NEXT MEETING MARCH 12, 1996 AT SCHLATHAUS PARK AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Committee was held February
6, 1996 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present
were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director, and Committee
Members James Chappas, Joseph Ennesser, Barbara Gutzler, Ellen Korz and Stephen Miller.
The minutes of the January 16, 1996 meeting were approved on a motion by Mr. Ennesser
seconded by Mr. Miller with all in favor.
CORRESPONDENCE
A letter was received from Diane Quint, Community Director of the March of Dimes,
requesting the use of the Castle Point Recreation area for their annual WalkAmerica event on
Sunday, April 28th. They also requested that a porta john be av ail ab Ie for their use. This request
was approved. Mr. Reimer will follow up on this request.
A letter was received from Jeny Nardone, Tournament Director of the Dutchess County
Girls Fastpitch Club, requesting the use of eight softball fields at Robinson Lane for their
Tournament the last weekend in July. They would like to have the use of these fields from Friday
evening at 6:00 p.m. and continuing until Sunday evening. They mentioned that they would
provide portajohns for their use during the tournament. We will have to make sure that there are
no conflicts with Little League but Mr. Miller felt that by that time they should be finished with
District play and that we would be able to give them the same fields as last year.. Mr.Reimer will
follow up on this.
A letter was received from the Southern Dutchess Women's Softball League requesting use
of the Castle Point and the Quiet Acres Fields for their summer league. Their season will be
starting sometime in May and will last until the middle of August. They also requested the use of
Castle Point fields for a tournament on April 27th and 28th. We did not have a problem with this
even thought the March of Dimes race will be held on the 28th, the race people will only be using
the pavilion area. Mr. Reimer will follow up on this.

A letter was received from hvin M. Miller, of the Mid Hudson Road Runners Club,
requesting use of the Robinson Lane facility on Saturday and Sunday, September 7th and 8th, for
their 18th Annual Dutchess County Classic. They mentioned that they will clean up the park after
the event and that they will be covered by Insurance from the RRCA. This request was approved
and Mr. Ennesser will follow up on it.
A request was received from a Bernard Lucas for a position in Building Maintenance. This
will be placed on file.
A memo was received from June Ellen Cioppa, Youth Programs Analyst stating that the
1995 Annual Report was due at the Youth Bureau by Friday, Januaty 26, 1996. Mr. Reimer has
completed this report and it was sent to Ms. Cioppa.
A letter was received from Anaconda Sports stating that they are closing their
Poughkeepsie store located on South Road. They did indicate, however, that they will be opening
in a new, yet to be determined, location in the Poughkeepsie area.
A letter was received from Derek Osenenko, Executive Editor of the Poughkeepsie Journal
indicating that starting Thursday, Februaty 1st, they will be having a section called "Players
Recreation in the Mid-Hudson Valley". If we have any information, we are encouraged to submit
it to the paper. In this letter he outlined the new section. If we have any ideas or questions, he can
be reached at 437-4845 after 3 p.m. It was indicated that this might be a way to advertise our
summer program.
We received a copy of a letter which Peter Paggi sent to the Dutchess County Department
of Planning regarding the Castle Point Recreation Area. In his letter he advised them that Mr.
Joseph Hetsler of Central Hudson has indicated that the expected date of completion for the work _
at Castle Point is April 15, 1996. He also requested that the Dept. Of Planning extend the
applicable Community Development Block Grant funding until such time as the work can be
completed.
A thank you note was received from Margaret & Reuben deVries for the wonderful
Christmas Party which was held at the Elks Club in December.
OUTGOING CORRESPONDENCE
Mr. Holt noted that the following letters have been sent:
1. Memo to Town Board requesting that Certificates ofInsurance be forwarded to the
following schools: Wappinger Jr. High, Myers Comers School, and Sheafe Road Elementary.
2. Request to the Town Board for approval for P.O.'s for Sheafe Road Elementary School
for $947.53 and to Myers Comers School for $1,263.36.

The Wappinger Lions Club needs old eyeglasses or hearing
aids. If you have any you no longer want or need, bring
them to the Center. I will see to it that they are given to
the Lions Club.
Enjoy the poem by Sue Bush. The Creative Corner was
started so you all have the opportunity to share your
creative writing, thoughts, drawing or cartoon. Come on
Seniors, let's see what your thoughts are! Don't be shy!
Share your thoughts and creativity with us!!!!I will include
these in the newsletter. We have many talented seniors at
the Center. Some do crafts, some paint or draw, some write
poetry and/or stories, some have wonderful and creative
ideas. You may submit your "writing" or even a drawing or
cartoon to me at any time. Please do not submit preprinted
articles etc. from other sources. I am sure we will all
enjoy reading or seeing the creativity of our fellow
seniors.
In regard to paying dues. Many of you are now paying
your dues on a yearly basis and for that I thank you. This
has made bookkeeping much easier and efficient. Many have
chosen to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. However, there are still
few who insist on paying on a weekly basis. As of this
month, those paying on a weekly basis will be asked to pay
$1.00 a week instead of the previous 50~ a week. The reason
for this is fairness. There are many who pay monthly or
yearly and do not come every week, but still pay their dues.
Therefore it is only fair for those who pay weekly to
compensate for the weeks they are not there. However, if
this is a financial hardship for anyone, please see me. For
those paying dues by the month, Feb.. dues is $2.00. Those
on the waiting list are welcome to pay dues. This entitles
you to join our "out of Center" activities at a reduced
cost.

Remember, those with birthdays are asked to bring a cake for
the party. We will all help you celebrate. The Center is
closed on the 19th for President's Day.
Bingo days are Wed. the 11th, 14th, 21st and Thurs. the
15th, & 29th. Please note exercise is cancelled this winter
if the schools are closed due to inclement weather.
COMING IN KARCH... On Monday, March 11th, for the first
time ever, our Center and the Center at Zion Church will
combine to have a bowling party at the Holiday Hoe Bowl in
Wappingers on Rt. 9. Marie Weber and I agreed that it would
enhance both of our groups to get together. Bowling will be
from lla.m. to? There will be dani~h and coffee upon
arrival. At lunch, there will be pizza and soda. Included
in the package is two (possibly 3) games, shoes etc. The
cost for this for current dues paying members is $3.00. For
those not current with dues, the cost is $5.00. Many of you
attend both the Zion and the Wappinger Center. Please, sign
up at only ONE site. Dial-a-Ride passengers, in March
(remind me), I will call and ask them to take you to the
bowling alley that day. Should be a fun day for all. Sign
up and pay for this by March 4th.
Welcome to Ronnie Bodowski! Ronnie is volunteering some
of her time to help out at the Center. She will be helping
Regina and Sue with crafts and me with misc. stuff. Ronnie
will be working on some special projects with those who wish
to do them. First project is the hanging potpourri with
lace. Ronnie will be at the Center on Mon. & Wed. Welcome
and thank you Ronnie. We sure can use two more creative
hands helping us.
The WALKING CLUB continues....We have a few new walkers.
Welcome to our Club!! If you haven't started walking and
would like to join our walking club, let me know and I'll
put your name on the chart and explain the rules. I'm
looking into a teeshirt or sweatshirt for our walking club.
If you are interested in having one let me know!
Watch for coming attractions in future newsletters! Such
as Chinese luncheon, Bowling party, Senior Citizen Month,
Easter Egg Hunt, etc.
If anyone is interested in helping to plan different
Center events and help with the planning, please let me
know. Suggestions are always welcome. As you know, our
Center is really too small to do big parties or events. But
with some good ideas and help from you, we can do things
outside the Center or plan smaller events for inside the
Center. I welcome any ideas and help you can give. Maybe

Good-bye and good riddance to January! Is it summer yet?
No? Only February? Well, January had such horrendous
weather, we'll just have to have a party to make up for all
the snow, rain and floods! We were lucky to get our Clash
Day BBQ in on a dry day.
PARTY HOT LINE!!! Every four years we get to celebrate
leap year with a Sadie Hawkin's Day Country Hoe Down. We
sure have grown since the last Sadie Hawkin's Day. That was
held here at the Town Hall. But, now our Center group is
much larger and cannot accommodate all of us for such a big
event. So, on Wed., Feb. 28th (Sadie Hawkin's Day Eve), we
will have a huge, big, foot stompin, swingin', hootin',
shoutin' Country Hoe Down at the Holiday Inn in Fishkill.
Country music by the versatile Johnny Dell! So get out your
country duds, Lil Abner and Daisy Mae outfits and get ready
for hootin' and stompin'! Oh yes, there's also some food
for us Dogpatch Country Bumpkins. The menu includes hearty
beef veggie soup, Dogpatch's famous garden salad, entree
choice of BB Que Spare Rib and Chicken Combo or Broiled sole
in lemon butter., baked potato, vegetable, rolls & ~orn
bread, coffee, tea and Sadie's special apple pie ala mode!
Cash bar available. The cost for current dues paying
members (6 months dues must be paid by new members) is
$8.50. For those not current the cost is $18.00. This is
also open to those on the waiting list who would like to
attend. Reservations (sign up with me) must be made and
paid for by Feb. 20th. No refunds after this date.
Now for other February news.. .On the 7th, there will be a
gentleman at the Center to speak to you on hearing loss and
what you need to know. Diana from the Office of the Aging
will be at the Center on the 8th at 11a.m. If you wish to
speak to her, let me know. Blood pressure screening is the
14th. Birthdays will be celebrated on Fri. Feb. 23rd.

FEBRUARY 1996 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF JANUARY, 1996
SENIOR CITIZEN CENTER
January activities at the Senior Citizen Center included the regular schedule of arts/crafts, oil
painting, exercise, line dancing, photo club, videos, bingo, puzzles, cards and games. The Center
was closed on the I st for New Year's Day and 15th for Martin Luther King Day. The Center was
also closed on the 8th and 9th because of the blizzard.
The seniors celebrated hat day on the 12th. Funny, pretty and very original hat creations were on
worn. Prizes were given to all who participated.
On the 25th, over 70 seniors participated in Clash Day. To add to the festivities, we had a BB
Que with burgers, hot dogs and salads and cake for dessert. The seniors enjoyed the taste of
summer amidst the snow and torrential rains. Prizes were given to the "Clashiest". This was such
a clash day, everyone's mode of dress looked just YUK! After the BBQue lunch, the seniors
enjoyed Bingo! It was a great day and certainly brought sunshine and cheer for all.
Blood pressure was cancelled due to snowy weather. The monthly birthday party was on the
26th.
There are 198 senior registered at the Center and 185 on the waiting list.

1. Peg and I are working on the trip schedule for 1996 .
2. Ronnie Badowski, the daughter of one of our Seniors, is volunteering at the Center. She will
be at the Center on Mon. & Wed. To help out. We are grateful to have an additional pair of
hands.
3. February events include a Valentine's Day party, Washington's Birthday party and a Sadie
Hawkins Day Country Hoe Down to be held at the Holiday Inn.

Mrs. Roe noted that the New York State Recreation and Parks Conference will be held
April 28th to May 1st in Syracuse and noted that a letter has to be sent to the Town Board
requesting permission to attend. Those who indicated that they would like to attend are: Mrs.
DeLisa, Miss Gutzler and Mrs. Roe. A letter will be sent to the Town Board with a copy of the
conference schedule requesting pennission to attend the conference.
A subdivision map on the Cedar Ridge Subdivision was received from the Planning Board
for our review. It was requested that the members stop in at the Recreation Office and make a
recommendation on whether to take money in lieu of land or to take a certain area.
The meeting was adjourned at 9: lOon a motion by Mr. Miller seconded by Mr. Chappas.

DOCK AT CHELSEA
Supervisor Smith had met Miss Gutzler and she asked her to bring up the dock situation
and that it seems to have taken so long to get anything done. We submitted a plan over a year and
a half and we have taken some steps in that we have purchased the wood for the small building
and Mr. Tompkins has already started to put together the building. We have also purchased the
signs that we need to be placed in the area. Last December when we asked for a P.O. for the
purchase of the paperwork, permits, etc this request was denied. We feel at this time that we need
to sit with the Town Board and work out some of the problems that still exist such as 1. Who we
are going to hire and how many people; 2. What vehicle they will use - their personal one or a
Town vehicle; 3. Is there any insurance problems?; 4. What happens if we close the ramp and the
person leaves and someone comes in late? A request will be sent to the Town Board asking for a
workshop with them to answer these questions and see where we have to go from there.
It was mentioned that we will still need a Sheriffs Patrol for the Holiday Weekends.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. During the recent storms in January there was massive damllge at Robinson Lane and at
least 12 dugouts have been damaged. A lot of them are down and some of those that are still
standing have safety problems. There is a major safety problem with the whole area. We are
now waiting for the insurance company to inspect the damage and as soon as we can we will go in
there and start to clean up some of the blocks etc. Hopefully, we will be able to go out to bid on
the job since it is too much for our maintenance guys to do. For this season the kids might have to
get by with benches until the dugouts can be completed. The fields are also going to require a lot
of work and new clay.
2. Some of the shingles on the roof of the pavilion at Castle Point were blown off during
the terrible wind storm in January. We are also having the Insurance Company look at this.
3. An activity report for 1995 has been sent to the Town Board. This report was broken
down into staff, maintenance, summer/winter programs and senior citizen program. A copy of this
report will be given to each member.
4. Red Cedar will be in to take down the tree at Schlathaus sometime this week.
5. The light pole that provides the power to the war monument was hit over the weekend
and therefore, there is no light on the flag at the present time. Weare trying to find out who was
responsible for it.

All concerts start at 7:00 and Mr. Reimer asked everyone to check and see if there was a time
when they could be at Schlathaus to meet the band and be responsible for lights etc.
The West Point Concert is set for April 12th at Roy C. Ketcham High School at 8:00 p.m.
Mrs. Korz mentioned that she has contacted C. & J. Catering for a price on catering a buffet after
the concert. Mrs. Mouris will be giving us something soon.
EQUIPMENT
Mr. Ennesser handed in a proposed equipment and project list which includes bleachers
and picnic tables for Airport Park, a climber for Martz Field and some new dock sections. He also
suggested that we install ground lights for the bulletin boards at Schlathaus since it is one of the
main avenues of announcing the programs. The members were concerned with ground lights in
that they would be easily vandalized. Most of the members felt that if we did any lights that they
should be overhead lights. Ifwe can do any of these projects, it would be nice. Mr. Holt
mentioned that we have to make sure that if we put anything out at Airport Park we have to make
sure that it is secured so someone cannot easily take it.
TREE AT SCHLATHAUS PARK
A discussion took place with regard to the Christmas Tree that was uprooted during the
wind storm in January. Supervisor Smith has requested that we get some more estimates to have
the tree uprighted. The day after the storm, we received a quote of$535. From Pete Poltrack, the
person who initally transplanted the tree. For that amount he would upright the tree put guide lines
on it and stake it and then in May he would come back and feed it. We have since asked Mr.
Baisley for a quote and we should get that tomorrow. Hopefully we can get the tree replanted
soon. In the meantime, our maintenance guys have put straw around the base of the tree to protect
it.

3. A memo to the Town Board indicating that Mr. Holt will be on vacation from Februmy
7th to March II th and that Mr. Friedman will be acting chairman.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of Janumy. This
report is attached to these minutes.
RECREATION DIRECTOR'S REPORT
Mr. Reimer discussed the format of the swim program and discussed the proposal given by
Mr. Friedman. It was suggested by both to have a central area for pick up for the swim program.
Mr. Friedman suggested that point be Town Hall but Mr. Reimer wants to keep from using that
area and has contacted the Wappinger Jr. High to see if we could use their parking lot and we have
received verbal approval. One plus for this is that we would save mileage for this program. He
has mapped out a schedule which is similar to previous years' with the following notations:
I. Sign ups will be during playground registration
2. Playground will be closed during their week of swimming
3. Pick up at Town Hall or Wappinger Falls Jr. High. Preferably the Jr. High.
4. Counselors meet at parking lot and take bus to Deer Hill
5. Swim Instructors will report directly to Deer Hill
6. No rain make ups.
We will be working on registration dates and they will be discussed at the March meeting. A
schedule will be available on registration dates indicating the different swim sessions available.
Mr. Reimer noted that we have a limit of 55 able to attend each session. Mr. Reimer mentioned
that we have to emphasize that this is a learn to swim program and if we get a large turnout we
might have to limit the age for the program. Mr.Chappas mentioned that we might have to define
swimming. If that comes up we will have to decide at that time. Hopefully, it won't be a
problem.
Mrs. Roe mentioned that Mr. Zoller had stopped in and mentioned that we will be under
the supervision of the Health Department this year. He also mentioned that he had received the
new regulations for this year and there are some which pertain to the swim program. One revision
for this year is that each swim group must be visually identifyable which means that each group
must have swim cap, wrist band, shirt etc. Non swimmers are not allowed in the water over chest
deep and the waterfront supervisor can now be a lifeguard and we will only have to bring in a WSI
in to test the children. It seems that most areas were having a hard time getting someone with
WSI to run their programs.
