AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held April 4, 2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:05 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director and Commission Members James Chappas, Joseph Ennesser, Ronald Friedman, Stephen Miller and Joanne Vazquez. The minutes of the March 7,2000 meeting were approved on a motion by Mr. Friedman seconded by Mr. Chappas with all in favor. CORRESPONDENCE A copy of a letter sent from the Office of the Aging to Supervisor Smith was forwarded to us. The letter was a confirmation of the date for the Senior Citizen picnic for the Town of Wappinger as Wednesday, August 16,2000. The picnic will be held at the Robinson Lane Recreation area. A letter was received from Sloper Willen Ambulance Service enclosing a list of upcoming CPR and First Aid Classes. This letter was given to Mr. Lowery to see ifhe could use any of these dates for his classes. A letter was received from Brian D. Acard, Attorney with Spiegel Brown & Fichera enclosing the original transcript of Mr. Holt's testimony on the O'Leary case. (Injury on basketball court at Martz Field.) Mr. Holt was asked to review the testimony and if correct to sign it on the last page and return to his office. An invitation was received from Joseph D. Roberto of the Town of Wappinger Little League to attend Opening Day Ceremonies which are scheduled for April 15 with a rain date of April 22. They also requested that arrangements be made again to have porta johns at the site for that event. The portajohns have been ordered and should be at the site already. A formal request was received from Skip Rottcamp of the WCSD to use Robinson Lane Senior League Field March 20 - June 8 from 3:00 to 4:30 for practice and for home games. Mr. Chappas will follow up on this. A certificate of insurance was received from WCSD for the 1 . . Recreation Minutes April 4, 2000 use of the ballfields at Robinson Lane. A letter was received from Sharon McSween for the use of Robinson Lane Recreation Area for their benefit tournament on 9/23 and 9/24. The benefit they are supporting this year is Juvenile Diabetes. Mr. Chappas will follow up on this request. Mr. Friedman reminded us that we will need a Certificate of Insurance. A memo was received from Joseph Ennesser with specs for the sign for the backstop at Robinson Lane in memory of AI Kersting. This information has been forwarded to the Local Communications Workers of America who have indicated that they would like to donate the sign. OUTGOING LETTERS 1. A letter was sent to Mrs. Bryan Robbins returning her check for the gymnastic classes on Saturday. Mrs. Robbins is a resident of the Town of Poughkeepsie. 2. A memo was sent to the Town Board from Joseph Ennesser with the quotes from two vendors to provide engineering and hardware costs for the Reese Park footbridge. 3. A letter was sent to Supervisor Smith regarding the park availability. There was some question about why some of the parks are not open during the winter months. Mr. Holt mentioned that at most Parks there isn't anything that can be done at the Parks. Two specific parks in question were Castle Point and Reese Park and there really isn't any or minimal parking. 4. A letter was sent to Michael Schnoor requesting assistance in the construction of a small bathroom inside the store area at Robinson Lane. Mr. Holt mentioned that he would like to block up the existing garage door and replace it with a regular steel door. The rest room would then be constructed where the door was removed. 5. A letter was sent to Deborah Bjorkman, Town Clerk of Pleasant Valley enclosing the information that we have on the lighting of a field. Mr. Holt had talked to her about this and informed her that the Town of Wappinger does not have any lighted fields at the present time but that we have been discussing the situation and do have some information. They are in the process of doing some of their fields and are looking for information. 6. A letter was sent to Glenn A. Carter, President of the Communications Workers of America regarding the sign they would like to donate for the AI Kersting field. The letter included some sign specs for material, color etc. 2 - ~. .. . " '. Recreation Minutes April 4, 2000 7. A memo was sent to the Town Board requesting a P.O. for $1,500.00 for White's Marina to replace a piling that came out during the winter. 8. A memo was sent to theTown Board requesting P.O.'s totaling $8,000. payable to Deer Hill Conference Center for the use of their pool facilities for the summer swim program from June 21 to August 10. Payment will be made in two installments of $4,000. each. 9. A letter was sent to Supervisor Smith regarding the P.O.'s for clay and porta johns. 10. A letter was sent to EnviroClean Porta Potty stating that they had received the bid for porta johns for the 2000 season and enclosing P.O. ' s for the units at Robinson Lane, Rockingham and Airport Park. 11. Letters were sent to A-I Portable Toilets and M. & O. Sanitation thanking them for their bids for the rental of porta johns for the year 2000. 12. A letter was sent to Patrick DeHaven, Director of the Dutchess County Classic approving their request to use Robinson Lane for their race on September 16 and 17. 13. A letter was sent to Charles Cornacchio approving his request for the Beekman Men's Hardball league to use Holt field on Sunday mornings April 30th to November 12 from 9:00 a.m. to 12 noon. 14. A thank you letter was sent to Marge Short of Aristocrat Tours for sharing her knowledge on the "Hidden Treasures of the Hudson Valley" with the Seniors. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of February. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned the following: This Sunday (April 9), we are holding the Easter Egg Hunt at Schlathaus starting at 2:00 p.m. Everyone was asked to be there by 12:30 to help hide eggs and get the stage set up. He mentioned that there has been quite a bit of advertising in the Poughkeepsie Journal and 3 . '. . Recreation Minutes April 4, 2000 Southern Dutchess News. It was decided that we should have the children register by ages and that way we will be able to determine how many eggs each child can get. We have about 300 eggs ready for each age group. The West Point Concert Band concert will be held on Friday April 14th at Roy C. Ketcham at 8:00 p.m. They have requested that the buffet be held prior to the concert at 6 p.m. instead of after the concert as we usually do. This has been okayed by the School District. Mr. Miller has been in contact with the caterers and they have no problem with doing it earlier. The tickets for the YankeeIMet game will be going on sale on April 13th at Schlathaus Park. The game is a 1 :00 p.m. game on Saturday, July 8th and the seats are upper reserved. Price for the tickets will be $18.00 per person. He has been working on the summer playground program and has been hiring the staff, making schedules for out of camp trips etc. There was a discussion regarding the Rymer area and when that might be ready. Mr. Miller emphasized that we will not be able to use Evans School indefinitely. We need to start to think about making a plan in case we are not able to use their facilities. Mr. Lowery mentioned that he would like ideas for an after school program. He would like to start to put together some type of plan. REESE PARK Mr. Ennesser mentioned that he is still waiting for estimates for the concrete work at the bridge at Reese Park. He has also contacted the Attorney to the Town AI Roberts about putting into place an ordinance to offer a reward for $500. 00 for information leading to the apprehension and prosecution of violators regarding use and destruction of park property by motorized vehicles. Mr. Roberts is looking into legalities of such an ordinance. Mr. Ennesser mentioned that he has received the approved contract and vouchers from the State for the construction of the Reese Park Bridge. He mentioned that he had called Albany and the regional office of Parks and Recreation to get information about a park improvement grant that he submitted last July for $12,000. Mr. Ennesser mentioned that there is another work party scheduled for May for 4 . , . . Recreation Minutes April 4, 2000 Reese Park. ROBINSON LANE/LITTLE LEAGUE Mr. Chappas mentioned that the roof on the dugout at R2 needs to be repaired. Mrs. Roe said that Mr. Tompkins has been out to look at it already and is waiting for a good day to do the work. Mr. Chappas mentioned that Little League is not using the water but that they are bringing in bottled water for all drinking purposes. They have cleaned the store and are having the Board of Health in this week to inspect it. He also mentioned that Little League is not running the store but they are contracting with someone to run it. Mr. Chappas asked if this was a problem and if so what should be done. It was stated that this presents a liability and it was suggested that Little League send a letter to the Town Board requesting permission to bring in a vendor. It was also stated that the Town will need a Certificate ofInsurance from this vendor and it should be before Opening Day. SPOOK HILL Mrs. Vazquez mentioned that she had checked the Spook Hill site and noted that there is graffiti on the slide which should be painted. There is also chalk on the building and litter in the woods. In general she felt that the park needed a facelift. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. The water in the rest rooms at Robinson Lane has not been turned on and we are still waiting for test results to come back. We have called Marshall and Sterling our Insurance Agent to find out about our liability if we turn on the toilets and sinks and post a sign over the sinks saying that the water is still being tested and that it should not be used for drinking purposes. Mr. Peluse mentioned that the signs would help but they would not absolve us from all liability. Mr. Friedman made a motion seconded by Mr. Chappas that we would open the rest rooms and only put the water on in the toilets. It was decided that we would post signs in both the ladies and men's rooms that there are handiwipes provided at the front of the building for 5 . '. . Recreation Minutes April 4, 2000 sanitary purposes. Mr. Tompkins will be asked to provide a barrel there for disposal purposes. 2. Mr. Farrell has asked the Recreation Commission/Town for a letter in support of a "0" tolerance position. There was a discussion regarding this request and it was suggested that we discuss the issue further with the Town Board and Attorney to the Town. 3. We have funds in our 2000 budget for a well to be dug at Airport Park. We will have to discuss with the Engineer to the Town Joseph Paggi where to put it and what we will need i.e. pump etc. The well will only be used for wetting the fields and not for sanitary uses or bathroom facilities. Mr. Friedman mentioned that he thought that there were several wells on that site and he would look into his information and get back with Mr. Holt. It was thought that there was already a well in the back of the property by the tree. 4. There also is money in the budget to install a flagpole at Airport Park. We will be looking at one approximately 30' high with a 6" diameter. 5. Clay has been delivered to Robinson Lane and the maintenance people will take some to Martz Field to put on the mound. 6. The sign in memory of Melissa Bisaccia was up for the tournament which was held last fall and was never removed. This past week our maintenance staff took the sign down and placed it in the Barn. Mrs. Roe received a call from Marion Balone regarding the sign and was questioned about why the sign was removed. She said that she thought that Mr. Farrell had put in all the paperwork and that the sign was to remain. Mrs. Roe told her that we have not received any paperwork and that as far as she knew, the sign was only suppose to be up for the tournament itself That it was probably in the Barn. In order for the sign to be up permanently, application has to be received by the Recreation Commission which conforms to our policy and once approved by the Commission it has to be forwarded to the Town Board for their approval before anything can be done. 7. The tree outside the doorway at Schlathaus is dead and we have put in for a P.O. to have it removed as soon as possible. 8. The building in the back of the barn has been completed with the metal sides and roof It looks really good. 9. Mr. Lowery has written invitations to the Town Board to attend the West Point Concert on Friday, April 14th at 8:00 p.m. They were also invited to attend the buffet 6 ... ...' .. t ~ ' fl Recreation Minutes April 4, 2000 which will be done prior to the concert at 6:00 p.m. 10. Dates for the playground registration have been posted in the Recreation Guide. Everyone was asked to check their calendars to find out when they will be able to help with registration. We will need a lot of help those nights. We are registering for all programs at the same time.
