RECREATION COMMISSION MINUTES
JULY 8, 1992 MEETING
NEXT MEETING AUGUST 12, 1992 AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation
Commission was held July 8, 1992 at Schlathaus Park, All Angels Hill
Road, Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph
J. Holt. Others present were Kathi DeLisa, Senior Citizen Director,
Bernie Reimer, Recreation Director, Commission Members Ellen Korz,
Barbara Gutzler, Joseph Mastroianni, Donald Rider and Maintenance
Supervisor John Vorndran. Stephen Miller arrived at 8:00 p.m. and
Terry Fisher arrived at 8:45 p.m.
The minutes of the June meeting were not available to be
approved. They will be submitted at the August meeting for
a.p~it-'Qval .
CORRESPONDENCE
A letter was received from Peter Wysco, of B.A.T.T., Inc. for
permission to use one possibly two field~ at Robinson Lane for the
purpose of holding baseball instructional sessions for children on
Monday, July 20th to Friday, July 24th from 9:00 a.m to 3:00 p.m.
He mentioned that he recently was told of our new policy regarding
fees for the use of facilities and because of his current low
registration, asked that we either lower the fee or waive it. After
a discussion, it was decided that we couldn't discriminate against
anyone and since Grand Slam has already paid the fee to run their
camp, Mr. Wysco would have to do the same. The rules have been
established and we will abide by them.
Mr. Rider brought up the request for Soccer to run their camp
in August and mentioned that they had already set their fees before
they knew about our fees to run a camp on Town Recreational areas.
They, too, asked for a waiver and the Commission again denied this
request. The Commission did, however, grant a deferment for the
payment of the fees until their fall program starts and the fee
could be worked into their plan, otherwise we will subtract the
amount from the money they receive from the Town.
A letter was received by Supervisor Smith from the New York
State Parks,Recreation, and Historic Preservation advising the Town
that the application for the Rest Room Facility at Castle Point
submitted for Federal fiscal year 1991 and retained for
consideration in 1992 was not selected for funding.
A request has been received from Philip Fox, of Boots and Bows
Square Dance Group requesting our sponsorship of their activities

for the 92/93 season. Again, the request is to acquire the school
facilities. They will pay all costs and provide insurance. Since
we know that Supervisor Smith has some reservations regarding this
program, it was suggested that this request be forwarded to her for
appropriate action.
A memo was received from Camo Pollution Control stating that
"a~.; part of the Town F ami 1 y that they are opt i ng to donate the
services t.o hook up the water at Rockingham." They went on to say
t.hat..: "the Recr-eation Dept. is a vital and integral community servic~?
and we would like to take this opportunity to support the Recreation
Department as well as the Community as a whole."
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior act.ivities for
the month of June which is attached to these minutes. She also
noted the following:
1. A sample of a letter addressed to the Elks Club regarding
the "Senior" Christmas Par"ty" wa.s distr-ibuted for comments. It wa~.;
suggested that this letter be sent out as soon as possible.
2. The 4th Anniversary of the Senior Center was held on June
12t.h with a barbeque. There were over 80 seniors attending. The
weather was too hot for the da.nce contest..
~. The Pomona trip was a big success.
4. The trip to Hunter Mountain was filled in 3 hours of
regist.ration. We were able to book a second bus and that is also

5. July 17th is National Ice Cream Day and Supervisor Smith is
going to make arrangements for ice cream.

Seniors
July 22nd is National Hot Dog and Baked Beans day and the
will be holding a barbeque.
7. Grandparents' Day has been cancelled because of negative

DIRECTOR'S REPORT
Mr. Reimer reported the following:
1. Gymnastics enrollment is down this year and he doesn't know
if it is due to the transfer of the program from Myers Corners
School to Van Wyck. The transfer itself has worked out fine and we
have had the back gym all to ourselves.

going on Thursday nights with the sand that is already there. Mr.
Holt mentioned that he has spoken to Supervisor Smith about getting
the correct sand and hopefully within a week or 10 days that will
happen. He is still working with John Badar on getting a donation
toward the sand. He has also called a firm to get an estimate on
the cost to bring the sand out to do the three courts and the cost
was approximately $3,200. Mr. Reimer mentioned that the residents
would still get a lot of use from the courts well into the Fall.
~. Tennis is booming with overflowing registration for the
children's sessions. A 3rd session is scheduled for August. Mr.
Reimer mentioned that he has received many positive comments about
Barry Casowitz and Jim Allen.
4. Li:\st week was a good concert wi th "The Woods Tea Company"
folk music. This Thursday Steve Johnson will be at Schlathaus.
He mentioned the following regarding the Summer program.
1. There is a heavy enrollment at Martz Field with over 150
registered and with days of over 84 attending. In order to cover
our Board Of Health mandated ratio of 12 to 1, we will have to shift
counselors from site to site to keep everyone covered.
2. At Hughsonville our Director of approximately 5 years,
Robert Coppola, has been treated poorly by the Firemen who make
comments about how terrible the place looks and how the counselors
leave the site. At the beginning of the playground all counselors
were given specific instructions that all sites must be policed and
cleaned up prior to leaving. Our indications are that Rob is doing
an excellent job at Hughsonville and that he leaves the site in good
condition. They are also complaining about the truck body still
being placed in the parking lot. Mrs. Roe has contacted Guardian
Trailer Rentals and they indicated that as soon as the ground is not
wet, the trailer would be moved. They are concerned about getting
the truck stuck in the wet ground and thereby ruining the firehouse
grounds. Mr. Holt and Mr. Reimer both mentioned that they felt that
the Firehouse is trying to get our program out of there.
A P.O. has been sent to Supervisor Smith for approval for bus
transportation by the School District for the Summer Program. Mrs.
Smith questioned this fee. Mr. Holt will speak with her about this
to let her know that we have always paid a minimal per mile fee for
this ~:;ervic:(:?
Mr. Reimer mentioned that McGruff the Crime Dog would be coming
to Hughsonville, Spook Hill and Martz Field Playgrounds tomorrow.
He will be going to Castle Point, Robinson Lane and Quiet Acres on
.July 31st.
The following are items which we should think about for next
years registration format:

1. Summer Playground 1.0. Cards - After a discussion with
Mrs.Roe, it was suggested that we do away with the I.D. Cards. It
seems that most children loose their card and each year need a new
one. The only time they use it is for the 5 minutes it takes to
register and by the time the following year comes it is lost. This
seems like a waste of money. Possibly when they register, they
would just have to show their driver's license or tax bill.
2. Since there were a lot of late registrations, maybe we
should think about instituting a late fee. We need to streamline
the system to relieve the continuous flow of registrations in the
recreation office.
CHELSEA BOAT RAMP
Miss Gutzler mentioned that when she visited the boat ramp she
saw a sign posted an the willow tree which said, "Private - Marina
Club Members Only". She felt that this was confusing. It was
suggested that we put up a sign on the ramp "Town of Wappinger
Public Boat Ramp". Mr. Holt mentioned that there are a lot of items
in the works in that area i.e. beach area, the pavilion (gazebo)
which some believe is Town property etc. and suggested that Miss
Gutzler meet with Mr. Vorndran and himself at Chelsea to point out
these problems so she is aware of what is going on.
HALLOWEEN PARTY/CHRISTMAS PARTY
Mrs. Korz mentioned that she will start to work on obtaining
donations next month for the Halloween Party. Mr. Holt also
mentioned that we should also look into ordering the Christmas
ornaments. It was estimated that we would need approximately 25
dozen.
REESE PARK
Miss Gutzler mentioned that there has been dumping again at
Reese Park. Mr. Vorndran will check into this. Mr. Mastroianni
mentioned that he has read an article in the New York Times on June

21st about the Hudson Valley Orienteering Club and its activities
which he thought might be of interest for Reese Park. He has
written a letter to get more information about this.
ROBINSON LANE
Mr. Miller checked on the electric at Robinson Lane and
mentioned that the handdryers, walk in freezer,"ice maker, and pumps
for the soda could make the electric bill quite high. The garbage
at Robinson has increased so much that we have had to increase the
size of the dumpster and also the number of pickups a week.

He also mentioned that there has been complaints about the
playground children in the equipment shed and that it was a mess.
He indicated that he has spoken with Kristine, the Director, and she
assured him that the children are not allowed in the shed
unsupervised. Also one of the dates in question, the children were
not at the park until late in the afternoon. Mr. Holt said that he
was also out there and he doesn't believe the mess is from our
program but from Little League.
Mr. Miller said that Grand Slam was out at Robinson Lane for
their Camp and that there were some problems with the fields that
they used the first day. He said that he has spoken with them and
everything is okay. He suggested that when fields are given out for
camps, tournaments etc. that we should have a representative go out
to tell them which fields they are to use.

Mr. Fisher suggested that we should consider more trees for
Robinson Lane fields. He also noted that there are a number of fence
projects to be done such as small repairs and the extension of the
fence on R-4. A suggestion was made to dump some sweepings behind
the SI.- girls' -field where it i's swampy.
A I RF'ORT PAFW:
Mr. Rider mentioned that Pop Warner is looking for field space.
Mr. Holt said that we have a deed for the above property, but that
we have to check the conditions stipulated in it. It was noted that
the best we can do in 1992 is to get the scrub brush removed and
look to volunteer workers or organizations for help to work the
property. Mr. Vorndran said that the property would need major
draina.ge work.
SOCCER
Mr. Rider mentioned that soccer has goals to put at the
Fishkill site and that they are permanent goals. It was stated that
this is up to them to work on this with Fishkill. Mr. H~lt .
mentioned that he had spoken with Barry Silverstein of FIShkl11 and
tha.t he ~o\jc)ul d 1 i ~::e "Fi shki II" in the name of the So~cer Cl ub s~,.ch as
Wappinger/Fishkill United Soccer Club. Mr. Rider WIll ta~e thIS
request back to Mr. Kennedy. Mr. Miller suggested that It be the
"United Soccer League".

CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. The paving was dene at Martz Field and the fence should be
installed within a day or so.
2. The Recreation Commission is getting 51,000. to be put
toward trees for Schlathaus Park. Mr. Vorndran was asked to check
and see what we could use.
3. Year End Picnic.- He reminded Mr. Fisher that he was in
charge of the food end of the picnic and setting up how the food
would be served. Supervisor Smith will check into getting the hot
dogs and hamburgers for us. We will still have to get the rolls,
soda, condiments, and also the watermelons. Mr. Holt asked Mr.
Miller if he would set up some sort of rules/schedule for timing the
events and also look into the possibility of getting a dunking tank-
-something we could buy. Mr. Fisher suggested that the picnic be
moved from Schlathaus to Robinson Lane since we have the facilities
to cook and serve the lunch. There is also water available, shade
and a large area for the games. A stage could be fixed up at the
end of the pavilion for the lip sync contest. This suggestion to
move the picnic site was approved.
4. We still haven't heard from Castle Point regarding hooking
into their water hydrant.
5. The truck body has been moved to Castle Point.
7. In reviewing the 1992 budget the following are things we
still wish to accomplish this Fall:
a. Paving at Robinson Lane around the consession stand and
across by the flag pole.
b. Pave around the building at Martz Field.
c. Purchase a paint sprayer so we can paint bleachers and
benches etc.
d. Repair white storage building at Schlathaus where the
Squirrels have gotten in and made a mess.
e. Finish grading the easement at Martz Field.
f. Put in electric outlets in the shelter at Robinson
Lane and work on the outlet by the Christmas tree at Schlathaus.
g. Put in a water outlet at the shelter at Robinson Lane
to make it easier to clean up the tables and the area.

Mr. Holt asked for a volunteer to help Mr. Reimer
coordinate activities especially during the summer months when so
many activities are going on and he is so involved with the summer
program. He asked Mrs. Korz if she would help with the tennis
program as needed for sign ups, getting equipment etc. He also
asked Mr. Rider if he could help with the volleyball program.
EVERGREEN ESTATES
The above subdivision plat was discussed and it was decided
that Mr. Vorndran check the area before a decisions is made on
recreational needs.
The meeting was adjourned at 10:05 on a motion by Mr.
seconded by Mr. Miller with all in favor.

JULY 1992 REPORT TO RECREATION COMMISSION
FOR THE MONTH OF JUNE 1992
SENIOR CITIZEN CENTER
June activities at the Senior Center included the regular
schedule of arts/crafts, exercise, oil painting, videos,
cards and pokeno. Wednesday exercise was cancelled June 17
and 24 as the instructor was on vacation.
June 8th marked the 4th anniversary of the Senior Center.
Over 80 Seniors attended our anniversary barbeques held on
June 12. The Center side of the parking lot was blocked off
for use as a dance floor and dance contest. However, it was
too hot in the sun, so the seniors passed on the dancing,
but enjoyed the sounds of Big Band music while they ate and
enjoyed the day. The Bocce tournament went well with three
winners. Each winner received a bottle of champagne. One
of our seniors took over the barbequeing, cooking hamburgs
and hot dogs. Each Senior participant either brought a
salad, soda, relish or donated a few dollars for this event.
All other expenses came from the Senior Dues Fund. One of
the seniors made an arrangement of silk flowers to be
awarded as a door prize. The Recreation Commission supplied
an anniversary cake. The event was a big success, everyone
had plenty to eat and all had a good time. Town Board and
Recreation Commission members were all invited although not
all were able to attend.
Other June activities included Diana Weibrecht from the
OFA on June 11 and blood pressure screening on June 16. We
celebrated Father's Day with a special cake on June 19. On
June 24, Detective Roy Boyce from the Sheriff's office spoke
on crime prevention for the elderly. That was followed by a
pizza party which everyone enjoyed. Our monthly birthday
party was held on June 26 with special recognition to one of
the members that turned 91 in June.
The trip to Pomona was a big success. Everyone I spoke
to commented on how wonderful it was.
There was an average of 36 seniors at the Center per day.
there are 184 seniors registered at the Center. There are
20 people on the waiting list.
ITEMS TO BE NOTED:
1. The trip to Hunter Mountain including lunch and
entertainment by Vie Damone, Julius LaRosa and Toni Arden
was filled 3 hours after registration for the trip began.
It was necessary to book another bus for that trip. Both
buses are filled to capacity and we still have a waiting
list.
2. The Center will be closed July 3 and July 6 in
observance of the 4th of July holiday.
3. July events include Diana Weibrecht from the OFA on June
9 and blood pressure screening on July 21. National Ice
Cream Day is on July 17. I will try to contact the manager
at Ben and Jerry's in regard to this. We will have a
barbeque on July 22 in honor of National Hot Dog and Baked
Bean month. And of course a birthday party on July 30.
4. The trip to Albany for the Dutch Apple Cruise is July
14th.
5. The response to a "Grandparent's Day" picnic has been
negative. Therefore, that idea has been cancelled.

HAPPY 4th OF JULY! The Center will be closed Friday,
July 3 and Monday, July 6 in observance of the holiday.
Have a happy and safe one!
I want to thank everyone that helped to make our
anniversary party a big success. Many of you helped with
setting up and cleaning up. Your help is sincerely
appreoiated. A special thank you to Tony for his "super
ehefing." You did a great job! And a special thank you to
Higgins for all his extra help in cleaning up.
July is National Hot Dog and Baked Bean Month. In honor
of this special month, we will have a barbeque on
WEDNESDAY, July 22. ( For all you Dial-A-Ride passengers,
you must call Dial-A-Ride in adv~noe if you wish
transportation for this event.) If you plan on attending
this B-B-Que please let me know. Also, please let me know
what you will bring. You will then receive a ticket,as we
did last month. If you can not bring anything, you may give
a donation for food and you will also receive a ticket. On
the day of the B-B-Que, these tickets will be collected.
Anyone that has not signed up in advance and does not have a
ticket, will have to pay $5.00 to participate. This system
will enable us to have enough hot dogs/burgers and food for
all that attend and will insure fairness to all. We will
then have a drawing from all of the tickets. Winner gets a
prize!
Other events in July include: Diana Weibrecht from the
Office of the Aging on July 9 and Blood Pressure screening
on July 21. Our monthly birthday party will be on July 30.
We need at least 3 cakes for this party. Please let me know
if you will volunteer to bring one. Many of you have not
contributed to this tradition. In fairness, please take
your turn. Cooperation from ALL of you helps our Center~
functions suooessful. The Town Recreation sponsored trip,
liThe Dutoh Appl~ Cruise," is on July 14.

The majority of you have voted that you are not
interested in a picnic for you and your grandchildren and
great-grandchildren. Therefore, we will not have one.
However, since we are on the subjeot of grandohildren. From
time to time some of you bring your grandohildren with you.
I must remind you, you MUST ask me for permission in
advance. Please do NOT assume it is okay. Our Center is
overcrowded many days and even a small body oan sometimes be
one too many. Your cooperation is appreoiated!
There are pionic tables outside for your use. Or you oan
put a oard table and chairs in the gazebo. Enjoy the fresh
air! Enjoy summer! Happy July to all of you. Have a
happy, healthy and safe one.
