J-' RECREATION COMMITTEE MEETING MARCH 14, 1997 NEXT MEETING APRIL 11, 1997 The regular meeting of the Town of Wappinger Recreation Committee was held March 14, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. Preceding the meeting outgoing Director Bernie Reimer was presented with a gift certificate from Mr. Holt as a token of thanks for all his efforts during the 10 years as Recreation Director. Supervisor Smith was also in attendance and presented him a plaque on behalf of the Town of Wappinger. The meeting was called to order at 5:30 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Gerald diPierno, Recreation Director and Committee Members Joseph Ennesser, Ronald Friedman, Ellen Korz and Stephen Miller. The minutes of the February 4, 1997 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. OUTGOING CORRESPONDENCE 1. Letter to Hughsonville Fire District for permission to use their facilities for Summer Program 6/25 to 8/12 A letter was received from Melissa Fornabaio, President of the Roy C. Ketcham SWIFT, an environmental group. SWIFT is requesting permission to use Schlathaus Park on Saturday, April 26th (27th as a raindate) for Earth Week activities. They are planning activities such as cleaning up Myers Comers Road from the school to the Park followed by a festival at the Park. There will be booths set up with environmental information, t-shirts, food and more. They will also have local bands playing on stage and possibly speakers from environmental organizations. The school will provide any chaperones or security guards needed for the day and the district's insurance policy will cover the event. After a discussion, it was decided to approve this request. .Mr. Miller will follow up on the following requests for fields: 1. Southern Dutchess Women's Softball league for use of Castle Point fields Monday- Friday from April to the end of August 1997. 2. Dick Beams from Arlington Central School requesting 2 fields at Robinson Lane on Tuesday, June 3rd. Suggested that we offer Castle Point fields so that they do not interfere with the Town's Little League scheduled games. 3. Home Depot employees for a softball field for Sunday nights at 5:30 p.m., April to July 97. 4. A letter was received from Brealand Edwards, of the Hudson Valley Express Girls Fast Pitch Softball league requesting use of Robinson Lane facilities (9 fields) on July 4, 5, & 6 and July 11, 12, & 13. They mentioned that they had discussed this with John Smith. Mr. Friedman mentioned that Mr. Smith told him that they would approve of this request but that they would have their own concession open. A discussion took place regarding this request because there was a concern about the number offields since the all stars will be getting underway. Little League mentioned that they would have to be bumped from the fields if they were needed for their games. It was our feeling that by having the tournament during that time that there will be a lot of field repair to do and that we should not jeopardize our own games. 5. A letter was received from Sebastian Carta, Jr. of the Dutchess Debs requesting use of Robinson Lane for their Annual Tournament for July 25, 26, and 27th. He also requested the use of bathroom facilities and a dumpster for the large quantity of garbage generated. There is no problem with the use of the facilities but again they will be required to bring in their own porta johns. After a discussion there was a motion to support the Dutchess Debs request because it is after the all star tournament but to deny the request from the Hudson Valley Express. All were in favor. 6. A letter was received from Joseph & Leigh Toth, Co-Chairs, Cow Pie Pedal Mid Hudson Bicycle Club requesting use of Robinson Lane on Sunday, September 7th for their annual 2 "Cow Pie Pedal" community bicycle event. There was no problem with this as long as it doesn't interfere with the Mid Hudson Road Runner. Mr. Ennesser said that he spoke with Irv Miller from the Road Runners and found out that their scheduled date for the race is September 21 st. Mr. Friedman will require a copy of this request so that he can notifY Little League. 7. A request was received from Nancy LoCicero of the Poughkeepsie Women's Slowpitch Softball League requesting the use of a practice softball field for the team sponsored by Greenbaum & Gilhooley's Restaurant. They would like a Wednesday evening at approx. 5:30 p.m. beginning April 16th for a total of 5 weeks. A letter was received from Peter Mack, Dutchess County Department of Health enclosing a copy of the revised "Children's Camps Written Plan Guide". A copy of this guide was given to Mr. diPierno for his records. The letter also mentioned that a supply of the revised brochure "Children's Camps in New York State" is available by calling the NYS Department of Health at (518) 474-5370. Mr. diPierno will order these brochures which will be distributed at registration time. A letter was received from Eleanor Croshier of the Hughsonville Fire District granting permission to use the Fire District grounds for the Summer Playground June 25th to August 12, 1997 with the following restrictions: No admittance to the firehouse Must have porta potty Must have own cellular phone Stay out of exit areas Do not use doors as a backstop Must keep the place in an orderly and neat condition. A memo was received by Supervisor Smith from the Dutchess County Youth Bureau stating that the Town has a balance in the YDDP grant funds for 1996. All claims have been filed and when Mrs. Roe called Albany on February 26th she was told that the forms were at Audit and Control and that the check would be mailed in two weeks. We have since received the check in the amount of $7,652.00 which represents funds received for the swim program. A letter was received from Mary Passes enclosing a list of the current members of the Town of Wappinger Little League Board. A letter was received from the Dutchess County Youth Bureau regarding the nomination of youth and adults to be publicly recognized in the youth development field on a county wide basis. A Spring newsletter was received from the Dutchess County Youth Bureau. 3 A request was received from Roy C. Ketcham for the use of the tennis courts on Pye Lane for the Tennis Team. The starting date would be March 17th from 3 :00 p.m. to 6:30 p.m. A full schedule will be forwarded separately. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of February. This report is attached to these minutes. She also mentioned that she had started a bridge club and at the present time they are meeting at Town Hall. It was suggested that we advertise to see if there is any interest in a town wide bridge club which would meet one morning a week at Schlathaus Park from 9 - 12. The guys would open and close the building and there are enough tables that we could use to set up. We would start with the a day club and if there seems to be interest, maybe we could run one in the evening. Mrs. DeLisa mentioned that June will be the 9th anniversary of the Senior Center. She will be planning a barbeque. DIRECTOR'S REPORT Mr. diPiemo mentioned that the concert schedule is completed. A list of the concerts was passed around to each member. He also asked about the buffet proposal for the West Point Jazz concert which is scheduled for June 19th. Mrs. Korz will see about getting a proposal for a barbeque buffet to be served after the concert. It was also noted that it would have to be something that could also be served at Roy C. Ketcham in case of rain. He has contacted Myers Comers School and has received permission to use the school facilities for registration for the playgrounds. The dates set aside are Monday, May 12th and Wednesday May 14th one week and May 20th and May 21 st the second week. He has scheduled two sign ups for each camp on different days. He has spoken with the school transportation department regarding the bus schedule and was told that we might have to revamp our swim program. He was told that we could only use the buses from 9:30 to 1 :30. It was suggested that Mr. diPiemo and Mr. Holt meet with the transportation officials to see what can be done about the transportation problem. Mrs. Roe will set up a meeting. SPOOK HILL Mr. Miller mentioned that he has the address and phone number of the company where we purchased the paint for Spook Hill. The graffiti is still on the building after Mr. Petrus tried to clean it. Mr. Miller will contact the company to find out what can be done to clean the building. 4 .... We received a call from Mr. Maggio regarding the painting of the lines on the handball court at Spook Hill. Mrs. Roe will pull the information on the handball court received previously and see if we can get the lines painted. It was suggested that we should first look at the court to see if it needs to be resurfaced. It was indicated that in some spots it was a little wavy but that could be because of the current weather. Mr. Miller mentioned that there has been a lot of junk dumped on the left hand side of the park which should be cleaned up. There is also an old, rusted barbed wire fence on the left hand side of the park which should be removed. Mr. Holt mentioned that Mr. Foster of the Highway Dept. has agreed to pave 2 handicapped parking areas near the building when the weather is better. Mr. Miller mentioned that in the summer the maintenance guys should weed wack under the equipment a little more or put down some round up. A discussion took place regarding the placement of an awning or shelter which would attach to the Spook Hill building. Mr. Holt mentioned that he would get an estimate to place stanchions and to hook up the roof to the present building. The maintenance guys will do the work. ROCKING~AmPORTPARJUSOCCER A few weeks ago soccer requested that we place some dirt at Rockingham so that they could fill in some of the ruts and then they would seed the area. We put the dirt by the trailer and they were having trouble wheelbarrowing it to the fields. Mr. Tompkins said that he would meet with them and bring the bucket tractor out so that he can move the dirt for them. They can then spread the dirt and seed it. The porta johns have been ordered for both Airport Park and for Rockingham. We have also put in an order for the white marking paint for the fields. . The request for the P.O. for the handicapped paving work at Airport Park has been approved by the Town Board at their March 10th meeting. It should be completed before opening day which is scheduled for April 12th. BOATRAMP Mr. Ennesser mentioned that he has contacted Albany regarding the status of the grant for the boat ramp and was told that no decisions have been made and that it is still in the works. 5 ~. . ..... ROBINSON LANE/LITTLE LEAGUE Mr. Ennesser mentioned that he has received a quote from A-I Fence Company for the netting extension for Holt Field and the cost is $2,010.00. He mentioned that he has called A-I to receive a copy of the specifications with details. A few of the members felt that this was a lot of money and that they money should be spent elsewhere. Mr. Friedman mentioned that try outs for Little League are scheduled for this weekend. He also mentioned that Little League has done a good job in cleaning the building. They worked with Mr. Tompkins to obtain water to do the cleaning. Mr. Tompkins has also been advised that the flood lights are not working and that some of the picnic tables should be painted. The porta johns should have been delivered today. The third unit will be placed between R-3 and R-4 by the outfield fence ofR-3. The dugout roof on R-I is leaking and needs to be fixed. Mr. Tompkins is aware of this and will fix it as soon as possible. Mr. Friedman mentioned that Little League has asked if the rear slide up door on the building at Robinson Lane could be removed and replaced with a regular door. The largest piece of equipment in the building is approximately 36 1/4" therefore they would like to block up the door and replace it with one about 42". It was decided that this request be approved. Mr. Holt mentioned that he has spoken with Mr. Farrell about receiving some clay for Martz Field. The truck load will be delivered to the barn and the guys will move it to the field. Little League will spread the clay which we agreed would be delivered prior to April II tho They also requested more clay for the fields at Robinson Lane and they were reminded that Little League did not follow through with their deal last year. We put clay on the fields that we agreed on but Little League did not do their fields. It was agreed that we would put a truck load at Robinson Lane for patch up work only. A discussion was held regarding Little League's proposed improvements to SLI. The proposed work will cost quite a bit to improve the field. It was agreed that this field should be fixed to remove the many rocks etc and that the drainage is a problem which should be fixed. Mr. Ennesser felt that we should save one field as an all purpose field. Mr. Holt mentioned that Little League will be asked to come to a meeting to present their proposal, who will do the work etc. before approval is given. Little League opening day is scheduled for April 19th. 6 ......'" TENNIS LESSONS Mrs. Korz was given a copy of the proposed tennis schedule for this year and was asked to contact Mr. Casowitz to verify that the times and dates are okay. If the information is correct Mr. diPierno will be able to start to advertise the program. TROUT SEASON Mr. Holt mentioned that trout season will open on April 1 st and that they will be stocking the creek at Robinson Lane and by the Barn. SUMMER BASKETBALL PROGRAM Mrs. Korz mentioned that she had spoken with Kate Smith's mother about the possibility of running a summer basketball program. Before we do anything more about this we should make sure that the basketball court surfaces are in good condition. Mr. Ennesser said that he would check this out. It was also mentioned that years ago the Town ran a basketball program. Mrs. Roe will look through the files to see if she can find any information on this. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. He had attended a meeting with the Town Board and they decided that the summer playground fees would continue as they have been. The charge would be $15.00 for the first child in the family and $10.00 for each additional family member. 2. At this same meeting the Town Board discussed the proposed stipend which the members receive for attending meetings and the Town Board voted to leave the stipend as it presently is. Ifwe want a change it should be brought up at budget time. Mr. Holt said that all he wants is parity with the other Town Boards. 3. A meeting took place at the Castle Point site with a representative from Central Hudson, Graham Foster, AI Roberts, Supervisor Smith and Mr. Holt regarding the proposed electricity for the park area. It was decided that the electric lines will go underground and that Mr. Foster will dig the trench. The deadline for the work is April 21st. Mr. Paggi mentioned that he has not done any work on the specs for the building because of the delay in getting the electric into the park. He mentioned that he would get on the project right away. Mr. Ennesser mentioned that Mr. Paggi should look at the cast models and information before doing the work. It was also suggested that Mr. Paggi incorporate the paving project into these specs and get 7 ,'. everything done by one contractor. Maybe we will have water by this summer! Mr. Holt said that he would set up a meeting with Mr. Ennesser, Mr. Paggi and himself sometime the end of next week. It was also mentioned that Mr.Paggi has mentioned to Mr. Holt that they will be trucking in fill for the landfill area sometime this year. 4. Mr. Holt mentioned to Mr. diPierno that Councilwoman Visconti has requested to review all the applications received for the summer playground positions and to review the list of prospective hirees prior to actually hiring them. 5. Councilwoman Visconti mentioned that we should check with Jekoce Acres on St. Nicholas Road to see if we might be able to use their facilities. Mr. diPierno will check on this. SHAMROCK SUBDIVISION The Committee reviewed the above subdivison plat and in was decided to take money in lieu ofland. It was the committee's feelings that we already have two recreation areas in the vicinity i.e. Spook Hill and Rymer Subdivision. The meeting was adjourned at 7:15 p.m.on a motion by Mr. Ennesser seconded by Mrs. Korz. MARCH 1997 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF FEBRUARY 1997 SENIOR CITIZEN CENTER February activities at the Senior Citizen Center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, videos, bingo, puzzles, creative writing, cards and games and Bridge. The center was closed the 17th for president's Day. 90 Seniors attended our Valentine Ball at Christos on Feb. 19th. This was previously scheduled for the 14th and postponed because of snow. There were valentines for all, prizes for the lucky ones, great food and music by Johnny Dell. students from James Evans Elementary school sent a bag full of handmade valentines to the seniors. These were distributed at the "Ball." A fun day for all. On the 21st, the seniors celebrated George Washington's birthday with cherry pie and ice cream. Of course we all sang Happy Birthday to Georger The Basic Bridge lessons have begun and the response has been good. There are approximately 8 to 10 seniors learning and playing Bridge on Thursday. The group is meeting in the large meeting room due to lack of space in the center. Fi~e of these participants are on the waiting list. Thanks to the Ladies Auxiliary from Hughsonville Fire Dept., we now have enough card tables. They donated 12 card tables to the Center. Our monthly birthday party was held on the 28th. We also celebrated an 85th birthday this month. Blood pressure was held on the 12th. There are 196 members registered at the Center and 219 on the waiting list. ITEMS TO BE NOTED: 1. The list of Senior bus trips is now available and attached to this report. 2. March events include a Giant Bingo Bango of three Senior Centers, ours, Zion Church and Fishkill to be held at the Zion Church on the 10th. Also a Mind your Mind Workshop on the 12th <mental exercises), and Easter luncheon at Umberto's and and Easter surprise. 3. APril events include a three Center Bowling party at Holiday Hoe Boe in Wappinger. 4. May events include Senior Appreciation Day and Senior Health and Fitness Day. N:EVJS BY Kathi DeLisa, Director MARCH 1997 Well, the March winds are a blowin', the crocus will be showin' and the Senio~Center is mighty busy, this I a knowin'! GROAN! Guess I should leave poetry to Longfellow or Frost or someone else. Huh? Yep! So on to all the news of things to come. So many things to do. On March 10th we will have another three"Center GIANT BINGO! BANGO! BONGO! to be held at the Zion Church. The cost will be $2.00 per person and you must get a ticket! The day will begin at 10a.m. with coffee and donuts, then lots of Bingo games. We will break for a pizza lunch and then lots more bingo. So, if you have not signed up, you must sign up by March 3rd. You must have ticket to participate. Should be lots of fun, food, raffles and bingo prizes! On March 12th, Bea Seagull will do a MIND YOUR MIND WORKSHOP at 12:30 at the Center. Bea Seagull has done these workshops at Marist and Dutchess Community College as well as other seminars. Some of you may have been at the Center when Ms. Seagull introduced herself and talked a little about this workshop. For those who missed this, the MIND YOUR MIND WORKSHOP is a workshop of mental exercises. There will be a variety of activities,mind games, puzzles, etc. The purpose is to exercise the mind, making it more flexible, alert and stronger while having fun. Many of you said you would be interested in doing this. There will be NO OTHER ACTIVITIES at this time. NO CARDS, NO CRAFTS, ETC. For those of you wishing to participate in this workshop, please sign up with me, there is no charge. We need to know how many seniors are participating so we can have the proper amount of supplies. If you are not interested in this workshop, please note, there will be no other activities or socializing, so you may choose not to stay. 1 Our EASTER LUNCHEON will be held at Mamma Marissa's on Thurs. Karch 20. Lunch will include soup, choice of Veal Parmagiana, Chicken Francese or Eggplant Rollatini, dessert, coffee/tea. The cost to those current with dues is $8.00. Yes, those on the waiting list may attend. Those not current with dues the cost is $18.00. You must sign up for this by March 13th. It's a busy month. March 17th we will celebrate ST. BINGO days are 26th and Thursdays the 13th and ON GOOD FRIDAY, MARCH 28th. BRIDGE ANYONE? Basic Bridge lessons will be taught on Thurs. at 11:00a.m. by Henrietta MacDonald ( in the large meeting room). It's a challenging card game and once you learn you'll be addicted to playing. The WALKING CLUB oontinues...lf you have not joined this olub yet,.start now! Just add your name to the ohart and start walking. Six times around the Town Hall is a mile. Just mark the number of times you walk around, I will oonvert it to miles later. Walking is oonsidered one of the best physioal exeroises you oan do for your health. It oan help reduoe blood pressure, regulate insulin for diabetios, keep your heart healthier and so muoh more. The goal for walkers for 1997 is for eaoh walker to do 10 more miles than last year, or if just starting, you oan make at least 10 miles your goal. That is only 60 times around the building in a year, or 5 times around a month. No Cheating! 1997 is the year of the Serious Walker!! Only those who partiopate in walking oan enjoy our Award Lunoheon. The Wappinger Lions Club needs old eyeglasses or hearing aids. If you have any you no longer need, bring them to the Center. I will see to it that they are given to the Lions Club. The weather may still get nasty. Please note Exeroise and Line Danoing are oanoelled if the sohools are olosed due to snow or ioe. In regard to paying dues, many of you are now paying your dues on a yearly basis and for that your Treasurers thank you. This makes bookkeeping muoh easier and effioient. Many ohoose to do this as they cannot be at the Center every week and want to participate in our special events. Yearly dues is $25.00. Many of you pay on a monthly basis and that too makes it easier to keep traak of. Those paying on a weekly basis, the cost is $1.00 a week. The reason for this is 3 .' fairness. There are many who pay monthly or yearly and do not come every week, but still pay their dues. Your Treasurer says that for those paying dues by the month, March dues is $2.50. Those on the waiting list are welcome to pay dues. This entitles you to join our "out of Center" activities at a reduced cost. A big Hug and Smile to all of you! 4 '. Songs like "I'll Be Loving You," "Always," "I Love You Truly" ~nd "Till The End of Time," brought tears to my eyes, that started flowing like the rain hitting against the window pane. The music man seatd at the old piano played with tender loving care as if he was serenading his lady love who wasn't there. When he finished playing, his eyes were filled with pain, staring into space, calling her name. I asked him would you please play it again for me Sam? He looked at me with a sad little grin, oh yes, I will play them once again just for you. As he started to play, he looked as though his heart would break, but he played on and on. This time he sang the words to the songs, so tenderly as if he was hoping his special someone heard every word that he said. My heart cried out, knowing that he too knew the agony of loving and losing someone that you love so very much.
