RECREA nON COMMISSION MINUTES JUNE 6, 2000 NEXT MEETING JULY 11,2000 AT SCHLATHAUS PARK AT 7:00 P.M. The regular meeting of the Town of Wappinger Recreation Commission was held on June 6,2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, and Commission Members Joseph Ennesser, Ronald Friedman, Enen Korz and Joanne Vazquez. The minutes of the May 2,2000 meeting were approved on a motion by Mr. Ennesser seconded by Mr. Friedman with all in favor. CORRESPONDENCE. A note was received from Patrice Stabile requesting a refund for the Session 5 of the golf classes. She noted that her son had signed up for a basketball camp and she did not realize that the dates were the same when she signed him up. The Commission okayed this request. A letter was received from Joseph E. Paggi regarding the Castle Point Landfill with two documents from Conrad Geoscience Corp., a proposal from Field Safety Corporation. A second letter was received from Joseph E. Paggi regarding the Castle Point Landfill listing several items that they feel should be done at the site. An application for the use of Robinson Lane facilities on May 7,2000 from 4:30 to 7:30 p.m. along with the Certificate ofInsurance and the fee of$IO.OO was received from Ron Rabasco of the Hudson Valley Baseball Association. They had been approved to use the field on that date. A letter was received from Spiegel Brown & Fichera requesting an available date to set up a deposition for Mr. Ennesser for the Williams VI Town of Wappinger matter. Mrs. Roe called their office with several dates for the deposition to be held. A second letter was received from Spiegel Brown & Fichera stating that a date of June 5,2000 at 10:00 a.m. had been scheduled for Mr. Ennesser's deposition on the Williams Case. The deposition will take place at the Offices ofVasti & Sears, Route 44, Main Street, Pleasant Valley, New York 12569. 'I . L Recreation Minutes June 6, 2000 We received from the Southern Dutchess News an Affidavit of Publication for the construction of a prefabricated 2-piece Aluminum Pedestrian Walk Bridge for Reese Park. This was in the May 17, 2000 issue. A letter was received from Jennifer Kelly of the Southern Dutchess Women's Softball League including a copy of the Certificate of Insurance and the completed application for the use of the Castle Point fields for the season. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of May which is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Lowery thanked all the Commission members who helped out at the registration dates in May and mentioned that there will be another registration on June 10th from 9:00 to noon. The playgrounds open on June 26th and they will be closed for the July holiday on July 3rd and 4th. He will be holding the sign up for the trip to Great Escape to be held on August 5th this Thursday. The cost is $22.00 for adults and $16.00 for children. The price includes the bus and admission to the 2 theme parks. The concert season starts on June 29th with Final Touch. The bands for the rest of the season are: July 6th Johnny Dell July 13th Thunder Ridge July 20th The Klassics July 27th Switch in Time 3 Recreation Minutes June 6, 2000 August 3rd August 11 th Hot Rod West Point Jazz Knights. It was mentioned that the last concert is the Jazz Knights and we will have to provide a buffet for the band that evening. Mr. Miller will again look into prices from the Roma Deli. Mr. Lowery has taken registrations for the trip to Saratoga which is scheduled for August 10th. He noted that there are still openings for this trip. The price is $14.00 per person. Family Fun nights (Friday program) will start on July 7th at 7:30 p.m. These shows are geared to youngsters with the following schedule: July 7 - Steve Max the Super Simon Sez Guy July 14 - Robert Rogers Puppet Show July 21 - Ned Gelfars the Family Comedy Show July 28 - Musical Variety Show Mr. Lowery mentioned that he has ordered T-Shirts for the counselors and they are a new design. He did not get the shirts with the collars on them instead they are a plain T- Shirt with Staff on the back of them and Wappinger Recreation on the front. REESE PARK Mr. Ennesser asked if the problem with the Luparelli property had been reported. Mrs. Roe said that she had talked to Mr. Liebermann about it and he was going to check it out. Mr. Ennesser mentioned that with all the rain he was concerned about the erosion of the property. Formal bids for the new walkway at Reese Park will be opened on Wednesday, June 14th, however no one has picked up the specs for the bids as of this afternoon. They did an outline for educational purposes for Reese Park for the Fall. He will continue to upgrade the program and bring it to the Commission at a later date. Mr. Ennesser mentioned that a lot of the work that had been done at that site is completely overrun and will have to be redone. Mr. Ennesser mentioned that we will have an additional $5,000. coming from the State for the concrete work on the walkway at Reese Park. With the help of Councilman Robert Val dati and Vincent Bettina, we were able to get this grant from Joel Miller's office. Mr. Ennesser mentioned that he has received a $2,000. matching grant for 4 Recreation Minutes June 6, 2000 Greenway for Reese Park trails. This grant is for signage and trail markings and we can use it on trail repair. P ARK SAFETY Mr. Friedman mentioned that he has been working on the safety reports at Robinson Lane and Martz Field.. He mentioned that he suggests that we look into getting top rails in bright yellow or orange for the tops of the fences at Robinson Lane. He mentioned that the bright color will warn the outfielders that the fence this there and also will protect the fielder if they come down on it. He suggested that we look into putting this in the 2001 budget. Mr. Friedman mentioned that he felt that we could be liable if someone was hurt on a fence because this is now available. At Martz Field he mentioned that the plugs that hold the bases in place are sticking out of the ground and need to be reset. He also noted that all the dugouts need to be scraped and painted and that the cracks need to be filled so little fingers don't get caught in them and bees and wasps do not build nests. RYMER AREA Mr. Friedman asked if we have done anything at the Rymer property and Mr. Holt said that we have not received anything from Paggi and Martin regarding the construction of the roadway or layout of the area. He did mention that we will be planting some trees. TENNIS Mr. Friedman mentioned that the fences around the tennis courts are dangerous. Originally the fence was imbedded in the concrete but now it isn't and if someone sticks their hand under to get a ball it could be dangerous. We should look into this. Mrs. Korz mentioned that she has the P.O. for the tennis balls for the program but had not purchased them as yet. SOCCER! AIRPOR T IROCKINGHAM Mr. Miller mentioned that he has taken a box of Recreation fliers to the soccer fields to be distributed to the participants. He also mentioned that there is a problem with the geese at the Rockingham park 5 Recreation Minutes June 6, 2000 but there is not much we can do regarding this. Mr. Friedman mentioned that he has recently read that there is something that you can spray on the grass that makes it inedible and therefore they don't stay around. BOAT RAMP Mr. Ennesser mentioned that he has ordered a couple of signs "Do NOT FEED THE WATERFOWL". The status on the boat ramp grant is still unknown. He has set up a meeting with Windsor Machinery to discuss a new dock attachment which is part of the grant and will eliminate the pilings. The meeting will take place tomorrow at 8:00 a.m. CASTLE POINT Mr. Ennesser mentioned that he has drawn up a diagram for the placement of the playground equipment in case we have to move it. It should meet the safety standards for the equipment placement. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. Mr. Endress one of our maintenance personnel is in the hospital and will be having surgery today. He will be out of work for some time. We will need help with the maintenance work. If anyone knows of someone interested please let us know. 2. At the Spook Hill park there is a right of way from the back side of the park out to Nancy Aleen Drive. The Highway Dept. was in there to do some drainage work and now there is a lot of standing water in the right of way. So much so that we are afraid that a child might fall in the water. If they are not able to get this fixed we will have to put fence at both ends of the right away. Mr. Holt will talk to Mr. Foster to see what can be done. 3. It was mentioned that Mr. Swartz is still working on the plans for the Senior Center. After he has them finished he will be going to the Town Board with them. 6 . " Recreation Minutes June 6, 2000 4. We have put in a letter to the Town Board for the purchase of a flag pole for Airport Park. Hopefully we will be installing it before their season opens in September. 5. The new mower and back hoe are on order from Pine Plains Ford Tractor. 6. We have also put in a memo to the Town Board regarding the paving at Schlathaus Park. We really need to have something done with this area. We are using the building for a lot of events i.e. computer classes, photo club, Steve has signups for trips there on Thursdays, Greenway uses the building for meetings, The area in the front of the house needs to be paved and the exit is really dangerous as it has a very steep grade to it. Eventually we would like to pave around the edge of the park and out to Old Myers Corners Road but for the present we would like to do just the parking and driveway into the house. 7. Mr. Holt mentioned that there is nothing new on the lights but maybe when we do get lights we might have to also do one of the girls fields. 8. The sign up for the adult golf classes went well with about 35 names of people who are interested in the lessons. We have scheduled a session of 6 Saturday lessons from 10 a.m. to 11 a.m. for one group. Another clinic will be scheduled for Tuesdays and Fridays, June 20th to June 30th from 6:30 p.m. to 8:30 p.m. They will have to pay the Beekman Country Club $70.00 for the lessons. 9. The new fencing has been completed on SL-1 and the old fence will be used on one of the T -ball fields. 10, We still need more fencing around the Barn and will be doing another section this year. 11. The water at Robinson Lane is being checked daily by Bill Farrell and Karen Roberto. When we get the system up and running at the Castle Point Playground Mike Cole will be instructed on doing the testing. The next place we will have to get something going is at Schlathaus Park but since we do not drink the water there we don't have to worry about that at this point. Water at Schlathaus is safe but it smells (sulfur) and therefore we bring in water. 12, He has spoken to John Weber and he is now working at another supermarket and said that they would be interested in taking care of the Town's end of summer picnic. He mentioned that they are very community minded and for us to give him a note of what we do and what we need for various functions. Mr. Miller suggested that we list everything from Easter, Christmas, etc. 13, Mrs. Roe handed out information on the Nextel system that Mr. Chappas had 7 . , . Recreation Minutes June 6, 2000 received and at this point it looked a little expensive. We will save this infonnation 14. A discussion was held regarding the Castle Point Recreation area and Mr. Holt said that we will have to monitor the situation very carefully in the next few weeks. We should also look into the possibility of having to move all the equipment from its present area to the top of the hill on the opposite side of the roadway. 15. A discussion was held regarding the "0" tolerance request from Little League. Mr. Holt mentioned that we just can't give Little League carte blanche for "0" tolerance. Mr. Friedman suggested that we should write a letter that wouldn't over ride their own rules but stating that we would back up Little League in calling in the police or other responsible authority for alcohol or abusive language or behavior. Mr. Miller stated that something should be written regarding conduct at all of our parks which would include abusive language, abusive actions or alcohol that warrant disciplinary procedures namely leave the park and don't return.. Mr. Miller was asked to write up something regarding this. 16. A discussion was held regarding the person who volunteered to do the upkeep of one of the fields at Robinson Lane. Several members of the Commission were for it and several members were against. Mr. Holt mentioned that he will write a letter to the Town Board and get their feelings forI or against the proposal. 17. Mrs. Roe asked if anyone knew when the Castellano Tournament was being held. Mr. Chappas will check this out to find out when. Mr. Farrell mentioned that they will be holding the Andy Vito Tournament at Robinson Lane August 12 to 21 st. 18. We received a request to waive the playground fee for 6 Terralonge children. Mr. Miller mentioned that he knew the family and that they do not have the resources. Mrs. Roe mentioned that The Oak Grove PT A usually pays for their extra activities. It was agreed that we waive the fee. 19. Mr. Holt mentioned that the second tick spraying is scheduled for July 3rd. Mr. Miller asked how long we need to stay off the fields after they are sprayed. He mentioned that they place flags out that say 24 hours. Mrs. Roe said she thought it was 2 hours but she would caB to verify that. 8 ." " Recreation Minutes June 6, 2000 Anthony Laman sent in a drawing for the proposed shelter at Airport Park. After reviewing this plan everyone was in favor of the construction. Mrs. Roe will see about obtaining the necessary papenvork from the building department. Mr. Lowery will be holding a camp orientation meeting on June 7th and on the 14th. Mr. Holt asked Mr. Friedmen ifhe could attend and stress to the counselors safety. The meeting was adjourned at 8:50 on a motion by Mr. Miller seconded by Mr. Ennesser. Peggy Roe Secretary 9
