LANE (TRAVIS PROPERTY) Ed Shelley and his engineer were present to discuss the possibility of creating a lake and donating it to the Town. The proposed land consists of 52 acres adjacent to the northern side of the Robinson Lane Property. Mr. Shelley would mine the area creating a 31 acre lake. He said the project would take approximately 5 to 10 years to complete and at that time it would be completely donated to the Town. Mr. Shelley mentioned he had already talked to the D.E.C. and has gotten their approval and now all he needs is the Town approval. After a discussion re: depth, parking and details of finishing the project, it was decided to recommend to the Town Board that we agree in concept with the plan and that our engineering staff be asked to draw up preliminary specifications which would be okayed by the Recreation Commission. Mrs. Schmalz suggested that Mr. Stoller contact East Fishkill and LaGrange to see what problems they have encountered, what the maintenance consists of, and a brief time table of how long it took to develope their parks. . QUIET ACRES Mrs. Korz asked about getting prices for a building to be constructed at Quiet Acres. She was told that we would have to go out for public bid and that a list of contractors we had previously sent materials to could be obtained from the Secretary. It was suggested that we have Mr. Presti work up some specs for a building at least 16 x 24. Mr. Blose suggested that we work on this project as soon as possible so it might be ready for this summers program. BUDGET Mr. Blose went over the proposed line items for the 1986 budget. MAINTENANCE DIRECTOR It was discussed that this person might be a full time during the summer months possibly a 7 month job. What we are looking for is a "Jack of All Trades" type person to do minor plumbing, electrical work, repair and painting. Mr. Wood will write up a job description. ~... I- -... Recreation Minutes Page 4 January 16, 1986 POWER LINES Mr. Maurer suggested the use of the Power Line Trails for a communication line linking all adjacent properties thus making possible a bridle path, hiking trail or jogging trail. Mr. Wood made a motion that the Planning Board be asked to look into this possibility. LITTLE LEAGUE A letter was received from Mr. Frank Worthmann requesting the use of the fields from March 1st to August 31st. Mr. Blose will draft a letter giving the conditions and asking for their schedules. BLEACHERS AT ROCKINGHAM Mr. Wood asked about staking down the bleacher at Rockingham as it seems to end up in the middle of the pond almost every week. Mr. Blose will talk to the soccer people to see if it is needed for their games and if not it will be moved to another location. FENCING AT SPOOK HILL A discussion was held regarding placing the new fencing out to the road to discourage parking in the evening. The biggest problem with that idea is that the buses which transport the children during the summer program would not have access. A suggestion was made that they pick up the children on Reggie Drive instead of on Spook Hill. SHELL FOR BAND STAND at SCHLATHAUS Mr. Presti mentioned that what they saw in LaGrange was not feasible for our needs. He proposed that our best bet would be a frame with a canvas that could be taken down when not in use. It would serve as a sun and rain shield. It is possible that the bandstand would have to be replaced and that at that time maybe we could build a different type of structure. EQUIPMENT IN BARN A memo was received from Supervisor Paino asking that the tractors and mowers be placed in the barn since it is now secured. Mr. Maurer said that would be taken care of.
