MARCH 14, 1991
NEXT MEETING APRIL 11, 1991 AT 7:30 AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation
Commission was held March 14, 1991 at Schlathaus Park, All Angels
Hill Road, Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:35 p.m. by Chairman
Ralph J. Holt, Others present were Recreation Director Bernie
Reimer, Senior Director Kathi DeLisa and Commission Members Ellen
Korz, Terry Fisher, Joseph Mastroianni and Hugh J. Maurer. Donald
Rider and Stephen Miller arrived at 7:40.
The minutes of the February 14, 1991 meeting were approved
on a motion by Mr. Mastroianni seconded by Mr. Maurer with all in
favor.
CORRESPONDENCE
A request was received from the Mid-Hudson Road Runner's
Club to use Robinson Lane Recreation Area on September 15, 1991
starting at 9:00 a.m. for the Dutchess County Classic. Mr. Holt
mentioned that last year they left a mess in the rest rooms. Mr.
Sprauer was quite apologetic and mentioned that they would prefer
to use porta johns this year. It was decided to grant them approval to
~e the Robinson Lane Recreation Area with the exception of the rest rooms.
A request was received from Curtis B. Sleight of the Dutchess
Debs requesting use of Robinson Lane Recreation Area for a Dutchess
Debs Invitational Tournament on July 27 & 28 with raindate of July
29th. This request was approved.
A memo was received from Supervisor Connie Smith acknow-
ledging receipt of the 1990 Annual Report and thanking the Commission
for all that they do.
Letters were received from Assemblymen Glenn Warren and
Donald McMillen and Senator Stephen Saland in response to Mr. Reimer's
letter regarding the Governor's proposal to reduce the funding level
for the Youth Development & Delinquency Prevention Program.
A letter was received from Joseph Paggi, Engineer to the
Town regarding the sewage disposal system at Schlathaus Park. He
questioned what our proposed immediate use of the building would be.
This question came about when we approached the Comptroller to get
a P.O. for approximately $800. to purchase some furniture for the
house. The P.O. was denied and we were told that since the building
couldn't be used for approximately 2 years there was no sense in buying
furniture. Mr. Holt then wrote a letter to Mr. Paggi asking for some

help with this problem and asked if it would be possible to install
a 1,000 gallon tank with a new leach field so we could use the
building for meetings with the numbers to range between 20 and 35
people. Mr. Paggi was suppose to set up a meeting with the Health Dept.
but we have not heard from him regarding the time of this meeting.
A letter was received from the John Jay Chapter of Students
Against Driving Drunk requesting a donation to help to co-ordinate a
non-alcoholic Post Prom Party at All-Sport after the Senior Prom.
This request was forwarded to the Town Board since it isn't in the
jurisdiction of the Recreation Commission.
The Commission was given a copy of the Soccer Contract for
their information.
REPORT OF THE SENIOR DIRECTOR
Mrs. Delisa handed out a report on the activities at the Senior
Center which are attached to these minutes. Some other items that
were discussed are as follows:
1. Mrs. Delisa noted that she was informed that there were
6 seats left on the April 3rd trip to Elmsford and was told that the
trip was opened to the Zion Membership. Mrs. Delisa questioned this
procedure and was informed that the Commission's position was that
they must be Town of Wappinger residents. Mr. Mastroianni mentioned
that ~as a copy of these rules drawn up by the Commission and
would give a copy to Mrs. Delisa. Mr. Holt will speak ,with Mrs. Nixon.
2. Mrs. Delisa asked about gardening and was told that
this will be addressed when Mr. Vorndran returns.
REPORT OF THE RECREATION DIRECTOR
Mr. Reimer mentioned that the March 1st concert was not a good
one in regard to the attendance. He said that there were a lot of
things going on in the District which may have pulled away from the
attendance.
He asked about the possibility of giving out tickets for the
West Point Concert on May 3rd and the Commission felt that this wasn't
a good idea. Other items discussed in regard to the concert were:
1. Mr. Fisher was asked to take charge of providing refresh-
ments for the band. They don't get paid, we just have to provide light
refreshments. We estimate food for approximately 100 people and we
will provide just finger foods.

2. We must pursue the advertising immediately. A
small ad should be done now with a larger one later closer to the
date of the concert. We will also try and get something on Channel 6
and Mr. Reimer will be putting it in his column each week.
3. The Town Patrol should be notified for officers for

if they plan on attending.

at intermission by some school group.
8. A suggestion was made that possibly the Seniors could make a
a yellow ribbon to be given out.
9. There was a discussion about introducing local boys who
had served in the Persian Gulf. We will have to look further into this.
10. It was decided to have a back drop of a large American Flag.
Mr. Reimer is still working on field requests and hopefully
the Southern Dutchess Women's League will move to Quiet Acres. If so
it will open the Castle Point fields for the Wappinger Men's League
every night.
He is still working on the swimming program and it looks
like it will run the same as last year as far as transportation. It
will be more structured within each playground.
He has received a request from one of the performers in the
Summer Concert Series to have a rain site available. We thought that
if we did it for one performer we will have to do it for everyone. It
was decided that we would rather take a chance on re-scheduling the
concert.

Mr. Reimer mentioned the need to once again have a first
aid instruction for Directors and about sending our summer staff to
the playground conference. As soon as information is received on the
playground conference, a request should be forwarded to the Town Board.
LITTLE LEAGUE/ROBINSON LANE
Mr. Miller mentioned that:
1. Little league tryouts are Saturday and Sunday, March 16th
and 17th weather permitting.
2. April 20th is Opening Day.
3. Little League has sent an official letter for approval
of the construction of an additonal building 20 x 25 which was tentatively
approved at our February meeting. It was verified that this construction
would not be near the septic system. The building will be placed in
line with the present building towards the Robinson Lane side. Mr. Maurer
asked who would control the building and Mr. Holt said the building
would be controled by the Town.
4. Little League would like to have a Summer Baseball Camp
with Former Major League Baseball Player George Foster. It would
actually be run by Grand Slam and they would give Little League $500.
The camp will be for 8 - 12 and up to 17 year olds. It would run from
July 8th to July 12th, 4 hours a day for 1 week for $125. a camper. It
was felt that this could be a problem and that we should look into this
further.
5. Now that Little League will Be practicing, Mr. Miller
asked if it would be possible for the gate to be opened. Mr. Holt
mentioned that Lucy Doroni wouldn't start until April 1st but that
he would see that it was opened but Little League would have to make
sure that it is locked at night.
6. Mr. Miller requested that the following fencing items
be addressed:
a. Fencing along softball field #2, along the 3rd
base line between that field and the T-Ball field.
It is estimated that it would be approximately 100 ft.
of fencing to replace the snow fence.
b. Enclosing R-3 and R-4 which now has snow fencing.
c. Extend the fencing from SL-l across the back of
the building to the existing fence behind the pavilion.
We could use some of the fence that is angled to connect.

Mr. Holt also mentioned that a piece of fencing (Left
field corner) was down at Martz and should be priced
at the same time. Mr. Miller said that he would be
glad to meet with Mr. Vorndran to get the estimates.
7. The dugouts are completed on field #11 without a cement
floor. We will do with a gravel floor for now.
8. We will try and get Mr. Foster to help with the swale.
Mr. Fisher mentioned that there is a possibility of having the
Eastern Regional in 1991 at Robinson Lane.
ROCKINGHAM/SOCCER
376.
There is nothing new of the Buyokowski property on Route
As soon as Mr. Vorndran gets back he will be seeding Rockingham
complex. Soccer starts practice on April 7th and games on April 13th.
Mr. Rider mentioned that they wouldn't be using the large field until
April 20th.
Mr. Holt spoke with Highway Superintendent Graham Foster
about the right angle turn. He was going to talk to Camo about this
situation about either sinking the sewer or taking the fence off.
So far he hasn't heard from Mr. Foster. Mr. Maurer felt that he didn't
think that they would be able to sink the sewer because of the water
table.
Mr. Rider mentioned that he would need chalk dust for lining
the fields. We will get that as soon as Mr. Vorndran returns.
Mr. Rider asked if there was any news on the telephone
poles and Mr. Holt said no.
We will be putting a fence around the pond at the above
Park but it won't be a chain link fence. We plan on putting the same
kind of fence that is down the property line. We can do it ourselves
and we already have some of the supplies.
TENNIS COURTS
Mr. Rider mentioned that he noticed in the paper that there
was a tennis workshop to be held March 19th at the Dutchess Racquetball
Club at a cost of $16.00. Since time doesn't allow us to get approval
from the Town Board and get reservations, it was decided that Mr. Reimer

could contact our Tennis instructor and let him know about it. If
he is interested and would like additional information he can contact
Tim Smith at Dutchess Community College 471-4500.
We have a problem with the sheaves on the tennis courts
and Mr. Weston has been working with Texaco to see if they could make
us some new ones. For the present Mr. Weston and Mr. Rompala have
put up the nets the best they can and the High School will have to
make do until we get the new sheaves.
QUIET ACRES
The above Park should be rolled as soon as possible. We
still have to move dirt and fill in the holes. As soon as the frost
is out we can also contact B. & D. to roll it if the Highway roller
is still down.
CASTLE POINT
Mr. Rider asked about the possibility of getting the
second backstop in. Mr. Holt said we are waiting for an okay from
Mr. Paggi to proceed. We hope to get it up by the end of March and
roll the infield.
The Highway Department has been helping to clean out the scrub
brush on the left as you enter the Park.
GOLF
Mr. Holt asked Mr. Miller if it might be possible to hold
a golf clinic outside at Sheafe Road sometime after Easter. He didn't
see any problem.
Mr. Mastroianni mentioned that he had visited with Mr.
Bill Wood while on vacation in South Carolina and he sends his best
to everyone.
EVERGREEN SUBDIVISION
The Recreation Commission reviewed the revised subdivision
plat received from the Planning Board and all felt that we were in
agreement of the proposed dedication for recreational purposes.

LANDS OF NOTO
The Recreation Commission reviewed the subdivision map
and Mr. Holt mentioned that he had spoken to Mr. Levenson regarding
this subdivision. Mr. Holt was told that the Planning Board was
requesting the developer to widen the entry road into the proposed
recreation area. The Commission agreed that if this was done then we
would accept this dedication for recreational purposes.
The meeting was adjourned at 9:45 on a motion by Mr.
Miller seconded by Mr. Mastroianni.

MARCH REPORT TO RECREATION COMMISSION
SENIOR CITIZEN CENTER
The Seniors at the Center continued to be busy in February.
Oil painting class was moved to Tuesday from 10 A.M.-Noon.
The regular schedule with this exception remains the same.
Crafts were made for Valentines Day. Seniors also began
making flags with yarn on plastic canvas as their support
for the troops in the Gulf. A member made a decorated hat
to be raffled on Valentine's Day. For Valentine's Day, we
had a pizza party and each~ember was given a valentine. On
2/21, a representative from Mediclaim Services discussed the
company's service and handed out brochures. Washingon's
Birthday brought down the cherry trees with cherry pie and
ice cream for all the seniors. And the monthly birthday
party was held on Feb. 28. Each February birthday member
received a coffee mug as a gift. There were an average of
31 seniors at the Center per day for the month of February.
There are 84 seniors presently registered at the Center.
ITEMS TO BE NOTED:
1. We have received an 1.0. * which will enable us to open
checking account..
2. It was brought to my attention that when there is snow,
the Center will be open as long as the Town Hall is
open. -It was previously understood that the Center
followed the school closings.
3. Because of consistent problems, I posted a notice
stating that there is to be no card playing during the
showing of videos.
4 There are many complaints regarding the heat in the
room. Connie has suggested that ~n air conditioner be
installed.
5. March events include Helen & Angelo Ianuale wedding
reception on March 8. Seniors will meet for an Easter
Luncheon at the Ramada Inn on March 14. Karen MacLeod's
4th grade chorus from Meyers Corners School will sing
for the seniors on March 15. Wendy Mallet from the Heart
Assoc. will give a lecture followed by a blood pressure
screening on the 21st Sue Borchardt will begin a line
dancing class on Fridays starting the 22nd.
6. April events include a speaker from Hospice Care as well
as a lecture from Dutchess Co. Public Health.
7. A bus trip for Wappinger Seniors is being planned for

May 22 to the Maritime Center in Norwalk.
8. Helen Nixon informed me she had about six seats left for
the April 3rd trip and would try to fill these seats
with non residents.
9. We have received our permit for use of Bowdoin Park on
Aug. 8 for a picnic.
ISSUES TO BE ADDRESSED:
1. How is the work on the file cabinets progressing?
2. RE: Trips--Are overnight trips feasible? favorable? good
idea? bad idea?
3...Would like to start gardening sometime in the next few
weeks. Last meeting it was suggested to begin with some
flowers around the Town Hall,possibly using planters.
Gardening supplies will be needed--plants, dirt,
planters,etc. Suggestions?
