RECREATION COMMISSION MINUTES APRIL 16, 1992 NEXT MEETING MAY 21, 1992 The regular meeting of the Town of Wappinger Recreation Commission was held April 16, 1992 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 P.M. by Chairman Ralph J. Holt. Others present were Senior Citizen Director Kathi Delisa, Recreation Director Bernie Reimer, Commission Members Terry Fisher, Hugh J. Maurer, Joseph Mastroianni, Stephen Miller and Maintenance Director John Vorndran. Because the minutes for the March meeting were distributed so late, a motion was made by Mr. Maurer seconded by Mr. Mastroianni to hold them until the May meeting to be approved. CORRESPONDENCE A letter was received from Pete~ Kennedy of the Wappinger United Soccer Club enclosing a partial list of items to be purchased with the funds received from the Town. Also included with the letter was a copy of the proposed soccer agreement between the soccer club and the Town. The list of items purchased is $838.00 above the contract amount and therefore it is necessary for the soccer club to delete items totaling that amount from the list. Since the goals are inventory items, Mr. Rider will be asked to set up an inventory. All other items are expense items. Mr. Holt mentioned that the contract seems to be the same as last years but there were several ~. which were addressed as follows: 1. In Section 3 - It mentioned that the Town'~hall provide adequate facilities in su~port etc. .... including, soccer fields, with goal posts and nets, corner flags, balls, rest rooms, equipment facilities all as they presently exist, as they may be provided and as they may be improved. This also includes the continuation of repairs, maintenance, grass mowing, custodial services and weekly lining of the fields." The Commission felt that the following items should be omitted from this section: a. Goal posts and nets, corner flags, balls since we do not purchase these items for them. b. Equipment storage facilities - since we do not provide this c. Weekly lining of fields - We only provide the chalk dust not do the actual field lining. 2. Section 5 Should be omitted since we have a problem glvlng them our equipment since it would probably be on a weekend when our maintenance people would not be working. 3. Section 10. Should include the amount of $3,000. Recreation Minutes Page 2 April 16, 1992 We received a letter from Joseph F. Heavey for Ronald F. Lipp, Medical Center Director, Department of Veterans Affairs at Castle Point. He noted in his letter that after hearing the intentions of the Town and seeing the dramatic improvements at the Park, that The Castle Point V. A. Medical Center is ready to support the Town in creating an ~~. pleasing riverside park. They will allow the Town Recreation to clear the adjoining Medical Center riverside property. A notice was received from the ~ay Heritage Conservancy for the Hudson River Valley with an invitation to submit a proposal for a grant under the Hoffman Community Awards Program. Mr. Holt will work on this proposal. A request was received from Rob Valdez of the N.Y. S. P. of Fishkill requesting the use of the Quiet Acres Field on Tuesdays and Thursdays until approximately August 13, 1992 for a Law Enforcement Slow Pitch Softball League. He also requested permission to be able to drive down and park inside the Park. A discussion took place regarding this ---who would lock and unlock and where they should park. It was decided to put a regular lock on the gate and have them responsible to lock and unlock it. Mr. Holt and Mr. Vorndran will go down to decide on a possible parking area. Mr. Holt mentioned that on April 9th, 2 young boys were attempting to remove the basketball hoop at Quiet Acres when the backboard and rim fell. One of the boys was hurt and was taken to the hospital for stitches. Detective Carl Amburgy called us on April 10th and mentioned that he had notified juvenile division that we wanted charges pressed. He said that they would be charged with the following: 1. trespassing, 2. criminal mischief, 3. attempted larceny, 4, possession of burglar tools. Letters were received from Gary Mensching listing the names of the contractors who will be installing the improvements at the concession at Robinson Lane.- General Contractor Colonial Builders - Sub-Contractors Mid Hudson Valley Propane and Tony Lucarriello. A letter was also received listing the improvements which are in excess of $11,000. A letter was received from Dutchess Sports Center Grand Slam U.S.A. requesting use of our fields at Robinson Lane Complex for a summer instructional program for area boys and girls. The program would be conducted from 9 a.m. to 1 p.m. on Tuesday, July 7 to Friday, July 10th. After a discussion, it was decided to give approval for this but they would not be allowed to use the tournament fields. It was also decided that the Town should receive some compensation and it was decided that a fee amendment be sent into the Town Board suggesting a fee of $50.00 per day for anyone running a summer camp. A letter was received from Sloper-Willen to confirm that Paul Martire, E.M.T.-P will accept the position of Health Director for the 1992 Summer Program. Recreation Minutes Page 3 April 16, 1992 A quote was received from Miracle Recreation for the new slide for Spook Hill and for 2 new steel tables. Mrs. Roe will have to call him and clarify the quotes as we requested a quote on the slidfl, 1 table and 2 bleacher forms. This approval had been submitted to the Town Board for their March 22nd meeting and approval was given for these purchases. We need to get the slide installed before the summer playground starts. We received a copy of the Certificate of Insurance from the Sunday Morning Softball league with the Town of Wappinger as additional insured. SENIOR CITIZEN REPORT Mrs. Oelisa distributed a report on the Senior Center for the month of March which is attached to these minutes. She also noted the following: 1. The Seniors held a St. Patrick's Day party on the 17th with a cake and each Senior receiving a green carnation. It snowed that day so it kept many Seniors at home. 2. The Community Service worker provided by the Office of the Aging on the 2nd Thursday of each month has worked out well so far. 3. Rose Mulato continued with her volunteer field experience for college with games such as "Price is Right" and ring toss game. This has been a real help to the center and Mrs. Delisa is looking forward to having other volunteers from college for this program in the Fall. 4. On March 18th there was a small incident which set off the fire alarm. Fortunately, no harm was done but the incident gave Mr. Delisa the opportunity to explain safety rules and procedures to the Seniors. 5. A letter has been received from Fire Inspector Mark Liebermann regarding the occupancy limit for the Town Hall Senior Center. The occupancy limit is 40 persons. letter is attached to her report. 6. April events include: Easter luncheon at Gino's, Easter Egg Hunt, financial seminar conducted by Vic Fanuele and a program on health care issues by Dr. Donald Berman. 7. Someone came in and mentioned that the YWCA was trying to purchase the "Castle" and that they were looking for tenants. They thought that this might help with our space situation. We felt that at this time, this would not be an option but we will keep it in mind. Recreation Minutes Page 4 April 16, 1992 DIRECTOR'S REPORT Mr. Reimer mentioned that the crowd for the Magic Show was a little disappointing but a decent crowd. He noted that there were many conflicts with atiET events at the schools i.e. science fair, play at John Jay etc. Although the crowd wasn't as big as expected, the show was excellent. He was not able to obtain a concession for that night and it probably worked out for the best. Mr. Reimer and Miss Slacin have met to go over the applications for the Summer Program and he is now in the process of calling the individuals. The six directors must be certified in First Aid and C.P.R. The C.P.R has to be done yearly. He mentioned that he thought the cost would be $400. and if that was the case to have our whole group certified. It was also suggested that he contact Sloper and the New Hackensack Fire Company to see if they could do it at a lesser charge. There was a Board of Health Department meeting today to go over general health problems like lyme disease, rabies etc. Miss Slacin attended this meeting. Summer programs are being set up. We are doing much less with bus transportation this year. We are not planning to go to the Catskill Game Farm etc. as we will be putting more emphasis on in camp activities. There was a discussion ~rrg. registration - where it will be held etc. because of the collection of fees this year. It was decided that we ask Supervisor Smith to have registration at Town Hall on Saturday, June 20th from 9:00 to 3:00 with another on the 25th (opening day of camps.) Registration (or money) will not be handled by the playground ~aTEl but by Mr. Holt, Mr. Reimer and other Commission Personnel. Mr. Reimer brought in a sample of sand which should be placed in the volleyball courts. The samd comes from Long Island and is screened down to 1/8th inch maximum. He said that Mr. Leczinski estimated that we would need approximately 130 tons to do the 3 courts with'a 6": base. Mr. Leczinski also told him that we could order directly and get it at cost or $12.00 a ton. CASTLE POINT Mr. Holt mentioned that 50 ton of infield mix has been ordered for Castle Point Field and that it will be delivered on Wednesday. He said that the Wappinger Modified League mentioned that if we do one field that they will do the other. Fecreatia1 Mirutes Page 5 April 16, 1992 ROBINSON LANE Mr. Miller asked whether the dumpsters were ordered and was told that the regular service would be starting April 17th. The extra dumpster for opening day will be delivered on April 24th. The fountains are on and fence repairs are being made. He asked about heat in the restrooms and was told that we were looking into this. We have one quote of $700. from the person who installed the heat in the main building. The plumbing work is done and the hand dryers are scheduled to be installed on Monday the 20th. Opening day is the 25th at 9:00. Mr. Holt asked Mr. Miller about the truck bodies. It was our understanding that when Little League built the new building last year that they would remove the truck bodies. Mr. Holt asked Mr. Miller to check on this. It was also brought up that we should have keys to the building. Mrs. Roe mentioned that she has a key to the storage section. Mr. Fisher made mention that the adjoining property is a mess with old cars, refrigerators, etc. being dumped there. There are a number of old barrels in the back next to the fence between the two properties. Mr. Levenson will be told about this to see if he could check it out and see if the site could be cleaned up. CHAIRMAN'S REPORT Mr. Holt noted the following: 1. He attended a Town Board workshop meeting where Mr. Bill Parsons presented a proposal to put a World War II War Memorial at Schlathaus Park. Mr. Parsons said that the monument will depict a World War II Soldier in battle gear. The base of the statue will be approximately 5 ft. high of granite. The actual statue will be approximately 6 ft tall in bronze. Mr. Holt mentioned that the signs for the Park will have to be moved along with the flag pole and the tree will have to be removed. 2. The water line has been installed at Rockingham. 3. He had a meeting at Schlathaus at 6:30 to discuss the stone and dedication. Letters will be written to families of those whose names will appear on the stone. The Friends of Jason Smith will donate the stone to the Town. Supervisor Smith will accept on behalf of the Town and then Mr. Holt will read something about each person honored. This is the stone which is placed by the flag pole at Robinson and the dedication will take place at the Opening Day Ceremonies. Recreation Minutes April 16, 1992 Page 6 CHAIRMAN'S REPORT CON'T 4. An application will be made to Department of Correctional Services in Beacon to have the dugouts and garage painted at Robinson Lane. 5. A golf clinic has been scheduled for May 2, 3, and 9th at Sheafe Road School. Sessions are from 1 to 2 and 2 to 3. Registration will be taken through the Recreation Office. 6. Mr. Holt recently met with Mr. Scofield of Fishkill to discuss work to be done on the soccer fields. Mr. Holt noted that the soccer club has mentioned that the field is 20 yds short and short some in the width. Mr. Scofield has agreed to fill and roll the field. He also mentioned that he will install a couple of bleachers. We have agreed to fertilize the field this year. The meeting was adjourned at 9:40 on a motion by Mr. Maurer seconded by Mr. Fisher. Line danoing was oanoelled this month but will resume in April. The Center was olosed on Maroh 19 due to snow. Attendanoe on Monday is slowly growing with an average of 17 Seniors for that day of the week. On March 5, Richard Cirulli spoke on home improvements and how to manage a home oontraotor. The Offioe of the Aging will provide a community servioe worker on the seoond Thursday of eaoh month. This servioe whioh began on Maroh 12 provides assistance to Seniors oonoerning available services provided by the Offioe of the Aging. There was a positive response to this new servioe. The Heart Association provided the monthly blood pressure soreening on March 17th. We oelebrated St. Paddy's Day on the 17th with a oake and each Senior received a green oarnation. It also snowed that morning whioh kept many of the Seniors home. And of oourse our monthly birthday party was held at the end of the month. The trip to the Castle Dinner Theater sponsored by the Recreation Commission took plaoe on the 31st. Acoording to reports the trip was a great suooess. Rose Mulato continued with her field experienoe for oollege with games suoh as "The Prioe is Right" and a ring toss game. The Seniors enjoy her planned aotivities and many partioipate in them. There was an average of 36 seniors at the Center per day in Maroh. There are 182 seniors presently registered at the Center. Membership registration has been olosed as of Maroh 1, 1992. There are seven people on the waiting list. ITEMS TO BE NOTED: 1. On Wed. Maroh 18, one of our seniors plaoed a plastio tray.on a hot burner on the stove. The smoke set off the fire alarm. Fortunately, no harm was done and we were able to notify the fire department before they all arrived at the the Town Hall. This incident gave me the opportunity to explain safety rules and prooedures to all of the Seniors. These rules,to my knowledge, had never been explained or " reviewed. I will be reviewing these rules and procedures with the seniors on a regular basis to ensure that as many as possible will be aware of their responsibilities in case of emergency. 2. The occupancy limit of the Senior Citizen room has been determined (copy of notice attached). The occupanoy limit is 40 persons. 3. April events include our Easter luncheon at Gino's Restaurant on the 9th, a financial seminar for retirees conducted by Vic Fanuele on the 10th, and an Easter egg hunt on the 15th. Dr. Donald Berman will speak on health care issues on the 24th, and of oourse our monthly birthday party on the 30th. The Center will be closed on Good Friday. 4. I have met with Marie VanVoorhis from Dutchess Community College. Ms. VanVoorhis is counselor and advisor to the recreation program at the College. She would like to continue sending students to the Center for field experience. We hope to continue this program in the fall. ITEMS TO BE DISCUSSED: 1. It has been brought to my attention that the YWCA will be purchasing the Castle in Wappinger and are looking for tenants to help them finanoially. . The contact person is Maureen Lashley. It was suggested that our need for space and their financial need could help one another. Dear Ka thi , In reference to the amount of people allowed to occupy the Sr.Citizen Center at anyone time the following conforms to the requirements of the New York State Uniform Fire Prevention and Building'Code,which is enforced in the Town of Wappinger. Pursuant to 1765 Table VII-765 of 9(B) NYCRR,the Center is classified as a C5 occupancy.containing no fixed seating. The total floor area to be used for occupancy is 600 square feet. Please feel free to give suggestions for new programs, videos, parties and other oelebrations, luncheons, leotures, games, crafts, improvements or anything else you would like to add to the Center aotivities. Suggestions may be anonymous if you ohoose. All suggestions and oomplaints will be seriously oonsidered. I oannot promise that aotion will be taken on all, but I do promise to do my best for you. We now have a miorowave. If you use it, you are responsible to leave it olean. Name tags are ordered and we will have them any day. There is a sussestionfor a fashion show. I have been working on this idea and will continue to do so. The Malls and stores I have oontaote~ are not ' willing to oome to the Center. However, I am 'still trying. I weloome any suggestions or help on where or who to oa11 about this. There is also a suggestion that we have soup and sandwiohes at the Center. This is not possible at this time. We do not have the faoilities 'to make this Center a Senior "soup and sandwioh" oenter. If at another time this beoomes possible, this suggestion will be forwarded to the appropriate people.
