NEXT MEETING ;..~, 1 RECREATION COMMISSION MINUTES JULY 11,2000 NEXT MEETING AUGUST 2, 2000 AT SCHLA THAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held July 11,2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:05 p.m. by Chairman Ralph 1. Holt. Others present were: Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director and Commission Members James Chappas, Ronald Friedman, and Ellen Korz. The minutes of the June 6,2000 meeting were approved on a motion by Mr. Friedman seconded by Mrs. Korz with all in favor. OUTGOING LETTERS FOR JUNE 1. Letter to MSG Lynn Cunningham enclosing copies of advertising for West Point concert 4/14. 2. Letter to Town Board requesting permission to obtain 25T clay for Robinson Lane. 3. Letter to Town Board requesting to rebid the Reese Park project. 4. Letter to A. C. Moore with names of those allowed to purchase for Town of Wappinger. 5. Letter to John Weber for help with the summer picnic. 6. Letter to Connie Smith re: Castle Point recreation area. 7. Letter to Brian Acard enclosing original transcript of testimony ofMr. Holt for Williams V. Town. Adam Darnobid attended the meeting to discuss Reese Park. As an Eagle Scout project he has been working at Reese Park doing clean up work. He mentioned that he recently had a group of scouts in the park to do some clean up work and that there are a couple of piles of garbage that need to be carted away. Mr. Holt said that the maintenance people would be down there in the next couple of weeks to take the garbage away. Mr. Darnobid mentioned that they hope to get more people there to use the trails in the future. He felt that with the presence of someone using the trails that maybe we wouldn't get as much vandalism and ATV's in the park. It was suggested that an article be put in the Southern Dutchess News. We will speak with Mr. Ennesser when he gets back from vacation. ../0 ;; Recreation Minutes July 11,2000 CORRESPONDENCE The following requests were received for refunds: 1. From Patrice Stabile for a refund on the golf clinic. - Son attended the first session and was told by the pro that he should attend an advanced class. - Refund of$40.00 approved. 2. From Barbara DiTrocchio for a refund on summer camp. - She received a letter from W.C.S.D. stating that daughter did not do well on state tests and that she should attend a summer program to improve math and language skills. - Refund of$50.00 approved. 3. From Brenda Novick for refund on summer camp. - Daughters are unable to attend camp because of prior scheduling .- Refund of$25.00 approved. 4. From Sandy Schauer for refund on Basketball Camp - Son does not want to miss activities at the Camp during that week and therefore does not want to go to basketball camp. Refund of $15.00 approved. 5. From Dolores Zephir Preyer for refund on basketball camp. - Son does not want to miss activities at the Summer Camp at Evans. - Refund of$15.00 approved. 6. From Debbie Gebler for refund on basketball camp. - Children unable to attend basketball camp. - Refund of$25.00 approved. A letter was received from Leo Kearns, President of the Chelsea Fire Company enclosing a check in the amount of$50.00 and a copy of insurance for the use of the Castle Point Recreation Field on 6/9,6/16, 7/7, 7/21, and 7/28. They also questioned why a volunteer fire company in our Town would have to pay for the use of this field. The field is in their fire district and they provide the necessary fire protection and the members of the fire company are the ones using the field. After a discussion, a vote was taken and the majority of the members voted to give them the field at no charge. A letter will be forwarded to the Company returning their check for $50.00. A certificate of insurance was received from the Road Runners Club for the use of Robinson Lane for their race on September 17, 2000. A memo was received from The Dutchess County Youth Bureau stating that all the required paperwork is due at the Youth Bureau by Monday, August 7th at 5:00 p.m. for the 2001 programs. This was given to Mr. Lowery for follow up. 2 I , .-' Recreation Minutes July 11, 2000 Park safety audits for Quiet Acres and Airport Park were submitted by Mr. Friedman, Safety Officer. Copies were given to Mr. Tompkins for follow up. A trailer rental agreement was received from Guardian Trailer for the truck body at the Evans Playground. Approval for the use of facilities was received from the Wappinger Central School for the following: 1. Evans School for the summer playground 2. R. C. Ketcham for the drop offi'pick up site for the swim program. 3. R. C.Ketcham for a rain site for the Jazz Band concert 8/11/00 The Summer Newsletter was received from the Dutchess County Youth Bureau. A letter was received from Christina L. Landers objecting to the proposed Transitional Residence being planned at the VA Hudson Valley Health Care System Castle Point. The letter was placed on file. A flier was received that the 6th Annual Corey Castellano & Jason Smith Memorial Tournament will be held at Robinson Lane from July 21 st to July 29th. Mr. Chappas was asked to speak with Mr. Farrell and tell him that the Town should be notified about these tournaments. We really need to know if the tournaments are run under Little League or not. If they are not run by Town of Wappinger Little League we need to have the proper insurance. A memo was received from Supervisor Smith stating that the Annual Community Day will be held on Sunday, September 10th and requested that the event be posted on the Community sign at Schlathaus Park. She also requested that we arrange to have the building unlocked for the entertainers that day. A memo was received from Debbie Bjorkman, Town Clerk of Pleasant Valley requesting information on our recreation programs and parks. A copy of the Recreation Guide will be sent to her. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of June. This report is attached to these minutes. 3 .A , Recreation Minutes July 11, 2000 She also noted the following: 1. The Senior group went on a field trip today to the FrancesLehman/Loeb Museum and learned about pictures without a camera. They would like to use Schlathaus in the evenings for a meeting. The Commission okayed this as long as Mrs. DeLisa is present. Mr. Lowery mentioned that they cannot use it on Thursdays because that is his office night. 2. She also mentioned that the ventilation in the photo room is a problem. There is an air vent but there is no fresh air. We will look into this. 3. It was also noted that the sulfur water is not good to mix with some of the chemicals that they use with the photos. We will look into a water filter. 4. The boccie court needs to be cleaned up. 5. The T.V. at Schlathaus needs to be fixed. RECREA nON DIRECTOR'S REPORT Mr. Lowery mentioned that the camps are going good. There were several small incidents which have been taken care of One incident was where a 13 year old stole a C. D. player from another camper along with the C.D.'s. All of the children involved have been removed from camp. Mr. Lowery spoke with all parents involved and the player was replaced. Another incident was where several 13 year old campers were caught smoking in the portajohn at Evans. Mr. Lowery mentioned that all the problems seem to be with the 13 year olds and suggested that the age be dropped to 12. Mr. Friedman said that if we can keep a number of 13 year old out of trouble they will out weigh the few that do get in trouble. A suggestion was brought up that maybe we should have a separate camp for the 13 to 15 year old kids which would be held at only 1 site. The Town doesn't have any programs for the kids 13 - 15 and they cannot apply to work at the camps until they are 16. Mr. Lowery mentioned that we will have to do something to get the children out of Evans. It really isn't a great place and the facilities are too spread out with really not a lot of shade. Rymer doesn't seem to be coming along very fast. A suggestion was made that maybe we could use Greystone. We will have to look into it. The after school program that we have discussed before will not happen this year. There is a lot of planning that needs to be done and it is not in the 2000 budget. We will have to draw up a plan and bring it to the Town Board. 4 "'. . Recreation Minutes July 11, 2000 There was rain for the first concert and the second concert Johnny Dell had about 200 people. There were about 100 people at the first family night which we all felt was great. We would sti11like to get a projector and screen so that we could show a movie at the last family night. It was suggested that Mr. Lowery check with Mr. Miller and Taylor Rental. Mrs. DeLisa will speak with the members of her photo club. Mr. Lowery mentioned that the seniors at Ketcham have to do at least 10 hours of community service in order to graduate. He said that he is working with this project this year and asked if we could use anyone in this capacity. It was stated that we are not sure that this would be okay. Mr. Holt will speak with Supervisor Smith about this. Mr. Lowery mentioned that he will be advertising a bus trip to Cooperstown for September 23rd. The YankeelMet game was on Saturday. The game was good and the trip was sold out. A reminder that the West Point Jazz Band will be here on August 11th at Schlathaus Park with the rain site of Roy C. Ketcham. Mr. Miller was to look into getting prices for a buffet. Mr. Lowery mentioned that they have requested to eat after the concert. GREYSTONE Mr. Chappas mentioned that we will one day be inheriting Greystone and maybe we should start planning on what we could do with the property. Of course it will be light recreation and in the winter possibly skiing, sledding etc. RYMER Mr. Friedman again asked about the status of Rymer. He asked if we have ever received the plan for the roadway so that we could start working in there. It was suggested that a note be written to Peter Paggi stating that it has been some time since we walked the property with the intention of planning a layout for the roadway and to date we have not received anything from their office. We keep getting asked about the progress and now that it is almost budget time we would like some best guess estimates for the work to be done there. TENNIS Mrs. Korz mentioned that the tennis clinics are going okay and the courts are okay. Mr. Friedman mentioned that he has already written up a safety issue on the bottoms of 5 ) 4, .,J ~ " Recreation Minutes July 11, 2000 the fences. This has already been addressed with the maintenance personnel. SPOOK HILL Mrs. Vazquez was unable to attend the meeting but noted several items that need to be looked at Spook Hill. Last week when she was over visiting the playground the bathrooms were not in working order. Mr. Tompkins has gone over to check them and at the present time they are okay. The bridge at Spook Hill needs to be looked at as the bolts keep coming off the bridge. The slide has several bad words painted on the slide bed and should be covered. These items will be addressed with maintenance. CHAIRMAN'S REPORT Mr. Holt reported the following: 1 . In regard to Castle Point, we have been advised that there is no serious problem but it has been suggested that we move the playground area to northwest part of the park. He met with Mr. Humeston, Mr. Ennesser and Mr. Paggi regarding the placement of the equipment. The Town Board has agreed that we move the area to the top of the hill. We will dig an area 100' by 125' and down about 8" to 10" where we will install the current equipment and we will contact Miracle Recreation about the installation of the new slide which has just been delivered. The area will require approximately lOOT of pea gravel. We will also install a chain link fence from the roadway on the left side of the entrance gate with a opening for crossing the road to the pavilion area. The total cost of this project will be about $7,000. with $2,000 to come from the recreation budget and $5,000. to come from parkland funds. He also mentioned that after the playground program is over the entire landfill area will be fenced. 2. The fence on SLI at Robinson Lane has been moved and replaced and Mr. Farrell has asked that the fence that was taken down be installed around the T -ball fields. This will be done at the end of the season. 3. The block work at the back of the building is still waiting to be done. Weare still planning on taking out the old garage door and will block up the area. When that is done Mr. Schnoor will be installing the rest room facilities. 4. The dugouts on Memorial field are not in good shape. They have spaces in the block work. Mr. Tompkins will temporarily fix them but we will eventually need new ones. 6 J .. I -l ~ '" Recreation Minutes July 11, 2000 5. The Town Board voted that a plaque be placed on SL girls field. Mr. Ennesser had written up something that will be placed on a 12 x 12 brass plaque which will cost $800.00. The Town Board will take care of plaque with the money to come from the Town budget. 6. Mr. Endress was in last week and he is coming along after undergoing a serious operation. We don't think that he will be back to work this year. 7. Supervisor Smith noted that in regard to Family Fun Night all new activities must be brought before the Town Board. Mr. Holt mentioned to her that it really was not a new program just an extension of the Concert series. 8. Last year Mark Laman's son came before the Commission and presented a plan to build a shelter area (pavilion) at Airport Park. At the June meeting he presented the final plans for the construction of the building which he had hoped to build in August. When the plans were submitted to the building department for a permit, we were told by the Supervisor that it has to go before the Town Board before getting the permit. A letter will be sent to the Town Board for their August 14th meeting to get their approval for this work to be done. 9. Mr. Holt has met with Supervisor Smith and reviewed the letter that we received from Joel Miller's office in regard to the grant for the cement work at Reese Park. Mr. Ennesser had left all the answers to the questions that the letter requested with the exception of one which had to come from the Town Board. Supervisor Smith said that she would take care of the letter. 10. The paving work at Schlathaus Park for $28,000. was approved by the Town Board. Mr. Foster, Highway Superintendent said that he thought that he could do the job for less money. Mr. Holt will meet with him on Wednesday at 10:00 to go over the plans. 11. Mr. Foster also agreed to do the Robinson Lane roadway next year. Ifwe put the funds in our budget we will transfer the money to highway when he does work in that area. 12. There has been some discussions on the easements on Spook Hill. Mr. Holt noted that the work that was done at Nancy Aleen has made the problem worse. We will have to look into this further. 13. Budget time is coming and Mr. Holt asked everyone to get their input to the office by the end of July. 14. Mr. Weber has been in touch with Mr. Holt about having Stop & Shop help us out with the end of summer picnic. A letter will be sent to Mr. Weber regarding the particulars.
