RECREATION COMMISSION MINUTES
APRIL 6, 1998
NEXT MEETING MAY 4,1998 AT SCHLATHAUS PARK AT 7:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was held April 6,
1998 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order by Chairman Ralph 1. Holt at 7:00 p.m. Others present
were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director and
Commission Members Joseph Ennesser, Ronald Friedman, Ellen Korz and Stephen Miller.
The minutes of the March 2, 1998 meeting were approved on a motion by Mr. Friedman
seconded by Mr. Miller with all in favor.
CORRESPONDENCE
A letter was received from the New York State Office of Parks and Recreation and
Historic Preservation informing us that the application submitted for the Reese Park project under
the Environmental Protection Fund/Clean Air Bond Act has not been selected for funding.
A letter was received from the Hughsonville Fire District regarding the meeting that Mr.
Lowery, Mr. Holt and Mr. Ennesser attended with the representatives of the Fire District. In their
letter they listed the items to be addressed concerning the use of their facilities for the Summer
program. They are as follows: Certificate ofInsurance, bike rack, fencing, soft ground under
jungle gym, swing set and sliding board, swing seats have cracks in them, sliding board needs to
be re-set, and cellular phone procured. These items will be addressed and taken care of as soon
as possible. Mr. Ennesser mentioned that he has looked at the swing seats and has had Paul
Labieniec of Miracle Recreation take a look at them and he was told that the seats are safe.
A letter was received from Deer Hill Conference Center listing the particulars of the
agreement between the Town of Wappinger and Deer Hill Conference Center for the use of their
facilities for the swim program for 1998. Mrs. Roe mentioned that the items in the agreement are
consistent with the previous years agreement and the fee is the same as in 1997.
A letter was received from John Smith, President of Town of Wappinger Little League
stating that on September 6, 1997 Melissa Bisaccia passed away. He mentioned that Melissa was
18 at the time of her death and that she and her family had been in the league for many years. Mr.
Smith mentioned that they have asked her parents and have received permission to have Melissa's
name added to the stone at Robinson Lane. He also mentioned that Melissa was on the All-Star
team in 1994 when the Girls Senior League took the NY.S. Championship and went on to the
Eastern Regional. He mentioned that her parents have approached Little League and have

requested that a sign be put at the entrance of Robinson Lane that "We are the Home of the 1994
N.Y.S. Senior League Softball Champions". They said that this was something that Melissa felt
should have been done and Mr. Smith mentioned that he would look into this and get back with
her parents ASAP so that they would have time to have the sign made.
A second letter was received from John Smith stating that in recognition of the many
accomplishments of Melissa Danielle Bisaccia, the members of the Town of Wappinger Little
League Association have voted unamiously to refer to the field currently know as Field #2 as the
MELISSA DANIELLE BISACCIA FIELD. They requested the Town's approval to erect a sign
on the backstop ofField #2 identifying it as such.
There was a long discussion on the above requests. A vote was taken and approved to
have her name along with Aloysius Kersting's name put on the memorial stone at Robinson Lane
as soon as it warms up a bit and Weidner Memorials can schedule the work.
As for placing a sign at the entrance to Robinson Lane stating that "Weare the Home of
the 1994 N.Y.S. Senior League Softball Champions" the members felt that all champions should
be recognized. We have to take some time to review this and make a decision as to where the
sign should be placed and how we can recognize everyone. It was felt that if this is undertaken
that the Town should be responsible for it.
The third request was for naming a field after Miss Bisaccia. Mr. Holt mentioned that the
criteria that was approved states as follows: "The naming of such will be based upon 1.
contribution to or at the facility. 2. Public service, 3. Service to recreation. It was felt that
Miss Bisaccia did not meet this criteria. Mr. Kersting was involved in Little League for 14
years as a manager, coach, Vice President on the Board of Directors, and spent much of his free
time at the fields working at the store and on the fields therefore the request to name a field after
him was approved. Mr. Miller suggested that there should be a waiting period of at least one
year after the death of someone before we entertain such a request. Mr. Holt said it is a good
point and should be added to our proposal for dedication.
Mr. Holt will write a letter to Mr. 'Smith, addressing these three issues and what action we
have taken.
A resume was received from Joanne M. Vazquez for a position on the Recreation
Commission. Mr. Holt reviewed her resume before the Commission. Mr. Holt asked if we had
any other applications. Mrs. Roe mentioned that the only other ones that we have are from 1990
and we are not sure if they are still interested. It was suggested that we put something in the
paper about this position. Mr. Friedman mentioned that we could put it in the "Our Town's"
section of the Poughkeepsie Journal but we must say that they should be Town of Wappinger
residents.
A notice was received from Dutchess County Community Development with a list of the

proposed 1998 projects. Town of Wappinger -Schlathaus Park Handi/Access was awarded
$21,750.00. Since the original application was for $63,400. we don't know what is included in
the grant. We had put in for paving work around the house and also for handicap accessible
construction in the house.
A letter was received from Marshall and Sterling stating that the Town's deductible for
property coverage is $1,000. The estimate we received for the repairs at Airport Park was for
$887.50 therefore we will not receive anything from the insurance company for these repairs.
We had a break in at Airport Park and they damaged the roll up window. Mr. Holt mentioned
that they caught the vandals and hopefully they will be made to pay for the damage.
The Town received a summons with notice to answer a complaint from Robert T.
O'Leary Jr. for personal injury. This is in regard to an accident that took place at the basketball
court at Martz Field April 6, 1997.
The Commission received a copy of a letter sent by Peter Paggi to the Dutchess County
Department of Public Works on March 24, 1998 regarding the proposed entrance on to Old
Hopewell Road for the Rymer Property. Mr. Holt mentioned that we did receive approval for the
chipper and it is on order. When we receive it, whenever the guys are free they will be in there
clearing out the area. Mr. Ennesser mentioned that he has drawn up a plan for the park. Mr.
Friedman asked if we had spoken with Mr. Paggi about Federal wetlands and Mr. Holt said that
he had and that there was no problem.
The Commission also received a copy of a letter that Peter Paggi sent to Colonial Builders
regarding the construction of the Castle Point Handicap Accessible bathroom project. Mr. Holt
mentioned that the building should be available to us the beginning of June. We have talked to
Mr. Paggi regarding the color schemes (i.e. color of building and roofing material) and told them
that it should be the same as the pavilion. We still don't know where we stand in regard to the
landfill area.
A letter was received from Michael Doyle, Commodore of the Chelsea Yacht Club,
regarding the improvements to the Boat Ramp at Chelsea. In his letter he mentioned that the
Chelsea Yacht Club is supportive of the improvements and will work with the Town to facilitate
implementation of our proposal but that the agreement with the proposal requires acceptance of
the terms to be proposed by the Town Attorney. Mr. Ennesser mentioned that he has spoken
with the Attorney to the Town and an agreement has been drawn up and will be sent to the
Chelsea Yacht Club for their approval. It will then be signed by Mr. Ennesser and forwarded to
the Town Board for their approval and signature. Hopefully, it will be on the Town Board's
agenda the end of April. Mr. Ennesser mentioned that he has also spoken with Mr. Peluse of
Marshall and Sterling and as soon as everything has been approved a Certificate of Insurance will
be sent to the Chelsea Yacht Club.

OUTGOING LETTERS FOR MARCH
1. Mrs. DeLisa has sent a letter to Town of Manlius, Director of Senior Services with
Information on our senior program and also a request for information on their program.
2. Thank you letters were sent by Mrs. DeLisa to Mr. Ennesser and Supervisor Smith for
donations to the Penny Social, to the Hoe Bowl Holiday for hosting the Bowling Party on
3/20 and to Frank Carione, Principal of Myers and Maureen McCarthy, President of the PT A
at Myers for the breakfast and entertainment on 3/31, and to Evelyn Conners of Golden Girls
Beau Monde for a gift certificate.
3. Letter from Steve Lowery to Peter Mack, Dutchess County Health Dept. requesting a
variance for immunization records for summer camp.
4. Memo to Town Board stating that a subcommittee of the commission is reviewing the Senior
program and that we should be ready to review it with the Town Board within a few weeks.
5. Letter to Town Board regarding the summer playground fees - requesting a workshop as soon
as possible.
6. Memo to Town Board requesting permission to obtain P.O.'s totaling $7,500 to Deer Hill for
use of their facility for the summer swim program
7. Letters to Supervisor Smith and all Town Board Members inviting them to the West Point
Concert at Roy C. Ketcham on April 17th.
8. Memo to Town Board Members requesting a P.O. to repair dugout on Field #10 at Robinson
Lane A.S.A.P.
9. Letter to Mike Doyle, Commodore of Chelsea Yacht Club regarding hooking dock system into
wall at the club.
RECREATION DIRECTOR'S REPORT
Mr. Lowery mentioned that he had to change the web site address to http:
members. aol. com/wpngers rec/index.html.
He has made up a flier for the West Point concert and has distributed it at Roy C.
Ketcham High School, Media Play, Price Chopper, and Grand Union.
He has been working on the playground trips for this summer Splashdown and Fun

Central. He is hoping to do all off site trips on Tuesdays and/or Thursdays for ease in scheduling
and setting up bus schedules. He mentioned that all bus runs have to be finished by I :30 every
day.
He will be meeting with Maureen Irvin on Thursday April 9th to go over the staffing
needs. Basic staffing is already in place. After reading Mrs. Irvin's report from last year, Mr.
Lowery is trying to provide more structure for the playgrounds. A discussion took place
regarding this especially the sign in procedure. He has also suggested that each of the counselors
be evaluated 3 times during the summer and Mr. Lowery went over the evaluation forms. By
doing the early evaluations, each of the counselors get to know where their weaknesses are and
are able to correct them during the summer. It was also suggested that they have more staff
meetings.
ROBINSON LANE
Mr. Friedman asked about the parking and basketball court project at Robinson Lane and
was told that we didn't have the funds for this project at this time.
SENIOR CITIZEN REPORT.
Mrs. DeLisa handed out a report on the senior activities for the month of March . This
report is attached to these minutes. She also mentioned that she has set up the dates for the Elks
Christmas Dinner on December 8 and December 15th.
Mrs. DeLisa mentioned that she is in the planning stage for the 10th Anniversary of the
Senior Center. She has contacted a catering place and they will be coming in to put on a
barbeque. They will do the set up, cooking, and clean up. Since we are short of help at this time
in the Center, this seems like the best way to go.
Mrs. Borges is now back but at this time she is still on a walker. Mrs. Waldron is out and
we have no idea if or when she will be able to return. If anyone knows of anyone who is willing
to work part time, please let Mrs. DeLisa know as soon as possible. Mrs. Waldron has been our
bus escort and since she is unable to do it and Mrs. Borges is on the walker, Mrs. DeLisa has had
to fill in on these trips.
ROLLERBLADING
Mr. Holt mentioned that the sewer plant at Rockingham has been dismantled and that it
looks like a great site for rollerblading. He asked Mrs. Korz if she could get some information on
the court that East Fishkill has regarding size, cost, how they did the project.

TENNIS
Mrs. Roe mentioned that she would be getting a P.O. for tennis balls and asked Mrs. Korz
if she could purchase them at Caldor before the May session starts. Mr. Casowitz was in to the
office and set up the schedule for the tennis sessions. He also requested that we purchase a
couple of tennis ball baskets. Mr. Ennesser mentioned that we have the new bulletin board to be
put up at the courts for the announcements etc.
EVANS SCHOOL
Mr. Miller mentioned that he has been in contact with Evans School about using their
facilities for the summer program for our Castle Point site. He said that there is no problem with
this request.
REQUEST FOR FIELD USAGE
Mr. Miller mentioned that Joseph Frye ofLaederal had called requesting to use Spook Hill
recreation area for softball practice. He said that he spoke with Mr. Frye and told him that Spook
Hill was not an area for softball and suggested that they go over and look at the facilities at Quiet
Acres.
BOATRAMP
Mr. Ennesser has been in contact with Shadowbrook Gun Club about using their facilities
for parking and they finally came back to us with a NO. He mentioned that he is still looking
into solutions to the parking problem.
Mr. Ennesser mentioned that the interface piece that hooks into the wall is not the
responsibility of the dock manufacturer but ours. He mentioned that he has gone out and received
a quote from Newburgh Steel for $200. for the fabrication of this part. Another quote was from
Windsor in Hopewell of$390. It is welded, sized and delivered. We will have to put it on the
wall.
P ARK AUDITS
Mr. Ennesser mentioned that he is in the process of doing the field audits and has only
Spook Hill, Fleetwood, Castle Point and South Fowlerhouse Road areas to do. He mentioned
that he has been to Airport Park and said that it is very wet. He mentioned that Rockingham Park
is far better than Airport because of this problem. Mr. Holt mentioned that the maintenance men
haven't been able to roll the fields yet since they are so wet. Mr. Ennesser mentioned that this is
the best that he has seen the fields. He mentioned that there a few dugouts that are questionable
in regard to the anchors on the roofs. He made a suggestion about opening up the backs of a few
to get more air flow around them.

REESE PARK
Mr. Ennesser mentioned that there was an incident at Reese Park last weekend. Some
kids had a beer blast down there and the Town confiscated an R.V. He is still following up on the
incident with the State Police. Mr. Ennesser mentioned that the kids came back and got the keg
of beer. They were found by the Challenger Group when they were working on the area over
the weekend.
He mentioned that he has been working with the Wappinger Walkers Club to review the
trails in the park. He also has talked with the schools about using the facilities at Reese. Mr.
Miller asked if he could get a copy of the map of Reese Park.
COMPUTERS FOR SENIORS
We recently received a computer from Nancy Savage for the Seniors computer program.
It is an ffiM 386 with a 485 chip with windows. Mrs. DeLisa mentioned that we should send a
thank you note for these donations along with a letter for tax purposes. A letter should also be
sent to Gene Damn for his earlier donation.
CASTLE POINT
Mr. Ennesser mentioned that he has talked to Sue Kelly's Office regarding the possibility
of obtaining more land at Castle Point by the river. Someone was suppose to get back to him
tomorrow regarding this.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. That the building at Castle Point should be ready by June but with the landfill work
still not completed we will have to plan on holding the playground at the Evans School.
2. Clay has been ordered for Robinson Lane and we hope it is delivered by Friday.
Roger Humeston will be out to roll the fields sometime before Opening Day.
3. Fees are an item of discussion with the Town Board which should come up very
shortly. We are pulling together information from other Towns regarding their programs.
Each member was given a list of the current fees and was asked to get back to Mrs. Roe with any
input on changes.
4. The Senior Center Presentation is scheduled for the near future. Everyone was given
a copy to review and was asked for their comments as soon as possible. These comments will be
incorporated in the presentation.

5 . We have had a problem with the bids for the new mower. We received two bids, one
was from Adams for a John Deere Mower and the other was from E. T. Equipment in Croton for
a Hustler Mower There was a $36.00 difference in the bids.. When E.T. came in with their bid
we noticed that the mower had a stick for the steering mechanism instead of the traditional wheel.
Mr. Holt wrote a letter to the Town Board recommening that we accept the John Deere bid since
our guys use John Deere equipment and they are familiar with that type of mower. We were
also concerned with the stick steering instead of the wheel steering. The Town Board at their
meeting on March 23 tabled the bid. We are really in need of this mower so we will ask the
Town Board not to accept either bid and give us permission to rebid for the mower.
6. Little League has scheduled a work party for Martz Field on Friday. Mr. Holt asked if
we had received a P.O. for the repair of the fencing at the Totville Play area that was destroyed by
vandals. Mrs. Roe mentioned that it is in the works that she just received the cost.
7. Registration for the Summer Playground will be held at Roy C. Ketcham High School
in the lobby from 7 to 8:30 p.m. Everyone was asked to check their calendars so we can sign up
for dates to help at the next meeting. The registration dates are May 7 and 11 and 14 and 18.
8. Mr. Holt mentioned that Little League and Soccer has not done any planning. It was
suggested that they do some planning in regard to the funds they receive from the Town.
9. Mr. Miller and Mr. Freidman have expressed interest in remaining on the Recreation
Commission. A letter will be forwarded to the Town Board recommending that they be
reappointed.
Mrs. Roe mentioned that we need someone to open and close the gate at Castle Point
recreation area for Saturday and Sunday, April 25 and 26. Mr. Miller mentioned that he would be
able to open on those dates. The gate needs to be opened on Saturday at 8:00 a.m. and Sunday
at 7:00 a.m. Mr. Lowery mentioned that he could do it Sunday night.
A discussion was held regarding the purchase of the children's camp shirts. After a
discussion it was decided to go with the shirt from Anaconda Kaye.
The meeting was adjourned on a motion by Mr. Miller seconded by Mrs Korz at 9:00 p.m.

APRIL 1998 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF MARCH 1998
SENIOR CITIZEN CENTER
March activities at the Senior Citizen Center included
the regular of arts/crafts, oil painting, photo club,
exercise, line dancing, bingo, puzzles, bridge, Spanish
class, cards and games.
On the 17th the seniors enjoyed a st. Patrick's Day
celebration. There were green bagels and cream cheese,
special cookies, coffee and tea. All the seniors received a
green carnation.
On the 19th, the seniors held their first Penny Social.
Light refreshments were served. THere were numerous items
for this event, all donated by Mr. Ennesser. It was a fun
day.
On the 30th, the seniors had a Bowling party at Holiday
Hoebowl. This was a three center event, the Fishkill Senior
center, the Center at Zion Church and our Center. There
were over 90 seniors who attended this. The seniors had
coffee and danish to start, then pizza and soda for lunch
besides bowling three games. Fun day for all!
On the 31st, over 45 seniors enjoyed breakfast at Meyers
Corners school. The kndergarden class sang songs to the
seniors. After this the seniors helped themselves to
coffee, juice and danish. Then a few students performed a
scene from their sixth grade play. This was sponsored by
the PTA, BJ's and the Helping Hand Club at the school.
Blood pressure was held on the 12th. Our monthly
birthday party was held on the 26th.
There are 193 seniors registered at the Center and 239 on
the waiting list.
ITEMS TO BE NOTED:
1. Maria Borges returned to work on March 17th on a limited
basis.
2. Regina waldron is now out for an extended period due to
her recent surgery. There is a definite need for more help
at the center.
3. APril events include an Easter luncheon at umberto's, an
Easter surprise, a speaker on scams and safety issues
concerning seniors, and a 3 center Bingo Bango at Fishkill.
4. I'm working on the 10th anniversary party in June. More
next month.

APRIL 1998
April showers may come our way, but that won't dampen our
spirits. There is much on our calendar. So as APril may
bring us a rainy day, we will just go out and play!
Before I start, first Regina has asked me to thank yoU
all for your prayers. As most of you know, Reg is in the
hospital. She had surgery and at the time of this writing,
she is doing well. I am Sure by the time yOU read this, I
will be able to tell yoU even more.
A Big Thank yoU to Al Laurino for representing our Senior
Center in the Heart Walk. We raised $50.00 to sponsor AI.
This was given to the Heart Association. Thank yoU AI. You
really impressed the girls from Town Hall with your walking.
First on the April agenda is our Easter luncheon at
Umberto's Mamma Marissa on April 2nd at noon. Luncheon
includes: soup, choice of Veal parmigiana, Chicken Marsala
or Broiled Filet of Sole, salad, dessert coffee, tea and
those dee-licious bread sticks. The cost for those current
~~=c with dues is $8.50 and $18.00 for those not current. Please
sign up for this by March 26th.
On the 8th there will be an Easter surprise and then note
the Center is Closed Good Friday, April 10th.
On the 15th, Frank Breen, formerly from NYPD will speak
to yOU about scams, saftety issues and especially those
targeted towards seniors. Don't miss this!
We will have a BINGO BANGO BONGO AT FISHKILL on April
20th. Cost is $2.00 and yOU must have a ticket to attend.
Sign up for this by April 13th.
Other April news: Blood pressure (now the 2nd Thurs.) is
on the 9th. Birthdays* will be celebrated on the 24th.
BINGO DAYS are Wed. Apr. 1st, 8th and 29th, Thurs. the 16th
and 23rd.
* REGARDING BIRTHDAYS!!!!! On the wish list, many of yoU
requested that a cake be bought each month for the party
instead of each birthday person bringing a cake. Well, your
wish shall be granted. I will buy a cake for all of us to

celebrate the birthdays of the month. of course
always welcome. NoW see folks, how easy it is.

COMING IN MAY: Our Mother's Day luncheon will be Hudsons
Ribs and Fish, May 6th at noon. ~unch will include the
Hudson platter (appetizer>, a choice of ~ondon Broil with
Mushroom Gravy, ~emon chicken or Horseradish Herv crusted
NOrwegian salmon, dessert and coffee/tea/soda. The cost of
the luncheon to those current with dues is $9.50. For those
who are not current and would like to attend the cost is
$20.00. You must sign up for this by Aparil 28th.
Also, in May 20th, there will be a nutritionist here to
speak to you as per requests from the wish ~ist.
speaking of the WISH ~IST. I will keep some copies by
the sign in sheet just in case you have a "wish". Just
write it down and put it on my desk. The feedback from
those returned has been very helpful, enlightening and in
some cases surprising. Thank you to all of you who have
taken the time and effort to do this and to speak up.
Remember, you need to tell me what you want or do not want.
(I failed the mind reading class in college.> There are a
few more ideas I would like to mention so more of you can
comment on them. Read on...
There were several who felt that some of the funds should
be used to help those in need, less fortunate etc.
personal I y ,I think that .,would be super and that most of you
would agree with this. So if not, you need to tell me. If
you have a specific organization or know of someone in need
let me know. sue Bush has agreed to be part of a committee
to find different ways to help the community's needy. So if
you are serious about this, let me know if you would like to
be part of this committee. what do you think about "Make a
Wish Foundation"? We could do something specific for this
group. Or how about the nursing home in wappingers? Or you
tell me okay?
There are some other real neat ideas for example having
fruit served occasionally; have a class in cPR-~et me know
if you are interested so I will have an idea how many to put
in a class. Some of you requested games like Wheel of
-FortunE2....1 .have.askedourRecreation maintenance "boss" to
make usa "wheel" and he has done this. John Hartung cut
out the spaces to be put on the wheel and now I just need to
get a presentation board to play the games on.. I hope to
be able to have this "wheel" up and spinning by May. will

week class in Belly Dancing, Square Dancing, self defense?

have not turned your wish list in or if you have more to
say, pick up a wish list by the sign in sheet. PLEASE NOTE,
I ASK QUESTIONS IN THIS NEWSLETTER, WOULD SOMEONE PLEASE
ANSWER SOME FOR ME??!!!! I'm thri lled so many fi lIed out
the wish list. Now to fulfill some of these wishes, I still
need your input.
The WALKING CLUB continues..If you would like to join the
walking Club start now! A chart is hanging on the door.
Just add your name and start walking. Six times around the
Town Hall is a mile. Just mark the number of times you walk
around, I will convert it to miles later. We do recommend
you walk with someone. Use the "BUDDY" system when
possible. Walking is considered one of the best physical
exercises you can do for your health It can help reduce
blood pressure, regulate insulin for diabetics, keep your
heart healthier and so much more. Goal for 1998 Walkers:
To do 10 more miles this year than last year. If you are
just starting, you can'make at least 10 miles your goal.
That is only 60 times around the building in a year or 5
time around a month. start.,now!

Corner was started for YOU to share your thoughts, drawings
or writings. So come on seniors! Let's see your "stuff."
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons1 Your Treasurer says that for
those paying dues by the month, April dues is $2.00. Those
onthewaiti-ng-list aI'€ welcome to pay dues. This is
voluntary. This entitles you to join our "out of center"
activities at a reduced cost.
