Site etc. West Point Concert Buffet MEETING ADJOURNED NEXT MEETING , - RECREATION COMMITTEE MINUTES MAY 9,1997 NEXT MEETING JUNE 13, 1997 AT SCID.-ATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held May 9, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 5:00 p.m. by Chairman Ralph 1. Holt. Others present were Gerald diPiemo, Recreation Director, Committee Members Joseph Ennesser, Ronald Friedman, Barbara Gutzler, and Ellen Korz. The minutes of the April 11, 1997 meeting were approved on a motion by Mr. Ennesser seconded by Mrs. Korz with all in favor. OUTGOING CORRESPONDENCE 1. Application to John Jay High School for use of facilities for the boys and girls basketball program 7/14 to 7/18 2. Thank you letters to Jack Barmello, Hoe Bowl Holiday for bowling party for the seniors and to Jim Zasso of Rite Aid for donating Easter Candy. 3. Letter to Town Board requesting permission to close the Castle Point Playground this summer because of the landfill work scheduled for June, July and August. Okayed at 4/28 meeting. 4. Letter to Supervisor Smith requesting an extension on the deadline for the electric work at Castle Point. 5. Letter to Town Board requesting additional funds for the P.O. for the purchase of bleachers. Shipping cost were more than expected. Approved at 4/28 meeting. 6. Letter to Town Board requesting increase in salary and promotion to Maintenance Supervisor for Steve Tompkins. On Town Board agenda 5/12 7. Hopewell Home Improvement for shelter at Spook Hill $4,870. 1 8. Letters to all playground personnel regarding position, salary and orientation meeting. CORRESPONDENCE A Certificate of Insurance was sent by Marshall and Sterling Insurance Company to Roy C. Ketcham High School for the concert (West Point Jazz) on June 19, 1997 A letter was received from the Hudson Valley Express requesting the use of Robinson Lane on July 11, 12, and 13. Mr. Breland Edwards was in attendance at the meeting to discuss this request and to emphasize that they were willing to work around the Little League schedule. He does realize that we have other functions going on. He also requested, as the Regional Director of the American Fast Pitch Association, the use of Robinson Lane on July 4,5, and 6. He mentioned that he would assume the responsibility of cleaning the rest rooms and that the complex would left the same as it was when they started. Some of the members of Little League would be helping him out. Mr. Holt asked how many teams would be involved and was told 30 teams. He mentioned that he would like to use 5 or 6 fields for the July 4, 5 and 6. Mr. Friedman mentioned that we have a number of teams that could be using the facilities. It was decided that Mr. Friedman, Mr. Miller, and Mr. Holt would meet with Mr. Smith of Little League to discuss this request. A schedule for the Hudson Valley NABA was received for our information. A letter was received from Peter Mack of the Dutchess County Department of Health indicating that there is no need for a waiver for Mrs. Irvin to be retained as Camp Director. He felt that Mrs. Irvin's qualifications and experience more than satisfied the requirements of Part 7-2 of the New York State Sanitary Code. A request was received from Legion Fireworks Co., Inc. For the use of Castle Point Recreation Park on May 10th between the hours of 10:00 a.m. and 9:00 p.m. for their annual Shooters School. They would be using the pavilion to perform lectures and at dusk would be actually lighting shells. This request was approved with the stipulation that they notify the Chelsea Fire Company. Mr. Ennesser will open the park before 10:00 a.m. and Mr. diPiemo will close the park after 9:00 p.m. The fee and a certificate of insurance has been received. A letter of thanks was received from Linda Klocker of the March of Dimes WalkAmerica for the use of the Castle Point Recreation Area for their 1997 walk. She mentioned that the walk brought in approximately $14,000. for healthier babies. A letter was also sent to Mrs. Roe thanking her for taking care of her panic on the" case of the of the missing porta potty." on Saturday. The 1997 Summer Music Schedule for the various Towns was received as compiled by the Town of Poughkeepsie Recreation. 2 A certificate of insurance was received from the Southern Dutchess Women's Softball League. SENIOR CITIZEN REPORT. Mrs. DeLisa was unable to attend this meeting but sent a report of the activities for the month of April. Mr. Holt mentioned that he was in Mrs. Roe's office the other day when a person came in to sign up her mother for the Senior Center. When she was told that she could put in an application but that there was a waiting list of approximately 200 people, she was not happy. This answer did not satisfy her and her response was I pay my taxes what makes me different from the people who already attend? It was suggested that Mrs. DeLisa, Mr. Holt, Mr. Friedman and Miss Gutzler meet to review the program, its problems and try to come up with some suggestions for improving the progam. . RECREATION DIRECTOR'S REPORT. Mr. diPierno mentioned that he has been focusing most of his time on the summer program. He mentioned that all paper work has been submitted to the Board of Health for the permit and he doesn't see any problems. He has started to redo the Safety Manual. The State is requiring that we identify various points in the checklist by page numbers. This he has done and will complete the whole manual over the winter. All the field trips are pretty well lined up. The one glaring omission from the program is that we have not received a contract from Deer Hill for this year. Mr. diPierno mentioned that he has tried to contact them but has not received a return call. Mrs. Roe will also try to contact them as a letter has to go to the Town Board for approval for a P.O. prior to the start of the program. Mr. Ennesser asked Mr. diPierno if he had any luck contacting Jekoce Acres and he said that he hasn't. He will try. He mentioned that he is still looking for a letter from Mr. Corrigan's office confirming that the times for the transportation for the swim program have been okayed. The bus schedule for the whole summer should be completed by Monday. Mr. Holt asked if the RTE/CPR classes have been set and Mr. diPierno mentioned that they are scheduled for June 19 and 20 and RTE portion on the 21 and 22. Mr. Holt mentioned that the counselors must be committed and must attend. Mr. diPierno mentioned that the classes will be held at Schlathaus Park. Mr. Ennesser mentioned that he had read an article that a John Farrell at 297-7770 ofLaerdal offers the CPR course. Maybe something could be incorporated for the playground. Mr. diPierno mentioned that he has a lot of returning staff. 3 Orientation is scheduled for Tuesday, June 17 at 6:30 at Schlathaus Park. All counselors were advised of this in a letter they received. We have to make arrangements for the phone and water for the Castle Point and Hughsonville sites. When we receive the phones, we have to make sure that the directors have instruction on them. Mrs. Roe mentioned that we will now have to have two sets of stairs for the truck bodies. We have had one for Hughsonville but now with the move of Castle Point to Evans we will need a set for them. Mr. Holt mentioned that he will have the maintenance personnel do a physical inventory at each playground. Mrs. Roe said that she doesn't have the inventories from last year. They might be in the camp boxes that are stored in the shed. We are still waiting for the bids for the buffet for the West Point Jazz Band concert on June 19, 1997. DOCKS Mr. Ennesser mentioned that the docks are in and that they worked from 7: 15 to 5:00 to get them in. Mr. Ennesser said that he towed the rig to the site to do the pilings. He also stated that this ramp is wheel chair accessible. He mentioned that they had a problem when they were putting in one of the pilings and they had to move it out about 4 feet so it pushed out the ramp. He mentioned that they had quite an audience and it took 6 to 8 people to get the ramp in. The dock is all aluminum with plastic floats. He said that he found that the dock grants that we put in for last year have been selected and are on the Governor's desk but no other information was available.. Miss Gutzler asked if we qualified for anything under the Environmental Bond Act and that the applications will be coming out in July. She said they will be giving priority to anything that has to do with access to the river. Mr. Ennesser mentioned that he would be happy to look over the information when it is available. REESE PARK Mr. Ennesser mentioned that he has sent a letter to the scout district about getting help to clean up Reese Park. Basically to clean up the trails and mark them. The plan is to also build a directory eventually so we will could ask them to build the support for it and do some bridge repair work. We would probably have to supply some of the materials. Mr. Ennesser mentioned that he has received a call from an Eagle Scout and he seem eager to start working. Mr. Ennesser and Mr. Holt will walk the property and give it a full assessment and will get back to them with a detailed plan. 4 MARTZ FIELD Mr. Ennesser mentioned that he has spoken to Miracle Recreation about the cost to put in a couple of kiddie swings by the tot playground and they have come back with a cost of $5,900. This includes everything including site preparation. This is really not what we are looking at. Mr. Ennesser will follow up on this. ROBINSON LANE Mr. Friedman mentioned that he has followed up on the two accidents that occurred at Robinson Lane on Opening Day. Both of the children are fine. He also requested that Little League keep good reports on both of the accidents. He mentioned that the batting cages are now locked. Mr. Holt mentioned that he is still concerned about the parking at Robinson Lane. People are still double and triple parking. We will have to address this problem in the fall. INSURANCE Mr. Friedman asked if we have received' an answer regarding the request for insurance for people using the recreation facilities. As you remember, several requests have been made for the use of a ballfield from employees of different businesses. The games are not sponsored by the businesses but are just employees who want to go out and have some fun. They, therefore, do not have any type of insurance. We would like to get an answer from the Attorney to the Town to see ifthere is any other way that they could use the facilities i.e. sign a waiver or such. Mr. Holt mentioned that we have not received an answer on this. CONFERENCE AT LAKE PLACID Miss Gutzler mentioned that the recreation conference she attended at Lake Placid was very good. She handed out a report on the classes that she attended. She mentioned that the best class was the one on grant writing. She said that she included their commentary along with the report. She mentioned that in talking to other municipalities they also have trouble with transportation with their school district. Mr. diPierno will do a report after the summer programs are completed 5 TENNIS COURTS Mrs. Korz mentioned that she had purchased the tennis balls for the tennis clinics and everything seems to be in order. QUIET ACRES Mrs. Korz mentioned that the basketball court needs a new hoop and possibly needs to be sealed again CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. The bridge club will start next Tuesday at Schlathaus Park from 10 to 12 and will be run by Henrietta McDonald. 2. We are looking for some help in the maintenance area. If anyone knows someone please let us know. 3. We have heard that the basketball court at Spook Hill is not in good shape. Mr. Ennesser will go over to take a look at it for a safety standpoint. 4. We still have a lot of pea gravel work to be completed this year. 5. We have removed the tree from the roof at Schlathaus Park and the insurance people have been out to check it out. When we receive the money we should document it and earmark it to be held to next near to be used with budget funds for a new roof. The new roof would be put in the 1998 recreation budget. 6. We have received complaints from a number of residents of people letting their dogs run in the enclosed areas and leaving a mess. It was suggested that a sign be placed at these areas indicating that this was not allowed. Everyone was asked to come back to the next meeting with some suggestions as to the wording. 7. We have been requested by several of the moms that use the toddler area at Martz Field to remove the sand box. The animals get in there also and make a mess. It is not sanitary. 6 BLACKTOP WORK When discussing the proposed blacktop work that was to be done at Martz, Spook Hill, Quiet Acres and Rockingham, Mr. Friedman suggested that we look into an area somewhere around the Barn that could be blacktopped for the use of the rollerbladers. It seems every time you ride by the tennis courts, they are on the courts. RYMER Mr. Friedman asked about the progress in determining where the road going into the Rymer Subdivision. He suggested that maybe we would have to make a secondary road going in from Woodland Court before we could make the main road from Old Hopewell Road. The meeting was adjourned at 7:15 on a motion by Mr. Ennesser seconded by Mrs. Korz. Lake Placid Hilton Lake Placid Hilton Barbara Gutzler 244.66 244.66 154.67 MAY 1997 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF APRIL 1997 SENIOR CITIZEN CENTER April activities at the Senior citizen center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, videos, bingo, puzzles, creative writing, cards and games and Bridge. The center was closed April 1 and 2 because of severe snow storm. On April 7th the seniors enjoyed a bowling party at Holiday Hoebow: Our seniors were joined by the zion Church center and the Town of Fishkill senior center to make this our 3rd Three center BOwling party. There was coffee cake and coffee and for lunch pizza and soda. It was a great day for all. On the 16th the seniors enjoyed a T-Shirt day. All wore their Town of Wappingers T-shirt. Had pizza and soda for lunch followed by a great bingo game. On the 23rd, Cindy starke, director of the Town of Fishkill center brought her "wheeless Fortune" game to the wappinger center. There were three separate panels of contestants. All players received a prize, the winner of each panel received an additional prize. For the Bonus Round, the winner received another prize. Lots of fun. We will be looking into making our own "wheeless Fortune" game. Our monthly birthday party was held on the 25th. We had two special birthday parties this month, one for a senior who turned 80 and one for a senior who turned 85. Blood pressure was held on April 9th. The trip to Pomona was another success! There are 191 seniors registered at the center and 220 on the waiting list. ITEMS TO BE NOTED: 1. May events include three center bingo bango, senior APpreciation Day, Senior Health and Fitness Day and a Mother's Day lunch at Dynasty. 2. June 8th is the center's 9th anniversary. This will be celebrated on June 5th <rain date June 6th>. I want to thank all of you for your thoughtfulness and prayers for my husband. He is doing better and hopefully will continue to improve. We both thank you so very much. And speaking of Mother's Day we start our month with a MOTHER'S DAY LUNCHEON at the Dynasty Chinese Restaurant off Rt. 9. on May 7th. The menu includes (family style) Wanton Soup, Eggrolls, Sesame Chicken, Pepper Steak, Shrimp and Broccoli, Mixed Vegtables, and Pork Fried Rice, Fortune cookies and tea. The cost for the luqcheon is $7.50 for those current with dues and $16.00 for those who have not paid dues. Sign up with Kathi by May 1st. There is a limit of 80 people for this luncheon. On "May 12th we will join the Zion Center and the Fishkill Center for a GIANT BINGO! BANGO! BONGO ! AT THE ZION CHURCH at 10a.m. Wear your T-shirts!!! You must sign up with Kathi and get a ticket. On May 14th, Attorney Shari Hubner will be at the center to discuss Health Proxy's, Power of Attorney and other Elderlaw issues. May 21st we will celebrate SENIOR APPRECIATION DAY! This is a day of appreciation to thank all you wonderful seniors. We will also honor a WAPPINGER SENIOR OF THE YEAR. For the past two years we have honored a Wappinger Senior Center Senior for outstanding contribution to the Center. Well, it is that time again to nominate our Wappinger Senior of the Year. The senior should be one who is a member of our Center, contributes to the success of our Center and goes out of the way to care about our members and our Center by their actions, kindness, etc. Please fill out your 1 ..... ,. nomination form and place in the box marked "NOMINATIONS." Please write the name of the person you are nominating and the reason or reasons you think he or she should receive this award. _ Then on Kay 28th, we will celebrate SENIOR HEALTH AND FITNESS DAY. Thanks to Sue Borchardt, who has put together a program for this day. There will be line dancing, square dancing, a tai chi demonstration, water balloon or hard boiled egg toss, mind exercises, riddles etc. We will also have our monthly BLOOD PRESSURE SCREENING on this day. An itinerary will be provided so you may choose which activities you would like to participate in. There will be prizes for some and just fun for others. Light health snacks will be available. Other May news: The Heart Assoc. will provide blood pressure screening on the 28th. Our MONTHLY BIRTHDAY will be on the 29th. BINGO days are Wed.. April 14th,and Thurs. the 8th,22nd and 29th. OUR 9TH ANNIVERSARY PICNIC AND B B QUE WILL BE HELD ON JUNE 5th with raindate of June 6th. There will be food, music, raffles and lots of fun. You must sign up and get a ticket. Basic Bridge lessons are taught on Thurs. at 11:00a.m. by Henrietta MacDonald (in the large meeting room). It's a challenging card game and once you learn you'll be addicted to playing. Let me know if you are interested or come in on Thursday and join the fun. Please note the change in regard to Videos. Specific videos are now scheduled. The days are also changed. Seems we have too many other activities on Thurs. so videos will be shown Tuesday or Friday. If you have a specific movie you would like to see, let me know and I will schedule it the following month. I hope this will make it easier for those who want to see videos. The CREATIVE WRITING Class continues. The schedule is flexible for this activity. If you are interested in joining let me know. Don't be shy! It's fun and can be an exciting experience. 2 ''11'' " The WALKING CLUB continues...If you have not joined this club yet, start now! Just add your name to the chart and start walking. Six times around the Town Hall is a mile. Just mark the number of times you walk around, I will convert it to miles later. Walking is considered one of the best physical exercises you can do for your health. It can help reduce blood pressure, regulate insulin for diabetics, keep your heart healthier and so much more. The goal for walkers for 1997 is for each walker to do 10 more miles than last year, or if just starting, you can make at least 10 miles your goal. That is only 60 times around the building in a year, or 5 times around a month. No Cheating! 1997 is the year of the Serious Walker!! Only those who particpate in walking at least 10 miles (exceptions must be approved) can enjoy our Award Luncheon. Enjoy the poem by Sue Bush. The Creative Corner was started for YOU to share your thoughts, drawings or writings. So come on Seniors! In regard to paying dues, many of you are now paying your dues on a yearly basis and for that your Treasurers thank you. This makes bookkeeping much easier and efficient. Many choose to do this as they cannot be at the Center every week and want to participate in our special events. Yearly dues is $25.00. Many of you pay on a monthly basis and that too makes it easier to keep track of. A few of you are NOT current with dues, this may result in your paying full price for the upcoming luncheons! Your Treasurer says that for those paying dues by the month, Hay dues is $2.00. Those on the waiting list are welcome to pay dues. This entitles you to join our ""out of Center" activities at a reduced cost.
