OLD BUSINESS -- Schlathaus Park Signs Playground Sign Up NEW BUSINESS MEETING ADJOURNED NEXT MEETING to RECREA nON COMMITTEE MINUTES APRIL 9, 1996 NEXT MEETING MAY 21,1996 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held April 9, 1996 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director and Committee Members Joseph Ennesser, Barbara Gutzler, Ellen Korz and Stephen Miller. The minutes of the March 19, 1996 meeting were approved on a motion by Mr. Ennesser seconded by Miss Gutzler. OUTGOING CORRESPONDENCE. I. Letter to Town Board for approval to refund participants of the Boys and Girls Basketball Program. This was approved at the Town Board Meeting 3/25/96 2. Letter to Supervisor Smith for approval of the Summer Playground Registration Dates. The following dates were approved. April 22, 23, May 6, 14,20 and 28. Registration will be held at the Town Hall from 7 - 9 in the evenings on the above dates. 3. Letter was sent to Diane Quint giving approval for the use of the Castle Point Recreation Area for the March of Dimes Walk on Sunday, April 28th. It was noted that we will need someone to open and close the gate that day and Mr. Ennesser volunteered. 4. Letter was sent to Supervisor Smith with suggestions for the $500. Donation to the Senior Center. 5. A letter was sent to Steve Miller asking that he assume the responsibility offield usage. He accepted this request. 6. Letters were sent to the following regarding approval for field usage: I. Peter Benes - Sunday Morning League with approval for use of SL-I on Sunday Mornings. 2. Irv. Miller - Road Runners Race on Sept. 7 & 8. Approved Use of Robinson Lane. 3. Jerry Nardone - Dutchess Debs. Approval forR.L fields #1,2,7,8,10 and 11 on 7/27-28 4. Dory D'Agostino- So. Dutchess Womens League Approval for use of Castle Point I Fields on Wednesday and Fridays and for a tournament on 5/11-12. Dory has since called and would like the additional day of Monday at Castle Point and Tuesday and Thursday at Quiet Acres for practice and make ups. This was also approved. 7. Mrs. DeLisa sent a thank you to Mr. & Mrs. Richard Clark for the donation to the Senior Center. 8. A letter was sent to the Town Board for Reappointment of Mr. Holt to another term. 9. Letter was sent to the Board of Directors of Little League regarding the condition of the concession stand. 10. Letters were sent to the Poughkeepsie Journal and the Southern Dutchess News for Part Time Help Wanted. 11. A Letter was sent to the Town Board regarding the purchase of a tractor on State bid from Pine Plains Ford Tractor. 12. A thank you letter was sent to John Baisley of Candlelight Landscaping for the donation of the Christmas Tree at Schlathaus Park. 13. Thank you letters were sent from Mrs.DeLisa to John Butler and Felix Sanchez of NYNEX for the information on changes in telecommunications. CORRESPONDENCE A letter was received from Bob Drennan informing us that the Wappinger's Mens Modified Softball League will not be operating for the 1996 season. The impact offfiM's downsizing has had a significant effect on the league. He also thanked Mr. Holt, Mr. Reimer and Mr. Vorndran for all the support and cooperation that they have received. We have received a Certificate of Insurance from the National Adult Baseball Association naming the Town of Wappinger as additional insured. The Town received a check in the amount of$6,285.97 from the Division for Youth which represents payment for the 1995 Youth Programs under the Youth Bureau grant.. A packet of information and applications were received from the Dutchess County Health Department for the Summer Playgrounds. These were given to Mr. Reimer for follow up. A letter was received from Tim Fisher regarding the use of Robinson Lane baseball fields for the Hudson Valley National Adult Baseball League. They are requesting the use of Holt or Senior League 2 field from 9:00 a.m. to 12:00 p.m. from May 19th to the end of Little League season and then have access from 9:00 a.m. to 4:00 p.m. after Little League season for double 2 headers. Mr. Miller was given this request and he will check with Roland Norris with regard to his usage and coordinate the field requests. A letter was received from Cardinal Hayes Home for Children requesting certain information regarding the inclusion of developmentally disabled children and adults into town sponsored recreational activities. On a motion by Mr. Miller seconded by Miss Gutzler this was tabled for a later meeting. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of March 1996. This report is attached to these minutes. DIRECTOR'S REPORT Mr. Reimer reported the following: 1. The swim staff is looking better. We have now received a number of applications and we can now be more choosy about who we hire. He also indicated that it might be a good idea to hire an additional swim person. He will check the numbers and depending on the signups we will make a decision later. 2. He has begun calling the summer staff and the staff is slowly coming together. He indicated that a lot of the experienced staff will not be returning. He mentioned that 5 of the 6 directors will be new directors. 3. He has contacted several people for the Summer Director job and recommended that the job be given to Jennifer Fisher. He noted that she has been with us several years and has been an area director at both Robinson Lane and at Hughsonville. All felt that she would be a good Director. 4. He is in the process of setting up dates for the Red Cross certifications. A lot of the new directors will need the Responding to Emergencies and some of the returning people will just need recertification of the CPR. Mrs.DeLisa requested that she and Mrs. Waldron be included in the CPR certification. 3 5. The registration schedule is as follows and will be held at the Town Hall from 7 -9p.m. Monday, April 22 Tuesday, April 23 Monday, May 6 Tuesday, May 14 Monday May 20 Tuesday, May 28 Castle Point and Quiet Acres Hughsonville and Robinson Lane Martz Field Spook Hill Spook Hill, Quiet Acres and Hughsonville Martz Field, Castle Point and Robinson Lane He mentioned that this schedule will be in the Southern Dutchess News and the Poughkeepsie Journal Our Towns. It was mentioned that if anyone can help with the registration, please sign the sheet giving date available. 6. The order for the Radio City Christmas Show tickets had to be in so he is planning on having two buses one in November and one in December. We usually get the early discount tickets. 7. He had a meeting with Rod Murgart, the Athletic Director in Westchester County High School who is building, with three other partners, a sports complex in East Fishkill. It is a private venture and he asked ifhe could come in and talk to the Committee about his venture. He is trying to get some business from the Town. The Complex is on Route 52 toward the Taconic. He will also be in contact with soccer and little league officials in the area to explain the venture to them. 8. He was over to Ketcham to talk to the Custodians and everything is set up for the West Point Concert. On Friday night we will have to cover up the windows in the changing room. Mrs. Roe will bring some construction paper and tape to do the windows. There will no problem with removing the divider from the door so that the equipment can be brought in and the 50 chairs will be on the stage. Mr. Reimer mentioned that the condition of the auditorium today was not very good. After the playa few weeks ago, things were scattered all over the place and not too clean. They did promise to have it cleaned by Friday. Mr. Holt mentioned that the buffet is all set. Lighting has been taken care of with Corey Lowney working the lights. Letters have been sent to the Town Board members today. Mrs. Roe will contact the New Hackensack Fire Company to get the American Flag for the backdrop. Mr. Reimer mentioned that Sgt. Gerard will be the M.C. but the contact person for them is Dave Smith. TENNIS Mr. Casowitz was in contact with Mrs. Korol regarding setting up the tennis clinics. Mr. Reimer will advertise in the Southern Dutchess News about the registration days/nights. Mr. 4 Casowitz mentioned that he will need 2 tennis ball baskets and tennis balls. Mrs. Roe will get a P.O. for the tennis balls. Mr.Casowitz will look into the price of the baskets. Since he is involved so much in tennis he might be able to get them at a better price. He will get back to us about this. We have the signs .NO ROLLERBLADING/SKATING ON TENNIS COURTS. and we hope that they have already been put up. FIELD USAGE Mr. Miller mentioned that he has made assignments for the fields and has sent out letters to the people who have sent in requests. These requests include the Mid Hudson Road Runners, Southern Dutchess Women's League, Dutchess Debs, and the John Dore League. Mrs. Roe mentioned that Dory of the Southern Dutchess League has since called to ask if they could also have Monday nights at Castle Point and Tuesdays and Thursdays at Quiet Acres for practices and make-ups. Since the Men's league has folded this request was approved. Mr. Miller mentioned that he will be revising the request form. He wants information on the request that we must have the fee and an insurance form on file before they are able to use the fields. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. Little League will be opening on April 20th and progress is being made on the construction of the damaged dugouts. Most of the block and cement work is done and the wood has been delivered for the new roofs. Mr. Holt questioned about the broken fence on R-l. Mrs. Roe will check with Mr. Tompkins to see if that has been completed. We will also have Mr. Tompkins check on the progress of the fencing on field # 7 but we will stress that the R-l fence has priority. Mr. Holt mentioned that he received a call from Little League requesting dirt for SL-l. Mrs. Roe has put in for a P.O. for some dead sand from Red Wing Properties. We are now waiting for approval and a P.O. number and it will be ordered. Little League mentioned that all the other fields are drying up quite nicely with the new clay that has been put down. Mr. Manasar has not done the 3rd batting cage yet. Mr. Holt will contact him to discuss the plans for putting it in. 2. At our last meeting we discussed the condition of the store. Since then a letter was sent to the Board of Directors of Little League stating that the store has to be cleaned before opening day. Mr. Holt mentioned that Mr. & Mrs. Provost were quite upset about receiving this letter. Mrs. Provost mentioned that there was no dumpster at the store late in the fall so they had no where to throw the stuff. They also said that they couldn't get to the building because of the snow. It was mentioned that they could have come to us and we would tried to get them in. We 5 usually had the road plowed a few days after each storm. The bottom line is that the store has to be cleaned and painted before opening day. 3. Mr. Holt mentioned that he was hoping to move the softball teams to Castle Point but in talking with them they said that the field was too small. He had the maintenance guys go down and measure the field and it is too small only 270' around. SL-l at Robinson Lane is 300'. What we want to do at Castle Point is clear out the outfield and put some fill in to make it 300' and eventually put in a fence. We will need quite a bit offill to accomplish this. In the mean time, the guys will be York raking, getting the grass out of the infields and putting down some more clay. We still need to find out about where we stand on the building and electricity. 4. Ifwe are to exercise the state bid on the tractor we have to act on it before Monday, April 15th. The state bid came in around $16,000. with the trade in of the 1970. SupelVisor Smith mentioned that she would pole the Town Board with regard to the purchase so we could make the state bid deadline. 5. We have received a number of applications for the part time maintenance position and will be intetviewing soon. 6. We have money in the budget for the purchase of a slide for Quiet Acres and for some bleachers for Airport Park. We should be working on these purchases right now so that they can be installed when the weather gets better. Mr. Ennesser mentioned that they have to be installed correctly with the pea gravel base. 7. Mr. Humeston has been out to Robinson Lane to work on the parking area down by Fields # 7 and 8. Hopefully, we will have this done by the 20th. 8. Mr. Holt and Mr. Ennesser met with the Town Board about the Chelsea Dock proposal. At this meeting they discussed 2 alternatives. The first was to just improve the docks. To replace the wood docks with metal ones and to put more discipline in to the parking that is already there. The second alternative was to improve the docks ( put in an additional dock which would be attached to the sea wall) and institute a parking plan to park cars at the Castle Point Recreation Area. Mr. Ennesser came up with a design for the docks. He met with a vendor from Cold Spring to come up with this proposal. The docks are all aluminum construction and the flotations are polyethline drums. Mr. Ennesser reviewed the proposal with the committee members. He mentioned that the additional dock which will be attached to the Chelsea Yacht Club sea wall is pending their approval but he didn't see any problem with it. This proposed layout plus the engineering fees would be about $18,000. Also under the second proposal we would have to hire 2 people for shifts to help monitor the usage and parking. The total cost for this project including the house for the workers would come to approximately $32,- 33K. Mr. Ennesser has worked on an application for a grant which has to be submitted by April 23rd. The grant is a 50/50 grant. We will have to put up half of the money. We still have to talk with Jack 6 Peluse of Marshall and Sterling to find out about the liability and what it will cost to cover the docks, the 2 workmen and the liability of them driving the people back and forth and to have insurance for the trucks and trailers that are left at Castle Point. If the cost of the insurance is reasonable and we get the grant we will probably go ahead with the total plan. BRIAR LANE Miss Gutzler asked if there are any plans in the near future for Briar Lane.. Mr. Holt said that he would like the road into it cleared out. Miss Gutzler mentioned that at the end of the cuI de sac there is a lot of brush, trucks and trailers etc. Mrs. DeLisa mentioned that there are a lot of A TV's using that area. Mr. Reimer mentioned that our next meeting date falls on the May 14th and that is a scheduled registration date, therefore, the meeting will now be on May 21, 1996. Mr. Ennesser mentioned that he has done an inspection of the Hughsonville Fire House Property for damage etc. so we don't get blamed for something that we are not responsible for. Miller. Connor 25.00 Marlene Woelfle 15.00 APRIL 1996 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF MARCH 1996 SENIOR CITIZEN CENTER March activities at the Senior Citizen center included the regualr schedule of arts/crafts, oil painting, exercise, line dancing, photo club, videos, bingo, puzzles, cards and games. On March 11th, three senior Centers combined and enjoyed a bowling party at Holiday Hoebowl. Over 100 seniors attended (50 were our Wappinger seniors.) The Fishkill Senior Center and the center at Zion Church joined us. It was a great day, everyone enjoyed it so much they have requested more joint events and more bowling. The day started with danish and coffee, then for lunch; pizza and soda. Seniors played three games. A tentative bowling party is scheduled for June. On the 18th, the seniors celebrated st. patty's Day with green bagels and cream cheese and of course cake was served at lunch. Each of the seniors received a green carnation. stop and Shop donated 35 shamrock plants to be given to the seniors and 3 st. patty's Day balloons. On the 20th, John Butler from NYNEX was at the center to speak on the many changes in telecommunications and how this effects the seniors. Mr. Butler was most helpful and answered the many questions asked. On the 28th, 85 seniors enjoyed an Easter Luncheon at Umberto's Mamma Marissa's. Good food, music and lots of fun. Blood pressure screening was provided by the Heart Assoc. on the 13th. The monthly birthday party was held on the 22nd. An 80th birthday for Louisa BurgaZ20li was celebrated this month. ITEMS TO BE NOTED: 1. Linda soto of Wappingers has agreed to volunteer at the Center one day a week helping with crafts2 games etc. An extra pair of hands is most welcome. Attendance at the Center is near capacity 3 to 4 days a week. 2. The first Town sponsored trip is to Foxwood on April 17th. Due to the overwhelming response and long waiting list, we scheduled a second bus for this trip. 3. May is Senior Citizen Month. Last year we awarded a "Wappinger Senior Center senior of the Year" award. I would like to do this again this year. Nomination forms will be handed out to the seniors to nominate who they want to receive this award. 4. The Director from the Fishkill senior center, Cindy starke, the Zion center, Marie weber along with their craft teachers met with Regina and I at the Wappinger Senior center to discuss other activities that we can do jointly. We all agree bowling will be repeated. Marie suggested a Big Bingo with all three centers. Seniors ~ bingo. We have scheduled this for May 20 at the Zion Church. Should be fun! 5. Other upcoming May events include Wheel of Fortune brought to us by the Fishkill center Staff, breakfast at Fishkill Plains school, Mother's Day luncheon at Dynasty Restaurant and much more. 6. coming in June is our annual anniversary B B Que! Will did I at least get your attention? Gee I hope so, I have so much to tell you, so much to talk about, so many things being planned you'll need to pay attention. So are you ready? On Wed., April 3rd, we will have our annual Easter Egg Hunt. It's lots of fun and brings a laugh or two. The "Hunt" may be outside or it may be inside. It really depends on the weather, the grounds and other factors. So you'll have to wait until THE day to find out where the "Hunt" takes place. Lots of prizes this year. And of course each egg is filled with goodies! Also, for those who wish to join in our Easter Bonnet Parade, please wear your Easter Bonnet. It can be pretty, silly or whatever. Have fun designing it. Prizes for the best. Now for other April news. ..Blood pressUre screening is the 10th. Diana from the Office of the Aging will be at the Center on the 11th and will see you by appointment. Therefore, you must let me know if you want to speak with her. Birthdays will be celebrated on Fri. April 26th. Remember, those with birthdays are asked to bring a cake for the party. We will all help you celebrate. Bingo days are Wed. the 24th, and Thurs. the 4th, & 11th, 18th and 25th. Most bingo days are Thurs. this month because of busy Wednesdays. Please note the Center is closed on April 5 for Good Friday. Anyone interested in a Wappinger Senior Center T-Shirt? With the help of Joe Ennesser, a Recreation Commission Member, it will be possible to order our own Center T-Shirt. A design is attached at the end of this newsletter. You can have a choice of red with white letters, navy blue with white letters or white with black letters. Mother's Day Luncheon. There are requests to go out for Chinese Food. Date will be announced as soon as I make reservations probably at the Dynasty Restaurant unless there are other suggestions. Also, Breakfast at Fishkill Plains School on May 22nd. The children will entertain us with joyful song. so mark your calendars for this. Bowling went so well with our three combined Centers we will be doing this again. However, in May Marie from Zion, Cindy, from Fishkill and I are planning a Bingo! Bingo! Bango! to be held on a Monday at the Zion. More on that soon. What is your opinion on this? We would have maybe pizza and a Giant Bingo Day! Please let me know what you think of this. Last year we had our First Annual "Wappinger Senior Center Senior" Award in honor of Senior Citizen Month (May). I would like to continue this tradition. I am asking each of you to nominate the Wappinger Senior who you feel should receive this honor and award. The senior should be one who is a member of our Center, contributes to the success of our Center and goes out of the way to care about our members by their actions, kindness,etc. Nomination forms will be available shortly. Please write the name of the person you are nominating and the reason or reasons you think he or she should receive this award. We will have a Senior Day Celebration, a day of appreciation for all of you wonderful Seniors. Ronnie Badowski, our volunteer, has offered to lead a Creative Writing Class on "Writing Your Memoirs" and other creative writings. Ronnie has been writing for several years as a hobby as well as semi-professionally. "Writing Your Memoirs" can be fun, can be shared with children and/or grandchildren or just for yourself and for the fun of it. Think of it as Telling a Story. Remember when you told your children a story at bedtime? We all have a story to tell. So think about it. Ronnie will help you put those thoughts, those memories on paper. Let Ronnie or me know if you are interested in this, we will set a day and time for a class. 2 Our Stories, Our Lives! What a legacy for your grandchildren. GO FOR IT! Many of you have seen a new friendly face on Thursday. Linda Soto has volunteered to help at the Center with crafts and whatever. I have to confess, I saw Linda in the hall one Thurs. when it was sooooo busy at the Center. Linda is one of our best craft customers and knows several of you from Hughsonville Fire Auxiliary. Well, I took her arm and strongly suggested she would Love to volunteer and help us. She said yea! I really would like that. So, Linda is now with us on Thursdays and we all thank you Linda. A couple extra hands are always welcome. So Welcome to us. Enjoy your Thursdays! There will be some changes in our Craft Program in the near future. Regina, Sue and I are reorganizing and will be streamlining the craft program. We hope as we reorganize, the program will be more efficient, more exciting and also make crafts easier and more fun to do. Bear with us as we make some of these changes. And as always we are open to your suggestions and help. The WALKING CLUB continues especially now that the weather is better for us fair weather walkers. We have a few new walkers. Welcome to our Club!! If you haven't started walking and would like to join our walking club, let me know and I'll put your name on the chart and explain the rules. If anyone is interested in helping to plan different Center events and help with the planning, please let me know. Suggestions are always welcome. As you know, our Center is really too small to do big parties or events. But with some good ideas and help from you, we can do things outside the Center or plan smaller events for inside the Center. I welcome any ideas and help you can give. Maybe we can have party committees, idea committees or whatever. Please give me some feed back on this. Thank you. The Creative Corner was started so you all have the opportunity to share your creative writing, thoughts, drawing or cartoon. Come on Seniors, let's see what your thoughts are! Don't be shy! 3 L OVm.-> Share your thoughts and creativity with us!!!!I will include these in the newsletter. We have many talented seniors at the Center. Some do crafts, some paint or draw, some write poetry and/or stories, some have wonderful and creative ideas. You may submit your "writing" or even a drawing or cartoon to me at any time. Please do not submit preprinted articles etc. from other sources. I am sure we will all enjoy reading or seeing the creativity of our fellow seniors. In regard to paying dues. Many of you are now paying your dues on a yearly basis and for that I thank you. This has made bookkeeping much easier and efficient. Many have chosen to do this as they cannot be at the Center every week and want to participate in our special events. Yearly dues is $25.00. Many of you pay on a monthly basis and that too makes it easier to keep track of. However, there are still few who insist on paying on a weekly basis. As of January,1996 those paying on a weekly basis will be asked to pay $1.00 a week instead of the previous 500 a week. The reason for this is fairness. There are many who pay monthly or yearly and do not come every week, but still pay their dues. Therefore it is only fair for those who pay weekly to compensate for the weeks they are not there. However, if this is a financial hardship for anyone, please see me. For those paying dues by the month, April dues is $2.50. Those on the waiting list are welcome to pay dues. This entitles you to join our "out of Center" activities at a reduced cost. A big hug to you all!
