OLD BUSINESS - Halloween Party NEW BUSINESS - MEETING ADJOURNED NEXT MEETING . , . i MINUTES RECREATION COMMISSION MEETING OCTOBER 17, 1991 NEXT MEETING NOVEMBER 21, 1991 The regular meeting of the Town of Wappinger Recreation Commission was held October 17, 1991 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were: Recreation Director Bernie Reimer, Senior Citizen Director Kathi DeLisa, Commission Members Terry Fisher, Joseph Mastroianni, Stephen Miller, Donald Rider and Maintenance Supervisor John Vorndran. The minutes of the September 19, 1991 meeting were approved on a motion by Mr. Miller seconded by Mr. Fisher. CORRESPONDENCE A letter was received from Fred Dahl, Vice President of Pop Warner Football thanking the Town for the use of Robinson Lane Recreation Area for their practices. A second letter was received from Mr. Dahl regarding the newspaper article on the donation of the 10 acres of land to the Town by Frank Buyokowski. He requested that the Pop Warner Assoc. have an opportunity to develop a portion of this area as one or more football fields. Mr. Holt mentioned that he believed that the deed will be written "for soccer only". The Commission felt that the deed shouldn't be so restricted and should be "for recreation purposes". We do have to look for help for Pop Warner but Airport Park is out of the question and at present we don't know what we could do for them. Mr. Holt will answer this letter. A letter was received from John Estes requesting financial support for Town of Wappinger members of the Senior Citizens Bowling League at Southern Dutchess Bowl in Beacon. It was suggested that this request be turned over to the Town Board for direction. A memo was received from the School District setting out their 1991-1992 per hour fee schedule for Rental of School facilities. If you cost everything out, we would pay close to $5,000. for use of their facilities. Supervisor Smith indicated that we would have to charge the school for the use of the tennis court~ fields, etc. Mr. Holt was told that a meeting would be held with the School Administrators to see if we can work something out. Mr. Holt indicated he would be happy to go with Mrs. Smith to the meeting. Mr. Miller mentioned that because of the austerity budget, the School District has a legal obligation to charge. He also indicated that a lot of municipalities do it as a check exchange - paper wash. The School District doesn't want to be the "bad guys" but because they are legally bound they have to charge. November 6th. 10. Press releases regarding Senior Citizen Craft Fair to Poughkeepsie Journal, Southern Dutchess News, Hudson Valley News, Pennysaver, WEOK, WKIP, 98 FAME, WGNY, WBNR. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior Activities for the month of September which is attached to these minutes. The following items were discussed: 1. The Village had advertised a trip (a cruise up the Hudson River). The newspapers, however, had a miss print and mentioned that the trip was open to ALL Town of Wappinger Residents instead of Village Residents. Mr. Lowney, Village Clerk, called us and requested that we pay for the Town residents who had signed up and we said that we couldn't do that. The Village did send a letter to all those Town residents who signed up for the trip apologizing for the error and telling them that they would not be able to go. " Minutes October 17, 1991 Page 3 2. There are now 137 Seniors registered at the Center. 3. A Senior Column is being submitted to the Wappinger Weekly. 4. Mrs. DeLisa mentioned that Assemblyman Don McMillen had stopped in at the center and discussed with her the need for more space and possible State funding. Mr. McMillen felt very positive about this and Town Comptroller Ann Buckley will obtain the necessary papers to apply. Mr. Holt also asked why we couldn't apply for United Way funding for the program and Mr. Miller mentioned that we might be able to ask for s specific cause. 5. Mrs. DeLisa mentioned that the Senior Craft Fair will be held on October 25th from 10:00- 2:30 p.m. 6. The Halloween Party will be held at the Center on October 31st. Mr. Holt mentioned that he would contact Bill Verlin to see if he will be Santa for the Seniors at their Christmas Party to be held either December 19th or 20th. 7. Carolyn B: Tiebout of Annandale Tours has offered to meet with the Commission to give a proposal for trips for the Seniors. 8. Mrs. Waldron has mentioned that she will not be able to work full time because of Social Security benefits. We definitely don't want to loose her. Hopefully, we can get someone else part time to work with her doing the crafts. If anyone has a nam~ please let Mrs. Roe know. Mrs. DeLisa will contact the craft stores for possible names. RECREATION DIRECTOR'S REPORT Mr. Reimer mentioned the following: 1. All programs at the Jr. High are on hold because of the problems with the gym floor. 2. The programs at Myers - aerobics and volleyball are underway and the Supervisor has signed the P.O. 's necessary for the school approval for the programs until the end of December. He also mentioned that because the school has to charge organizations who use the facilities that some groups may not be using the school's facilities. If that is the case, Mr. Reimer will see if we could transfer one of our Jr. High programs to Myers Corners. 3. He has contacted West POint about doing another concert and they are scheduled to perform at R. C. Ketcham on February 28th. Approval has been received from the school to use the auditorium but the cafeteria is not available that date. It was decided to go ahead with that date and see if we could use another room for the buffet after the concert. Mr. Fisher was asked if he would work on getting prices for the buffet similiar to what we had last year. The band will be the 55 piece concert band. Mr. Reimer is also trying to obtain the Jazz Band for a summer concert. Minutes October 17, 1991 Page 4 ROBINSON LANE/ LITTLE LEAGUE Mr. Miller mentioned that shelves have been built in the new shed at the above Park and that we probably will be able to get the truck body. Mr. Holt said that the bathrooms have been painted. Mr. John Ossenkop is giving us a quote on replacing the pipes and fixtures to fix the restrooms and the partitions have been ordered from N. & S. Supply. We are also looking into getting blow dryers instead of using paper towels. Weather permitting we will be moving some trees from Schlathaus and we will put them between Holt Field and R-2. Mr. Holt mentioned that we will not be blacktopping the road this year. Mr. Miller mentioned that former little leaguer Jason Smith passed away a few weeks ago after a long stay in the hospital. Jason was also an active participant at the Quiet Acres Playground aspiring to be a counselor. His father was also quite involved in the little league program. It was suggested that the Commission do something for the family, send a card or something along those lines. After a discussion, it was decided that a mass card be sent with a short letter to personalize it. Mr. Holt said that Dom Letterii told him that little league has requested Williamsport to sponsor the regions for the 13 year olds and to sponsor state championship for the senior league and the senior league girls. ROCKINGHAM/SOCCER Mr. Rider asked about getting more marking chalk. Soccer has indicated that they will need approximately 70 bags of chalk to line the fields for the balance of the season. Mr. Vorndran said that he thought that there might be a palet of chalk (approx. 60 bags) at Robinson Lane that could be delivered to Rockingham. He also mentioned that he could scout out all of the dugouts to see if he could find any more extra bags. It was stated that we will not be purchasing any more marking chalk this year and that they would have to do with what we have. A discussion took place regarding soccer using paint to line the fields. It was finally decided that if they use the paint that they would need at least a case each time and that it wouldn't be cheaper. Mr. Vorndran mentioned that when he was upstate at a maintenance conference that they mentioned that they use agriculture lime for marking fields. The cost would be approximately $25. a ton versus $4.50 a 50 Ib bag for the marking chalk. Mr. Rider questionad the use of the agriculture lime. Mr. Holt mentioned that we don't have an answer yet from Supervisor Smith regarding the water hookup for soccer at Rockingham. At the soccer opening day ceremonies, there was talk by one of the Councilpersons of filling in part of the pond at the above site thereby enlarging the playing area. To date nothing further has been said regarding this proposal. We object to filling in the whole pond. Minutes October 17, 1991 Page 5 Mr. Miller mentioned that he had spoken to Deputy Scofield regarding the incident at Rockingham Park in August and was told that a summons was issued by Judge Morse. BOAT RAMP A question was raised about taking the ramp and storing it at the Castle Point Recreation Area instead of bringing it all the way to the Barn. There was concern about it being vandalized at Castle Point so it was decided to bring it to the Barn. Mr. Vorndran will work with the Highway Department to co-ordinate the moving of the ramp. SCHALTHAUS PARK Mr. Vorndran mentioned that at Castle Point there is a nice egg shaped rock which if moved to Schlathaus could be set in the ground and lettered as a memorial to Mr. Schlathaus. Mr. Vorndran will see about moving it. We have moved the dirt from Schlathaus to Castle Point. It was decided that under the proposal received from the Engineer to the Town, that we would need to truck in too much fill to adhere to his proposal. We will york rake and seed the area. The water still has to be tested. GAZEBO We still need to finish the gazebo. A pole will be put in by the entrance to the Town Hall and electric will be run in to the gazebo. Some of the landscaping work has been done but we still have more to do so that the Seniors can get into the gazebo with no step. We want to make it accessible to everyone. MARTZ FIELD We have a water leak at Martz Field which needs to be fixed but before we dig we need to know where the gas and electric lines run. Mrs. Roe has checked the building department files and recreation files and has been unable to come up with a plot plan/map. We will have to have Central Hudson come and check it out before we dig. We received an estimate of $2,855.00 to supply and install a 41 high galvanized chain link fence by the volleyball courts. Since the money is in the A-7110.4 line we need to ask the Town Board's approval to transfer the money to do this work. It was decided that we would ask the Board to transfer enough money to do at least half of the fencing so the volleyball courts are protected. Minutes October 17, 1991 Page 6 We are still going to try to install the wood on the furthest tennis court. It will be 2 x 4's and plywood locked on to the poles which are approximately 10 ft. wide. This will be done so that players could hit the ball against the wood if they are waiting for a tennis partner. Similiar one could be found in Fishkill. SPOOK HILL Mr. Vorndran will try and get the buildings at Martz Field and Spook Hill painted this Fall. It was suggested that we try and get the girls from Camp Beacon to paint the buildings at Robinson Lane. HALLOWEEN PARTY The party is set for October 27th at 2:00 p.m. at Schlathaus rain place will be Myers Corners School Cafeteria. Mrs. Korz has obtained gifts from several merchants as follows: Carvel - Coupon for 5 ghostly cones Wendy's - 9 coupons for 1 free single hamburger Roy Rogers - 7 coupons for free small french fries 10 coupons for free regular roast beef sandwich 38 coupons for free bacon cheeseburger Pizza Hut - 50 coupons for. free personal pan pizza Ben & Jerry's ~ 200 free cone certificates McDonalds - (at present we are not sure) Dunkin Donuts - Donuts (don't know how many as yet) M~ Rider will be available to hook up the audio system. The pumpkins will be placed on the stage for judging. Mr. Vorndran will make sure that 2 tables are brought over for the cider and donuts and will make sure that the bleachers are moved around the stage so the children can see the show. We will need to get cups and towels from the shed. Members. We are still working on getting Town I.D. cards for the Commission Christmas gifts have arrived, Mr. Vorndran will start to work on getting the lights ready and up before it gets too cold. The meeting was adjourned at 9:30 on a motion by Mr. Rider seconded by Mr. Miller. Peggy Roe Secretary ~ OCTOBER 1991 REPORT TO RECREATION COMMISSION SENIOR CITIZEN CENTER September activities at the Senior Center included the regular schedule of oil painting, exercise, line dancing, arts/craft, videos, Bocci, and cards and games. Seniors are busy working on craft items for their Craft Fair on Oct. 25. Thanks to donations of pearlized paper by a member's son and by Fernwood Florist, the Seniors are making beautiful Christmas wreaths to be sold at the Fair. On Sept. 12, Jean Traver from Medicaid Social Services spoke to the Seniors on eligibility as well as answered many questions. On Sept. 13, Paul Jeheber, a member of the Explorer's Club showed a travel film on Alaska. The Seniors enjoyed this very much. I will attempt to schedule other events like this in the future. The Heart Assoc. provided blood pressure screening on the 17th. On the 20th we had a surprise pizza party for the members present. And of course we had our monthly birthday party on the 27th. There were an average of 34 Seniors at the Center per day for September. There are 137 Seniors presently registered at the Center. ITEMS TO BE NOTED: 1. I am submitting a weekly column to the Wappinger Weekly News at their request. 2. There is a substantial increase in members in the last few weeks. Mr. McMillin, State Legislator stopped at the Center. We discussed a need for larger space. Ann Buckley is obtaining the necessary information that is required to apply for funds for this. Will keep you informed. 3. October events include a Forum given by the Office of the Aging on planning the future for Seniors at the Town Hall, a lecture on fire prevention for Seniors, blood pressure screening and a representative from NY Telephone Co. will speak on discounts and answer questions. Oct. 25 is THE CRAFT FAIR, and on Oct. 31 we will have a costume Halloween party. 4. November includes a trip to Woodlock Pines on" the 6th, a flu clinic on the 7th, a Thanksgiving luncheon at Steak and Stein on the 15th and of course a birthday party. 5. December, the Seniors will have their Christmas luncheon on the 6th at Villa Borghese. And of course a Christmas . l ~ party-date to be announced. ISSUES TO BE DISCUSSED: 1. Has Mr. Verlin agreed to a date for the Senior Christmas Party? 2. Carolynn B. Tiebout of Annandale Tours has offered to meet with the .Commiss~on and give a proposal in regard to trips for Seniors. She specializes in tours of the Hudson Valley Region but can arrange other locations. 3. Regina has informed me that she will not be able to work on a full time basis as it will complicate her Social Security benefits. She would like to work part-time, however. As she has just informed me of this, I have not as yet work out an alternative plan, but am open to any suggestions. On Friday 10/4, the Video will be "Goodfellows". Because of the length of this movie, it will begin at 11:15 A.M. There will be an intermission at lunch time. Movie will resume at 12:30. Oct. 11, Jeff Renehen from the New Hamburg Fire Dept. will be here to speak on fire prevention. And on Oct. 17, John Butler from the NY Telephone Co. will speak about Senior discounts and other issues of interest to Seniors. I CRAFT FAIR OCTOBER 25!! The Center will be closed for regular activities. The Fair will be held in the Large Meeting Room. We need items for the bake sale. Items for Granny's Attic can be brought in the week of 10/7. Please do not bring items that are dirty, shabby or in need of repair. Lunch will be available in the Center room at a reasonable price. Lunch will be provided by "Chef Tony". Raffle tickets are now on sale for the raffle items. See Ann Peters if you want to buy tickets or if you would like to sell some to your friends.
