RECREATION COMMISSION MEETING
DECEMBER 1, 1997
NEXT MEETING JANUARY 5, 1997 AT SCHLATHAUS PARK AT 6:30 P,M.
The regular meeting of the Town of Wappinger Recreation Commission was held
December 1, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess
County, New York.
The meeting was called to order at 7:05 by Chairman Ralph 1. Holt. Others
present were Senior Citizen Director Kathi DeLisa, Commission Members James Chappas,
Ronald Friedman and Ellen Korz.
The minutes of the November 3, 1997 meeting were approved on a motion by Mr.
Friedman seconded by Mrs. Korz with all in favor.
OUTGOING CORRESPONDENCE

CORRESPONDENCE
A letter of resignation from the position of Recreation Director, dated November
10, 1997, was received from Gerry diPierno. He mentioned that he has accepted a management
position with a national company which demands substantial travel and responsibilities.
Consequently, his ability to fulfill the duties of Town Recreation Director has been sharply
curtailed. The resignation was effective immediately.

A memo was received from Ron Friedman on how to disguise the landfill gas vents
which will be at the Castle Point Landfill. His suggestion was to build a three sided column
around each vent. The open side would be in the direction from which it is least likely to be
viewed. Then construct a birdhouse on top of the column. The open side would allow any gases
from the vent to escape unimpeded. He mentioned that there may be other ideas that would be
satisfactory.as long as they do not impede the function of the gas vents or require foundations that
penetrate the soil cover. It was decided that this might be an excellent way to disguise the vents.
Also in connection with the discussion on Castle Point it was suggested that a letter be written to
the V.A. to explain the growth in the Town and ask ifthere might be any additional land that we
may acquire. Mr. Holt requested a name of someone to contact at Castle Point. Mr. Friedman
suggested that a letter also be sent to Sue Kelly's Office. Mr. Holt mentioned that nothing has
been done regarding the fill. They have markers out and equipment there but no fill has been
brought in at this time. We hope that this won't cause a problem with our Playground status for
1998.
Mr. Holt mentioned that the second bids were opened for the Castle Point Rest
Rooms and the apparent low bidder was Colonial Builders at $73,970. down from the bid of
$77,000. for the previous bids. At the Town Board meeting they agreed to accept this bid but
were under the impression that we would have to take only $8,000. more from Parkland to
complete the project. They were under the impression that the additional $20,000. grant was for
the building when it was actually for the paving work around the building.
A letter was received from David H. Deitrick, Jf. of West Point informing us that
the Concert Band has been scheduled to perform at the Roy C. Ketcham High School on April 17,
1997. Mrs. Roe has been trying to contact the school to make sure that the proper paperwork has
been submitted to the school and that we have received permission to use the facilities. She noted
that this date is while the school is on their Spring Recess. Mr. Holt mentioned that as soon as we
receive confirmation from the school we will have to start advertising this concert.
A memo was received from Ann Buckley, Comptroller noting that effective
December 1, 1997, there is to be no more spending unless of emergency in nature. All vouchers
and purchase orders must be approved by Supervisor Connie Smith prior to ordering any item.
This is necessary to close the books in a timely fashion.
A letter was received from Sebastian Carta, Jr. of the Dutchess Deb's requesting
the use of the Robinson Lane Recreation Area on July 24th, 25th and 26th for their annual
tournament. Mr. Friedman was asked to get in touch with Little League to find out if that date
was open.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of
November. This report is attached to these minutes.

She also mentioned that there are now 234 people on the waiting list for the
center. She tries to accommodate as many as she can with the special programs. Mr. Friedman
mentioned that a committee had been formed earlier in the year of Mrs. DeLisa, Miss Gutzler, Mr.
Holt and himself and suggested that they meet in January to try to discuss this situation to see if
they could come up with some ideas on how to handle the situation. Mr. Holt mentioned that a
proposal has been submitted to the Town Board for the Community Development Grant which
would make changes to the Schlathaus Property which would enable it to be used for Seniors and
handicapped persons. If this is approved we could have a satellite program at there. The only
problem would be the staffing of the program. Mr. Holt mentioned that he had heard that our
proposal is the third on the list after the handicapped doors at Town Hall and a grant for Grinnell
Library. Mr. Friedman mentioned that we should write a letter to the Town Board suggesting the
use of the Parkland Funds for the project if the grant is not approved.
MAINTENANCE
Mr. Ennesser was unable to attend the meeting but sent in a resume for someone
whom we might consider for a maintenance position. Mr. Holt mentioned that we do not need
anyone at the present time and that we would look at this for the Spring and Summer.
RYMER
Mr. Friedman asked about the status on the Rymer Property and Mr. Holt said that
he will try and set up a meeting with Mr. Paggi. Hopefully in January we can get the order in for
the chipper and if we don't have a lot of snow the guys can get in there to start to clear the area.
SCHLATHAUS PARK
Mr. Friedman mentioned that the alarm went offat Schlathaus on November 16th
as there was a power surge. When he met the Fire Company Officials there they suggested that
we place a notice on where the alarms are located and have it taped to the wall somewhere. It
should also have the company's name and number on the sheet. Mrs. Roe mentioned that we had
a lot of trouble with the system the next day and that the alarm kept going off for no reason
sending in all sorts of codes. We had to take the alarm out of service until we could get Bill
Blecka of Centurion Security System over to assess the situation. He mentioned that this is one
of the older systems and that when we had the power surge it burned out some of the back up
system. He was able to temporarily fix the problem but it was suggested that we might look into
replacing it with a more efficient system. We will work on this in January.
AIRPORT PARK
Mr. Holt mentioned that the new alarm system has been installed at Airport Park
and requested Mr. Chappas to obtain some information on names and numbers to be put on the
calling list so that we can get the system activated.

COMMUNICATION
We keep finding that the Town Residents are not receiving the recreation
information about the various programs. The babysitting course was another situation of the
word not getting out. Mr. Friedman mentioned that there is a column in the Poughkeepsie
Journal called OUR TOWNS which we could be using. He also suggested that we set up a
HOT LINE telephone with a recording that people could call from 5 p.m. to 8 a.m. to get
information on programs. We could change the recordings as the programs change. That way we
could advertise the programs and if anyone needed further information they could contact
someone. It was also suggested that in January and February we do some type of recreation
information package that maybe could be mailed to the residents.
CHRISTMAS PARTIES.
Mr. Holt mentioned that the plans for the party at the Elks is progressing nicely.
We might still get a raflle gift from Shop Rite. The gift bags have been filled and are ready. Mrs.
DeLisa and Mrs. Roe still have to get some of the raflle prizes and wrap them but overall
everything is coming along. We had our sign up on November 14th and we have approximately
50 on a waiting list for this popular party. We will have to take a look at this to see what we can
do for next year maybe possibly have 2 parties.
The party for the children at Schlathaus Park on December 7th is coming along.
We have the tent ordered, we have a heater and the gifts are in. That day Mrs. Roe and Mr.
Friedman will be at the New Hackensack Firehouse at 3 :00 to start working on the hot beverages.
Mr. Tompkins will be available to put out the SANTA chair and necessary tables and to get the
supplies from Meadowbrook. The P.O. has been taken to Meadowbrook with the order for the
cider and donuts and apples. New Hackensack Fire Company has been contacted about bringing
Santa on the Fire Truck.
WINTER PROGRAMS
Mr. Holt mentioned that Mr. Considine will be able to do the basketball program
for the two weeks in December and then while school is closed for the Holiday break we will have
to find someone to do January and February time period. Mrs. Roe mentioned that she will
contact the people for the Boys and Girls Gymnastics program and see if Joe Fanuele will be
interested in running the Boys & Girls Basketball program. Both of these programs are suppose
to start on January 10th with registration. The Adult Volleyball and the Aerobic program are
progressing nicely with no problems.

ENCUMBRANCES
During the year we received permission to do the blacktop work at Rockingham
Park for the handicapped parking and we also received permission to do blacktop work in front of
the stage at Schlathaus. Both of these projects have not been done and with the weather we have
been having we will not be able to get the work done this year. We are, therefore, going to the
Town Board requesting permission to encumber these funds so that the work can be completed in
the spring as soon as weather permits.
The meeting was adjourned at 8:15 on a motion by Mr. Chappas seconded by Mr.
Friedman.

DECEMBER 1997 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF NOVEMBER 1997
SENIOR CITIZEN CENTER
November activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, videos, bingo, puzzles,
bridge, Spanish class,cards and games.
140 seniors from four senior centers enjoyed a day of
Bingo at the Fishkill Senior Center on the 10th. Bingo all
day and pizza for lunch! This has become a very popular
event. We are grateful to the Fishkill Seniors for inviting
our Center. Our Center room is too small too reciprocate.
On the 19th, 105 Seniors went to the Best Western for our
Thanksgiving luncheon. However, it was pretty disastrous.
Due to a kitchen equipment malfunction, all our food was
cold. Needless to say, it was not our most enjoyable
luncheon. Management and I did agree on compensation for
this and asked to seniors to return and give them another
chance. This will be up to the seniors to decide.
The Dept. of Health held a Flu clinic on the 20th. Blood
pressure was held on the 12th. Our monthly birthday party
was on the 21st.
Reservations for the Elks Christmas party were taken on
the 14th. There are over 50 seniors on the waiting list for
this event that is open to all Town Seniors.
The trip to the Westchester Dinner Theater was
successful. This was the last trip for this year.
There are 197 seniors registered at the Center and 234 on
the waiting list.
ITEMS TO BE NOTED:
1. Dec. brings a Christmas party at the Villa Borghese on
the 5th and the Elks Lodge on the 10th. Everything is all
set for these two big events.
2. A "little Christmas" is scheduled at the Center on the
18th. Just a small Center function, light snacks etc.

HO!HO!HO! What do you know? Christmas time is here!
Hear the jingle bells jingle! Watch for the sleigh bringing
Santa on his way! Parties, food, music, surprises and fun
all in the days to come. So you better watch out....Here
comes Santa!!!! HO!HO!HO!
We'll start a whirl of parties on Fri. Dec. 5th at Villa
Borghese with a luncheon and lots more starting at noon.
This luncheon is open to all those on our waiting list. The
menu will include soup, salad, a choice of Prime Rib of
Beef, Chicken Marsala or Poached Salmon Steak, dessert and
coffee/tea. The cost for those current with du~sis $6.00
The cost may vary for those not current with dues or those
who are new to the Center or on the waiting list. You must
sign up and pay for this luncheon by Dec. 1st. There will
be no refunds after this date. Get ready for a great time!
There will be lots of surprises, good food, music "by Johnny
Dell and a great day to enjoy the holiday spirit with your
friends. Bells will jingle, maybe a HO HO will be heard,
who knows what the day will bring! Come and enjoy!
On Wed. Dec. 10th, The Wappingers Blks Lodge in
conjunction with Wappinger Recreation is sponsoring a
Christmas party for Town Seniors. This is made possible by
the generous donations of local businesses and
professionals. YOU MUST HAVE YOUR TICKET TO ATTEND!
Reservations were taken for this on Nov. 14th. If you were
not able to get a reservation, let me know and we will put
you on the waiting list. If you have a reservation and
CANNOT attend for any reason, please let Peggy or me know so
we can fill your spot. The doors WILL NOT OPBN before Noon,
so please do not arrive at the Elks Lodge too early. They
will not let you in to the room. Once you are in and
settled, I guarantee you will have a great day. Wow! Rudolf

One more "little" party. On Thurs., Dec. 18th...a

"LITTLE" Christmas celebration at the Center. We will have
a light breakfast/brunch...bagels & cream cheese, danish,
orange juice, egg nog etc. If anyone wants to bring
Christmas cookies or another specialty feel free to do so.
Nothing fancy folks, just a nice day to share the Christmas
spirit, enjoy each other, sing a Carol or two maybe Carol
thru the halls and a chance to win at CHRISTMAS BINGO!!!
Come join in.
Last year in lieu of a Christmas Grab Bag we put together
a basket of goodies for a needy family. It is a chance for
all of us to share our Christmas spirit and wishes to
someone less fortunate than ourselves. We are once again
going through a church to find a family in need. I will
announce more on this as soon as I have more information.
Other Dec. news. Blood pressure is cancelled this month.
In January, this will be provided on the second Thurs. of
each month. Craft Class/Candle Holders on the 3rd. Sign up
for this so we have enough supplies. Birthdays will be
celebrated on the 31st. Remember, those with birthdays are
asked to bring a cake for the party. We will all help you
celebrate BINGO days are Wed. Dec. 17 and 31, Thurs., Dec.
4th,11t hand 18th.
Our Thanksgiving luncheon at the Best Western was
needless to say pretty disastrous. Well, at least we can be
thankful we don't eat there everyday. And at least we got
to enjoy each other's company. Now, as you know, the
management gave us 50% off the bill. They also offered to
have us back at a 50% off luncheon at a time of our choice
with a promise of hot food this time. Now, the choice
is...Do you want to go back for another luncheon, or do you
choose not to? Please let me know. Also there is a refund
due each of you. After you decided if you want to go back
or not, then we will decide how to handle your refund. Did
that make any sense? Sometimes I just ramble and even I
don't know what I said. Oh well, let me know what you wish
to do, please.
The WALKING CLUB continues..If you would like to join the
Walking Club start now! A chart is hanging on the door.
Just add your name and start walking. Six times around the
Town Hall is a mile. Just mark the number of times you walk
around, I will convert it to miles later. We do recommend
you walk with someone. Use the "BUDDY" system when
possible. Walking is considered one of the best physical
exercises you can do for your health It can help reduce
blood pressure, regulate insulin for diabetics, keep your

heart healthier and so much more. Goal for 1998 Walkers:
To do 10 more miles this year than last year. If you are
just starting, you can make at least 10 miles your goal.
That is only 60 times around the building in a year or 5
time around a month. Start now!
Enjoy "REFLECTIONS OF A CAT OWNER", by Helen Ventrig1ia
(cat lovers will really enjoy this) and the poem (in honor
of the holidays) by Sue Bush. The Creative Corner was
started for YOU to share your thoughts, drawings or
writings. So come on Seniors! Let's see your "stuff."
WINTER/SNOW POLICY: Please note Exercise and Line
Dancing will cancelled if the schools are closed due to snow
or ice. However, that does not necessarily mean the Center
is closed. For CENTER CLOSING INFORMATION please listen to
WEOK; 1390 AM or 1340 AM or 92.7 FM on your radio.
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank

choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A fEtw of you'are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, DECEMBER dues is $2.50.
Those on the waiting list are welcome to pay dues. This
entitles you to join our "out of Center" activities at a
reduced cost.

REFLECTIONS OF A CAT OfllNER

I'm beginning to get forgetful. I'm forgetting the routine
we have. A certain time of day, Tabby gets canned food.
Yesterday I couldn't think of what he wanted from me. He
kept crying and got underfoot. I gave him his goodies to
eat but he just looked at me in disgust. I hope this
doesn't happen too often.
One thing I have to write about Tabby. Every early morning,
I'm up doing my chores. Of course, Tabby comes first. I
brush him etc. There are mornings when I'm in a hurry and
can not give him the time he wants. He will sit on his
couch and scratch and cry like a cat in distress. The first
few times he had me thinking that some poor cat outside was
crying from cold. But it turned out to be him. When I come
running frantic to the room, there he is, he looks at me
sleepily as if to say "got you!" Fooled you again! Can you
not love a cat like this. He's just too much!
This is the end for now. We hope to hear more from Helen at
a later date.

I GET AGIDA EVERYTIME
I THINK OF GOING CHRISTMAS SHOPPING
MY DEAR HUSBAND THINKS THAT I GO BERSERK
AT THIS TIME OF THE YEAR.
I JUST CAN'T RESIST ALL THE BEAUTIFUL GOODIES.
LAST YEAR I MADE A RESOLUTION TO PUT A LIMIT,
ON THE THINGS TO BUY.
THIS WAY, IT WOULD BE LESS FOR ME
TO TAKE BACK TO THE STORE FOR EXCHANGES.
EACH YEAR I FIND IT MUCH HARDER,
TO BATTLE THE PEOPLE ON THE EXCHANGE LINES.
EVERYONE HAS THE SAME IDEA.
WE SPEND SO MUCH TIME SELECTING GIFTS THAT WE
LIKE,
THAT WE FORGET TO BUY WHAT THEY WOULD LIKE,
AND AS A RESULT WE FIND OURSELVES BACK
ON THE SAME LINE YEAR AFTER YEAR.
AND BOY OH BOY DOES THAT BUG MY EVERLOVING SPOUSE.
I CAN'T SAY THAT I BLAME HIM.
LAST YEAR WE TOOK OUR LUNCH AND DINNER WITH US,
WE WAITED ONLINE FOR THE BETTER PART OF THE DAY
I MISSED ALL THE DAYTIME STORIES THAT DAY.
I DIDN'T KNOW IF MOLLY HAD HER BABY,
IF JEFF LEFT HIS WIFE AFTER THIRTY YEARS OF
MARRIAGE
FOR HIS YOUNG HOUSEKEEPER.
I FOUND MYSELF SO FRUSTRATED
THAT I WAS NOT THERE FOR MARGO'S WEDDING,
THAT I CAME DOWN WITH A SICKENING HEADACHE.
I VOWED THAT THE SAME THING WOULD NOT HAPPEN AGAIN THIS
YEAR.
I THINK THAT I HAVE IT SOLVED.
I WILL PUT ALL THE GIFTS IN ONE BAG
AND LET THEM PICK OUT THEIR GIFTS AND HAVE ON ALL THE BOXES,
NO REFUNDS OR EXCHANGES- ALL GIFTS FINAL
