JANUARY 2006
NEXT MEETING: Wednesday, February 8th, 2006 at 7:00 PM at Schlathaus Park
The regular meeting of the Town of Wappinger Recreation Comm. was
held on Wednesday, January 18,2006 at Schlathaus Park, 126 All Angels Hill Road,
Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:10 p.m. by Chairman Ralph J. Holt
with the following persons present: Skip Rottkamp, Recreation Director, Nancy Cito,
Senior Citizen Director, Comm. Members Jim Chappas and Gary Trudell and Director of
Maintenance Bob Sheridan.

CORRESPONDENCE:
A letter/resume was received from Charles Straley requesting
consideration to become a member of the Recreation Comm. Copies of this letter were
given to each commission member and will be discussed at our February meeting. But
Mr. Holt states he has no problem with Mr. Straley being appointed.
We received a letter from Bill & Carol Farrell requesting the use of the
large meetinl room in Town Hall for their sign-ups on January 28th, February 4th and
February 25 . These dates were approved. We also received the contract for Little
League in the amount of$8000. A P.O. has been sent to the Supervisors Office for
approval. Mr. Holt explained that Soccer and Pop Warner get money from the Town as
well.
A letter was received from Paggi, Martin & DelBene siting the NYS Dept.
of Environmental Conservations wetland permit in regards to our Airport Park property.
The latest survey of Airport Park determined that a large portion of this property is
designated as wetlands. The Town has been given some leeway and was told if they
could put in some landfill that would allow the water to flow back toward the wooded
area we can continue to use the property. They will also allow us to take the field that is
perpendicular to the roadway and bring it up to a level that the soccer people can use.
Mr. Holt called it a "Win/Win" situation. Mr. Holt also stated that Mr. Sheridan would
not have to take over this project, but that Graham Foster was going to be able to acquire
clean landfill to complete this project. The letter from Paggi explains the special
conditions that must be adhered to in the restoration of this property including land fills,
erosion control, seeding, mulching, grading, etc. A copy was given to Bob Sheridan, our
Maintenance Director. In regards to the Airport property, Mr. Sheridan pointed out that
are approximately 25 cars that park in the parking lot on a regular basis. It is thought that

these are the cars from the workers in the buildings on that road. Mr. Holt will look into
it.
We received three (3) notices from June Ellen Notaro and the Dutchess
County Youth Bureau. The first was the information necessary to fill out the Annual
Report forms, which were completed by Mr. Rottkamp and Eileen Manning and returned
by the deadline of January 16th, 2006. The second was information regarding
"Mini-Grants" that are available to Recreation. Copies of this application were given to
Ralph Holt and Skip Rottkamp. They made plans to talk about the options open to them.
The third was the Winter Newsletter from the DCYB. A copy was given to Mr.
Rottkamp.
A letter was received from the WCSD thanking Mr. Rottkamp for
attending their 2nd Annual Career Day. Mr. Rottkamp gave out more than 75 application
to Seniors for our Summer Playground Program. Next year Mr. Rottkamp is suggesting
some kind of handout so that the students don't walk away with his pens!
Two (2) memos were received from Supervisor Ruggiero's office. The
first memo announced a Dept. Heads meeting on Jan 18th at 11 :00 AM. The second
memo stated that there are to be no purchases made without authorization from his office.
Mr. Holt stated that purchases can be made, with an approval from the Supervisors
Office. Emergency situations take precedence over others. Mrs. Cito asked about small
purchases and it was stated that these can be repaid through Petty Cash.
Recreation received a letter and Field Usage Form from the QSY Amateur
Radio Club requesting the use of Carnwath for their annual gathering on June 24,25 and
26, 2006. They set up at the top ofthe hill at Carnwath on the day that other Amateur
Radio Clubs are set up around the world. Mr. Rottkamp asked if a Radio Club could be
set up during our Summer Camp season for our 13-15 year-old program. Mr. Holt
suggested getting in touch with Don Stein ofQSY to discuss this possibility. Use of
Carnwath by QSY has been approved by the Recreation Comm.
Recreation received a brochure and references from Shamrock Shows, Inc.
asking to speak to someone about participating in Community Day. Mr. Holt commented
that we had them before. He would be willing to talk to them again but had gotten
comments in the past that the children's rides were dirty. Mr. Holt said that Shamrock
Shows would have to convince him that things were different. Mr. Chappas suggested
calling the DC Fair and find out who they use. Mrs. Cito has that phone number. Mr.
Sheridan pointed out that last year HV Shows left some of their equipment way too long
and that something should be stated in the contract. Mr. Holt suggested no longer than
seven (7) days.

A letter was received from Herm London representing the Mid-Hudson
Photo Club regarding the taking of pictures of the Hudson Valley. They would represent
the "Now" pictures of the photos displayed in the Town Hall hallways. The commission
gave its approval.
We received an estimate from N.Y. Tick Control with an estimate for
spraying our town park facilities. The price quote was $15,097.50 for eight (8) parks
with three (3) applications each. Ralph is suggesting that Carnwath's ball field area be
added to the list. Mr. Sheridan asked about the backstop, swing set, and basketball
equipment in this area. Mr. Holt said they were to be removed. He indicated that he
would discuss the additional cost with NY Tick Control.

Mr. Holt opened the meeting by asking whether anything had been heard
from the Town Board in regard to Bruce Lustig's application to become a member of the
Recreation Commission. Mr. Holt suggests that Mr. Lustig is not only a very nice person
but is also very involved in many of our Recreation functions already. He also has a very
good background and is hoping that he will be appointed.

SENIOR DIRECTOR'S REPORT
Mrs. Cito welcomed Mr. Sheridan. She stated that the two (2) Elks Senior
Christmas Parties were very successful with 150 Seniors attending each party. The
Seniors celebrated Christmas again at the Villa Borghese with about 80 of the Senior
Center's Seniors in attendance. "Little Christmas" was held in the Large Meeting Room
at the Town Hall. An emergency call to 911 was necessary for one of our Seniors.
"Cabin Fever Day" was held today. Seniors bring in the ingredients and
the staffputs together a large pot of soup. We also celebrated January Birthdays with
entertainment provided by Msgr. Martin from St. Mary's Fishkill.
The "On the Road Again" seniors went on a tour of the Mills Mansion on
January 12th. On January 20th we will have a speaker on "New Year's Resolutions and
Senior Health". On February 3rd we will have a speaker come in to talk to the seniors
about self-defense. There will be a "Mardi Gras" party for the seniors at the Villa
Borghese on February 28th. The "Golden Tone Singers" were spotlighted in the Southern
Dutchess News when they received a piano keyboard from the Knights ofPythias and
will be interviewed and taped by Cablevision on February 1 st.

Mrs. Cito stated that all senior events are now on the Internet Town Web
Mrs. Cito is talking to the WSCD about a "Senior/Senior Prom" The plan
is to have the Ketcham H.S. seniors prepare the food, decorate the gym, etc., and our
seniors just need to show up.
RECREATION DIRECTORS REPORT:
Mr. Rottkamp informed us that a meeting was set up with Doug Haan, our
Playground Safety Director, on Monday January 23rd at 11 AM. Mr. Holt requested that
the Maintenance crew attend this meeting.
A meeting was also set up to discuss Playground Re~istration in the hopes
of streamlining the process. The meeting is planned for January 20 at 9 AM. Attendees
will include Skip Rottkamp, Peggy Roe, Eileen Manning, Nancy Cito, Ralph & Sylvia
Holt and Joe & Eileen Ennesser.
Mr. Rottkamp wished to thank Ralph and Sylvia Holt for helping with
Basketball sign-ups while he did gymnastics sign-ups. Eighty (80) children have signed
up for basketball, aerobics has twenty (20) women, twenty-four (24) for baton twirling,
twenty (20) for volley ball and eighty-five (85) for gymnastics.

Bus trip schedule for Town Trips is now available (see attached).
Mr. Rottkamp discussed the waiving of fees for our programs for those
citizens who have a financial need. Mr. Holt said it was acceptable but a statement
should be written to cover the circumstances.
A phone call was received from Steve Tucci asking if his organization,
Mid-Hudson Recreational Hockey, could be put into our Recreation Guide. It was agreed
by all that it would not be a good idea because it would create a problem in the future.
Mr. Holt and Mr. Rottkamp have been discussing the possibility of a
Summer Camp for 13-15 year olds at Carnwath. A call was received from a young lady
at Wappingers Jr. H.S. in response to Mr. Rottkamp's calls in regards to a Theater Camp.
A meeting has been set. A meeting has also been set up with Kathi DeLisa to discuss a
Art Camp. A call was received from Molly from Laerdal about CPR sessions.
Discussions are also going forward in regards to a Culinary Camp being run by Charlie of
Creative Caterers. The Town is looking forward to the possibility that Charlie will
become the Town chef and weddings and other events will be held at Carnwath.
Babysitting and the Amateur Radio Club are also being considered for these camps.
Mr. Rottkamp suggests that these camps be held one week at a time (Art one week,
cooking one week, theater one week, etc.)
Mr. Rottkamp is looking for a replacement for Chris Iverson, who was the
Director at Reese Park. He has contacted Mary Schmalz and Dave Whalen in regards to
this matter but he has received no response yet.
Mr. Rottkamp and Eileen Manning met with Dick Wambach last Thursday
to discuss the layout of the 2006 - 2007 Recreation Guide. Meetings are set to meet with
him again every 2 weeks for changes and proofs. The new guide should be ready by the
beginning of March. A few things still need to be settled: a letter from the Supervisor,
new information from Pop Warner and a decision as to what will be on the center pages.

His concern is the disparity of the address and road name to insure
deliveries are made to the proper address from Bottini.
Item #5 - Mr. Holt stated that the trailer from New Hackensack is no longer an
option. There is a trailer available at the Chelsea Boat Club at a cost of
$2100.
Mr. Holt suggests we see if they will donate it to us.
New - (a) Mr. Holt said phones should be in place, especially with the Museum
being open, in case of emergency.
(b) Cell phone company offering $1800 dollars a month to put a tower at
Robinson Lane. However, Mr. Holt knows that other facilities receive as
much as $5000 a month. We should negotiate but not wait too long and
lose the prospect.
(d) Mr. Sheridan said that the channel on the sea wall needs repairing before
the boat docks go in. Some floats may need to be replaced. We will need
to get an estimate on supplies needed to get docks in on time.
(g) Mr. Holt suggests that this is an excellent idea especially as Camwath
becomes more active. Safety situations must be considered first.
(h) Location of barrier gates - One by the carriage house to prevent unwanted
vehicles access to the main field. The other by the admin building to
prevent vehicles from taking the upper road.
CHAIRMANS REPORT
Mr. Holt reminded us of his own and Joe Ennesser's vacations and that
Mr. Chappas would sit in as Chair in his place.
He also stated that the Inaugural was a GREAT success!! An official
photographer was hire by the Supervisor. Pictures were also taken by the Senior
Photography Club. They are putting together a slide show to be shown in the Large
Meeting Room.
Mr. Holt informed the commission that he does not possess a formal
budget as yet, but will pass one along as soon as he receives one.
Mr. Sheridan asked to clarify some of the locations that are to be plowed
after a snow storm. Mr. Holt listed: Robinson Lane to the Concession Stand
Reese Park to the Shelter to the fence

Mr. Holt mentioned a meeting he planned to have with Little League and
Mr. Farrell to discuss any problem that may have occurred in the past and to prevent any
upcoming problems. Mr. Holt still hopes to do the dugout at Robinson Lane. The money
has been encumbered because the dugout is a safety hazard. (Big League field _ 3rd base
side)
There is a water problem at Robinson Lane that must be taken care of
before the season starts. Also, the light pole that needs to be replaced is in and needs to
be put up in the spring.
Mr. Holt asked for all Recreation employees to file out their Self-
Appraisal forms and have them into him by Friday, January 27th.
Mr. Sheridan had a few questions he needed answered. His first concern
was the lights at Camwath and the Town Hall. Parking lot lights are constantly going out
and need to be replaced. These lights run about $23 a piece. Mr. Holt suggests getting
Chris Bar to give us an estimate as soon as possible. Another concern Mr. Sheridan has
is the roof on the stage at Schlathaus. He states that it leaks and is interfering with the
electrical system. Mr. Holt stated that money has been allocated to all properties for
necessary repaIrs.
The Recreation Office received a call from Steven Soltish, an RCK senior,
who needs to do 10 hours of Community Service. A call will be made to him to make
sure that he has no allergies, his availability and a means of transportation. If all is OK
we will have him see Mr. Sheridan to set up convenient hours that he can work.
