We do not include any community groups in the school usage - only our own programs. r RECREATION COMMISSION MINUTES MAY 4,1998 NEXT MEETING JUNE 1, 1998 AT SCHLA THAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held May 4, 1998 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, Commission Members, Joseph Ennesser, Ronald Friedman, Ellen Korz, and Stephen Miller. The minutes of the April 6, 1998 meeting were approved on a motion by Mr. Friedman seconded by Mr. Miller with all in favor. There was a group of individuals in attendance from the Town of Wappinger Little League to question why their request to name a field after Melissa Bisaccia was denied. The first two that attended were given a copy of the dedication procedures and it was suggested that they come back to the recreation commission with a new letter which would address each of the points specified in the procedures and tell us how they felt that Melissa fit each criteria. Mark Laman, Peter Kennedy and Jim Kennedy from the Wappinger United Soccer League were in attendance to discuss in detail the soccer complex at Airport Park. They brought in a letter (wish list) of things that they would like to accomplish at Airport and they stressed that the most important item was the drainage. They mentioned that the fields are so wet and now they have big ruts in them. They said that they have had to contract with Bowdoin Park to get fields for practice and last Sunday they had to move a game to Rockingham Park. They are going to come back to us with a suggestion on how to close down one field at a time and try to do some work on it and we will make our comments and forward it to the Town Board. Kathy Smith and six other members from Little League came in to again discuss the Melissa Bisaccia request and after a lengthy discussion were told that if they feel as they do that they should write another letter and address each of the criteria and how they feel that Melissa fit into each one and forward the letter to us for further action. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that playground registration is ready for May 7th, I I th, 14th and 18th at Roy C. Ketcham High School from 7 to 8:30 p.m.. Mrs. Roe sent around a sign up sheet for the members to sign when they would be available to help for this registration. ~.4!llII'" He mentioned that he has been working with Maureen Irvin, the Summer Director, to place staff He has hired an older person to take charge of Martz Field. Her name is Jenny Verb. She is 26 and has had experience in teaching. He mentioned that Matt Paino has been assigned as Director ofHughsonville, and Sean Cahill is at Castle Point/Evans. The other playgrounds have returning Directors. Lisa DeFelice is at Spook Hill, Dana Bennett is at Robinson Lane and Keri Speary is returning at Quiet Acres. He has been working on setting up the trips and is scheduling them for Tuesdays and Thursdays. He is also changing the registration for these trips so that if you are going the money and permission slip must be in before the date of the trip. They will try doing it on the Friday before for the following weeks scheduled trip. By doing this we will be able to plan on how many, busing needs etc so that everything is in place. He has planned two trips to East Fishkill's camps and 3 trips to East Fishkill for roller hockey safety and clinic. He is planning a Town trip to the Saratoga Races and is working on a date of August 13th, a Thursday, with the bus leaving at 8:00 a.m. and returning at 6:00 p.m. The price has not been confirmed but he thinks that it will be around $20. for the trip. He also mentioned that the Bus Trip to Yankee Stadium on August 29th is almost filled. The summer volleyball league will be held at Pye Lane on Tuesday nights from 6:00 - 8:00 p.m. It is non-competitive. Mr. Lowery will be there to supervise this league. He is working on a family trip to Dorney Park! Great Adventure. He felt that it would be a great way to get families involved. The trip would cost $12.00 admission and will include the bus. He will put a sign up sheet at registration and see what kind of a response we get. He is trying to get a trip scheduled for Mohigan Sun for sometime in October. The date has not been set but the cost would be about $10.00. They will be getting back a $5.00 meal voucher and $5.00 casino credit so technically the trip will be free. The Radio City Music Hall Christmas show is scheduled for December 5th, the first Saturday in December. He has scheduled an "Introduction to Babysitting Course" on May 26th and June 2nd at Schlathaus Park. This will be two consecutive Tuesday nights from 6:30 to 8:30. The fee for the course will be $15.00 payable to the Town. The instructor is Denise Schirmer who has been our instructor in the past. Mr. Friedman asked about the fees for the playground and Mr. Holt said that we had made a presentation to the Town Board on April 20th regarding the fees. We had requested an increase to $30.00 for the first child and $20.00 each additional child. At the Town Board meeting on April 27, 1998 the Town Board voted to leave the fees the same as in previous years at $15.00 for 2 the first child and $10.00 for each additional child. SENIOR CITIZEN REPORT Mr. Holt mentioned that we had also talked to the Town Board members regarding the Senior Center and its facilities at a workshop meeting on April 20, 1998. The feeling was that we definitely need to do something about the center and the space. After the pitch, the Town Board gave us $20,000. and the go ahead to set up a meeting with Don Schwartz, Architect, Jay Paggi and AI Roberts to put in place a short term solution and long term solution. The short term would be to put in place a building of about 3,000. sq ft. and built in a modular fashion. Mr. Holt mentioned that he would like some input from Mr. Friedman and Mrs. DeLisa on what we should be looking at to be put into this building i.e. rest rooms, kitchen and office space etc. A meeting will be set up in the next couple of weeks. The long term plan is a big building with a pool attached with a large hall etc. Mr Holt mentioned that pursuant to a conversation with Mr. Paggi the addition at Schlathaus Park is out. They will not allow us to knock down walls or add to the building. In addition to the fact regarding the architectural stability of the building we still have a water and sewer problem which will take years to be corrected. We need to find at least one acre for the short term proposal. We still have the staffing problem at the Senior Center. We have Regina coming back for at least 3 days a week but she will be unable to do the bus trips which leaves Mrs. DeLisa to escort those trips taking her away from the Center. At this point, we do not want to put too much on to Mrs. Waldron until we find out how she can deal with working again. We had asked if we could keep Mrs. Brudnak on at least temporarily and were told no that we only have two slots for part timers and they were both filled. We think that Mrs. Waldron will be going in for her second operation in August. Mrs. DeLisa handed out a report on the Senior Activities for the month of April which is attached to these minutes. She also mentioned that the Photo Club is in need of at least two more tables and that we will need to order a couple of them. They have received a donation of a lot of photo equipment which will be placed in the closet at Schlathaus. She reported that the 10th Anniversary of the Center will be held on June lIth at Town Hall. She has ordered cups to be given out. The music is all set and she is planning to have bocce, shuffleboard and a scavenger hunt. We are still in need of raffle prizes. She has written a letter to the liquor store to see if we could get some donations from their suppliers. 3 '",....-'" The Senior Appreciation day is scheduled for May 21 st and at that time we will have Chinese food brought in. TENNIS Mrs. Korz mentioned that she has not been able to get the tennis balls for the Tennis Program and Mrs. Roe said that the first session does not start until May 26th so that we still have time. ROLLERBLADING Mrs. Korz mentioned that she had spoken to representatives at East Fishkill regarding their construction of their rollerblading facility. They did not have the paperwork readily available but she was told that the cost would be approximately $100,00. She said that the Highway Department did most of the work so that is how they kept the cost down. 4 ~~ CHELSEA DOCK Mr. Ennesser mentioned that the dock is almost ready and we are still on a standstill since we have not received permission to hook into the wall at the Yacht Club. We are not sure about the status of the contract between the Town and the Yacht Club. We might have to find a site to store the docks until the approval is received from the Town Board. We will be scheduling the sheriff patrol for the Memorial Day Weekend and the hours agreed upon are 6 - 10 a.m. and 5- 9 p.m. all three days. RYMER SUBDIVISION Mr. Friedman asked if we have received any word on the curb cut for the Rymer Subdivsion and Mr. Holt said that we should receive it in the next week or so. CORRESPONDENCE A letter was received from the Hughsonville Fire District stating that they had read in the Southern Dutchess news that one of the sites for the summer program was at the Firehouse. They mentioned that they have noticed that none of the items mentioned at the meeting on March 5th have been taken care of and that approval for the use of their facility is contingent to our complying with these important requests. Mrs. Roe mentioned that she had called Walter Wilson and told him that we are working on these items and that they should be completed prior to the opening of the playground. A memo was received from Jay Paggi regarding setting up a convenient time to meet on developing a work plan for the Senior Citizen expansion - short term and long term. A memo was received from Peter Paggi regarding the Castle Point landfill closure. In this memo he stated that the DEC has raised two concerns. One of the concerns involved an unspecified amount of debris (concrete, railroad ties etc.) which were encountered at the extreme southeasterly side of the existing ball fields (not in the landfill). Mr. Holt said that we were told that we would have to remove these ties. Mr. Tompkins said that all we have to take out are the ties that are readily visible. We will remove them and put them at the back of the park on top of the ground. A letter was received from Charles Del Bene stating that the latest construction schedule from Hudson Canyon for the Castle Point project is in and that they find that the majority of the trucking should be completed by the third week in June. The Commission members still felt that we should continue to plan that the camp be held at the Evans School. 5 rii~~ A letter was received from Legion Fireworks Co., Inc. requesting permission to use the Castle Point Recreation area on April 25th from lO- 9 for their annual shooters school. Mrs. Roe called them and told them that weekend was booked with a softball tournament on that date and that they would be using both the fields and the pavilion. A call was received from Betsy Fife of ARCS requesting the use of Robinson Lane to run a benefit softball tournament some weekend in August. Since it is a benefit they would like to request that the fee be waived. After a discussion it was decided that we would not be able to waive the fee. Mr. Miller will follow up on this. A letter was received from Janice Kersting giving permission to use her husband's name Aloysius A. Kersting on the sign at the Town's recreation complex on Robinson Lane. A letter was received from Joseph E. Paggi, Jr. stating that the Recreation Commission will store no gasoline operated vehicles such as tractors etc. in the storage section of the building presently under construction. The purpose of the room is for storage of playground equipment etc. A notice of variance or waiver has been received from the Department of Health granting approval for the Town of Wappinger to maintain camper medical history records without immunization records. A letter was received from Sloper Willen Community Ambulance Service, Inc. stating that they recently became a member and training facility for the National Safety Council. This means that in addition to offering CPR courses under the American Heart Association, they are now able to offer first aid courses, both standard and advanced first aid/CPR combined courses. A second letter was received from Sloper stating that in consideration of the contract with the Town of Wappinger, Sloper will waive the fee and there will be no charge for employees of the Town of Wappinger Recreation Department. Mr. Lowery will check to see if they do the RTE or a similar course similar to what we are required to have. If they do and the course is approved by the Health Department, we will take the course through them instead of the American Red Cross. We received a draft copy of the License agreement between the Town of Wappinger and the Chelsea Yacht Club from Al Roberts office. CHAIRMAN'S REPORT Mr. Holt mentioned that he had received a call about Robinson Lane being left in a mess. There was ketchup and mustard all over the place on the walls and tables etc. The actual bottles were left outside. Lucy Doroni our maintenance person was really upset and was ready to quit. Mr. Holt said that he contacted Mrs. Smith and told them that they had to clean up the mess. 6 We understand that we have received a C. D. grant for $21,000. for the Schlathaus project but we haven't been told what the actual grant covered. The original grant was for $63,000. Mrs. Smith attended the meeting with the Dutchess County Planning last week but to date we have not heard anything regarding that meeting. Mr. Holt asked if something had been put in the paper regarding the opening on the Recreation Commission and if not, he requested that Mr. Lowery put something in his column. We have already received one application from someone interested. Mr. Holt reminded us that at the end oflast year we had committed to do some paving work at Rockingham and at Schlathaus Park. These funds have been encumbered and the work should be done as soon as possible. We do not want to lose these funds. The West Point Concert at Roy C. Ketcham went well. Korz. The meeting was adjourned at 9: lOp. m. on a motion by Mr. Miller seconded by Mrs. Peggy Roe Secretary 7 MAY 1998 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF APRI~ 1998 SENIOR CITIZEN CENTER April activities at the Senior Citizen center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, bingo, puzzles, bridge, spanish class, cards and games. On the 2nd the 95 seniors enjoyed an Easter luncheon at umberto's Mama Marisa's. Music was provided by ~arry Hazzard on the keyboard compliments of umberto. Good food and a good time by all. On the 8th, three"Easter Bunnies"(Maria Borges, Mich Brudnak and me) surprised the senior with baskets full of eggs (plastic) Each senior received 2 eggs filled with candy and other goodies. Several had special numbers indicating a prize to the beholder. Everyone enjoyed the treat. Maria and Mich were great "bunnies" and good sports to go along with this special treat. On the 15th, Frank Breen and retired from the NYPD spoke to the seniors on scams and safety. This was very informative and quite an eye opener to many of the seniors regarding how easy it is to be scammed. Three centers combined for a giant Bingo Bango at the Fishkill Center. Over 140 seniors attended. The seniors really enjoy meeting with other seniors in surrounding areas, especially for the all time favorite-Bingo. Blood pressure was held on the 9th. Our monthly birthday party was held on the 24th. We celebrated an 80th birthday of a senior on the 29th. There are 193 seniors registered at the center and 239 on the waiting list. ITEMS TO BE. NOTED: 1. Mich Brudnak has been filling in temporarily as a craft/activity person until Regina returns. This has been quite a relief. Maria is now back on two feet and doing well. Regina is returning to work on May 5th. 3. May events include,a Mother's Day luncheon at Hudson's Ribs and Fish, two nutritionists will speak to the seniors, Senior Appreciation Day and Wheel of Fortune. 4. The 10th anniversary party will be celebrated June 11 with a BBG, music by Johnny Dell and much more. Town Board members and commission members are invited to attend. This will be opened to all Town seniors at a cost of $1t.OO. I I WAPPINGER SENIOR NEWS BY Kathi DeLisa, Director MAY 1998 May brings flowers after all our April showers. And it brings such a busy month for all of us at the Senior center. So put on your running shoes and may May keep you runnin'! There is much to do, much to learn, much fun, much food!!!! Before I start, Reginq has asked me to thank you all again for your prayers, thoughts and generosity. She has been in to visit on quieter days. I will continue to keep you updated on her progress. First on the May agenda is our MOTHER'S DAY luncheon at Hudson's Ribs and Fish on May 6th at Noon. The Luncheon includes: the Hudson platter appetizer, choice of London Broil with Mushroom Gravy, Lemon chicken, Horseradish herb crusted NOrwegian salmon, salad, dessert coffee, tea and those dee-licious hot popovers. The cost for those current with dues is $9.50 and $20.00 for those not current. Please sign up for this by April 28th. On the 7th, Wayne Gersen, Superintendent of schools will be at the center to speak to you about the SCHOOL BUDGET! Bring your questions with yOU! He will be here to explain the budget, any tax increase and to answer your question. This is an important issue so don't miss it! If this runs past lunch, we will break for lunch and then continue. On the 20th, Nutritionists, NanCY Knifel & connie Fury will be at the center to speak to you on nutrition. Many of you requested this on you Wish List. Your WISH IS GRANTED! On MAY 21st we will celebrate SENIOR APPRECIATION DAY!. This is a day of appreciation to thank all of you wonderful seniors. We will also honor a WAPPINGER SENIOR OF THE YEAR. For the past three years we ,have honored a wappinger senior center senior for outstanding contribution to the center. well, it is that time again to nominate our WAPPINGER SENIOR OF THE YEAR. The senior should be one who is a member of our center, contributes to the success of our Center and goes out of the way to care about our members and our center by their actions, kindness, etc. Please fill out your 1 / nomination form and place in the box marked "NOMINATIONS." please write the name of the person you are nominating and the reason or reasons you think he or she should receive this award. oops, skipped WHEEL OF FORTUNE!! On the wish list, many of you requested that a cake be bought each month for the party instead of each birthday person bringing a cake. Well, your wish shall be granted. I will buy a cake for all of us to celebrate the birthdays of the month. of course cakes are always welcome. Another WISH GRANTED!!!! COMING IN JUNE: The Town of Wappinger senior center will be celebrating its 10th ANNIVERSARY. To celebrate this past decade, we will have our annual anniversary B B QUE on JUNE 11th (raindate june 12th>. However, this one will be a little bigger, more special, more food, etc. This will be a CATERED B B QUE by THE QUAIL COUNTRY INN. Our menu will include BBG chicken, Angus burgers, ~# all beef hot dogs, BBG baby back ribs, southern potato salad, cole slaw, tossed 4 green salad, all condiments, strawberries and melon, assorted fruit pies, beverages. And this will be set up, cooked, served and cleaned up by GRADUATES OF THE CULINARY INSTITUTE all wearing white coats and hats. Does it sound good? Also, there will be music by JOHNNY DELL, Bocce, Shuffle Board and much more. The cost for this special event is $?oo to all those current with their dues. " ... ~-' This event will also be opened to all Town Seniors at a diferent cost. Let me assure yoU, your dues fund will not be used to subsidize any senior who has not contributed to your dues fund. You must sign up for the anniversary BBQ by June 3rd. You must have a ticket to attend! Regarding the WISH LIST. please note many WISHES ARE GRANTED! I will keep some copies by the sign in sheet (or ask me)just in case you have a "wish". Just write it down and put it on my desk. The feedback from those returned has been very helpful, enlightening and in some cases surprising. Thank you to all of you who have taken the time and effort to do this and to speak UP. Remember, you need to tell me what you want or do not want. (I failed the mind reading class in college.) There are a few more ideas I would like to mention so more of you can comment on them. Read on... There were several who felt that some of the funds should be used to help those in need, less fortunate etc. . personally, I think that would be super and that most of you would agree with this. So if not, you need to tell me. If yoU have a specific organization or know of someone in need let me know. Sue Bush has agreed to be part of a committee to find different ways to help the community's needy. So if yoU are serious about this, let me know if you would like to be part of this committee. what do you think about "Make a Wish Foundation"? We could do something specific for this group. Or how about the nursing home in Wappingers? Or you tell me okay? Anyone interested in scrabble, parchese, chess or checkers? Let me know! There were requests for more exercise. Anyone interested in a six week class in Belly Dancing, Square Dancing, self defense? There may be a cost to these but let me know if interested. There's lots more and I will continue to put these ideas to yOU in the upcoming newsletters. Now to fulfill some of these wishes, I still need your input. The WALKING CLUB continues..If yoU would like to join the walking Club start now! A chart is hanging on the door. Just add your name and start walking. Six times around the Town Hall is a mile. Just mark the number of times yOU walk 3 .' around, I will convert it to miles later. We do recommend you walk with someone. Use the "BUDDY" system when possible. walking is considered one of the best physical exercises you can do for your health It can help reduce blood pressure, regulate insulin for diabetics, keep your heart healthier and so much more. Goal for 1998 Walkers: To do 10 more miles this year than last year. If you are just starting, you can make at least 10 miles your goal. In regard to paying dues, many of you are now paying your dues on a yearly basis and for that your Treasurers thank you. This makes bookkeeping much easier and efficient. Many choose to do this as they cannot be at the center every week and want to participate in our special events. Yearly due~ is $25.00. Many of you pay on a monthly basis and that too makes it easier to keep track of. A few of you are NOT current with dues, this may result in your paying full price for the upcoming luncheons! Your Treasurer says that for those paying dues by the month, May dues is $2.00. Those on the waiting list are welcome to pay dues. This is voluntary.
