The regular meeting of the Town of Wappinger Recreation
Commission was held 3une 9, 1988 at Town Hall, 20 Middlebush
Road, Town of Wappinger, Dutchess County, New York.
Mr. Holt opened the meeting ~t 7:45 p.m. with the
following persons present: Ralph J. Holt, Chairman, Bernie
Reimer, Director, and Commission Members Nancy Drennan,
30seph Mastroianni, Bill Wood and Maintenance Supervisor John
Vorndran. Hugh J. Maurer arrived at 8:20 p.m.
The minutes of the May 12,1988 meeting as sent to the
Commission Members were corrected as follows: Page 3 under

tournament in July. Mr. Mastroianni moved to accept the
minutes as corrected seconded by Mr. Holt with all in favor.

A letter was received from Joel Sasser, Chariman of the
"Friends clf' Matthew L.ashei- RE'is" requesting the Towns
Softball Fields and Concession Stand at Robinson L.ane for
Sundays July 10, 1988 and July 17, 1988 for the purpose of a
fund raising game to aid the victims of Neuroblastoma Cancer
and their families in Dutchess County. Prior to the meeting
the secretary spoke with Mr. Sasser to see if August 7th and
14th would be better dates since playoff games start on July
lOth for the Wappinger Teams. He said that would be okay.
The Commission granted approval for use of the fields to Mr.
Sasser on August 7th and 14th but will notify him to speak
with Mr. Terry Fisher, President of Little League regarding
the use of the concession stand.
We received a complaint that the Sunday Morning League
(namely P. & 3. Excavating team) were drinking beer and using
foul language after their game at Robinson Lane on Sunday
June 5th. There have also been complaints of the League
removing the base stakes and pitching rubbers and re-setting
them at different dimensions. It was suggested that Mr.
Reimer send a letter to Mr. 30hn Dore, President of the
League stating that the Commission will withdraw use of one
field per future incident.

Bids have been received on a tractor from F.P.C. 1) Ford
Model 2810 for $15,100. 2) Ford Model 2910 for $15,059. and
from Pine Bush Equipment Co. 1) Kubota Model L3350MDT for
$13,350. and 2) Kubota Model L3750MDT for $14,675. A letter
was sent to the Town Board on June 3rd recommending the
purchase of the Ford Model 2910 from F.P.C. and at the Town
Board Meeting on June 6th the Board awarded the bid to F.P.C.
CHELSEA PLAYGROUND
Mr. Holt mentioned that the Commissioners met with the
residents on Monday June 6th and were told that the building
would not be available for the summer playground. Mr. Holt
said that a letter was sent to the Commissioners to accept
their terms regarding our holding the playground outside and
that they would provide an outside water fountain, telephone
jack and storage area. He also mentioned that he had
received a letter written to Mrs. Paino by a resident stating
that we didn't do any promised work there i.e. fencing work
and painting. Mr. Holt mentioned that if the building was
leased to us Mr. Vorndran was ready to do these improvements
but since it belonged to the Fire Company it wouldn't be
right to use taxpayers monies for private property.
Mr. Reimer mentioned that Barbara Montross will not be
coming back as Director of that program. Partially because
there is no building and partially because she felt that
after 20 years she wanted a rest from the children.

Mr. Reimer mentioned that we have lost Amy Russell, last
year's director at Spook Hill, to a Co-Op Program at Marist
College. It was her recommendation that Karen Rogers be
named Director in her place. Karen has been an aide at our
playgrounds for about 3 years and was also recommended by
Summer Director Amy Slacin.
He is still working on the Lifeguard situation and said
he had applications from 2 Glendenning boys but they don't
have a W.S.I. because they are only 16 and 15. You must be
18 to get the W.S.I. He recommended that Lori Petrie, a 2nd
year College Student, be hired as Swim Director.

Martz Field made a request to go to Wilcox Park and upon
application were notified that we have,to provide one (1)
life guard for every 50 children. Mr. Reimer suggested that
maybe we could hire one of the Glendenning's one day at a
time to help out with this problem. It was approved on a
motion by Mr. Holt seconded by Mr. Wood.
Mr. Reimer has an ad prepared for next weeks Southern
Dutchess News and found out that a 1/2 page ad will be $567.
It was decided to proceed with this ad.

Mrs. Drennan called the surrounding Towns for their
"Fees in Lieu c,"f Land". They are at.; fc.llo\o'~s: East Fishki 11
- $900.; Poughkeepsie - $800.; Fishkill - $1,000. and La
Grange - $600. It was recommended that she write a letter to
the Town Board requesting to raise our fees from $650. to
$900 and to state that the Commission's position will always
be, if feasible, to take land.
It was suggested we check into a parcel of 40 acres
located on Widmer Road as potential property for recreation.
We will also check on property adjacent to Robinson Lane.

Mrs. Drennan reported that the League was going nicely.
She mentioned that the 2 boys (Mr. Farrell and Mr. Meybohm)
have started lining the fields. She mentioned that they were
pleased with the benches and requested a set of bleachers.
It was decided to try one set of bleachers from Robinson
Lane. There are also a few problems with the infield with
the stone coming thru. Mr. Vorndran will take a load of clay
from Martz over there and they will try and get a work party
to help. Mr. Drennan will contact Mr. Vorndran about this.

The building is coming along but it can't be painted
right away because kids threw mud on the blocks and it should
be worn off a bit before being painted. We were notified
that the electrical box by the handball court had been broken
into and the secretary noted that Central Hudson was notified
right away. She will check to verify that it was fixed.

Mr. Mastroianni mentioned that the Open House held June
8th was a huge success and that the room was over crowded.
All help is on contract basis with 4 paid instructors and a
director running the program.
Senior Citizen trip to West Point is all filled up. Mr.
Holt mentioned he had a complaint that all going were not
Town of Wappinger residents. Mr. Mastroianni will check on

this and maybe they will have to get Town 1.0. cards.

Mr. Wood mentioned that Castle Point ball field was in
bad shape. Mr. Vorndran will spray it.

There were no major complaints over Memorial Day
although when Mr. Wood was there about 40 car trailers were
parked everywhere. We did hpve sheriff patrol on that
weekend. He mentioned that we should try to do something with
the docks that we had built.

Mr. Wood mentioned that there was a break in at Robinson
Lane on May 17th and that 500 pounds of meat and soda was
taken along with a microwave. They trailed (sheriff and Mr.
Vorndran) the intruders through the horse farm into the
development on Rose ~ane. No further leads have come up. It
was noted that they kicked in the bottom of the overhead door
and that the alarm was not connected because of a delivery
the following morning.

There was a discussion on painting the equipment red and
white. Mr. Maurer felt that it would be a hard job and felt
that it should be pickled first and wasn"t sure it still
would work correctly. It was suggested that the bathroom be
painted a light blue using epoxy paint,

Mr. Holt gave a list of things we are working on.

Re-align lines of property between barn and that of
Mr. Fulton. He has met with Mr. Paggi to discuss
this.

Paint outside of building red.
Talked with Mr. Croshier about helping put blacktop
in front of barn. He was receptive.
A telephone has been installed.
It was suggested that some big rocks be placed along
property line by creek to prevent dumping in that

Mr. Holt has discussed with Mr. Paggi and Mr. Croshier
the possibility of paving in front of the bandstand. Mr.
Paggi thought it was a good idea and that at the same time it
might help with the drainage problem.
Mr. Holt has met Mike Silvestri at Schlathaus to go over
the electrial work done there last year since at Christmas
time we blew the fuses using the coffee urns. Silvestri said
we only have 1 line but that it could be fixed easily. He
will get back with an estimate.

Mr. Holt spoke with Silvestri regarding the Tennis
Lights and was told that he could install a cheaper lighting
system. He will put a cost estimate together on this.

The first aid meeting for Directors and Aides will be
held June 14th at 7:00 p.m. at Town Hall.
Meeting was adjourned at 9:25 on a motion by Mr. Wood
seconded by Mr. Mastroianni.
