Y. 12590 RECREATION MINUTES SEPI'EMBER 14, 1989 NEXT MEETING OCTOBER 17, 1989 at SCHLATHAUS PARK AT 7: 30 The regular meeting of the Town of Wappinger Recreation Commission was held September 14, 1989 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New YOrk. The meeting was called to order at 7:33 with the following persons present: Ralph J. Holt, Chairman, Bernie Reimer, Director and Commission Members Ellen Korz, Hugh J. Maurer, Joseph Mastroianni, Donald Rider and Maintenance Director John Vorndran. The minutes of the August 10, 1989 meeting were approved on a motion by Mr. Maurer seconded by Mr. Mastroianni with the following corrections: 1. Page 1 under John Estes - it should read $1.00 per day plus one $10. toward the banquet. 2. Page 4. under "Sign for Barn" - it should read we should check with the Town Zoning Administrator regarding the size of the sign. CORRESPONDENCE: A letter was received from Supervisor Paino asking us to mow the center median at Hamlet Court. Mr. Vorndran mentioned that he has already done it once. Mr. Maurer questioned why Recreation was given this job. It was suggested that a letter be sent to Supervisor Paino mentioning that we have mowed at Hamlet Court but that we are confused about our responsibility in that it isn't part of recreation. The following checks were received as donations for the Summer Recreation Playground picnic: $250. $200. $250. from B. & D. Contracting Company from Camo Pollution from James A. Klein, Inc. It was requested that we request the Town Board to accept these checks and place them in the Youth Recreation Program Account 01-06-7310.4 to help cover the expenses for the picnic. Two letters were received from Central Hudson stating that they were unable to obtain access to Robinson Lane to read the meters. It stated that they would charge $100. a month until they could read the meters. It "'; Recreation Minutes Page 2 September 14, 1989 was suggested that the Secretary call to make an appointment and to express our dismay over the $100. a month charge. The Town is always willing to cooperate. DIRECTOR'S REPORT Mr. Reimer stated that the end of summer picnic went well with over 249 kids in attendance. He was very pleased with all of the extra help. He felt he couldn't thank each one in his column as there were so many he was afraid he would miss someone. He was also disappointed that he was not better prepared with the camera and he said it didn't come out as well as expected. There was a recent letter in the Southern Dutchess News from a parent of a child from Martz Field critizing our lifeguards. She had also called Mr. Reimer the last day of swimming saying that the lifeguards had used unacceptable language and forced her child in the pool where she hit her head. Mr. Reimer spoke with the lifeguards and was told that the child did not want to do lessons but just wanted free swim. They told her that the program was for "Learn to Swim" and if she did not participate in lessons sh,. wasn't allowed free swim. She then reluctantly went in the pool and bumped her head. Mr. Reimer mentioned that he would back the actions of the lifeguards if something further transpired. Mrs. Korz suggested that the applications should state that the child must participate in swim lessons. Amy Slacin, Summer Director has written a Summer Playground Report and a Summer Recreation Personnel Manuel. Each member of the Commission will receive a copy for their review next meeting. Mr. Reimer mentioned that JOhn Werner has called him and asked about winterizing the pool at Deer Hill. It was decided that we Ehould winterize it but not to cover it. We will also clear the lines. Mr. Reimer will prepare a letter to Mr. Werner on what we have done this year and indicate that we hope we will be able to use the pool in 1990. Mr. Maurer suggested that if we have to cover it we use bisquene. It was suggested that we contact Roger Foley to see if he would winterize the pool since he has done it in previous years. We would be willing to pay up to $100. for his services. The attendance award for the summer playgrounds was given to Quiet Acres. They had the least percentage of decline in attendance from the 1st half to the 2nd half of the playground with a 6% decline. Chelsea was next with 14%. The Fall programs are okay with the exception of those scheduled for Wappinger Jr. High. We have been notified that they are doing repairs on the gym and we probably won't have access until mid November. This will.affect the start of the Wednesday Adult Basketball and Tuesday Volleyball. It was suggested that Mr. Reimer try and get the use of some other gym for that period. Mr. Rider also suggested that possibly they might Use Martz Field at least as long as the weather it good. ..... . Recreation Minutes Page 3 September 14, 1989 HALLOWEEN PARTY The Halloween Party is scheduled for Sunday, October 29th at 2:00 p.m. Mrs. Korz mentioned that she has contacted Steve Johnson, Magician and found that his fee for 1/2 hour show will be $160.00. She has also been in contact with McDonalds. We still have to write the letter to Ben & Jerry's asking for donations and we will contact Pizza Hut as the time gets a little closer. Mrs. Korz was asked to check with Diesings for Cider, Donuts, Apples and also corn stalks and pumpkins for decorations. She will also try to get witches hats and capes for the judges. Mr Reimer will check with the schools for use of their facilities in case of rain. He reminded everyone that he will not be available that day so 'someone will have to set up the P.A. system. WAPPINGER DAY Mr. Maurer was concerned about the placement flag pole for Community Day. He said that if it had not have been able to get the equipment out of there ruined the grass. of the rides by the rained they would and it would have TENNIS COURTS We have received a call from a resident stating that an individual is using our courts to give private lessons on Sundays and possibly Saturdays. Mr. Reimer and Mr. Holt will check on this. It was mentioned that we need a new timer for the courts and we need to get an estimate from Chris Bar to fix the tennis lights. We need to start this work soon. AUDITORS The auditors have notified us that the Schlathaus building cannot be rented out. It is illegal unless the person is using it as prt of his salary. The Schlathaus Fund therefore is no' :longer and bills and upkeep have to be paid through our budget. They have also asked us for an estimate on what balance we would have left over in December. The Commission then went over the budget line items. SOCCER Opening day for Soccer on September 7th was a beautiful day and the ceremonies were well attended. Mr. Mastroianni questioned the number of teams and asked about the under 16 and 19 year olds. Mr. ~ider noted that there doesn't seem to be the interest as in the younger children. The ceremony went well but there were a few complaints from the residents regarding the parking along Regency Drive. There were complaints that the cars were parked on both sides of the road and therefore cars were unable to get through. Other residents complained that the mail boxes were blocked and ~ Recreation Minutes Page 4 September 14, 1989 the mail wasn't delivered. It was mentioned that the league should have had more people out to direct the people into the field. Mr. Rider said that they have learned a lot from this year towards the running of future ceremonies. Mr. Holt then mentioned that we still haven't heard anything regarding the proposed work at Castle Point and time is running out in order for us to build a new field for next Spring. When next Spring comes and we have soccer and softball wanting more fields because of expansion, we will have problems again. As it was the solution this year of giving Quiet Acres to the softball league didn't work out well because of all the flooding but Mr. Holt mentioned we did this in good faith not knowing we would have all the rain during May and June. Mr. Maurer questioned why softball has to go to Quiet Acres instead of soccer. He said that softball has always used Rockingham and he felt that we shouldn't have put an established group out. He said he felt that we gave the softball players a raw deal. Mr Maurer made note that if another meeting is held regarding field use for softball and soccer, he wants to be able to vote on the decision made. Mr. Holt felt that in 1990 that if we don't have another field at Castle Point, softball won't be as willing to relinquish Rockingham. We will copy the Town Board's June letter regarding Castle Point and note URGENT ACTION NEEDED. to avoid softball/soccer problems in Spring. A suggestion was made about trying to obtain land at Whi~e's Corners and possibly making a memorial field in the rame of Peter White. We should inquire around to find out who to speak with regarding this. SENIOR CITIZENS Mr. Mastroianni mentioned that the next trip on October lOth is all filled and reservations for the November trip to Elmsford will be taken next week. Mr. Vorndran reported the following: 1. 400 ft of fence is up at Rockingham 2. We need more fertilizer for the new diamond at Robinson Lane. 3. We still have to paint the bandstand and dugouts. He requested permission for a sprayer and it was granted. 4. Chris Bar has completed work at the Christmas tree but still needs to do the wiring fromthe garage to the pole. It was suggested that the wire be placed in the ground. 5. The Mid-Hudson Road Runners Race is acheduled for September 17th and it was suggested we try and get a 3 yard dumpster delivered to Robinson Lane for Saturday to be picked up Tuesday. . . l'- .. Recreation Minutes Page 5 September 14, 1989 5. We have had trouble with the,manhole grate at Martz,Field. The kids some how keep taking up the grate and it is a 15 ft deep hole. Mr. Vorndran will have to use the loader to put it in place and will try to weld it on. Mr. Maurer suggested that maybe Mr. Humeston would have a portable welder. Naro SUBDIVISION After reviewing the Subdivision Plat the Commission felt that the offer of land was totally unacceptable and that we should negotiate further on the recreation dedication. EVERGREEN SUBDIVISION After reviewing the Subdivision Plat, the Commission was in agreement that lots 7 - 12 were not acceptable. Since we need land we will ask them to make a recommendation excluding these lots. Peggy Roe Secretary . .
