RECREATION COMMISSION MINUTES
MARCH 2, 1998
NEXT MEETING APRIL 6, 1998 AT SCHLATHAUS PARK AT 7:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was held March
2, 1998 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order by Chairman Ralph 1. Holt. Others present were Kathi
DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director and Commission Members
James Chappas, Joseph Ennesser, Ronald Friedman, and Ellen Korz.
The minutes of the February 2, 1998 meeting were approved on a motion by Mr.
Friedman seconded by Mrs. Korz with all in favor.

CORRESPONDENCE
A letter was received from Andrea Miller thanking the Commission for the
donation made to the Kimisis Greek Orthodox Church in the memory of her father.
A letter was received from the Town of Wappinger Little League stating that the
Opening Day Ceremonies for Little League will be held April 18, 1998 at 9:00 a.m. with the
raindate being April 25, 1998. The letter also invited Mr. Holt to speak at the ceremonies. They
also requested that the Town make arrangements for porta johns to be available. A letter will be
sent to Little League thanking them for the invitation and that it would be a pleasure for Mr. Holt
to speak on behalf of the Town of Wappinger. We also indicated that porta johns would be
placed at Robinson Lane during the month of March.
A Certificate of Insurance was received from the March of Dimes for their walk
scheduled to take place at Castle Point April 26, 1998.
Affidavits of Publication were received from the Southern Dutchess News for the
bids for the commercial mower and the chipper.
The check for the 1997 YDDP Recreation Programs was received in the amount
of$7,652.00
A letter was received from EnviroClean Porta Potty for the use of porta johns for
the 1998 season. The regular unit will be $65.00 per month and the handicapped accessible unit
will be $95.00 per month.
A letter was received from A-I Portable Toilets for the use of porta johns for the
1998 season. The regular unit will be $58.00 per month and the handicapped accessible unit will
be $75.00 per month.
A quote was received from Centurion Security presenting two proposals for
Schlathaus Park. The first was to replace the IMPERIAL Z master control at a cost of $300.00
and the second was to upgrade the Alarm System with a DSC Power 832 Alarm System at a cost
of $850.00. A question was asked as to what the improvement would be. A request will be make
to the alarm company to give a description of the upgrade -- exactly what will be done for the
$850.00.
A letter was received from the Hughsonville Fire District requesting that we meet
with their Board on March 4, 1998 at 7:00 p.m. at the firehouse to discuss our request for use of
their facilities for the summer program.

A request was received from Bill Paul dine, Director of Athletics at Roy C.
Ketcham High School, asking permission to use the Pye Lane Tennis Courts for practices and
contests for the High School Tennis Team from March 15 to May 7, 1998. Jim Allen will be the
Coach. He also enclosed a copy of the tennis schedule. This request was approved and it was
suggested that a letter be sent to the school giving them approval to use the courts starting March
15. Mr. Friedman mentioned that we should write in our letter that we look forward to continued
cooperation between the School District and the Town of Wappinger in regard to use of
facilities.
A quote was received from Anaconda Sports for the purchase of playground shirts
for the children attending camp. The quote was for a Russell athletic T- shirt at a charge of$5.00
for adults and $4.35 for youth. A quote was received from Print Plus for the purchase of
playground shirts with the quote of $4.75 for the adult size shirts and $4.25 for the children S-L
size shirts. They were suppose to be for a 50/50 blend shirt but Mr. Friedman mentioned that we
should see what the quality of the shirt is since there are various grades of material.
A quote was received from Print Plus for the purchase of the staff shirts. The
quote for the 50/50 blend shirt with two button placket, fashion knit collar and hemmed bottom
for adult sizes S-XL is $9.00 each. They mentioned that there would be no charge for camera
ready black and white artwork and no screen charge for this job. A quote was also received
from Anaconda Kaye for the same type of shirt (Style #4002 Anvil staff shirt) at a price of$IO.00
a shirt. This price is for the same shirt that we had last year with a 1 color silkscreen. It was
decided that if the shirt was the same that we should go with the shirts from Print Plus. A request
for a P.O. will be sent to the supervisor.
A resume was received from Eric P. Bopp for employment. He indicated to Mrs.
Roe that he was interested in full time and she told him that we usually only have openings for
seasonal part time. Mr. Holt will review this application.
A proposal was received from Blacktop Maintenance Corp. for the installation ofa
basketball court at the Robinson Lane complex along with the addition of a much needed 50 car
parking lot. The total cost for the two improvements would come to approximately $40,000. It
is our desire to make this park a multi functional park not just baseball. The basketball court
could be used when Little League is not in session and by siblings of those playing Little League.
It would also be a welcome addition to the summer playground program. It was suggested that
we find out how much is in the parkland fund and write a letter to the Town Board requesting
permission to go out to bid for these improvements using Parkland Funds.

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of
February. This report is attached to these minutes.
Mr. Friedman mentioned that we have had a committee in place to discuss the
problems at the Senior Center (i.e. space and how we could improve the program). It was
decided that a meeting be held on March 9 at 6:30 p.m. at Schlathaus. Those on the committee
are Mr. Chappas, Mr. Friedman, Mr. Holt and Mrs. DeLisa.
The bus trip list for 1998 is completed and the sign up for the first trip which is to
Hunt's Landing was held February 26th.
RECREATION DIRECTOR'S REPORT
Mr. Lowery mentioned that the summer concerts are booked and he handed out a
flier to all the commission members. We will be putting an ad in the paper with the concerts and
Mr. Lowery mentioned at it will be on the Web Site. We have been talking about sending a flier
out to the firehouses, Masonic Hall, Elks Club and to churches to be placed on their bulletin
boards.
Mr. Friedman mentioned that the Web site that Mr. Lowery has created will be one
of the most popular ways of getting the message out to the public. Mr. Friedman mentioned that
maybe we should attach a sign to the bulletin board at Schlathaus with the Web address on it.
Mr. Ennesser will look into the cost of such a sign. Mr. Lowery mentioned that the web site
address went into the paper last week and during the past week he had about 35 hits. Some
sample comments off the E-mail were as follows: "Dear Mr. Lowery: I have been a town
resident for 16 years. I have always enjoyed the offerings of the Town Rec. Dept. However, I
thought at times the offerings are limited I am so happy that you are planning several trips
especially one to Yankee stadium. East Fishkill has been doing this for years and my fiiends from
East Fishkilllove them. I think that they have a good program and perhaps you could get some
ideas from them. Good luck in your new position. Sounds like you will bring many new
innovative ideas to the program. Thanks".
He said that he has scheduled a Yankee/ Seattle trip on August 29 and should get
prices back this week. The cost should be about $30.00 per person. They will be for first base
box seats. This trip would be for families. He is also working on a Saratoga trip the beginning
of August. Sign up will be in May and the cost will be about $20.00. He mentioned that he was
on Sports One, a local program and that they are coming down in the summer to tape events i.e.,
concerts. They will also do a monthly calendar and put the events on the Community Show
Case. He is trying to get the message out.

HOT LINE/RECORDER
Mr. Chappas mentioned that soccer had received some information on a hot line.
He mentioned that there is a service with a basic rate of$15.95 for 200 minutes. You can then
get mailboxes for $5.00 a month for each mailbox. He mentioned that he would get some more
information on this. Mr. Friedman mentioned that he didn't think we needed anything so
sophisticated. He felt that we just needed an answering machine so that when the office is closed
the recorder would come on with a message about upcoming events. The thought was not
necessarily to answer questions but just a message about the activities for that month. If we just
get an answering machine there is only a one time charge. There was a discussion on this. It was
decided to start off slowly and use a recorder for after hours. Mrs. Roe also indicated that we
have to look into some type of radio/paging system for the maintenance and also for the Director
and Summer Director. There are many times when she needs to locate them and can't reach
anyone. Especially for deliveries for maintenance, and during the summer programs with toilets
that don't work etc. Mr. Holt and Mr. Ennesser will look into this.
SOCCER! AIRPORT/ROCKINGHAM
Mr. Chappas mentioned that he had received a copy of a letter to be addressed to
the Town Board asking for additional funding over the next 6 year period. This is to cover the
growth in the program and to cover inflation. This letter would be addressed by the Town Board
during their budget workshop and therefore we will be forward it to them with a covering letter
with the request that the increase start with the year 1999.
The Soccer League has also come forward with a list of improvements for Airport
Park, and Rockingham Fields i.e. rolling fields, trying to do something with the drainage problem,
addition to building etc. Mr. Holt mentioned that maintenance was planning on rolling the fields
as soon as they are dry enough to get on them. It was suggested that a meeting be set up with the
soccer people to discuss these requests and to come up with some type of plan. A wish list
versus necessary work. Mr. Chappas mentioned that they are maxing out their fields and the
fields are deteriorating because they are always in use. In baseball those fields sit part of the time
in the fall and get a chance to come back but in soccer the fields are used both Spring and Fall and
have no time to come back. We need to set up a program to save the fields. Mr. Chappas will set
up this meeting to discuss an overall plan for soccer to look at what we have, what has to happen
to it in terms to drainage, the number of kids we are servicing, and the need for more fields.
Mr. Holt mentioned that he had spoken to Mr. Paggi about the possibility of
putting in a well at Airport Park and he indicated that it could be done. Mr. Holt requested that
Mr. Chappas speak with Mr. Laman of soccer to have them write a letter requesting that this
project be done.

LITTLE LEAGUE/ROBINSON LANE
A request has been received from Little League as follows: "In recognition of the
many contributions to the Town of Wappinger Little League made by Al Kersting, the Little
League Board of Directors has decided that the field currently referred to as Senior League 1 will
be referred to as Aloysius A. Kersting Field in all of our schedules and correspondence.
We request your approval to erect a sign in the backstop of that field identifYing it as Aloysius A.
Kersting Field. Signed by John Smith, President" "Mr. Kersting began in the Little League in
1984 as a manager of the Senior League Division 3 Royals. He managed in Division 3 for 5
years. In 1989 he became the Senior League Division 3 Vice President and coached in the league.
In 1990 he became the Senior League Vice President and held that position for eight seasons.
That same year he managed a team in the Big League and he managed in big league for eight
seasons. In addition to managing and coaching teams for fourteen years and serving as Vice
President on the board for nine years, he was a tireless, enthusiastic supporter of the league.
Every year he was among the leaders in selling ads for the season program. During the season, Al
was at Robinson Lane almost every day. He would often spend his free time at the fields working
at the store. Al Kersting's unselfish devotion to the betterment of the Town of Wappinger Little
League has had an immeasurable positive impact on the entire organization. Senior League and
Big League Baseball will miss his leadership and integrity."
The Commission was all in favor of this request and it was moved to forward this
request to the Town Board for approval.
Mr. Friedman mentioned that the Dutchess Debs gave up the weekend in July
because of a state or national tournament but they want us to know that they will be back again in
the future for the use of the complex for their tournament. They were concerned that because we
gave the weekend to the Hudson Valley Express that they wouldn't get the weekend back. Mr.
Friedman assured them that would not be the case, and that they would have first choice of the
weekend.
SWIM
Mr. Friedman brought in a package of information on swimming. The package
contains information on financing with no cost to taxpayers. Mrs. Korz mentioned that she called
Jekoce Acres and they are not interested in selling their facilities or renting them since they will be
using them for their own programs.
OPENING ON RECREATION COMMISSION
Mr. Holt reminded the members that we have an opening on the Commisison. He

said that if anyone has anyone who might be interested in becoming a member to have them
submit their resume. Mrs. Korz mentioned someone who might be interested and she will
contact them and remind them to get their resumes in.
TENNIS
Mrs. Roe asked Mrs. Korz to contact Mr. Casowitz regarding setting up of the
tennis programs for this summer. We need to set up some dates and times and start to advertise
the programs. It was also suggested that the registration be done at Town Hall instead at the
camp registration. Mr. Ennesser mentioned that the new bulletin board for the Tennis courts has
been ordered. It is 48" x 36" with plexi glass and is an outdoor model.
RYMER
Mr. Ennesser mentioned that a letter has gone to the Town Board requesting that
Mr. Paggi be authorized to prepare the paperwork to get the curb cut on Old Hopewell Road for
the entrance to the Rymer Property. At the Town Board Meeting on February 23rd authorization
was given to Mr. Paggi to work with the Recreation Commission to go forward with this work.
Mr. Ennesser said that he spoke with Mr. Paggi today regarding this and he mentioned that he
has to write a letter and put together a site plan and it will take at least 3 weeks to get this done.
DOCKS
Mr Ennesser mentioned that the material for the second phase of the docks is on
order. The contractor is putting the dock together with stays mechanisms that will interface with
the existing docks. In addition we have asked that stanchions will be placed on the dock face
along the wall and on the side so that a chain link fence could be placed there to keep people from
climbing on the Club's property. Mr. Ennesser said that he has spoken with Mr. Roberts,
Attorney to the Town regarding tying into the wall and he has no problem with it. He said once
it is a go then we will sit and discuss the insurance, etc and wiJI cover it all in detail. Mr.
Ennesser said that he has sent a letter and a copy of the sketch to the Club and has spoken to the
commodore. They said that they will be getting back with Mr. Ennesser in a few days. Mr.
Ennesser mentioned that Mr. Bettina mentioned that there was a parking problem for the docks.
However, with Castle Point not being able to be used he spoke with someone at Shadowbrook
Gun Club regarding the possibe use of some of their parking area for the season. They will
discuss this and get back to us. Mr. Ennesser mentioned that we are trying to target May 1 st for
the installation of the new dock.

MARTZFffiLDPLAYGROUND~LAYGROUNDS
Registration dates will be held at Roy C. Ketcham and these are the proposed
dates. Thursday May 7th, Monday May 11th, Thursday May 14th and Monday, May 18th. He
mentioned that at Myers we couldn't get any consecutive weeks. At Ketcham we will have the
use of the lobby with no one else will in the building. The proposal was okay with the
Commission Members.
There was some discussion regarding keeping the children more confined to the
area for safety. It was suggested that we put up at least temporary fencing by Shale drive and
around the tennis courts up Montfort Road. We realize it would impede the cutting of grass but
we should think about it for safety of the children.
Mrs. Roe mentioned that Mr. Miller has been in contact with Evans School
regarding the use of their facilities for the Castle Point Playground. This request has been
approved.
The request for the increase of fees for the playgrounds has been before the Town
Board and has been referred to a workshop at a later date.
Mrs. Roe mentioned that it has come to her attention that the counselors now have
to pay to go into Splashdown to supervise the children. Many have expressed concern about
having to pay the $8.00 for each trip. Before Mr. Lowery schedules these trips, we should come
up with some solution. Mr. Lowery mentioned that Splashdown is not budging on this. He also
mentioned that he was going to cut down on the number of trips and will be going for the whole
day not just for two hours. Maybe we could use the special events money to reimburse them.
Mr. Lowery will cost it out to see how much money we are talking about and we will discuss with
the Town Board.
RECREATION CONFERENCE AT LONG ISLAND
Mrs. Roe mentioned that the 1998 Recreation Conference will be held April 26-29,
1998 at the Huntington Hilton in Melville, Long Island, New York. At this time there was no
one who would be able to attend.

MARCH 1998 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF FEBRUARY 1998
SENIOR CITIZEN CENTER
February activities at the Senior Citizen Center included
the regular of arts/crafts, oil painting, photo club,
exercise, line dancing, bingo, puzzles, bridge Spanish
class, cards and games.
On the 13th the seniors enjoyed a valentine Party with
valentines for all. valentines were made by the students at
James Evans school. Each senior received a small chocolate
heart and was treated to pizza for lunch.
On the 18th, 80 seniors enjoyed a Hollywood Gala at the
Holiday Inn. seniors had previously nominated their
favorite movie, actor, actress etc. to receive an "oscar".
There were seven catagories. Johnny Dell played favorite
show tunes of the past, awards were presented. lIt was a
great dayr
Blood pressure was held on the 12th. Our monthly
birthday party was held on the 26th.
There are 194 seniors registered at the center and 239 on
the waiting list.
ITEMS TO BE NOTED:
1. The trip list is complete and the first trip to Hunts
Landing in Matamoras, PA is filled.
2. March events a st patrick's Day party, a penny social,
Bowling (Fishkill and zion also), and breakfast at Myers
Cors. schoo I .
3. Maria Borges is planning on returning to work on March
10th if possible.

Spring is just around the corner and we have certainly
had a little peek. But never underestimate "Mother Nature"
she loves to surprise us! In the meantime, we have a busy
schedule ahead.
On March 19th we will have a PENNY SOCIAL. Many items
have been donated to our Oenter to be used at our
discretion. Ruth Speedling, Millie Grosso and Dot Wood have
volunteered to run this event. So come see all the fun
items, buy lots of tickets and enjoy the day. There will be
light refreshments and punch. Please help support your
Oenter by coming to our First PENNY SOOIAL. It has been
suggested that a portion of the proceeds be used to help a
needy family or a charity. Please give me your thoughts on
this. Many of yoU in the "Wish List" suggested helping a
charity or others in need. It's a wonderful thought, please
tell me if you have a favorite charity.
We will celebrate st. Patrick's Day with green bagels and
cream cheese and the Spanish olass will speak Gaelic! The
oil painters will use only green paint. Join us.
On March 30th, the Fishkill Oenter and Zion oenter will
join our Oenter in a Bowling party at Holiday Hoebowl in
Wappinger. (SNOW DATE IS APRIL 6th) There will be danish
and coffee in the A.M., and pizza for lunch. In between
breakfast and lunch, you can enjoy bowling with your
friends. Oost for the day to those current with dues is
$3.00. ($6.00 for those not current.) Sign up wi th Kathi
by March 23rd.
On March 31st, we have been invited to breakfast at
Meyers Corners School at 8:30a.m. The children will jOin us
and entertain us with scenes from their school play. There
is no cost for this. The elementary school children look
forward to this. Please sign up for this by March 13th.
Now other fun things in March: On Fri.,March 6th, Regina
will do a craft class making Shamrock pins. If you would

like to do this project, please sign up on the sheet
provided. The class will begin at 10:30a.m. Make one for
the house, one for yourself. Also on the 27th, There will
be an Easter project. A sample will be up soon, you must
sign UP for thses special classes to participate.
other March news: Blood pressure <now the 2nd Thurs.> is
on the 12th. Birthdays* will be celebrated on the 26th.
BINGO DAYS are wed. Mar. 11th and 25th, Thurs. the 5th and
Fri., the 20th.
* REGARDING BIRTHDAYS!!!!! On the wish list, many of you
requested that a cake be bought each month for the party
instead of each birthday person bringing a cake. well, your
wish shall be granted. I will buy a cake for all of us to
celebrate the birthdays of the month. of course cakes are
always welcome. Now see folks, how easy it is. If you want
something or don't like something just ask. You never know,
let me know, your wish might even come true.
COMING IN APRIL: Our Easter luncheon will be on Thurs.
APril 2nd at umnberto's <Mamma Marissa> at noon. Luncheon
includes: soup, choice of veal parmigiana, chicken Marsala
or Broiled Filet of Sole, salad, dessert coffee, tea and
those dee-licious bread sticks. The cost for those current
with dues is $8.50 and $18.00 for those not current. please
sign up for this by March 26th.
We will have a BINGO BANGO BONGO AT FISHKILL on April
20th. cost is $2.00 and you must have a ticket to attend.
Sign up for this by April 13th.
COMING IN MAY: Mother's Day? Do you want to go out for
lunch? Chinese Restaurant? somewhere else? Let me know.
Also, in May, there will be a nutritionist here to speak to
you as per requests from the Wish List.
speaking of the WISH LIST. I will keep some copies by
the sign in sheet just in case you have a "wish". Just
write it down and put it on my desk. The feedback from
those returned has been very helpful, enlightening and in
some cases surprising. Thank you to all of you who have
taken the time and effort to do this and to speak up.
Remember, you need to tell me what you want or do not want.
(I failed the mind reading class in college.) There are a
few more ideas I would like to mention so more of you can
comment on them. Read on...
several seniors have commented that there are too many
parties, yet other seniors say yes we want more parties.
Quite a dilemma!! well, I'll see what I can do to please
both sides here. However, there were several who felt that

some of the funds should be used to help those in need, less
fortunate etc. personally, I think that would be super and
that most of you would agree with this. So if not, you need
to tell me. To do this effQctively, it would help to have a
Community service Committee. Just a small group of you
maybe 3 or 4 who can submit ideas as to who we should help
and different ways to help the community's needy. So if yOU
are serious about this, let me know if you would like to be
part of this committee.
There are some other real neat ideas for example showing
videos in the morning from 10:30-noon instead of the
afternoon; having fruit served occasionally; have a class in
CPR-~et me know if you are interested so I will have an idea
how many to put in a class. Many of you asked for a speaker
on nutrition. There will be 2 nutritionists here in May to
speak with you. Some of you requested games like wheel of
Fortune. I have asked our Recreation maintenance "boss" to
make us a "wheel". We're working on it. AnYOne interested
in scrabble, parchese, chess or checkers? ~et me know!
There's lots more and I will continue to put these ideas to
you in the upcoming newsletters. However, Please If you
have not turned your wish list in or if you have more to
say, pick up a wish list by the sign in sheet. P~EASE NOTE,
I ASK QUESTIONS IN THIS NEWSLETTER, WOU~D SOMEONE PLEASE
ANSWER SOME FOR ME??!!!! Folks, I need you to tell me what,
who, why etc. I'm thrilled so many filled out the wish
list. Now to fulfill some of these wishes, I still need
your input.
The WALKING CLUB continues..If you would like to join the
walking Club start now! A chart is hanging on the door.
Just add your name and start walking. Six times around the
Town Hall is a mile. Just mark the number of times you walk
around, I will convert it to miles later. We do recommend
you walk with someone. Use the "BUDDY" system when
possible. Walking is considered one of the best physical
exercises you can do for your health It can help reduce
blood pressure, regulate insulin for diabetics, keep your
heart healthier and so much more. Goal for 1998 Walkers:
To do 10 more miles this year than last year. If you are
just starting, you can make at least 10 miles your goal.
That is only 60 times around the building in a year or 5
time around a month. start now!

WINTER/SNOW POLICY: please note Exercise and Line
Dancing will cancelled if the schools are closed due to snow
or ice. However, that does not necessarily mean the center
is closed. For CENTER CLOSING INFORMATION please listen to
WEOK; 1390 AM or 1340 AM or 92.7 FM on your radio.
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, March dues is $2.50. Those
on the waiting list are welcome to pay dues. This entitles
you to join our "out of Center" activities at a reduced
cost.
