TOWN OF WAPPINGER RECREATION COMMISSION
MINUTES - AUGUST 8, 1990
NEXT MEETING SEPTEMBER 13, 1990 AT 7:30 p.m.
The regular meeting of the Town of Wappinger Recreation
Commission was held August 8, 1990 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
Because there was not a quorum at 7:30 we went ahead
with the dis~ussion with the officials of the two soccer
leagues to try to understand what transpired to bring about
the break up of the United Soccer League. Ron Mackowiak,
Vice President and Bill Duffy represented the Wappinger
United and John Russo represented the Wappinger Soccer
League.
The meeting officially was called to order at 8:10 with
the following persons present: Ralph J. Holt, Chairman,
Bernie Reimer, Director, Commission Members Ellen Korz, Nancy
Drennan, Stephen Miller and Maintenance Supervisor John
Vorndran.
The minutes of the July 12, 1990 meeting were approved
on a motion by Mr. Miller seconded by Mrs. Korz with all in
favor.
CORRESPONDENCE
A bill was received by Supervisor Smith from Michael A.
Schwall, Sr. in the amount of $1,500. for the installation of
the dock pilings at Chelsea. He also requested a release
form which he had previously discussed with her. The
Commission members felt that this was excessive and requested
thata letter be sent to Supervisor Smith asking whether she
had made any arrangements with Mr. Schwall. We would also
state in this letter that we felt that the charges were
excessive but if that was an agreement which she had made we
would pay.
A letter of thanks was received from Frank Masci,
President of the Wappinger United Soccer Club, Inc. for the
installation of the fence around their trailer at Rockingham.
A letter was received from Charles Sprauer, Race
Director for the Mid Hudson Road Runners Dutchess County
Classic. This letter was a request to use Robinson Lane on
September 16th for their race. They had also called Mr. Holt
to request the use of the building to store tables. The

Commission granted approval for the use of the Park but
denied the request for the use of the building since there
will be equipment stored in there and it would involve
someone to open and close because of the alarm system. It was
suggested that they might be willing to use the back of one
of the dugouts for the storage of their tables. He will be
contacted about this and will be offered the use of our
picnic tables already there.
Copies of letters were received regarding the Evergreen
Estates Subdivision. The first letter was from Richard G.
Barger with a revised plan depicting the 6.7 acres of land to
be given as recreation dedication. The second letter was a
copy of our letter to the Town Planning Board accepting this
dedication.
DIRECTOR'S REPORT
Mr. Reimer reported that the Summer Playground Picnic
was to be held next Tuesday, August 14th. Everything seems to
be going well. A video has been made during the duration of
the playground which shows the various playgrounds and
special events.
Mr. Reimer and Mr. Vorndran have started to make the
video on the various parks which will be used in correlation
with the master plan. Mr. Holt mentioned that the Plan
itself is completed but since the Town Board was unable to
meet with us this week we will plan on presenting it in
September.
Mr. Reimer mentioned that he received a phone call from
"Claudia" from the Fishkill Plains Twirling Team asking us to
supply insurance coverage for the Town of Wappinger Children
on her team. She mentioned that 80% of the children are from
East Fishkill and 20% are from Wappinger. After a discussion
Mr. Miller stated that he felt that a precedent would be set
and felt that we shouldn't do this. We can't support every
private group that has Town of Wappinger Residents enrolled.
Everyone agreed and therefore this request was denied.
There have been several complaints about the tennis
lights not working. Mr. Holt mentioned that we have just
received the grant of up to $4,800. worth of new more
efficient energy saving lights. We will have to pay for the
installation. Mr. Vorndran will check with Chris Bar to do
the work as soon as possible.

SOFTBALL LEAGUES
Mrs. Drennan said that the playoffs are scheduled for
next week and requested more fields. Mr. Reimer okayed the
Ilse of 2 fields at Robinson - the Girls Softball field and
the Senior League I Field.
HALLOWEEN PARTY
Mrs. Korz reported that she has started working on the
Halloween Party obtaining gifts from various businesses.
BOAT RAMP
The ramp is scheduled to be finished by next week. It
was requested that the Sheriff Patrol be requested for the
L.abor Day weekend.
REESE PARK
Mr. Vorndran mentioned that the gate has been installed
at Reese Park and was made from the old equipment from
Chelsea. Mrs. Drennan suggested that we should investigate
the use of Eagle Scouts to work on clearing the trails at the
above as a project. She will look further into this.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. A donation of item 4 was received from Trap Rock for
the new road at Castle Point. The donation amounted to about
$16,000.
2. The picnic area is almost completed at Castle Point
and the childrens area looks great.
3. The lower field still as to be drained once it is
done we have to put some clay in and seed the area. We then
have to put in the backstops. Where the land field area was
we still have to build it up some more. Hopefully by the
end of fall we will have 3 ballfields there.
4. Mr. Humeston has volunteered to put up a shelter
with the help of some of the local contractors. The only cost
to us will be the cost of the materials which is estimated to
be about $2,800. The shelter will be placed on the top of
the hill on the right.
5. We also have to put in a well and septic system and
hopefully we can get it all done this fall after the
playground is over.
6. A letter was received from Paggi & Martin regarding
the Schlathaus Park Sewage Disposal System. Since it was
received so late, it was suggested that it be copied and
discussed further at the next meeting.
7. Mr. Holt is meeting with the recreation people from
LaGrange regarding their "Freedom Park" and the possibility
of using Briar Lane as the "Wappinger Freedom Park". This is
something for us to explore.
8. Mr. Miller will be sitting in as Acting Chairman for
Mr. Holt while he is on vacation. Mr. Holt will be away
until September 6th.
9. Mr. Holt mentioned that he was in the process of
formulating the 1991 budget and asked if there was anything
the members felt needed to be included. Mr. Miller mentioned
that a directory should be made for Robinson Lane possibly a
sign 4 x 6 with a map.
The meeting was adjourned at 9:10 on a motion by Mr.
Miller seconded by Mrs. Korz.
