AT SCffi.ATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held July 11, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 5: 10 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Gerald diPierno, Recreation Director, Committee Members Joseph Ennesser, Ronald Friedman, and Stephen Miller. OUTGOING CORRESPONDENCE 1. Letter, contracts and P.O.'s to Copeland Coating for the repair work at the tennis courts 2. Letter to Town Board re: full time maintenance person 3. Letter to Town Board re: part time position in senior center 4. Letter to Dan Zoller re: safety plan CORRESPONDENCE. A letter was received from Anna Marie Martinez regarding the summer program. Since she is a resident of the village (19 Prospect Street) we informed her that she was not eligible for our program and that she would have to sign up for the Village program. In her letter she said that the "Village program is not suitable for my needs." She said that the village program is a summer "playground" in which the children have to go home for lunch and then return and that was not suitable to her needs since she worked in Manhattan and is a single parent. She said that she couldn't allow her children to walk the streets coming home for lunch. We sent back a note that we couldn't allow her into the program. Mr. Holt mentioned that we are sorry about her circumstances but we would open pandoras box if she were allowed to participate in our program. A letter was received from June Visconti as follows: "I recently was listening to a radio program about successful Teen Programs in Dutchess County. It was mentioned that the most successful approach has been when there are "Teens" involved with the "Design" of the program. I also think it might be a good idea to have some young people involved on our Recreation Board. Please explore this idea and let me know ifit has any merit." Mr. Holt asked each member to think about this. We need to get some kids who are interested and it might be something we could entertain. 1 A Notice of Variance or Waiver was granted for our swim program. The waiver was requested for our WSI personnel since they are both age 19 and the plan calls for someone who is 21 years of age. In his letter to the Board of Health, Mr. diPierno stated that despite the shortcoming of age, he felt that both of these individuals were well suited to carry out their duties expertly and responsibly. Mr. Holt mentioned that if we have any trouble in the future obtaining WSI's or Lifeguard to contact Gene Damm. Mr. Damm runs a swim camp and is in contact with qualified swim people. We received a copy of a letter which was addressed to the Dutchess County Planning & Development from Joseph Paggi, Jr. Engineer. This letter addressed the 1994 Castle Point Recreation facility project ( electric). In his letter he stated that as per the pre-construction conference on Tuesday, June 17, 1997 he has contacted the necessary people to coordinate the installation of the electric and telephone service to the Castle Point Recreation site. He had contacted Roger Humeston ofR.G.H. Construction, Tom Eastwood of Central Hudson Gas & Electric and Roger Yensen ofNYNEX and Graham Foster of the Town of Wappinger Highway Dept.. He mentioned that he has asked.Roger Humeston and/or Graham Foster to contact Bob Ray of Central Hudson and Roger Yensen at least 48 hours prior to the date that they wish to start the work. Central Hudson and NYNEX will furnish the necessary cable and conduit at no cost to the Town. Mr. Holt mentioned that the work is scheduled to begin on July 14th. We were told that it would take a maximum of 4 days maybe 3. Roger Humeston will do the digging, there will be a highway truck with the sand which will go in the ditch to lay the cable on and then the ditch will be filled up. The Recreation Dept. will be furnishing a flag person. Mr. Friedman asked about the progress on the building and was told that the okay has been given for Mr. Paggi to go out to bid. A letter was received from Lori Guistino who is with Pack 40 of the Boy Scouts requesting the use of Martz Field on August 23, 1997 from 11 a.m. to 4 p.m. for a group of 40 for a picnic and a parent Ison baseball game. The raindate is scheduled for August 24th. This request was approved and Mr. Miller will forward the necessary papers and information to her to fill out. We would need a copy of their insurance and the $10.00 fee. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the seniors activities for the month of June 1997. This report is attached to these minutes. Mrs. DeLisa noted that there are 191 on the member list and 233 on the waiting list. DIRECTOR'S REPORT Mr. diPierno mentioned that the concerts have been going well and there seems to be a good crowd at most of the concerts so far. He did emphasize that we really must do something with the parking situation. There must be a more effective way to place the cars. It 2 ~ was suggested that maybe the maintenance guys put up some posts and rope off the areas. The cars should park two deep along Old Myers Comers Road and we should keep an entrance and exit roped off Mr. diPierno will draw up a plan and Mr. Holt will discuss this with the maintenance people. Mr. diPierno mentioned that there is a problem with the communication aspect at the camps. He said that every time there is an emergency they counselors have to use their own money to call parents. It was mentioned that they should remind the children that they must bring a quarter for the phone and possibly tape it in their lunch box or cooler. If the child does not have the money the counselors can send a note home to the parents stating that on a certain date they had to use the phone to contact them and ask to be reimbursed for the call. He also mentioned that Splashdown's policy this year is that the counselors must pay in order to go into the park and make use of the facilities. They have to pay 1f2 price at a rate of 1 to 10 and anything over that they have to pay full price. Evidently Mr. diPierno had agreed to this when he booked the trips and was not aware that the counselors never paid in previous years. Mr. diPierno mentioned that he told them that we might have to reconsider using the park because we can't have our people pay to work. He also mentioned that when we go on an outing such as Splashdown or Discovery Zone we really need to have the children identified as belonging to Town of Wappinger. It was suggested that each child get a colored T-shirt which will have to be worn on such outings. Each of our camps would have an identifiable color so that any counselor would know where the child belongs. It was suggested that the price for this T-shirt be included in the registration fee. Mr. diPierno mentioned that most of the camps that use these facilities had shirts. Pawling Recreation, West Point, Pleasant Valley all had them. Safety is a primary concern. Mr. Holt mentioned that we should also put a hat on our counselors so that they stand out. Mr. diPierno mentioned that he would like to put in the 1998 budget a beeper for Maureen (Summer Director). He has his personal beeper and it is very useful. It was also suggested that Mr. Tompkins also have a beeper. It is necessary in emergencies. We have to know where they are and be able to get to them quicker. It was mentioned that the vandalism at Quiet Acres is increasing and we would like to see the Town Patrol visit the parks and as in the case of Quiet Acres maybe they should go down in the park. The kids have turned over the garbage cans and smash bottles all over. Mr. Holt asked if the camera at Spook Hill is working. How are things goingwith the system? It was suggested that we should think about a security system at Airport, Martz Field and everywhere we have a building. Mr. diPierno mentioned that he had two boys come in to the Town Hall and ask if we would consider putting in a place for skateboarding and in-line skating. He told them that we have discussed this but he didn't know how far the planning has gone. 3 -. . Mr. diPierno mentioned that there was an incident between one of the counselors and a camper. Mr. diPierno said that he had talked to both parties involved and a full report will be on file in the office. We need a policy in place for any incidents that happen at the camps. SPOOK HILL Mr. Friedman asked about getting the handicapped markings on the new blacktop at Spook Hill. He was told that Mr. Tompkins is aware of this and he has been in contact with BMT Maintenance. Mr. Miller mentioned that the barbed wire is still by the building at the park. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. We have had three lawsuits so far this year. We had two incidents happen at the basketball court at Martz Field and the third incident happened on opening day of Little League at Robinson Lane. They are in the hands of the insurance adjusters. 2. The roadway at Quiet Acres was paved and in doing so they paved so close to the building that we couldn't get the door open. We had to have someone go down to fix the problem. 3. It was suggested that we think about using Airport Park as an additional camp in the summer and try to bring down the numbers at Martz Field. 4. The Health Department sent a letter regarding the water at Robinson Lane and it was suggested that a filter be put on the water system. When we took a P.O. down to be approved for the installation of the filter, Mrs. Smith mentioned that there are several water concerns in the Town and they will be addressed at the same time. 5. Mr. Holt mentioned that someone suggested that recreation look at property at Roberts Lane which already has a building. The property is only about an acre and a half Each member was asked to check this out. 6. Mr. Holt is setting up a meeting with the engineer on July 23rd to go over the the proposed roadway for the Rymer Property. Mr. Friedman mentioned that we need to design the complete road. He said that we need an overall plan with the survey and contours before we can do anything. 4 7. Everyone was asked to bring in to the office any information for the 1998 budget asap.. Mr. Holt said that he is going on vacation on August 8th and he would like to have the budget done before he goes. We need support information for all requests. 8. The summer picnic will be held on August 7th and Mr. diPierno was asked to get the program ready. We need to check with the bus depot regarding the transportation. We again propose to charge the children $1.00 as we did last year. We will again give the children a hot dog, hamburger, soda(drink) and watermelon. We need to have prizes, judges etc. Mr. diPierno was also suggested to get the MacDonald's orange drink and to get numbers so that we know how much we have to buy. Mr. diPierno will get the information out early and will have the numbers in plenty oftime. It was suggested that we get bottles of soda instead of cans. The kids seem to take two sips from a can and then waste it. Mr. Ennesser mentioned that he would be willing to work on something for the Community Development grant. Mr. diPierno mentioned that there are a few holes in the lattice work on the stage that have to be filled in. Mr. Holt said that he would mentioned this to Mr. Tompkins. The meeting was adjourned at 6:30 p.m. on a motion by Mr. Miller seconded by Mr. Ennesser. JULY 1997 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF JUNE 1997 SENIOR CITIZEN CENTER June activities at the senior citizen center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, videos, bingo, puzzles, creative writing, cards and games and Bridge. Over 50 seniors enjoyed a breakfast at Fishkill plains Elementary School on June 4th. The Fishkill senior center Kazoo Band joined us for a delightful morning. After our breakfast of bagels, fruit, muffins, coffee/tea etc., Different students from the various classrooms came to the cafeteria to entertain us. There was reading to the seniors to wonderful songs by the chorus. A very enjoyable morning for all. . On June 5th, over 115 seniors celebrated the 9th .anniversary of the Wappinger Senior Citizen center. Each senior contributed something to this annual B B Que. There were burgers and hot dogs, salads, beans, more salads, lasagna, more salads and lots of dessert. The weather was spectacular, the food was deeelicious. A good time for all. Just a note here: Next year is the 10th ANNIVERSARY. This will take a little extra planning and maybe a small token gift or something for each senior? Blood pressure screening was cancelled this month as the volunteer was unable to come. The monthly birthday party was held on the 27th. The trip to Bothanical Gardens and Triplets was successful. THis was a different type of trip as it included an afternoon at the gardens and then dinner and entertainment in the early evening. Linda soto, our craft/activity teacher left effective June 20th. She and her family are moving to Delaware. We have hired Maria Borges who is replacing Linda. She is very good with the seniors, and is already "winning their hearts." There are 188 seniors registered at the center and 219 on the waiting list. ITEMS TO BE NOTED: 1. Maria will be helping you with crafts as well as helping with all our parties and events as does Regina. Regina and Maria are working together looking into different craft projects. They both welcome your ideas and suggestions. So welcome Maria. Regina and I both welcome you aboard as I am sure do all the seniors. I want to thank you all again for your continued support and understanding. I am beginning to function a little better each day thanks to all your help. Thank you so much. Now, it is time to move on to our July events. Please note the Center is closed July 3rd and July 4th for Independence Day weekend. But on Thurs. July 10th we will 1 have a T-SHIRT DAY + BINGO! That means you should wear your Wappinger Senior Center T-Shirts for the day. And maybe PIZZA? No, don't wear Pizza, I mean let's have pizza for lunch! On July 16th, Cathy Godwin from CHP SENIOR ADVANTAGE will be at the Center to talk about their HMO/MEDICARE program. There are still a lot of questions out there on these insurance programs so mark your calendar. On July 23rd the Office of the Aging will hold their annual picnic in Wappingers at Schlathaus Park. For reservations for this picnic you must call the Office of the Aging. If you are going wear your T-shirt. Other July news: The Heart Assoc. will provide blood pressure screening on the 9th. Our MONTHLY BIRTHDAY will be on the 25th. BINGO days are Wed. July 2nd, 16th,and 30th and Thurs. the 10th, 24th and 31st. If you ordered a Wappinger T-Shirt and have not received it, please see me. I ordered a few extra if anyone would like one or would like another. The cost is $8.00 per shirt. Anyone interested in making bows? We will be holding a BOW MAKING CLASS probably in September. The holidays are not far away then and you can get a head start on learning to decorate your gifts and packages. If interested, please put your name on the sheet beside the attendance sheet headed BOW MAKING. Would you like to have a day of GAMES. Games such as "PRICE IS RIGHT" or TRIVIA or BRAIN TEASERS? Please let me know. I will schedule these in the coming months. Of course there will be prizes for the participants and winners. This could be a fun day, something a little different plus mind stimulating. Do you want to try it? BRIDGE has been cancelled for July and August. and will resume in September. If you are interested in Bridge, please let me know and we will contact you in September. The CREATIVE WRITING Class continues. The schedule is flexible for this activity. If you are interested in joining let me know. Don't be shy! It's fun and can be an exciting experience. The WALKING CLUB continues.. .If you have not joined this club yet, start now! Just add your name to the chart and start walking. Six times around the Town Hall is a mile. Just mark the number of times you walk around, I will convert it to miles later. Walking is considered one of the best physical exercises you can do for your health. It can 2 ~ help reduce blood pressure, regulate insulin for diabetics, keep your heart healthier and so much more. The goal for walkers for 1997 is for each walker to do 10 more miles than last year, or if just starting, you can make at least 10 miles your goal. That is only 60 times around the building in a year, or 5 times around a month. No Cheating! 1997 is the year of the Serious Walker!! Only those who particpate in walking at least 10 miles (exceptions must be appr~ved) can enjoy our Award Luncheon. Enjoy the poem by Sue Bush. The Creative Corner was started for YOU to share your thoughts, drawings or writings. So come on Seniors! Let's see your "stuff." In regard to paying dues, many of you are now paying your dues on a yearly basis and for that your Treasurers thank you. This makes bookkeeping much easier and efficient. Many choose to do this as they cannot be at the Center every week and want to participate in our special events. Yearly dues is $25.00. Many of you pay on a monthly basis and that too makes it easier to keep track of. A few of you are NOT current with dues, this may result in your paying full price for the upcoming luncheons! Your Treasurer says that for those paying dues by the month, JULY dues is $2.00. Those on the waiting list are welcome to pay dues. This entitles you to join our "out of Center" activities at a reduced cost. Thank you all again for everything.
