NEW BUSINESS - OLD BUSINESS - MEETING ADJOURNED NEXT MEETING .._ J I'~ .' TOWN OF WAPPINGER RECREATION COMHISSION MINUTES - APRIL 13, 1989 NEXT MEETING KAY II, 1989 AT BARN AT 7:30 P.II. The regular meeting of the Town of Wappinger Recreation Commission was held April 13, 1989 at the "Barn", Montfort Road, Town of Wappinger, Dutchess County, New York Mr. Holt opened the meeting at 8:10 p.m. with the following persons present: Ralph J. Holt, Chairman, Bernie Reimer, Director and Commission Members Ellen Korz, Joseph Mastroianni and Bill Wood; and maintenance Director John Vorndran. Prior to the regular meeting Brian Hogan of the Sunday Morning Softball League was present to discuss the request for fields and to go over the field use regulations. They were given 2 fields at Robinson Lane and 1 at either Quiet Acres or Rockingham. He will work this out with Mr. Reimer. Herbert Eschbach of the "Veterans of Viet Nam War" was in attendance to discuss the possibility of the Veterans doing a Community service project for the Town. One of the suggestions made was to help clear out the area along the fence at Castle Point and help work on the fields. This seemed an acceptable project and he mentioned that he would check with his members and get back with us. Dick Grossman attended the meeting to discuss the problems at Reese Park and to find out what progress we have made. He was told that the signs have just been received and will be put up soon. He was told that we have spoken to the Judges and they will help us in this matter. It was suggested that we place an ad in the paper informing residents of the Park Rules and Regulations. Mrs. Korz will write something up on this. Mr. Mastroianni will set up a meeting with Glenn Doctermann of Bowdoin Park, Mr. Holt and himself at Reese Park to discuss different possibilities of what could be done there. The minutes of the March 9,1989 meeting were approved on a motion by Mr. Wood seconded by Mr. Mastroianni with all in favor. CORRESPONDENCE A letter was received from Arlene and Edwin Maisonet at 99 Robinson Lane stating that the ball players climb their fence between their property and the ball field thereby destroying it. She also called and stated that there were 5 dead oak trees along the property and asked if they could be removed. Mr. Vorndran will see about taking the trees down and will try and fix up the fence for the time being. Mr. Wood was requested to contact Little League officials to request that the kids not be allowed to climb on the fence. Minutes April 13, 1989 Page 2 A letter was received from Thomas J. Dolan, Tournament Director for the Dutchess Debs requesting use of the Robinson Lane Fields on July 29, and 30 with a rain date of July 31st. This will be for a Softball Tournament such as they ran last year. After a discussion it was decided to give them the use of fields 2, 10, 7 and 8. We would hold field 5 as a back up. Mr. Reimer will write a letter to Mr. Dolan with a cc to Wayne Holten, President of Little League. A letter was received from Ray Alexander requesting fields on Tuesday, Thursdays and Sundays for a local Fastpitch Girls Softball League. It was requested that Mr. Reimer write a letter stating that all of the fields have been given out and suggest that if they would need fields next year to apply early. Mr. Rider noted that soccer will be finished the end of June and the fields would be available to them at that time. A copy of a letter addressed to the Town Board was received from Joseph Paggi, Engineer to the Town regarding a couple of changes for the Robinson Lane addition resulting in a credit of $440. on the contract. A memo was received from the Town Clerk's Office regarding the following action taken by the Town Board at their March 6th meeting: 1. That the stipend payment to the Commissioners would be discussed during the 1989 budget process. 2. That the Town Board agreed that the Commission should contact the Attorney to provide him with any information we have regarding the property alignment at the Barn. He has been authorized to pursue this matter after receiving our input. Mr. Holt mentioned that he had written to J. Garnot, Community Relations at I. B. M. requesting surplus furniture for Schlathaus. A letter has been received from Mr. Garnot that if the items become available we will be notified. The lamps and timers have been purchased and will be placed in the house for security purposes. A request was received from the New Hackensack Fire Company Bavarian Fest to use the Schlathaus Park property for parking for their Annual Bavarian Fest June 9, 10, and II. They stated that security and insurance will be provided by the Fire Company. It was decided to give approval to the Fire Company for the use of this property and a letter will be sent so stating. A telephone call was received regarding several problems with the soccer people. 1. That people were driving through the neighbors yards to get into the fields. Could we put us a fence to prevent this. 2. That the soccer goals back up to the neighbors property and occasionally balls are kicked into their property. They were concerned about liability if the children get hurt chasing the ball. H Minutes April 13, 1989 Page 3 After discussing the problems, it was suggested that we put up a wire fence for the present time. DIRECTOR'S REPORT Mr. Reimer reported that the Magic Show was very successful and the the auditorium was packed. Although the chimps did not arrive and there were a few technical problems, it seemed to be s success. The Ketcham Gymnastics group expressed their appreciation for being allowed to sell refreshments. They made about $600. towards their trip to China. Almost all concerts are booked and we are about out of money in that line item. Mr. Reimer has made out the schedule of personnel for the playgrounds but has not called everyone to verify their positions. Mrs. Wilday has decided to stay on as Director of Mar~' and Mr. Wilday will be an aide. A copy of the concert and playground personnel should be available at the next meeting. Jennifer Jacobs will be unable to return for the Tennis Program but she has given a name to Mr. Reimer for a possible replacement. Mr. Reimer spoke with someone regarding the posts and all agree that the lever kind are not the best for public use. They all suggest the crank as they can be adjusted easier and for safety purposes they could be painted a bright color. He will check further on this. He also mentioned that Ken Lynn, Ketcham Tennis Coach has replaced one of our nets and will replace another one. Information has been received from Deer Hill regarding our swim program. They are willing to rent us the pool for $4,500. We would have to take responsibility for the complete operation of the pool for the period from June 26th to August 18th. Included in that responsibility will be the expense for pool chemicals, porta johns, a recommended stripe, salaries for the personnel and an insurance fee of approximately $1,000. Mr. Reimer projects the total expense for the program to be around $6,000.. After discussing this the Commission decided to accept their offer. Mr. Reimer will write to them accepting the offer and request information about possibly using the pool for a Senior Citizen swim. SENIOR CITIZENS Mr. Mastroianni mentioned that four trips have been planned for the Seniors this year; June 1st to Woodlock Pines, July 11th West Point Cruise, October 10th October Fest in Pomona and November 1st to Elmsford. More information will be given as the trips get closen. ROBINSON LANE Mr. Wood reported that the Robinson Lane building was finished as far as the Sun-Up Contract. He mentioned that we need 2 splash guards under the gutters and that the roll up windows were aluminum not steel. Mr. Wood asked about having a Town Flag available for Opening Day Ceremonies on April 22nd. The secretary has obtained a flag from the Town Historian to use that day and when an order is placed for more flags we will see about ordering a couple for our use. Little League has requested permission to use our sound system for Opening Day. Mr. Reimer will see about this. It was suggested that the alarm system at the building needs to be up dated. It was suggested that we call Mike Hutcher from Safe and Sound Security for an estimate. SCHLATHAUS PARK It was mentioned that the light on the flag pole at Schlathaus needs to be fixed. We will send a letter to the Town Board requesting use of the Schlathaus Funds (Approx $1,500.) for this purpose and to also upgrade the electric to the Christmas Tree. CHELSEA BOAT RAMP Mr. Wood has a design for the placement of two of the docks at the ramp. The key thing would be to get the posts in to anchor the docks. He felt that this could be done for around $100.. Mr. Vorndran will speak to "Mike" to see if he would be willing to help us. It was also suggested that we get the Sheriff's patrol for the Memorial Day Weekend. STONERIDGE SUBDIVISION (PACILLI) KETCHAMTOWN ROAD Mr. Holt, Mr. Wood and Mr. Vorndran walked the subdivision and felt that the terrain was not suitable for recreation. It was suggested that we take money for recreation fees. QUIET ACRES The building at Quiet Acres is finished as for as the Sun Up contract. The grass will be ripped up and the clay put down tomorrow. A ditch will soon be dug and the water and electric supplied to the budiling. Mr. Wood suggested that we put up four 4 x 4's as a support for a tarp to provide shade for the summer program. We will try and make a contact to obtain some telephone poles to mark off a parking area. Mr. Vorndran mentioned that East Fishkill Railroad Tie owner would like to donate some playground equipment . ~ . . . . ~ .. CHELSEA HEIGHTS SUBDIVISION Mr. Holt has received a call from the Attorney for the above about the possibility of doing the drainage work in lieu of land or money for recreation fees. Mr. Holt will be setting up a meeting with him as soon as possible. SCHLATHAUS BUILDING Mr. Vorndran is in the process of getting estimates for the well and septic. The secretary was asked to speak to the Comptroller to find out the amount of funds in the Schlathaus Account. Mr. Rider thanked the Recreation Commission for all their help in getting the improvements done at Rockingham. The porta john has been delivered and they will see about getting it put in the fenced in area. The meeting was adjourned at 9:45 on a motion by Mr. Wood seconded by Mr. Mastroianni.
