The regular meeting of the Town of Wappinger Recreation Commission
was held January 10, 1991 at Schlathaus Park, All Angels Hill Road, Town of
Wappinger, Dutchess County, New York.

The meeting was called to order at 7:30 p.m. by Chairman Ralph J.
Mr. Holt introduced to the Commission Kathi DeLisa who is the new
Citizen Director, Terry Fisher Commission Member who was appointed
Town Board to fill the unexpired term of Nancy Drennan and Peggy Roe
now the full time recreation secretary.
Those present in; addition to the above are Recreation Director
Bernie Reimer, Commission Members Ellen Korz, Hugh J. Maurer, Joseph
Mastroianni, Donald Rider and Maintenance Supervisor John Vorndran. Also
in attendance was Councilwoman June Visconti. Stephen Miller arrived at
9:00 p.m.
The minutes of the December 13, 1990 meeting were approved on a
motion by Mr. Rider seconded by Mr. Maurer with all in favor.
CORRESPONDENCE
A letter was received from Charles R. Del Bene, Jr. of paggi and
Martin, Engineers, stating that they have staked out the four corners of
the area which will require fill for the septic system at Schlathaus. He
also stated that the location of the new well and its separation from the proposed
septic system is more than adequate.
A letter was received from Bob Drennan of the Wappinger's Mens
Modified Softball League for the use of the Town's fields for the 1991
season. This letter was referred to Mr. Reimer for follow up.
A letter was received from the Wappinger United Soccer Club for
use of the Rockingham Fields for the 1991 season. This was referred to Mr.
Reimer for follow up.
A letter was received from Ronald Mackowiak of Wappinger United
Soccer Club requesting that "No parking" signs be placed along the Rockingham
Park entrance road from Regency Drive to the existing water fountain on the
left hand side as you enter the Park. This had been discussed at the December
meeting and approved. The secretary is in the process of getting prices and
ordering the signs.
A copy of the Program Annual Report for the Dutchess County Youth
Bureau form DFY-3140 for the Town of Wappinger, for the period ending December
31, 1990, was distributed for informational purposes only.

The attendance report for 1990 was distributed to the members
for their information. This report is submitted to the Town Board.
REPORT FROM THE DIRECl'OR OF RECREATION
Last Saturday was the registration for the two chi1drens programs.
The gymnastic program held at Myers had 50 registrants. Last year's
instructors Brenda Peura and Art Goldner are returning and the program
went smoothly. The basketball program, since its move from the Junior High
to Sheafe Road,has been going much smoother. The program a Ie - 12 week
one is run by Len Reed, Sr. and Len Reed Jr. For the first day of registration
there were 38 registered with more anticipated.
The adult winter programs (2 volleyball, aerobics, and adult basketball)
seem to be going smoothly.
The concert for March 1 is not definitely booked but Mr. Reimer feels
confident that there should be no problem. He is working with the Dutchess
Community College Chorus accompanied by the Hudson Valley Philharmonic and the
Dutchess College Brass Ensemble. Mr. Reimer will contact a school organization
to see if they wanted to do refreshments. Advertising must be done soon.
Mr. Reimer had a phone contact from West Point in reference to the
May 3m concert at Ketcham. We should be receiving a confirmation letter within
a week.
Mr. Reimer brought up a suggested change for the Swim Program for
the Commission to think over. At the present time each playground gets
approximately 7 - 8 days for swim lessons. Robinson Lane, Chelsea and Quiet
Acres go together, Hughsonville, Martz Field and Spook Hill have their own
time. As it stands, the maximum number of children allowed in the pool is
55 and there are times when there are 80-100 children at the playground
registered for swimming. A suggestion was made to make the swim program
separate from the playground and have a general sign up having 2 sets of
lessons each day running for 1 or 2 weeks. Mr. Reimer spoke with Mr. Ken
Schribble of Deer Hill about this suggestion and Mr. Schribble said he felt
that the road into Deer Hill could not handle that volume of traffic with
parents dropping off their children. Another alternative would be to have
a drop off site such as Junior High or one of the playgrounds. Mr. Reimer
will explore this further.
REPORT FROM THE DIRECl'OR OF SENIOR CENTER
The Senior Center opened on January 2nd under the Town supervl.sl.on
and Mrs. DeLisa mentioned that so far she has been given a wonderful reception.
A report for the first 2 weeks was given out at the mefating and is a.ttached to
these minutes.

Several questions addressed in the report were:
1. The Seniors give weekly dues and they receive monies from their
crafts which are added to this fund. There is a question on who should control
this account. It was our feeling that the Seniors themselves should elect a
Secretary and Treasurer to take charge of these funds. Charlie New of the
K of C will be asked to come in and speak with Mrs. DeLisa about how this is
handled at the K of C.
2. One of the couples in the Senior Program will soon be getting
married and it is believed that Supervisor Smith will be giving a small
reception for them at the Town Hall. Mrs. DeLisa asked if we could do
something. It was suggested that she might try and get a donation of
flowers for the occasion. Mrs. Visconti suggested she try Silk Emporium
and gave a contact name of "Nancy" and Mr. Mastroianni suggested she try
Rood's Florist.
3. It was decided to have Helen Nixon continue to help with the
Senior trips. She has done a great job in the past and could be a great
help to Mrs. DeLisa.
4. Mrs. DeLisa is in the process of negotiating a video contract
with "Video Treats". She mentioned that not many Seniors stay in the
afternoon for the video and suggested having only 1 movie a week instead of
2. She would really like to try other things like dance, aerobics, and
liesure time programs, blood screening, health talks, speakers on living
wills etc. She well work on setting up a speakers bureau.
5. The boccie and horseshow pit will be started at the Town Hall
as soon as the weather permits. We would also like to see a gazebo at the
Town Hall.
SOCCER
Mr. Holt mentioned that he had received a call from John Russo of
the Town of Wappinger Soccer Club requesting practice field. Mr. Russo
said that the School District was notallowing\lse of their facilities on a
long term basis but only on a one shot application. Mr. Reimer will see
how this can be worked in. It is our understanding that Fishkill is still
working on their two fields and if necessary the Quiet Acres field might be
fixed for this purpose. We are waiting for further information on the
Fishkill proposal.
Mr. Vorndran questioned that the Soccer Club uses the fields after
heavy rains and in doi~ so they tear up the fields. He asked if there
was some way that this could be monitored. Mr. Rider will speak with
representatives of the united Soccer Club about this. Mr. Vorndran also
asked if there was any way that the soccer,~eason could start a couple'of
weeks later so they would have some time to work on the field.

We haven't heard anything further on the Buyokowski property on
Route 376. We hope that the area is not stripped of all the top soil
before it is turned over to the Town. We are still hoping that if all
goes well that it can be playable in 1992.
SCHIATHAUS PROPERTY
Mr. Holt requested that Mrs. Korz, Mrs. Roe and Mr. Vorndran work
on getting the building in shape - cleaned up, curtains, furniture etc.
Mr. Vorndran will check on replacing the burners on the stoveoand move out
all the old furniture. Mr. Holt said that he had requested on oval wooden
table from I.B.M. to be used as a meeting table. We will also request that
Mr. Ossenkop look at the bathroom and give us some suggestions on making a
handicapped facility. Although the septic won't be completed until at least
August, we can start to get some plans formulated.
CASTLE POINT
Items to be done at the above park are: 1. Put in two backstops,
2. Cover landfill area and seed, 3. Put in a floor in the shelter, 4. Put
in electricity, 5. ~t in restrooms, 6. Put in a well and septic system
and 7. Addition of storage area. We will probably be going to the Town
Board to request funds from the Parkland Trust to accomplish some of this
work.
Several pictures were circulated of Castle Point and the new
shelter area. Mr. Holt mentioned that a letter was going to the newspaper
along with the pictures thanking those who helped construct the building.
Each will be given a certificate of thanks at a luncheon to be held at a
later date.
A tax map was available showing the property owned by the Town
across the road from the Castle Point Park. The Commission would like to
be able to remove some of the trees for a better view of the river from the
picnic area. In reviewing the map, it was noted that the Town owns only
ha1f-way down directly across from ~thePark and that Castle Point V. A.
Hospital owns the rest. It was suggested that we contact the Hospital to
get permission to do this work.
DOCK AT CHELSEA
Mr. Vorndran mentioned that the D.E.C. has repaired half of the dock
that was coated with kerosene after the Hudson River spill last Fall.

Mr. Rider questioned the advisability of the Commission to
purchase their own thermos jugs in light of the problems we had with those
we rented from Rent-All for Christmas. We could use our own for the summer
program, special programs such as Halloween and Christmas and for concerts.
Mr. Fisher mentioned that he thought that they ran about $130. each. Mr.
Rider will check into prices from a restaurant wholesale place.
Mr. Rider brought in an order blank from the Dutchess County
Extension for the purchase of the tree seedlings. It was recommended that
the Commission order some trees to be planted initially at the barn site and
to eventually be transplan'hed at Robinson Lane and Castle Point.
With the addition of the 30+ acres at Castle Point and eventually
the Buyokowski Property, we should be looking toward new mowing equipment and
additional personnel.
MARTZ FIELD
The two trees by the Memorial stone at Martz Field are being
removed and transplanted at Schlathaus. They are too big and will be
replaced with something different.
The fence around Martz Field ball diamond is in bad shape. We are
going to have to bolt in the top rails of the fence. Also the fence on the
tennis courts are starting to rust. It is suggested that we should look into
having someone paint it.
The meeting was adjourned at 9:30 on a motion by Ellen Korz
seconded by Hugh J. Maurer with all in favor.

JANUARY REPORT TO RECREATION COMMISSION
SENIOR CITIZEN CENTER
Considering our controversial beginning, we got off to a
positive start. Regina Waldron was hired as the arts/crafts
teacher at $8.00 per hour. She began January 2nd, the first
day the center op-ercrt-ed under Town _ superv i s ion. -Every
senior participated in the craft project-making rug yarn
poodles. In the afternoon, a -group played ~okeno. Most
seniors left by 2:00P.M.
January 3- Exercise classes were offered, 16 Seniors
participated. Sue Borchardt was contracted through-the YMCA
to be the exercise teacher at $15.00 per hour. News Center 6
came in to interview the Seniors, Connie and me. This was
aired Friday 1/4/91.
January 4- Dan Blo.ck from Hudson Valley News came in to
interview both the Seniors and me.
All in all the week went well. Seniors appear to enjoy
crafts on a daily basis, enjoyed exercise, but most leave by
2:00-2:30. An average of 25 members per day signed in.
Members filled out new registration forms(see attached).
Included on form was a survey of activities they are
interested in. The top ten-choices besides arts/crafts are:
Picnics Cards/games Bingo
Dance Videos Gardening
Jewelry Making Music Ceramics
Slide Shows
I have added Bingo to the Friday P.M. schedule and Videos to
the Thursday P.M. schedule. Cards/games are already
scheduled. Other interests will be added at future dates.
Members sign in daily, and pay 500 per week to be put into a
f~nd used for luncheons and/or special events. A member
gave me $23.00 left over from previous fund.
There were 3 RSVP volunteers residing outside the Town. I
called RSVP for information on what our responsibility was
to the volunteers and their responsibility to us. After
speaking to Norma Lynn of DCASC, I advised Connie of our
obligation to verify volunteer hours, duties and the request
of my going for training to learn how to do this. It was
decided to not use these services. Connie and I spoke to
the volunteers and advised them of the decision. The
volunteers have been at the Center for 21~ years. They
agreed to be volunteers for the Town with no obligation from
the Town.
We are taking a survey on whether the Seniors would like
L>ial-A-Ride on more days. The results will be-.given tD
Connie before she signs the Dial-A Ride Contract.
ISSUES TO BE ADDRESSED:
A video contract is being negotiated with Video Treats.
Though Seniops showed interest for these on survey, ~ have
not seen evidence for this. Would suggest we begin with one
video per week and add more if there is a need for this.
Helen Badami and finance Angelo are getting married. Connie
has offe.red to have a reception for them. Any suggestions?
Weekly dues collected-we need a checking account. Sales
from craft items are added to this fund. I have a concern
with the fairness to those that are frequently present vs
those that participate occasionally.
Crafts is the most popular-would like to continue crafts on
a daily basis. Regina has offered to run a Friday bingo
game and possibly other activities in the afternoon. I
would like to utilize hex abilities. She has developed a
good relationship with the Seniors in a very short time.
Seniors have requested a picnic at Bowdoin Park. Does this
belong to the Town? How do I find available dates?
Trips! Helen Nixon spoke to me about this. Suggest we
continue to let her handle this. I will suggest we work
together and help her with this. What is our budget? What
is the distance limit? How many? How much would a bus cost
if Seniors chose to pay for everything to enable them more
trips?
The coffee makers at the Center were replaced by a
commercial coffee maker I had. Would like to order coffee

by the case. Spoke to a distributer. Cost would be $25.00
per case (42 indo packets) includes coffee filters. This
would eliminate extra trips to the supermarkets. Milk can
be bought as needed. Seniors have cookies daily. Is there
a wholesale cookie distributor? I have been buying these at
the supermarket.
