August 1, 1991
NEXT MEETING SEPTEMBER 12, 1991 AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation
Commission was held August 1, 1991 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:35 p.m. by Chairman
Ralph J. Holt. Others present were Senior Citizens Director
Kathi DeLisa, Recreation Director Bernie Reimer, Commission
Members Ellen Korz, Hugh J. Maurer, Stephen Miller and
Maintenance Supervisor John Vorndran. Donald Rider arrived
at 8:10 p.m.
The minutes of the June 13, 1991 and July 11, 1991
meetings were approved on a motion by Mr. Maurer seconded by
Mr. Miller with all in favor.
CORRESPONDENCE
We received a letter from Peter Paggi of Paggi and
Martin with a proposal for the sewage disposal system at
Schlathaus Park. The plan as outlined in his letter would
take 2 years before it would be useable - that is if the perk
tests work out. This is not what we had asked for. What we
wanted was some direction as to what we could do to make the
building useable now for 15, 20 or 35 people i.e. putting in
a new tank and having it pumped frequently or something along
that line to bide us time until Tri-Municipal Sewer comes
into effect. If Tri Municipal is coming we really don't want
to put a lot of money into re-doing the system.
A letter of thanks was received from Sharon McSween,
President of the P.W.S.S.L. for the use of our Robinson Lane
facilities for their tournament on July 13th and 14th. Mr.
Holt mentioned that they left the rest rooms in deplorable
condition and that beer cans were found allover the fields.
A letter will be written to them stating that we were
extremely dissapointed in the condition that the facility was
left in. Mr. Holt mentioned that possibly next year we will
have to charge a fee for these tournaments and if we continue
to have problems with the rest rooms they will be requested
to rent porta Johns. We can't keep having our people clean
up these messes.
We received a note from Supervisor Smith with a copy of
a letter sent to her from a James G. Sweeney regarding the

conditions at the Spook Hill Park. Mr. Sweeney requested
some improvements and maintenance requirements needed at the
Park. A letter will be sent to Mr. Sweeney answering the
following questions:
1. In regard to painting the wall - it was already
done. In fact it had been painted earlier in the year.
2. The outdoor drinking fountain was working in the
Spring and hence has been broken. There is a workable one
inside the building for use of the children.
3. The problem regarding the shade will be taken care
of as follows. The Commission will see that a tarp is put up
for the duration of the playground
4. More tables will be brought to the Camp and at the
end of the playground all tables will be repainted before
being distributed next summer. Children painting, gluing and
coloring sometimes make a mess of the table tops. Next year
we will try and supply clear plastic coverings for craft and
painting purposes.
5. We will not be putting a hose out. We don't feel
that would be the answer to the problem of keeping the
children cool.
6. A letter was received earlier in the Spring
regarding the basketball court. It was mentioned that we
will not be putting in lights but we will fix up the court in
the fall. It was indicated that the reason the court is
bumpy and uneven in the Spring is because of the swampy
condition of the park. In the summer it seems to dry up and
the courts are not so uneven.
Mr. Reimer questioned the possiblity of getting a
smaller scaled pavilion constructed along the lines of the
one at Castle Point. Mr. Holt will have to inquire to see if
he can get some volunteers for this.
Mr. Holt mentioned that after he had received the letter
from Mr. Sweeney he spoke with the counselors regarding
improvements to the park for the program. The only request
was for the addition of a slide and some snow fence to be put
by the stream.
A letter was received from Peter Kennedy, President of
the United Soccer League with a request of a minimum of
$3,500 for the 1991-1992 Soccer Season. He is requesting a
meeting, when vacations are over, to discuss their budget and
also to discuss the continued growth and future of the Club.
A discussion was held regarding our responsibility for these
funds. What exactly are we suppose to supply, equipment,
i.e. balls, goals, work or what? Mr. Holt said he would have

to discuss this further with the Town Board. He also felt
that the Town Board should write a letter to Soccer and
Little League to explain how this will be handled this year.
Correspondence sent out during this past month:
1. Letter was sent to Rotary thanking them for their
donation of $1,000. towards the Gazebo.
2. Letters were also sent to other service
organizations for contributions toward the construction of
the gazebo. (Liens Club, Masonic Lodge, K of C and Elks
Cl ub. )
3. Letters were sent to Gary Mensching, President of
Little League and Frank Masci of United Soccer League for
information en the 1992 budget.

SENIOR CITIZEN REPORT

Mrs. DeLisa handed out a report on the Senior Activities
for the month of July which is attached to these minutes.
She also noted the following:
1. A barbeque was held fer the Seniors on July 12th
with about 60 attending. They used the new grill and it was
gr-eat.
2. Several Seniors have been attending the Dutchess Art
Camp. They have been working with children on different
creative activities. Carole Wolfe, Executive Director will
work with Mrs. DeLisa to try and implement other similiar
programs for our Seniors.
3. As of today, there are 114 registered Seniors at the
center' .
4. N.V.S. Parks and Recreation is sponsoring a "Fu.n in
Park" at James Bair-d on Sepember- 12th. The Seniors have been
informed and Dial-A-Ride has indicated that they would
transport t.hem.
5. Mrs. DeLisa spoke with the Director of the White
Plains Senior Center for new ideas.
6. A bus trip is scheduled on August 24th to Kelly's
Country Western Show in Gouldsboro, Pa.

7. Blood Pressure screening has been arranged by
Supervisor Smith for the third Tuesday of each month from 10
a.m. to noon beginning August 20th.
8. Last month it was brought to the Commission's
attention that a non resident was scheduled to go on the Lake
George Trip. Mrs. Nixon has since brought in her list of
Town & Village (Town Part) streets that she was using and the
list showed West Main street as an acceptable street. Mrs.
Nixon mentioned that she cancelled this person's reservation
as per our request and was therefore out $28.00. The
Commission will reimburse her for this cancellation. Mrs.
Nixon has told us that she will not do this again next year.
A suggestion was made to issue the residents Town 1.0. Cards.
It was also mentioned that Mrs. Nixon pays up front money
for the reservations and we felt that this should not be the
case. In the future we should use a voucher.
9. Another issue came up regarding the trips. Helen
LaMagna, because of the death of her brother, had to cancel
her reservation on the Lake George Trip and she wants to know
if she could be reimbursed the $28.00 for the reservation.
After a discussion it was decided that we couldn't reimburse
Mrs. LaMagna. It was felt that it would open the door for
future requests when people just didn't feel like going after
they made a reservation.
RECREATION DIRECTOR'S REPORT
Mr. Reimer mentioned that the volleyball courts were
great and that the Thursday night program is run similiar to
the winter program at Myers. Most of the 40-45 participants
in that Winter program have been contacted and were
interested in the summer program. Mr. Holt mentioned that
they were playing tonight and said that we should think about
putting in some benches by the courts because the players
have no place to sit while waiting to play.
The tennis program is full and Mr. Reimer suggested that
possibly next year we will have to add another person or
extend the present program to another day or start earlier
for the adults. Mrs. Korz mentioned that she takes lessons
and both of the instructors are doing a great job.
Gymnastics program finished up last week with about 60
participants. This program will again be offered in the
winter months. There was a question about us using the
school's equipment. Mr. Reimer mentioned that he had
received a copy of a letter addressed to Mr. Richard Ross,
Gymnastic Director for the Wappinger School District from
their former attorney regarding the outside use of the

gymnastic equipment. The letter stated that if outside
or'ganizations use the equipment that they might be asked to
pay for a safety inspection of the equipment. It was noted
that we have liability insurance but we would be liable if a
child gets hurt on the equipment. We felt that this
shouldn't be our responsibility to check the safety of the
equipment. Mr. Miller said that we should make sure that the
equipment has been checked - not check it for them so we can
use it. Nothing further has come about in reference to this
letter but it was sugggested that when we put in our request
for the use of the school we also make an inquiry as to when
the equipment was last checked for safety. We should thank
them for their cooperation in the past regarding the use of
their facilities but that our insurance company would like to
know when the last safety check was made.
Our Steve Johnson concert tonight has a tremendous
turnout and everyone seems to be enjoying themselves. Mr.
Reimer has spoken to Mr. Johnson about doing a show in March
at the Jr. High and he seemed receptive to this.
The playgrounds are going great. Today we had better
than 160 children at the movies at the Dutchess Mall and
everything went well. Swimming is going okay. We have
received our permit from the Health Dept. The big thing now
is the end of summer picnic. Mr. Weston is working on the
construction of a dunking tank. The organization of the day
is the easy part as most of the activities are already
planned. One item still to be worked out is to have enough
drinking water. Last year we had to fill tanks at Schlathaus
and the water wasn't the best. Mr. Vorndran said that he
might be able to install a temporary water fountain for that
day. He could run it to the first aid tent where it would be
supervised. As far as the food goes, Mr. Holt will speak
with Supervisor Smith about these arrangements tomorrow.
Also, Mrs. Schmalz was talking about being able to get the
WPDH Boom Box with all the pepsi the children could drink to
come to the Park. Everyone was concerned about them
broadcasting from the picnic and thereby attracting more
people and traffic. We don't really need any more people
with 300 - 500 children already there. Mr. Reimer will check
further on this before we approve it. He also requested some
adult volunteers to help cook. Mr. Miller and Mr. Maurer
said they could help out around 12:30 - 1:30 time frame.
HALLOWEEN
Mrs. Korz has started working on the arrangements for
the Halloween party, She has already contacted Parties USA,
and Parties Plus to donate party items. She has contacted
McDonalds and hopefully we will get the same donations as
last year including Grimace. Carvel has been contacted and
they will donate a cake even though the manager doesn't

believe in Halloween. Other businesses contacted were Ben &
Jerry's, and Roy Rogers. She questioned about going to
places like Frank's Pizza and Longobardi's but we felt we had
plenty for this time. Mrs. Korz also mentioned that we need
seme music - tapes etc. if anyone has any. We will again
get the apples, donuts and cider from Diesing's Meadowbrook
Farms.
ROBINSON LANE/LITTLE LEAGUE
Mr. Miller reported that the 13 year olds are still
playing and are going for the State Chamienship. If they win
that they will be going to the regionals which will be held
in Bennington, Vermont.
He also noted that eventually the fencing around the
Girls Senior League Field will have to be done. Also, back
by the instructional field behind R-l, there is a small
stream which flows in the Spring. We did put up some snow
fence there but we didn't close it off and the instructional
kids get back into the water. Mr. Miller suggested that we
think about extending the fence 3-4 feet to keep the kids
from getting back into the stream.

be lowered.

after the ball season is over.
Pop Warner will be using the Girls 2nd Field for
practice. They will not be putting up goal posts.
Mr. Miller reported that the Playground at Robinson Lane
seems to be going very well this year with a much larger
attendance than last year.
MARTZ FIELD
Mr. Rider mentioned that:
1. The top plank on one of the bleachers needs to be
fixed.
2. One of the doors on the rest rooms is rusting

We should check this out.
3. On the basketball court where the old posts holes
were filled in with concrete, it has raised and is uneven.
Mr. Holt asked about replacing the nets and Mr. Vorndran
mentioned that this has been done. A suggestion was made to
purchase chain ones but it was decided that the nylon ones
were cheap enough to replace as needed.
4. There is a hole in the concrete by the water
fountain that needs to be fixed.
ROCKINGHAM
A discussion took place regarding the placement of
fencing around the pond at the above Park. Mr. Vorndran said
if we put up a fence there, we have to leave enough room
to be able to mow inside it. Then, too, if we move it out
too much we cut down on the size of the field. It was
suggested that snow fence be put up while soccer is playing
and then take it down when they are finished. We really
need the room to cut the grass or it will look terrible. No
permanent fence will be installed there.
We still need to talk with Camo about cutting the
corner on the roadway. We will have to look into this and
possibly try to have traffic go in and out around the
manhole.
CHAIRMAN'S REPORT
Mr. Holt reported the following:
1. The Golf Clinic is scheduled for Sheafe Road School
from 2-3 and 3-4 August 3, 4, and 10th. This will be the
last free clinic. Next year we will charge for this program.
Our pro for this session is Frank Distel.
2. The gazebo is up and it looks great. Mr. Balducci
of East Fishkill Railroad Tie will be bringing in top soil to
landscape it. We now need to fix up the inside - put in
electricity, and seats around the perimeter. If we put in a
table it will have to be one that can be removed.
3. There are still piles of dirt at Schlathaus and they
will be spread and seeded soon.
4. We will ask the Town Board to send a letter to
Little League and Soccer to let them know how the Town will
be handling the funds for 1992.

5. We need to pave by the barn to cut down on all the
dust when the trucks go in and out. We can go behind the
barn but must make sure we stay off the Fulton property.
6. Christmas gifts are being ordered for the children.
7. We were going to look into purchasing coffee urns to
be used at our Christmas Party etc. Mr. Rider said he would
check into prices.
LANDS OF NOTa SUBDIVISION
After reviewing the above subdivision plat, the
Commission approved the dedication of land for recreation
purposes as long as the developer has complied with all of
the Planning Board's requirements regarding the construction
of the access roadway.
The meeting was adjourned at 9:40 on a motion by Mr.
Miller seconded by Mr. Maurer.

AUGUST 1991 REPORT TO RECREATION COMMISSION
SENIOR CITIZEN CENTER
S~nidr acti~ities in July included the regular schedule
of oil painting, exercise, line dancing, arts/crafts, videos
and cards/games. All classes held in the large meeting room
were cancelled the week of July 16 because of the use of the
room by the Prevention Players. Wednesday exercise was
cancelled the rest of the month as the instructor was on
vacation. Regina has started Christmas craft projects as
well as continuing other craft items.
The Seniors celebrated Independence Day on July 12th with
a B-B-Que. 59 members turned out for this affair. The new
gas grill works great and makes it much easier to cook all
the hot dogs and hamburgers. We had our monthly birthday
party on July 26th.
Several Seniors have been attending the Dutchess Art Camp
program, "Seniors Go To Art Camp". This is an
intergenerational program. Those seniors that attended,
enjoyed working with the children in different creative
activities such as creative movement, music and playwriting
and tie-dying T-shirts. Carole Wolfe, Executive Director of
Mill Loft and the Dutchess Art Camp has expressed interest
in working with our Seniors in other programs. We will be
meeting again in the future to discuss this.
There were an average of 31 seniors at the Center per day
for the month of July. There are 109 seniors presently
registered at the Center.
ITEMS TO BE NOTED:
1. New York State Office of Parks, Recreation is sponsoring
"Fun in the Park" at James Bird State Park on 9/12.
Seniors have been advised of this opportunity.
2. I spoke to the Director at the White Plains Senipr
Center. She has sent me information on their Center and
a calendar of their activities all of which is both
interesting and helpful.
3. August events include a speaker from St. Francis
Hospital Vantage Care on the 7th, a picnic at Bowdoin
Park on the 8th and a bus trip to Kelly's Country
Western Show, Gouldsboro, PA on Aug. 24th. I am
awaiting confirmation of a date from Medicaid to
schedule their speaker.
4. Connie has arranged to have Blood Pressure screening at

ISSUES TO BE DISCUSSED:
1. Last month I brought to your attention that a
non-resident was scheduled to go on the Lake George
trip. Helen Nixon has since brought me the list of town
and village streets that was given to her to use. Her
list showed West Main St. as an acceptable street. I
apologized for the error on her street list and also
informed her that this street was still not acceptable.
She also mentioned she had cancelled the lady's
reservation and she was out $28.00. I assure her that
she would be reimbursed. Helen also stated that she did
not want to continue doing this next year. In the
meantime, I am working with Jean in zoning to straighten
out the list of streets in the Town.
2. Another issue in regard to trips--Helen LaMagna, a
senior had made reservations for the Lake George trip.
Because of the death of her brother, she had to cancel
her reservation. She would like to know if she can be
reimbursed for the $28.00. ????
