OLD BUSINESS NEW BUSINESS Halloween Party MEETING ADJOURNED NEXT MEETING . , .~ TOWN OF WAPPINGER RECREATION COMMISSION MINUTES - SEPTEMBER 13, 1990 NEXT MEETING OCTOBER 11, 1990 The regular meeting of the Town of Wappinger Recreation Commission was held September 13, 1990 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 P.M. with the following persons present: Chairman, Ralph J. Holt, Director Bernie Reimer, Commission Members Ellen Korz, Joseph Mastroianni, Donald Rider, and Maintenance Supervisor John Vorndran. Hugh J. Maurer arrived at 8:15 P.M. The minutes of the August 9, 1990 meeting were approved on a motion by Mrs. Korz seconded by Mr. Mastroianni with all in favor. Claudia Paolinik, President and Director of the Fishkill Plains Twirlers attended our meeting to request that the Town of Wappinger support her twirlers by paying the liability iDsurance for the Wappinger enrollees. She mentioned that the Town of East Fishkill, which sponsors the group and has 80% of the enrollment, carries a rider on their insurance to cover her participants. She mentioned that with the Wappinger Central School District formation of a school marching band there will probably be a great interest in twirling. After discussing the situation, it was felt that because the group is not a program run by Recreation, that this request should be made to the Town Board not our Commission. It was suggested that she write a letter to Supervisor Connie Smith and ask to be placed on the September 24th agenda. CORRESPONDENCE Two letters were received from Joseph Paggi regarding the septic and water systems at Schlathaus. He mentioned that to improve the system with an expanded system, it would have to sit for 2 -3 years before it can be used. The second letter mentioned that if the parcel is just "improved" and then allowed to sit for a period of time the Health Department may consider the improvement to be equal to the exisiting condition. It was questioned as to what Mr. Paggi meant by "improvements". Mr. Holt will contact him to see if we would be able to put in a septic tank which could be pumped. A letter was received from John Estes requesting that ~ ~ the Recreation Commission support the Town of Wappinger bowlers in the Beacon Recreation supported Senior Citizen Bowling League. The support would consist of $1.00 per week for 36 weeks per bowler plus $10. each toward the banquet and $1.00 toward prizes which would equal $47.00 per person for the 4 enrollees. Again it was suggested that this request go to the Town Board since it is a private organization and not something the Recreation Commission runs. It was suggested that a letter be sent to Mr. Estes stating that we have looked further into his request and find that we cannot honor it but suggest that his request go to the Town Board. A memo was received from Supervisor Smith stating that at no time did she discuss any money with Mr. Schwall to do the pilings at the Boat Ramp and that we could use our judgement on how to handle paying for the job. It was decided to write a letter to Mr. Schwall stating that we never understood that we would be billed for the installation of the pilings and we feel that the charge of $1,500. is excessive. We would also request a breakdown of the charges. A letter was received from Robert F. Gift, Chief of Environment and Recreation Assistance Division of the U. S. Department of the Interior, National Park Service. The letter was a reminder that the biennial report under the terms of the deed transfer of the Castle Point Federal surplus property was due. Mr. Holt has prepared the report indicating that we have installed a new road, picnic fireplaces, playground equipment and hope to build a shelter this fall. Ronald B. Mackowiak, Vice President of the Wappinger United Soccer Club handed us a letter at the August 9th meeting requesting that the softball program be moved from Rockingham. As stated numerous times, we are not able to remove softball completely from Rockingham until Castle Point is ready. They also requested that we seed the infield of the softball diamonds and extend the snow fence at the north side of the pond. Mr. Holt and Mr. Vorndran will visit Rockingham area and come back with a reply to these requests. A letter was received from Arlene Rider stating that she has resigned her position as Secretary of the W.U.S.C., Swap Table Director, Newsletter Editor, Southern Dutchess News liason and coach for the under 5 team for the 90-91 season. She felt that a grave injustice was made during the recent problems of the Club which resulted in a split. The Recreation Commission was distressed at what took place and felt it was uncalled for. Our concern is for the children and we feel that some were hurt by the decisions made. A letter will be sent to Mr. John Russo so stating. We will also inform him that if he progresses in establishing his new league we will support him as much as we can. Mr. Rider .> mentioned that they have gained permission to practice at Ketcham High School. DIRECTORS REPORT Mr. Reimer reported that there were 863 children registered for the summer program and that he has made a tape showing some of the highlights. Quiet Acres playground won the attendance award for the second year. We had a problem with the counselors at Castle Point ln that they took the liberty to make personal calls on the cellular phone. In reviewing the phone bill it was noticed that there were quite a number of calls and therefore the counselors will be requested to reimburse the Town for these expenses. There will be a careful evaluation of the counselors for next year. The summer concerts had a very good attendance and Mr. Reimer mentioned that he is trying to get something scheduled for the Fall at the Wappinger Jr. High. We are still trying to get a West Point Band for an indoor concert for the Falll Winter. The Schlathaus Race is scheduled for October 6th. Mr. Reimer is working on setting up the fall programs and the fall site applications have been sent in. We have had a verbal confirmation from the Wappinger Jr. High. Hopefully he will have all the information at the next meeting. HALLOWEEN PARTY Mrs.Korz mentioned that she has contacted several local businesses to obtain prizes for the Halloween Party which will be held Sunday October 28th at 2:00. She is still making arrangements with Steve Johnson for a magic act. We will again have costume judging, pumpkin carving, cider, and donuts. A request was made that Mr. Reimer see about arranging an alternate site in case of rain. SENIOR CITIZENS Mr. Mastroianni mentioned that the next scheduled senior trip is on October 11th to Woodlock Pines, Pa. Already there are 35 signed up and the bus holds about 45. Mr. Holt mentioned that Supervisor Smith would like us to give the Town Board a recommendation on a senior program. He asked to look at the current contract to understand what ~ they do and who does it. He will work with Mr. and come up with some ideas. Mastroianni ROCKINGHAM Mr. Holt mentioned that there have been some windows broken in the trailer at the above site. It was also stated that the W.U.S.L. has placed barbed wire on the top of the fence around the trailer after we initally denied this request. It was questioned about the Town's liability if someone is hurt. Mr. Holt also asked Mr. Mackowiak about why they didn't hold the Soccer Opening Ceremonies at Robinson Lane as requsted and was told that it was out of the way. Of course the Commission felt that answer wasn't a good excuse because 1100 families in Little League don't feel it is a problem. Mr. Holt mentioned that Fishkill is going ahead with the soccer fields and hopefully 2 will be ready by Spring. Mr. Rider asked abou~ cleaning out the area between the 2 backstops but Mr. Vorndran said it was too wet. CASTLE POINT The 3rd field at Castle Point is on hold since we found out that the Town still has to dig test wells during the next few years. Mr. Holt spoke with Mr. Paggi and requested that we be granted approval to put 3 - 5 inches of soil on the landfill area, level it and seed it. Mr. Paggi said he would check with the D.E.C. to get permission to do this. We would not be able to put in a backstop, but at least the area would be ready when the opportunity presents itself. CHAIRMANS REPORT It was suggested that we look into the possibility of putting a split rail fence around the Schlathaus Property with gates strategically located. We will check on prices. We also need to fill in the ruts. The 1991 budget has been submitted to the Supervisor. Some of the things we need to work on are: 1. Clean out corner of Montfort Rd. & Pye Lane 2. Need to replace the slide at Martz Field 3. Quiet Acres need to be rolled frequently (maybe the Highway Dept. would help) 4. Running track around Quiet Acres - Put down stone ~ . . dust. 5. Golf instruction will be at Robinson Lane on September 29 & 30 and October 6th. Tim Rockett will be the instructor. 6. We still have to present the Master Plan to the Town Board. 7. The boat ramp is in. Next year we are planning to build an additional piece to make it wider. Meeting was adjourned at 9:30 on a motion by Mr. Rider seconded by Mr. Maurer.
