The regular meeting of the Town of Wappinger Recreation Committee was held
April 11, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was called to order at 5:00 p.m. by Chairman Ralph 1. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Gerald di Pierno, Recreation Director, and
Committee Members James Chapp as, Ronald Friedman, Ellen Korz.
The minutes of the March 14, 1997 meeting were approved on a motion by Mr.
Friedman seconded by Mrs. Korz with all in favor.
OUTGOING CORRESPONDENCE
1. Request to Town Board for a Certificate ofInsurance to be sent to Roy C. Ketcham for use of
their facilities for the West Point Jazz Band Concert June 19, 1997 as a rain site.

There was a discussion regarding requiring certificates of insurance. Crissy
Blasetti called after receiving the approval letter which requested the fee and a certificate of
insurance. She said that the group was from Home Depot but that they couldn't get insurance
from them for this purpose. Home Depot is not sponsoring this team, they are only employees
getting together to play ball. Mrs. Roe noted that we receive many requests for the field at Castle
Point for a one day picniclball game from several different businesses in the area so it was decided
that we should get a ruling from the Attorney to the Town regarding the requirement of insurance
for anyone who uses our facilities. It was suggested that maybe we could have them sign a
waiver releasing the Town of any liability for this one day usage.
CORRESPONDENCE
Approval was received from Roy C. Ketcham for the use of their facilities as a rain
site for the West Point Jazz concert on June 19, 199,7. They mentioned that the cafeteria was not
available but the band, chorus and any classroom would be available. Mr. Chappas mentioned
that we could probably use the chorus room and bring in some tables if we needed to. Mr.
Friedman suggested that we hold the buffet back at Schlathaus Park after the concert since we
are so close to Ketcham. Mr. diPierno said that we are talking about 20 people in the band plus
we will be inviting the Town Board and our Committee members so we are talking about 40 for
the buffet. Mrs. Korz mentioned that her contact that we have used the past few years is not able
to it this year. Mr. diPiemo, Mrs. DeLisa and Mr. Chappas will look into information for the
buffet.
A letter was received from Tim Fisher of the National Adult Baseball Association
enclosing a copy of the NABA baseball schedule. He mentioned that he has highlighted the
games scheduled at Robinson Lane and would like confirmation that these dates were available.
This letter was given to Mr. Miller to follow up. On April 11 th, Mr. Fisher called and needed two
more dates. These dates were also given to Mr. Miller.
A letter was received from Peter Mack, Dutchess County Health Department
including the forms that we will be required to complete, sign and return to them prior to the

opening of camp. Mr. diPierno was given this package for follow up.
A letter was received from Irv Miller, Director of the Dutchess County Classic,
requesting the use of Robinson Lane on September 21 st for the 19th Annual Dutchess County
Classic. This request was given to Mr. Miller for follow up.
A letter was received from Kevin Hathorn, Sr. Age Group Director of the
Wappinger United Soccer Club. He requested the use of the Rockingham Soccer fields on May
24 and 25 for a county-wide soccer tournament. He expects roughly 14 teams per day from
approximately 8:30 a.m. until 5 p.m. Mr. Chappas mentioned that it is an intermural team. Our
concern was for parking and the neighbors in the area. Mr. Chappas mentioned that there
wouldn't be 14 teams there at once so there shouldn't be parking problems. Mr. Holt
mentioned that there will be no parking on the road. It was also mentioned that on Sunday, they
could not start the tournament until noon. That is the practice for Little League and should be
enforced for other leagues. . Mr. Chappas was asked to get a copy of the schedule before the
tournament so we will have an idea of the number of people that will be involved. He will also
check to see if they couldn't use Airport Park.
A letter was received from Jennifer D' Andrea regarding a position as a dance
instructor for the summer program. This letter was given to Mr. diPierno for follow up.
Approval was received from Myers Corners School for the use of their facilities
for the registration of the summer playground program on May 12, 14, 20 and 21 st.
A certificate ofInsurance was received from the National Adult Baseball
Association.
A copy ofa letter addressed to the Town Board regarding the electric work at
Castle Point was forwarded to us from Mr. Paggi's Office.
SENIOR CITIZEN REPORT
Mrs. DeLisa gave a report on the seniors activities for the month of March. This
report is attached to these minutes.
Mrs. DeLisa also mentioned that she and Sue Borchardt, the senior exercise
instructor, are working on a Senior Health and Fitness day for the Center's Seniors and she
thought that it might be something that we should look into for the Town wide Seniors in the
future. It could be a health fair with information from various health organizations. It could be
held at Schlathaus Park.

DIRECTOR' S REPORT
Mr diPiemo mentioned that he had received a call from Mr. Carione, Principal at
Myers Comers School regarding a complaint he had received from several teachers at the School.
They indicated that on Saturday, March 8th some equipment was left out unattended after we left
and was misused. They also indicated that a basketball net was tom. Mrs. Roe indicated to Mr.
diPiemo that we were not the only ones using the School facilities that weekend so he went over
to the school to discuss the situation with our instructors and found a very well run and organized
group. In speaking with our staff, he was told that the kids were not allowed under any
circumstances in the equipment room and the ratio is about 1: 8 so it would be easy to miss one of
the group. He then spoke with Mr. Carlone and followed up the conversation with a letter.
He mentioned that he reviewed the applications for Summer positions and has put
names in slots for each of the playgrounds. These counselors will be notified in the near future.
One of his major items was to hire a Summer Director and he met with a person by the name of
Maureen Ervin who is presently residing in Delaware but will be moving back to the area in June.
She was a former co- director for the East Fishkill Summer Camp, she was a teacher in the
Wappinger School District and is now teaching in Delaware. During the interview she also
mentioned that she has been a co-ordinator and regional director for the Catholic Archdiocese of
New York CYO programs. He mentioned that she had an interview at Casper Creek (former
IBM) and they had offered her $4,000. for the summer. She said that she preferred the way the
Town ran their program and would take the job if she could get $3,000. instead of the $2,500.
He mentioned that he discussed this with Mr. Holt and a letter has been sent to the Town Board
for approval to pay her the $3,000. Mr. diPiemo mentioned that she has the credentials and also
expenence.
We will have to set up the schedule for the R TE/CPR and this year we will have to
do quite a few because most of the RTE's certifications have expired. It is estimated that we will
have about 13 or 14 taking the course. Mrs. DeLisa mentioned that if possible the Senior
instructors should be included in the CPR since a lot of the seniors are getting up there in age.
And their certifications have expired.
Registration for the summer programs will be taking place at Myers Comers
School on May 12, 14,20 and 21st. It was requested that everyone come to help whenever
possible.
We are still waiting for an answer from the school on the use of Wappinger buses.
Mr. diPiemo mentioned that Mr. Corrigan had called him but that he was out at the time. He said
it appears that the problem has been taken care of Mr. Corrigan mentioned that he has cleared it
with the union, with the administration and he has one or two fine points to finish up and that we
should have a letter soon. In the meantime we should set up our calendar and be ready to plug in

the bus times when we get this okay from the school. We will have to advertise the swim times
soon because swim registration will take place the same time as the playground registration.
The basketball camp will be held at John Jay the week of July 14 thru the 18. Mr.
diPiemo mentioned that he is working on getting the instructors. He will be calling the people
who ran the camp this last year. He also mentioned that maybe Vic Fanuele might be interested in
helping with the camp.
SOCCER! AIRPORT/ROCKINGHAM
Mr. Chappas asked about soccer obtaining their check for this year. Mrs. Roe
mentioned that they should go into the Town with their contract and after the Town Board
approves the contract then they can submit a voucher for their funds. Mr. Chappas mentioned
that he has asked soccer to give us information regarding their field usage, and to notify us if they
are going to be using the fields in the summer for their clinic etc.
Mr. Friedman asked when the blacktop work at Airport Park was going to be
done. Mrs. Roe said that the Town Board has approved the work and a P.O. has been obtained
but with the weather was too cold and then with the April 1 st storm we just haven't gotten it
done. It should be done in a couple of weeks. Mr. Friedman also suggested that we put up a
couple of basketball nets and the area could be used for other recreation when soccer is not using
it. A sign would have to be put up stating basketball play when soccer is not in session. We will
follow up on this.
LITTLE LEAGUE/ROBINSON LANE
Mr. Friedman suggested that a basketball court be installed on the third base side
of SL 1 again with the stipulation that it be played only when baseball is not using the area. Mr.
Friedman also mentioned that the handicapped parking by the building should be done as soon as
possible. He mentioned that he has made up a new map of the area showing everything at
Robinson. This map will be included in the Little League booklet that they will be selling Opening
Day.
RYMER SUBDIVISION
Mr. Friedman asked what has been done regarding the clearing for the road at the
Rymer Subdivision. Mr. Holt mentioned that there has been some discussion regarding this
entrance. We had originally proposed to go in from Woodland Court and we now hear that

money was set aside from the developers and agreed that we should develop the road from the
Old Hopewell side as they did not want the traffic going through the development. What we have
heard was that we were given $10,000. toward the construction of the road. Mr. Holt said that
he will have to have the Engineer give us some idea of where the road should be put. He said that
he was estimating $30,000. to put in the road right. We feel that it will cost us more to go in
from Old Hopewell than it would if we went in the other side of the subdivision.
TENNIS
Mrs. Korz mentioned that she had talked to Barry Casowitz regarding the tennis
clinics and he was in to speak to Mrs. Roe. Dates and times have been scheduled and registration
will take place for the summer sessions the same time as the playground registration at Myers
Comers School. Mrs. Korz said that she will need a P.O. for the purchase of the tennis balls.
CHELSEA DOCKS
Mr. Ennesser was unable to attend but sent a note indicating that the delivery for
the docks will be 1 week late. They should be here the first week of May. He also mentioned
that the only bidder to do the pilings for the docks was White's at a cost of$I,500.00.
MARTZ FIELD
Mr. Ennesser also mentioned that the basketball court at Martz needs to be
resurfaced. It is a safety item.
CHAIRMAN'S REPORT
Mr. Holt mentioned that he has determined that the Parkland fund has $170,000.
balance. He reminded the committee that the Shamrock Development which is coming in has
approximately 45 lots and at the last meeting we decided to take money in lieu ofland. From
this Shamrock Subdivision, we should receive approximately $70,000. We are also under the
impression that there will be another subdivision coming in on the top of Cedar Hill which might
be a bigger development which means possibly more land or money. In any case we might be
looking at $240,000.+ in Parkland. In looking at our parks, we realize that we have not done
much work to improve the physical appearance and safety of them in the past few years. We,
therefore, went out and got some estimates to do some of this work which would benefit the
whole Town. Mr. Holt reviewed this list and gave each member a copy to review and get back to

Mrs. Roe with comments as soon as possible. There are items on the list which we need to
address immediately and items which we can go in to the Town Board for at a later date.
Mr. Friedman made a motion to go to the Town Board immediately with at least the shelters for
Quiet Acres and Spook Hill. Mr. Holt noted that he didn't do this just to spend the money in
Parkland but these are things that are needed to make the parks safer and aU agreed. Mr. Holt
mentioned that there is a concern to make Robinson Lane safer. On weekends there is no place
to park and if an emergency vehicle has to get in, it may be difficult because people park all over
the road. There is only one way in and one way out so we have to do something about the
parking.
CASTLE POINT
Mr. Friedman asked about the status on the Castle Point electric project. Mr. Holt
mentioned that the date of April 21 st was the deadline for the work to be done but because of the
April 1 st storm we have not heard anything. We will just wait and see what happens but as far as
we know April 21 st was when the work was being done.
LIGHTING
Mr. Holt mentioned that he had received a call from Frank Pace of Central Hudson
regarding the installation of lights at one of the baseball fields at Robinson Lane. He indicated
that Central Hudson was still interested in this project and he indicated that the cost was in the
range of $40,000 to $60,000. We would love to have the lights but we just don't have that
money.

APRIL 1997 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF March 1997
SENIOR CITIZEN CENTER
March activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, videos, bingo, puzzles,
creative writing, cards and games and Bridge. The Center
was closed the 28th for Good Friday.
Our three center Bingo Bango scheduled for March 10th was
cancelled due to snow. Both the Zion Church and Fishkill
Center are automatically cancelled when it snows and schools
are cancelled. This has been rescheduled for May 12th.
Over 40 seniors paraticipated in the Mind Your Mind
Workshop given by Bea Seagull on the 12th. This afternoon
workshop included brain teaasers, memory retrieval, memory
and other mind exercises to stimulate the growth of brain
cells. There is a request to do more of these workshops in
the future.
On the 17th the seniors celebrated St. Patty's Day with
green bagels, cream cheese, juices, coffee and tea. Eace
senior was given a green carnation as part of the day's
celebration.
Over 85 seniors enjoyed an Easter Luncheon at Umberto's
on the 20th. Good time, good food.
Then on the 26th the seniors were treated to an Easter
surprise when the "Easter Bunny" and two bunny assistants
(Regina and Linda) delivered filled eggs to all. There were
prizes, surprises and a fun day.
Our monthly birthday party was held on the 27th. We also
celebrated an 85th birthday this month. Blood pressure was
held on the 12th.
There are 194 members registered at the Center and 219 on
the waiting list.
ITEMS TO BE NOTED:
1. April activities include a three center bowling party at
Hoebowl, T-shirt day,wheeless fortune/and our regular
schedule.
2. May events include three center bingo bango, Senior
Apprieciation Day, Senior Health and Fitness Day and a
Mother's Day lunch at Dynasty.
3. June 8th is the Center's 9th anniversary. This will be
celebrated on June 5th (rain date June 6th).

Spring has sprung, the snow has flung, the birds are
peepin', the flowers are creepin' and I better get on with
the April news before this gets worse. Read on.
On the 2nd, Lisa Price from Mutual of Omaha will be at
the Center to discuss LONG TERM CARE INSURANCE AND KEDIGAP.
There seems to be many interested in knowing more about Long
Term Insurance so now's the time to ask questins.
There will be a BOWLING PARTY AT HOLIDAY HOEBOWL on April
7th at 10:30a.m.. Zion Church seniors and Fishkill seniors
will be joining us. The cost for 3 games, coffee and
danish, pizza and soda is $3.00 for those current with dues.
Yes, those on the waiting list may attend. Those not
current with dues the cost is $6.00. You must sign up by
April 2nd. Wear your T-Shirt!
Get out those T-shirts! We will have T-SHIRT DAY on
April 16th. So wear your Wappinger T-Shirt and enjoy a
treat or two. Speaking of T-Shirts, if you do not have one
or would like another, I will be ordering more soon. They
come in white, navy blue or red. If you would like one
please see me. The cost is $8.00 per shirt. So order now!
On APRIL 23rd, we will have a WHEELESS FORTUNE GAME
beginning at 11a.m. We will break for lunch and then
continue until approximately 2:00p.m. Cindy Starke will be
here from the Fishkill Center to host the game as"Patricia
Sajek." If you are interested in being a contestant, please
let me know as soon as possible. Prizes for all contestants
and BIGGER prizes for the winners!!
Other April news: The Heart Assoc. will provide blood
pressure screening on the 9th. Our MONTHLY BIRTHDAY will be
on the 25th. BINGO days are Wed. April 2ndh, 16th, and
23rd, 30th and Thursdays the 10th and 24th.
The Three Center Giant Bingo! Bango! will be rescheduled.

COMING IN MAY: MOTHER'S DAY LUNCHEON. SENIOR
APPRECIATION DAY, a day to thank all of you, BREAKFAST-AT
FISHKILL PLAINS ELEM. SCHOOL AND SENIOR HEALTH AND FITNESS
DAY,a day of healthy snacks, different ways to maintain
health and fitness.
THE MOTHER'S DAY LUNCHEON will be held at the Dynasty
Chinese Restaurant off Rt. 9. on May 7th. The menu
includes (family style) Wanton Soup, Eggrolls, Sesame
Chicken, Pepper Steak, Shrimp and Broccoli, Mixed Vegtables,
and Pork Fried Rice, Fortune cookies and tea. The cost for
the luncheon is $7.50 for those current with dues and $16.00
for those who have not paid dues. Sign up with Kathi by May
1st. There is a limit of 80 people for this luncheon.
BRIDGE ANYONE? Basic Bridge lessons are taught on Thurs.
at 11:00a.m. by Henrietta MacDonald (in the large meeting
room). It's a challenging card game and once you learn
you'll be addicted to playing. Let me know if you are
interested or come in on Thursday and join the fun.
Please note the change in regard to Videos. Specific
videos are now scheduled. The days are also changed. Seems
we have too many other activities on Thurs. so videos will
be shown Tuesday or Friday. If you have a specific movie
you would like to see, let me know and I will schedule it
the following month. .I hope this will make it easier for
those who want to see videos.
If you are interested in a five session MIND YOUR KIND
WORKSHOP, please let me know. If there is enough interest,
I will schedule this. Bea Seagull has done these workshops
at Marist and Dutchess Community College as well as other
seminars. For those who missed the MIND YOUR MIND WORKSHOP,
it is a workshop of mental exercises. There are a variety
of activities, mind games, puzzles, etc. The purpose is to
exercise the mind, making it more flexible, alert and
stronger while having fun. There would be a small cost for
this, approximately $10.00 for the entire 5 sessions. The
location may be changed to Schlathaus
For the past two years we have honored a Wappinger Senior
Center Senior for outstanding contribution to the Center.
Well, it is that time again to nominate our Wappinger Senior
of the Year. The senior should be one who is a member of
our Center, contributes to the success of our Center and
goes out of the way to care about our members and our Center
by thei~ MQtiQna, kindneaa, etQ. NQminMtiQn fQ~ma will be
MVMilMble ahQ~tly. PleMae w~ite the name of the peraon you
are nominating and the reason or reasons you think he or she

should receive this award. We will have a Senior Day
Celebration in May, a day of appreciation for all of you
wonderful Seniors.
COKING IN JUNE: OUR 9TH ANNIVERSARY PICNIC AND B B QUE
WILL BE HELD ON JUNE 5th with raindate of June 6th.
The CREATIVE WRITING Class continues. The schedule is
flexible for this activity. If you are interested in
joining let me know. Don't be shy! It's fun and can be an
exciting experience.
The WALKING CLUB continues...lf you have not joined this
club yet, start now! Just add your name to the chart and
start walking. Six times around the Town Hall is a mile.
Just mark the number of times you walk around, I will
convert it to miles later. Walking is considered one of the
best physical exercises you can do for your health. It can
help reduce blood pressure, regulate insulin for diabetics,
keep your heart healthier and so much more. The goal for
walkers for 1997 is for each walker to do 10 more miles than
last year, or if just starting, you can make at least 10
miles your goal. That is only 60 times around the building
in a year, or 5 times around a month. No Cheating! 1997 is
the year of the Serious Walker!! Only those who particpate
in walking at least 10 miles (exceptions must be approved)
can enjoy our Award Luncheon.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. If you have any you no longer need, bring them to the
Center. I will see to it that they are given to the Lions
Club.
Enjoy the poem by Sue Bush. The Creative Corner was
started for YOU to share your thoughts, drawings or
writings. So come on Seniors!
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, April dues is $2.00. Those
on the waiting list are welcome to pay dues. This entitles
you to join our "out of Center" activities at a reduced
cost.
