RECREATION COMMISSION MINUTES
JUNE 1, ] 998
NEXT MEETING JULY 6,1998 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held June 1,
1998 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7: 10 p.m. by Chairman Ralph 1. Holt. Others present
were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, Commission
Members Joseph Ennesser, Ronald Friedman, and Ellen Korz.
The minutes of the May 4, ]998 meeting were approved on a motion by Mr. Friedman
seconded by Mr. Ennesser with all in favor.
CORRESPONDENCE
]. Letter to Castle Point regarding acquisition of additional land for recreation.
2. Letter to Town Board regarding the purchase ofa new disc mower at a cost of $6,000. and
a new deck for the John Deere Mower. In the letter it was stated that we do not have the
funds for the new disc mower but that we would find the funds for the new deck if the Town
Board approved. Mr. Holt mentioned that the Town Board has approved these requests.
3. A letter was sent to Supervisor Smith stating that there was a problem with the power takeoff
shaft on the John Deere Mower and it was taken to Adams Power Equipment to be repaired.
It was noted that we were unable to get a P.O. for this work but the work needs to be done
ASAP.
4. An invitation was received from the March of Dimes WalkAmerica to their celebration of the
success of Walk America '98 at Outback Steak house on Route 9 on Wednesday, June 17th at
noon.
5. A letter was sent to the Southern Dutchess News regarding the donation of computers by Ciba
Specialty Chemicals. Mr. Holt mentioned that the class he is trying to set up is for 5 - 6
people and it will be a basic class hopefully starting in September.
6. A letter was sent to the Town Board for permission to obtain a P.O. payable to S. & S. Arts
and Crafts for $2,800. for supplies for the playgrounds.
7. A letter was sent to Eleanor Croshier, District Secretary of the Hughsonville Fire District
regarding the status of the items they wanted done before the opening ofthe playground. Mr.
Ennesser mentioned that there is a lot of work to be done on the backstop.
8. A letter was sent to Connie Fury and Nancy Knifel of the Mid Hudson Medical Group
thanking them for their presentation on nutrition at the Senior Center.
9. A letter was sent to Mrs. Kimberly Steuber regarding her concern of the safety conditions at
the Spook Hill Park. In our letter we stated that safety is of prime importance to us and we
will do everything possible to insure that whatever we place at our parks will pass the safety
test. We always welcome comments from any residents who notice something which they feel
is a safety issue. Mr. Friedman mentioned that one of the toddler seats at Robinson Lane
needs to be replaced. Mr. Holt said that we have ordered enough and that will be replaced as
soon as they are received.
] O. A letter was received from the Dutchess County Emergency Response.
] ]. A news advisory was received from the Environmental Advocates regarding a news
conference to be held at the Town of Wappinger Boat Launch at ]0:30 a.m. on May 21st.
]2. A thank you was received from the March of Dimes WalkAmerica for the use of the Castle
Point Recreation Area for their walk on April 26th.
13. A letter was sent to Luciana Doroni regarding the closing of the Robinson Lane Park. It
seems that the workers are staying at the store after 8:30 to do some cleaning before they
leave and Lucy does not want the responsibility to be out there after dark to close the gate
and make sure everyone is out of the park. Therefore, a letter was sent to her stating that if
they are working after 8:30 that she should take down the flag and let them close the store,
make sure that everyone is out of the park and lock the gate.
14. Mrs. DeLisa sent a letter to John Weber at Shop Rite regarding a donation ofa raffle prize to
be given away at the ] Oth Anniversary Picnic on June ] ] tho Mr. Holt mentioned that he has
spoken to Mr. Weber and he said that Shop Rite will donate something for the raffle.
] 5. A letter was sent to Mr. Paggi and Mr. Tremper requesting help with the ] Oth Anniversary
Picnic.
]6. Mrs. DeLisa sent a letter to Dawn Van Tassell, Manager of Rite Aid thanking them for the
donation of Easter candy to the Senior Center.
] 7. A letter was sent to Supervisor Smith stating that the Dutchess County Dept. Of Planning
and Development will be conducting its monitoring of the Town of Wappinger on Thursday,
May 21 at 1 ] : 15. They will be reviewing the project files on the ] 996 and ] 997 Castle Point
Recreation Handicapped Accessibility project. Mrs. Roe and Mrs. Wasilko of the
Comptroller's Office will meet with them.
] 8. A letter was sent to Supervisor Smith requesting an increase for Paul Endress to bring his
salary from $7.73 to $8.00 per hour. This letter was sent on May 6 and to date we have not
heard on this request.
] 9. A letter was sent to Myers Comers School with a P.O. for the use of their facilities for our
Boys and Girls Gymnastic Program which was held on Saturdays from January to May.
20. A letter was sent to Colleen Cannon of Deer Hill Conference Center enclosing a signed copy
of the agreement and the P.O.'s to be signed and returned for payment for the use of the
facility.
RECREATION DIRECTOR'S REPORT
Mr. Lowery thanked everyone for helping with the registration and noted that we have

registered 33 more children than we did last year. He mentioned that he will need more
counselors. At this point we have approximately 764 registered which includes the waiting list
and he projects an additional 40 to 50 children. Mr. Lowery mentioned that he has already hired
53 counselors. It is estimated that we need at least 3 more counselors and about $4,000.
He mentioned that he is using Sloper this year for the R TE/CPR instruction instead of the
American Red Cross. It is his goal to have at least half of the staff certified since it is not costing
the Town anything. There will be three sessions of 4 hours each. Mr. Lowery mentioned that
Sloper has been very cooperative regarding these classes. He also mentioned that he has
checked out this course with the Board of Health and they have approved it.
Mr. Lowery requested that he be able to use Schlathaus Park for his office instead of
Town Hall. He seems to be having problems with Court locking up when he is still in the office
or he has to leave earlier than what is published in the paper and people come in and the place is
locked up. There are times when he would like to have additional hours and the Town Hall is
not flexible enough for that. There was no problem with setting up an office at Schlathaus.
Bus trips have really taken off We have a new one scheduled on July 27th to Dorney
Park at a cost of $23.00 which is admission to the water park and the amusement park. We will
leave here around 7 a.m. and leave for home about 5 p.m. This is a family trip.
The Saratoga Trip is under way and is $10.00. We still have openings for the trip which
is scheduled for August 13th on a Thursday.
He is thinking about a teen volleyball league and will look further into this. If it comes
about it will be a 5-week session on Thursday.
Mr. Lowery mentioned that he has checked on the cell phones and that the person that
Mr. DiPierno dealt with last year was not interested in doing it again this year because we had a
lot of problems with the equipment and they were not returned promptly. He has called around
to several other places and they either want a yearly contract or we need to purchase the phones
ourselves. He called Cellone and Pagemax. He detailed each of the programs. It was suggested
that he write a letter to Supervisor Smith and spell out this information indicating that we will
need at least 4 phones- 1 for Hughsonville, 1 for Castle Point, a phone for Mrs. Irvin and Mr.
Tompkins and see if she has any suggestions.
A discussion took place regarding the purchase of the camp shirts. To our total
registered, we will have to order an additional 50 shirts. It was noted that we have $5,000. in the
budget for the purchase of these shirts. Mrs. DeLisa mentioned that we need to get the numbers
in to Austin at Anaconda Kaye ASAP.

The staff meeting is scheduled for next Tuesday, June 9th at Schlathaus Park at 6:30 p.m.

MEADOWOOD SUBDIVISION A.K.A. DOMBER
The subdivision plat for the above subdivision was reviewed and the Commission felt that
the land set aside for recreational use is a disappointment. We had hoped to receive more useable
land. We have a hard time refusing to accept 14 acres, in fact we can't. However, we feel that
our hopes for that property will have to be adjusted. It is in a 100 year flood plan. We feel that
we will have problems if we put in another ballfield/soccer field/football next to the Rockingham
residents creating a traffic. and noise problems.
LANDS OF KABLAOUI
After reviewing the above subdivision plat, the Recreation Commission voted to take
money in lieu of land.
RYMER SUBDIVISION
Mr. Friedman asked about the developments regarding the curb cut on the above
subdivision. Mr. Holt said that we are still waiting for approval from the County. Mr. Friedman
said that you have to keep calling the County to get anything done.
CASTLE POINT.
Mr. Friedman asked about the status of the building at Castle Point and Mr. Ennesser
mentioned that the walls are up and the roof is on. All of the playground equipment is out and
laying on the ground.
TENNIS
Mrs. Korz mentioned that she had purchased the tennis balls and that Mr. Casowitz is
ready to start the tennis programs. Mr. Ennesser asked if the bulletin board had been put up and
was told that it wasn't. Mr. Holt mentioned that it is at the barn and asked if it should be placed
by the 4 courts or the 2 courts. Mr. Ennesser and Mrs. Korz said that the better place would be
by the 4 courts where everyone could see it. Mrs. Korz asked about the ball hoppers and Mrs.
DeLisa said that all she knew was that they were ordered but didn't know what the status was on
them. Mr. Holt asked if we were still going to try to have the tournament since we have the
trophies, shirts etc. and was told that we were going to try for July 25 and 26. We will have to

start some publicity. It was suggested that maybe we would get the kids involved also.
HANDICAPPED PARKING SPACES.
Mr. Friedman asked again about the handicapped parking spaces at Robinson Lane and at
Spook Hill. We not only need to place the signs but we need to paint the markings on the
pavement. We will need a minimum of3 spaces at Robinson Lane and 2 at Spook Hill.
DOCKS
The docks are on the trailer waiting to be delivered. The place in Newburgh is suppose to
deliver the arm to the shop on Montfort road. Mr. Holt said that he thought that Mr. Tompkins
had told him that it had been delivered. As far as fixing it to the wall, Mr. Ennesser wiIJ see if he
could get someone to attach it to the wall. It was brought up about the boat ramp patrol for the
July 4th weekend. Saturday and Sunday heavy and Friday and Monday lighter. 6 - 10 in the
morning and 6 to 10 at night.
GRANTS
Mr. Ennesser mentioned that he is in the process of finishing up a grant for $6,250 for
Reese park which would be a matching grant to upgrade the lighting and parking facilities.
Before it goes out he needs a resolution passed by the Town Board. Mr. Holt asked ifhe had
received any word from Supervisor Smith regarding the Schlathaus grant for $21,000. We need
to know what this grant is for - blacktop work or renovation work on the house. Mr. Ennesser
said that the total grant that we went in for was for at least $63,000 which included both.
SIGNS FOR SCHLATHAUS
Mr. Ennesser mentioned that the signs that we had made up for the E-mail for Recreation
can't be put up on the bulletin boards at Schlathaus Park. Mrs. Smith said that we couldn't put
them up. They are now stored at the barn if we ever get to use them somewhere.
APPLICATIONS FOR COMMISSION MEMBER
Mrs. Korz asked about the appointment of the commission member to replace Miss
Gutzler. Mr. Lowery mentioned that it has been placed in the Southern Dutchess News that we
are looking for someone for the Commission but to date we have received only the application
from Mrs. Vazquez. It was suggested that a letter be written to the Town Board recommending
that she be appointed to fill the this unexpired term.

SENIOR CITIZEN REPORT.
Mrs. DeLisa mentioned that she wants to do a square dancing class and will use the large
meeting room. We will look into the budget to see if this can be covered.
Mr. Holt mentioned that Mrs. Waldron, who has been with us for many years, is now back
to work after her operation. Mr. Holt pointed out the lack of flexibility with the staff in the senior
citizen area. We are already understaffed. This was brought up with the Town Board and we
thought that the Board was receptive to the fact that we need people but so far nothing has
happened.. If anything happened to any of the staff in the senior center we will have a problem.
We really do need some help at least one full time person and a part time person. We are doing
more and more for the seniors and it is all for the betterment of the Seniors. We really need the
resources for these people as soon as possible.
PAVING
We still have encumbered funds for paving work at Rockingham and for Schlathaus Park.
They should be doing this work in the next couple of weeks.
SOCCER
We have had problems at Rockingham again with the number of soccer games being
played there. Airport Park has dried out and they should be back using those fields We will have
to talk to Mr. Chappas regarding this. They shouldn't run the program all day at Rockingham.
MAINTENANCE PERSONNEL
We are looking for a part time person for the summer months to help with weed wacking
etc. running small mowers. We need some young muscles for a few weeks. If anyone knows of
anyone looking for work please let Mr. Holt know.
SCHLA THAUS PARK
Mr. Ennesser mentioned that since Mr. Lowery will be using Schlathaus Park for his office
hours we should look into lighting the entrance to the drive.

JUNE 1998 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF MAY 1998
SENIOR CITIZEN CENTER
May activities at the Senior citizen center included the
regular schedule of arts/crafts, oil painting, photo club,
exercise, line dancing, bingo, puzzles, bridge, Spanish
class, cards and games.
On the 6th 108 seniors enjoyed a Mother's Day luncheon at
Hudson's Ribs and Fish. Good food and a good time by all.
On the 7th, Wayne Gersen, superintendent of Schools
discussed and explained the school budget, answered
questions and heard a few complaints as well. The
discussion clarified many issues of concern to the seniors.
On the 15th, the seniors held their firsst wheel of
Fortune Game using our new wheel made by our recreation
maintenance crew. "say Jack" and "Nanna white" hosted the
game. There were prizes for all the contestants. It was
lots of fun.. This will be added to our monthly schedule.
On the 20th, Nancy Knifel & connie Fury, Nutritionists
spoke to the seniors regarinding this proper nutrition,
portion sizes and much more. very informative and helpful
to the seniors.
On the 21st, the seniors celebrated Senior APpreciation
Day. TwO Seniors were honored as 1998 senior center Seniors
of the Year, Anna and Jim orefice. They were chosen by
their fellow seniors for their helping hands, always helping
other seniors, helping at the center when needed and
numerous other reasons that would take pages to describe.
Mrs. Smith presented Anna and Jim with a proclamation, the
seniors honored them with a plant and a bottle of wine. All
the seniors received a carnation in appreciation for "just
being a senior." Chinese food was served after the award
ceremony.
Blood pressure was held on the 14th. Our monthly
birthday party was held on the 22ndh. We celebrated an 80th
birthday of a senior on the 27th.
There are 194 seniors registered at the center and 237 on
the waiting list.
ITEMS TO BE NOTED:
1. ciba specialty Chemicals donated 14 personal computers to
the senior center thanks -to Mr. paoloni. We are working on
creating classes for the seniors in computers in the near
future. This is a wonderful and generous gift that will
give hours of learning and enjoyment to many seniors.

2. The 10th anniversary of the Center will be celebrated
June 11 with a BBG, music by Johnny Dell, raffle prizes,
bocce, shuffle board and much more. Town Board members and
commission members are invited to attend. This will be
opened to all Town seniors at a cost of $14.00.
3. other June events include Attorney Shari Hubner on
health proxys and living wills, A Sound off Day for seniors
to express what programs they would like as well as a time
to complain or just to "sound off". This was requested on
the "wish list" given to seniors to fill out.
4. There are several seniors interested in learning square
dancing. I have found a teacher and professional caller to
do this. THis would mean using the large meeting room an
additional morning or afternoon for approx. 2 hours. This
would be a 5 or 6 week (1x a week) session.

JUNE 1998
Summertime and the Center is busy. Birds are singing and
the bees are buzzin' and we just keep on partying! So on
with the events of the month. Ready?
First on June 3rd, Attorney Shari Hubner will be at the
Center to discuss health proxies, living wills and power of
attorney. She will answer many of your questions concerning
these or any other issues.
ON JUNE 11th (raindateJune 12th). The Town of Wappinger
Senior Center will be celebrating its 10th ANNIVERSARY. To
celebrate this past decade, we will have our annual
anniversary B B QUE. However, this one will be a little
bigger, more special, more food, etc. This will be a
CATERED B B QUE by THE QUAIL COUNTRY INN. Our menu will
include BBQ chicken, Angus burgers, ~* all beef hot dogs,
BBQ baby back ribs, southern potato salad, cole slaw, tossed
4 green salad, all condiments, strawberries and melon,
assorted fruit pies, beverages. And this will be set up,
cooked, served and cleaned up by GRADUATES OF THE CULINARY
INSTITUTE all wearing white coats and hats. Does it sound
good? Also, there will be music by JOHNNY DELL, Bocce,
Shuffle Board and much more.~c~he cost for this special
event is $7.00 to all those current with their dues. This
event will also be opened to all Town Seniors at a different
cost. Let me assure you, your dues fund will not be used to
subsidize any senior who has not contributed to your dues
fund. You must sign up for the anniversary BBQ by June
4th.(no refunds after this date) You must have a ticket to
attend!
On the 17th we will have our FIRST SOUND OFF DAY! Several
of you requested (on the wish list) a time when everyone can
speak up and make suggestions etc. You know a VERBAL WISH
LIST DAY. So let's try it!- Once again, if you have
something you'd like to do at the center. Speak up! If you
have a complaint, Speak up! Remember, this is your center.
Speak up and let me know what you want. WISH GRANTED!

WHEEL OF FORTUNE!! Boy that was fun! A big thanks to
all the contestants, Herman (aka "HI Jack!") to Reg our
score keeper and also to all who helped put this together;
John Hartung for making the point markers, Larry Petersen
for doing the ABC's. Did I forget anyone? Well, thanks to
anyone too. We will play our second game of WHEEL on June
24th. We need new contestants! Let me know first come-
first contestants. Will you be one of our winners? With a
bit more practice we'll be as good as Pat and Vanna if not
better. Would anyone like to volunteer to be the HOST? Or
NANNA? SCOREKEEPER? LETTERCHANGER? Let me know. The more
activities we do, the more we could use your help. So let me
know if you want to be Host? a Contestant? Nanna? Our
second WHEEL OF FORTUNE BEGINS JUNE 24th. PRIZES FOR ALL
PARTICIPANTS! WISH CONTINUING TO BE GRANTED!
Other June news; Blood pressure (now the 2nd Thurs.) is
cancelled this month. Birthdays* will be celebrated on the
26th. BINGO DAYS are Wed. June 3rd and 10th, Thurs. the
25th and Fri. the19th. FRESH FRUIT DAY is June 18th Maria
has offered to pick up fresh fruit, cut it up and have it
available. ANOTHER WISH CONTINUING TO BE GRANTED!
* REGARDING BIRTHDAYS!!!!! On the wish list, many of you
requested that a cake be bought each month for the party
instead of each birthday person bringing a cake. Well, your
wish shall be granted. I will buy a cake for all of us to
celebrate the birthdays of the month. Of course cakes are
always welcome. Another WISH GRANTED!!!!
Regarding the WISH LIST. Please note many WISHES ARE
GRANTED! I will keep some copies by the sign in sheet (or
ask me)just in case you have a "wish". Just write it down
and put it on my desk. The feedback fr~~ those returned has
been very helpful, enlightening and in some cases
surprising. Thank you to all of you who have taken the time
and effort to do this and to speak up. Remember, you need
to tell me what you want or do not want. (I failed the mind
reading class in college.) There are more ideas I will
continue to grant these as I can.
SQUARE DANCING!! Some of you requested square dancing
lessons. I have contacted a professional teacher and
caller. If you are interested in this please let me know as
soon as possible. There may be a small fee for these
lessons (not sure yet) . Lessons would be one and a half
hours, either Tues. in the morning or Thurs. afternoon.
This is great exercise for all while having fun too. Try it
for the five or six weeks!

There were several who felt that some of the funds should
be used to help those in need, less fortunate etc.
Personally, I think that would be super and that most of you
would agree with this. So if not, you need to tell me. If
you have a specific organization or know of someone in need
let me know. Sue Bush has agreed to be part of a committee
to find different ways to help the community's needy. So if
you are serious about this, let me know if you would like to
be part of this committee. What do you think about "Make a
Wish Foundation"? We could do something specific for this
group. Or how about the nursing home in Wappingers? Or you
tell me okay?
Anyone interested in scrabble, parchese, chess or

thrilled so many filled out the wish list. Now to fulfill
some of these wishes, I still need your input.
The WALKING CLUB continues. .If you would like to join the
Walking Club start now! A chart is hanging on the door.
Just add your name and start walking. Six times around the
Town Hall is a mile. Just mark the number of times you walk
around, I will convert it to miles later. We do recommend
you walk with someone. Use the "BUDDY" system when
possible. Walking is considered one of the best physical
exercises you can do for your health It can help reduce
blood pressure, regulate insulin for diabetics, keep your
heart healthier and so much more. Goal for 1998 Walkers:
To do 10 more miles this year than last year. If you are
just starting, you can make at least 10 miles your goal.
That is only 60 times around the building in a year or 5
time around a month. Start now!
Enjoy the poems by George Brannen, Carol Kopp and Sue
Bush. The Creative Corner was started for YOU to share your
thoughts, drawings or writings. So come on Seniors! Let's
see your "stuff."
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank

you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, June dues is $2.50. Those
on the waiting list are welcome to pay dues. This is
voluntary. This entitles you to join our "out of Center"
activities at a reduced cost.

A SAD LITTLE BIRD

I HEARD THE MOURNFUL CRY OF A WHIPPOORWILL LAST NIGHT.
CALLING FOR HIS MATE, AGAIN AND AGAIN.
HIS CRIES GREW LOUDER AS THOUGH HIS HEART WOULD BREAK.
STRANGE AS IT SEEMS, IT WAS AS IF HE WAS TELLING HER,
HE MISSED HER SO, AND HE WOULD BE LOST
FLYING ALL ALONE. I FELT SORRY FOR THAT LITTLE BIRD.
SITTING IN THE TREE.
I TOO KNOW HOW LONESOME IT CAN BE SITTING ALL ALONE
YOU TRY TO HIDE YOUR TEARS AND FEARS WITH A SMILE
SO NO ONE ELSE CAN SEE.
I CRY TOO WHEN THERE IS NO ONE THERE BUT ME.
OH, LITTLE BIRD, CRY NO MORE. TRY SINGING A HAPPY SONG.
SHE WILL BE BACK WITH YOU BEFORE DAWN.
TOGETHER YOU BOTH WILL SOAR TO NEW HEIGHTS

Since this is the time for roses, I had some thoughts about roses that was written
for my over-achieving daughter, some years ago.
Stop and Smell the Roses on the Way
It's good to have high hopes and aspirations.
Let your reach exceed your grasp they say.
But as you move through toil and strife,
Down the road of life,
Stop and Smell the roses on the way.
