NEXT MEETING APRIL 12, 1993
The regular meeting of the Town of Wappinger Recreation Commission was
held March 22, 1993 at Schlathaus Park, All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt.
Others present were: Kathi DeLisa, Senior Citizen Director, Bernie Reimer,
Recreation Director, Commission Members Terry Fisher, Barbqra Gutzler, Ellen Korz,
Stephen Miller, Donald Rider and Maintenance Supervisor John Vorndran.
The minutes of the February 8, 1993 meeting were approved on a motion by
Mr. Rider seconded by Miss Gutzler with all in favor.
CORRESPONDENCE
A letter was received from Margaret Nevico, Supervisor of Recreation
Therapy at Castle Point in answer to our invitation to the Veterans to attend
our "Jazz Knights" concert. In her letter she thanked us for our continued
interest in the leisure activities for the veterans but that they would be
unable to attend because of a prior commitment.
We received a copy of the 1993 Youth Bureau agreement which was forwarded
to Supervisor Smith for her signature.
A check was received in the amount of $500. representing the 1992 grant
from Greenway Heritage Conservancy. This check was forwarded to Supervisor Smith
for credit to recreation account B-7310.2.
A letter was received from Colleen Cannon, Executive Director of Deer
Hill Conference Center in response to our request to use their facilities for
our 1993 swim program. She confirmed that the dates and hours we requested were
confirmed but did not discuss any costs. She requested that Mr. Reimer call her
to discuss arrangements.
A letter was received from Arthur W. Waddle, District Secretary of the
Hughsonville Fire District. In his letter he mentioned that the Fire Commissioners
have granted us permission to use their facilities for our 1993 Summer Program.
They also requested we follow several guidelines such as:
1. storage trailer be brought during dry weather and placed at rear of
property
2. area under the portico be cleaned up daily
3. telephone for emergency use only
A letter was received from Suzanne Tatariw, of the New Hackensack Service
Unit of the Dutchess County Girl Scouts. They would like to reserve Schlathaus
Park on Saturday, May 15th from 8:00 to 6:00 to hold a garage sale/flea market--
games, food,face painting etc. This request was approved and a letter will be
sent informing them of the $10.00 fee.

A copy of a letter addressed to William Parsons from Albert P. Roberts
was forwarded to us for our information. This letter was regarding the "Impact
of 'Bayswater' on Recreation Fees or Parklands". Everyone was requested to
review this information.
A memo was received from Supervisor Smith thanking us for our 1992 program
report. She also requested that we try and find a way to provide some bowling
for seniors. The Commission discussed a bowling program ard was not sure how this
could be done and not spend a lot of money. Mrs. Delisa mentioned that John
Barmello of the Hoe-Bowl Holiday would be having a party on Friday, March 26th,
to see if he could generate interest in a league. Mrs. Delisa will get some imput
from this for us. The only other suggestion would be to subsidize a league _
maybe pay for trophies or possibly negotiate rates for them. We will discuss
this further.
A request was received from Gene Maneri, Owner/Manager of Grand Slam U.S.A.,
requesting use of fields at Robinson lane for a summer instructional program. The
program would be held from 9 a.m. to 1 p.m. from Tuesday, July 6th to Friday,
July 9th. This request was approved. A letter will be sent giving approval and
to let them know about the fees due. It will also mention that Mr. Miller will
meet them at the complex on the opening day to assign fields.
A letter was received from Rev. Byron Widger of the Wappinger Bible Fellowship
Church requesting permission to use Schlathaus Park for a sunrise service on Easter
Morning April 11, 1993. Several churches would meet together at 7:00 a.m. for
a short time of worship. This request was approved.
We received a copy of a letter addressed to Supervisor Smith informing
her that the bridge on Robinson lane would be replaced with a new structure
providing a longer span and wider roadway. They expect construction in early June
to last approximately 4 to 5 months. There was a concern about notifying the groups
using Robinson lane facility for the summer months. We will see if we can get
additional information.
We received a copy of a letter addressed to the Planning Board from
Ray Arnold, Planning Consultant. This letter was in response to the "Impact of
'Bayswater' on Recreation Fees and Parklands"
Councilwoman June Visconti forwarded to Mr. Holt an article from the
Poughkeepsie Journal regarding Cornell students outlining plans to improve the
City of Beacon waterfront. Through the efforts of 15 Cornell seniors, they
presented a project aimed at livening up the street so more and diverse businesses
would be attracted there. Mrs. Visconti suggested that maybe we could use these
students to draw plans for our Town's parks. It was decided that a letter would
be sent to them requesting their "free services".

SENIOR CITIZEN REPORT
Mrs. Delisa handed out a report on the activities of the Center for the
month of February. See Attached.
Mr. Holt mentioned that he had received an call from Mr. Gene Damn of
Mt. Saint Mary's offering the seniors the use of their pool. For $60.00 an hour
they could use the pool. lifeguards and one aquaerobic instructor would be provided.
Mrs. Delisa mentioned that she had spoken to the seniors and that she had
approximately 18 interested
RECREATION DIRECTOR'S REPORT
Mr. Reimer reported the following:
1. All winter programs at Myers and Sheafe Road have been extended until
the end of April because of weather and other cancellations.
2. A list of the summer concerts was handed out. They are as follows:
July 1 The Phantoms (50's music)
July 8 - The Shallows (50's music)
July 15 - Woods Tea Co. (Fold Trio)
July 22 - Wild East (Country)
July 29 Heart & Soul (Top 40)
August 5 Switch in Time (Big Band)
August 12 Steve Johnson's 10th Anniversary Magic Variety
August 19 Streetalk (Top 40)
3. He has been working on the summer playground program scheduling
splashdown, special events i.e. -snake man, movies etc. He has received approximately
65 applications for the summer positions. 29 of the 37 applicants will be returning.
Amy Slacin, the Summer Director for many years, will not be returning and he has
3 applicants for that position. A decision will be made soon on that position and
then the other positions will be filled. He said that he has many well qualified
applicants ranging in age from 15 to 42. ----

4. He mentioned that there are a few problems with the basketball
program at the Jr. High and he is working on them. The program for this year
will be over March 31st and next year the format of the program will be changed.
TENNIS PROGRAM
Mrs. Korz has been in touch with Barry Casowitz about the tennis program.
They would like to start the adult session around the middle of May. The classes
would be twice a week for 4 weeks on Mondays and Wednesdays. The time would be
either 9 or 10 a.m. The summer sessions would start June 28th and be held Monday
and Wednesday with 4 weeks each session. Times are as follows:
8 - 9 a.m.
9 - 10 a.m.
10 - 11 a.m.
11 - 12 a.m.
S - 7 p.m.
7 - 8 p.m.

It was suggested that sign ups be held at the Town Hall. It was also requested
that a P.O. be obtained so we can get the tennis balls and have them ready when
the program starts. Mrs. Korz also mentioned that the ball hoppers need to be
welded. Mr. Vorndran will look at this.
YOUTH FORUM
Mr. Fisher mentioned that he had attended the youth forum sponsored by
the Dutchess County Youth Bureau at Dutchess Community College a while ago. At
this forum, teenagers talked about things they were looking for and basically that
was a place to go - a center where they could get together to do something
constructive - a dance, play pool etc. We don't have any programs for this age
group. It is really something needed but it is a huge undertaking. Miss Gutzler
mentioned that she had heard of some place in Orange County, she believed around
Warwick, that has such a program. She would be willing to see if she could get
some information for us on what they did. Mr. Fisher was asked to see if he
could get some information from the County regarding this - grants, how they
would help etc.
SOFTBALL AT CASTLE POINT
Mr. Fisher mentioned that a member of the Wappinger Men's Softball League
had spoken to him about problems at Castle Point. They referred to the following':
1. Grass needs to be cut more often
2. infield needs to be dragged
3. fields need to be lined
4. would like outfield fences

Mr. Holt said that he was not aware that there were any problems and that we
will do anything we can for safety purposes. Last year was especially hard on
the mowing because of all the rain. We will try and keep it done this year and
will t~y and drag it at least once a week. We will not commit to have someone
line the fields but would see that some chalk dust is available to them.
Mr. Holt also referred to their discussions with us last year about
putting clay on the 2nd field. When we did the first field they told us that
they would get clay for the other field and that has not happened so far. Mr.
Fisher will discuss this with the representative.
RESUMES FOR POSITION ON COMMISSION
A vote was taken on the resumes received to fill the vacancy on the Commission
by the resignation of Joseph Mastroianni. The vote was taken twice with a tie
each time between Joseph Ennesser and Ronald Friedman. It was suggested that
a letter be sent to the Town Board stating that the Commission felt that both
applicants had good qualities and would be an asset to the Commission. We were
forwarding to the Town Board the resumes for their information and final decision.
ROBINSON LANE/LITTLE LEAGUE
Mr. Miller noted that Little League is having opening day on April 17th
and that all are invited to attend. He also mentioned that since it will probably
be wet, we should think about possibly roping off parking areas otherwise we will
have ruts everywhere. Mr. Holt said that the blacktop work will be done as soon
as weather permits. He also said that he has gotten approximately 30 ton of item 4
and that will be delivered as soon as weather permits. Little League has formed a
committee to raise money for the Eastern Regional and to put lights at a couple
of the fields. Mr. Holt mentioned that something we should do before the Eastern
Regionals is to look into putting up a sign. Mr. Miller had suggested that a
while ago and maybe it is the right time to do it.
SOCCER
Mr. Rider mentioned that soccer starts up again on April 18th and that
the travel team will start April 4th. He asked if we could put a sign on the
backstops to notify people that the complex is for soccer. Mr. Holt said that-he
would hope to get the backstop out but that Mr. Reimer should notify Mr. Drennan
to tell his people that Rockingham is now for soccer use only. If we don't have
cooperation from the league, we will get signs.

AIRPORT PARK
We received a copy of the deed for Airport Park property and it was
noted that the "property conveyed is restricted to park and recreation purposes
only." Mr. Holt mentioned that when the weather gets better, we will have a
lot of work to do there. It will have to be plowed, harrowed, leveled and
seeded. Mr. Rider asked if we would need any help and was told to get back to
us after the weather breaks. It will take a lot of effort~o get it in shape and
we can't even promise that it would be ready for the fall season.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. Mr. Fulton has been in to the Town Hall and all the papers have
been signed to proceed with the lot realignment at the Barn. It now has to go
before the State Legislature for approval.
2. The Highway Department has received their new truck, so hopefully
ours will be in soon.
3. We are going to get a P.O. for a supply of pea gravel so as time
permits we can put it under all the playground equipment. Pursuant to safety
regulations, all playground equipment mu~ have this placed under it. We will
have the gravel delivered to the Barn and then take it to the parks as we get
time to do them. It was suggested that Robinson Lane be the next park we do
beacuse of its usage with Little League and all the tournaments and Eastern
Regionals scheduled.
4. A request was received from the Ketcham Tennis team to shovel the
snow off the courts so they could practice. This request was denied since we
don't want them to ruin the new surface on the courts by chopping the ice away.
The courts won't be opened until the snow is gone.
5. We will open Robinson Lane on April 1st. Lucy Doroni will start
work on that date. We will see if Highway will plow the road. Fishing season opens the
1st.
6. The White's Corner's property still looks positive.
7. Castle Point status also seems positive.

9. Miss Gutzler gave some suggestions regarding the application for
the Greenway Heritage Task Force Grant which needs to be in by March 31st. She
suggested that we clean up the beach area at Chelsea, put in some beach sand,
place a table and a fireplace and make a nice area for a relaxing picnic.
Although the area belongs to the Yacht Club, Supervisor Smith is working with
them to give us some usage of the property. If this doesn't happen all we will
have to do is not claim the grant money.
10. Another suggestion Miss Gutzler had was to pvt up some signs by
the river to tell people of the Town of Wappinger heritage.--tell a story about
the area. There are a lot of interesting facts about the Town and possibly with
the help of the Town Historian we can get this information. When we go for grants
maybe we should work on this.
11. The Town has received 2 estimates to do the electric work at
Reese Park to put lights back on for ice skating. During the summer we will have
to do some work to clean up the area. Mr. Vorndran also mentioned that after the
electric box is installed, we will have to fence it in so it isn't destroyed.
12. We haven't heard anything further on the deal Little League was
working on with Fishkill regarding the purchase of clay.

MARCH 1993 REPORT TO RECREATION COMMISSION
FOR THE MONTH OF FEBRUARY 1993
SENIOR CITIZEN CENTER
February activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, videos, cards and games. The Center was
closed on the 15th for President's Day. Because of snow,
there were several days when only 4 or 5 seniors came to the
center.
Diana Weibrecht from the Office of the Aging did not come
to the Center this month because of snow. The Heart
Association provided blood pressure screening on the 16th.
The Valentine party and sing-a-Iong scheduled for the 12th
was rescheduled for the following week because of snow and
icy conditions. On the 18th, the seniors had their belated
Valentine party of cake and ice cream. All present received
a Valentine card from "guess who?" and little candies with
messages. On Friday, the 19th, we celebrated Washington's
birthday with cherry pie and ice cream. Dinny Cackowski, a
RSVP volunteer led the group in a sing-a-long.
On Feb. 23, the seniors celebrated Mardi Gras at the
Holiday Inn in Fishkill. Everyone came with a mask and many
came in costume. The Mardi Gras menu included a fruit cup,
a choice of cajun blackened fish, New Orleans chicken, or
sliced roast beef and of course dessert which was a
beautifully decorated cake. There was lively music by
Johnny Dell, dancing and prizes for best costumes. Bead
necklaces and candies were thrown out just like at Mardi
Gras. Everyone had a wonderful time!
Our monthly birthday party was held on the 25th. The
Town sponsored trip to the Elmsford Dinner Theater to see
"Nunsense" was on the 26th.
There was an average of 28 seniors per day at the Center.
The average Monday attendance was 11. The icy and snowy
conditions kept many Seniors home this month. There are 184
Seniors registered at the Center. There are 61 on the
waiting list.
ITEMS TO BE NOTED:
1. An invitation to attend the "Jazz Knights" concert was
sent to the Town of Fishkill Senior Center. These seniors
made over 400 ribbon flowers to be given away at the
concert. Our Center also made 400 ribbon flowers.
2. Connie Smith has confirmed that the expansion of the
Senior Center will happen. The Seniors are very excited
about this. They also would like to do raffles or something
to raise a few dollars to contribute towards this.
3. March events include a day at Holiday Hoe Bowl on the
19th. The Town of Fishkill Seniors will join us in this
activity. Susan Schlach, director of Fishkill Seniors and I
will continue to plan joint activities such as this. They
will pay their cost, we will pay our cost. This will give
seniors the opportunity to meet new friends and broaden
their interests.
4. I am working on a trip to the Metropolitan Museum of Art
for the Center. This is not a town sponsored trip, but a
Center trip. Susan Schlach and the Fishkill Seniors are
also interested in this trip. If enough seniors are
interested the cost would include the bus, lunch, admission
to the museum and misc. tour costs. Susan and I would
accompany the seniors on this trip.
ITEMS TO BE DISCUSSED:
1. On April 8, Brownie Troop *440 will be at the Center to
interview seniors about their past. "The Brownies will be
working to earn a badge. I need someone to video tape this
program for us. Hopefully, a portion of these interviews
entitled "Listening to the Past" can then be used in the
video "What Wappinger Was" that I have discussed doing
several months ago.

MARCH 1993
It has certainly been a cold and snowy winter1 but keep
your chin UP1 Spring is only 20 days away! Yea! Before
your know it we will be having barbeques and complaining
about the heat.
Speaking about complaining1 there is now a "Complaint
Jar" on my desk. There will be a charge of 250 per
complaint 1 500 per BIG complaint. Proceeds from this
"Complaint Jar" will be donated towards our Center expansion
and/or a new refrigerator and other new fixtures needed for
the Center. Regina1 Sue and I will be happy to hear any
complaint 1 just drop in your quarters and we will happily
listen. We may even give you a smile! Now you can laugh or
groan or even complain about this (just drop in your quarter
first)1 but just remember proceeds go for a good cause1 so
take this in the spirit in which it is intended. However1
serious complaints WILL be considered and acted upon if
possible.
If anyone has other suggestions we can use to raise extra
monies to be donated for the Center expansion1 please let me
know. Connie Smith has worked very hard to get this
expansion. Monies are tight. So anything we can do such as
a bake sale or raffle to raise a few dollars will certainly
be appreciated. Let's pull together and do it!!
Now to March activities. Diana Weibrecht will be at the
Town Hall on March 4 this month. Since she has missed the
last couple months 1 let me know if you want to see her so I
can set up a time with her
Ready for a bowling party? We will go to the Holiday Hoe
Bowl on FridaY1 March 19th from 11:00-2:00. The Center will
be closed. There will be coffee and donuts when you arrive1
a slice of pizza and soda for lunch. And of course the
shoes1 bowling balls and games will be included in the
price. For those current with their dues1 the cost is
$3.00. For those not current with dues1 the cost is $6.00.
For the first time ever, the Town of Fishkill Senior Center
will join us. It will give us all an opportunity to meet
new friends. If you like sharing activities with the
Fishkill group (they pay for theirs, we pay for ours), Susan
Schlach, director of Fishkill Center and I will try to plan
more combined activities. Dial- A-Ride passengers must let
them know you are going bowling.
On April 1, at the Bardavon, singers from the Opera House

moments in American Musical theater, "America the Musicful."
Tickets are $5.00. A bus will pick you up for a 11:00 am.

know. Monies must be paid by March 22nd.
Anyone interested in a Photo Club? Bob English, a
retired Wappinger resident has offered to lead a club. He
would share his knowledge of cameras and photography. He
suggested that a small group may wish to go out to parks or
other interesting sights to. take photos. If anyone is
interested, let me know. It could be an interesting hobby
for many of you.
For those paying dues by the month, March dues is $2.50
since there are five weeks this month.
Regina and Sue are planning special craft projects for
each month or holiday. For Easter, there is the "Hanky
Bunny" and for Mother's Day, the button necklace. So that
we may order enough supplies for these projects, you must
sign up if you want to make these or any future "special
projects." If you do not, there may not be sufficient
supplies for you to make the project.
