Sorry I could not be with you tonight. I am at the Fishkill Rotary
Club Holiday Celebration. From me to the Town of Wappinger
Recreation Commission - Happy Holiday and a Happy, Healthy
New Year!
I. I am waiting for Helen West to get back to me from Beekman Country
Club about getting our Golf Program back to Beekman CC;
Thank you for the Excel Class taught by John M. at Schlathaus Park =
but I have a long way to go yet;
November 28th attended RCK Career Fair- handed out at least 100
applications for summer jobs;
'-/. Met with Frank Newman - Chelsea Yacht Club- about the Sailing
Workshops for Youth and Adults; talked about insurance, registration
forms, registration at Town Hall, cost; will continue to talk with two
additional women;
5. Meet with Bill Green (Fishkill Recreation Director) - agreed for us to
use Red Wing Park for our seventh week of Fishing Camp for our first
ever Family Fishing Camp; talked about joining some of our programs;
~. Meet with Rory Euval (RCK English teacher/RCK Masque & Mime
Advisor) about the 13-15 Carnwath Theater Camp; she will not be the
advisor but did learn about other names who would be interested; I am

RECREATION COMMISSION MEETING MINUTES

NEXT MEETING: JANUARY 17,2007
The regular meeting of the Town of Wappinger Recreation Commission was held
on Wednesday, December 13,2006 at Schlathaus Park, 126 All Angels Hill Road, Town
of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:00 PM by Chairman Ralph J. Holt with the
following persons present: Nancy Cito, Senior Director, Bob Sheridan, Maintenance
Supervisor and Commission Members Joe Ennesser, Ellen Korz, Bruce Lustig and Meera
Dave.
Minutes were approved for the October 25th, 2006 special meeting with
Supervisor Ruggiero and Gina Basile with no corrections necessary.
INCOMING CORRESPONDENCE:
1. Employment application for Maintenance Full Time from David W. Kropp.
Applications included in packets for Mr. Holt and Mr. Sheridan.
2. Summary of projected Sailing Workshop for Summer 2007. Copies given to Mr.
Ennesser and Mr. Holt. Jack Peluse, our insurance advisor with Marshall &
Sterling, recommends strongly against the sailing program because ofthe liability
that may exist to the Town. Mr. Ennesser and Mr. Rottkamp will find out from
the Chelsea Yacht Club the amount of insurance that they will provide to the
sailing program.
3. Copy ofletter to Supervisor Ruggiero sent to Mr. Rottkamp offering the 2007

Lighting. Mr. Holt indicated that the Christmas Tree Lighting was a great success
and thanks all those who volunteered and helped make it so.
SENIOR DIRECTOR'S REPORT
Mrs. Cito began by informing the commission of the GREAT success of the
Camwath Christmas event held at Obercreek, the Reese Estate. The event raised $8000
and was attended by approximately 75 people. A big thanks goes to the Maintenance
crew for all their help setting up the event and the other volunteers who made for the
smooth running of the event.
The two Elks Parties were also a great success thanks to Recreation and all those
who helped in the planning. One-hundred-and -fifty seniors attended each party and had
a wonderful time. A special thanks to Peggy Roe and Kathi DeLisa, who took the time to
do seating arrangements for each party. This eliminated the rush and grabbing of seats
which always caused mayhem when the doors opened. This process will be refined even
further for next year's sign-up.
Our next party will be at the Villa Borghese. We will have a disc jockey and a
gentleman from Strictly Ballroom who will teach the seniors ballroom dancing and, of
course, Santa Claus.
Last Friday, I was informed that Congressman elect John Hall was coming to the
Center to speak to the seniors on Monday. Mrs. Cito threw together a luncheon and the

decorations from the Camwath Christmas were used to make the large meeting room
look special. Congressman Hall spoke and answered questions for the seniors.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp was not able to attend this meeting but sent in a report that Mr.
Holt asked us to read. He went over it with us. (See attached) Concerning contact with
Helen West (Item #1), Mr. Holt explained that the facilities at the Beekman Country
Club are so much better than at the East Fishkill Golf Center, Mr. Rottkamp would like to
see the Golf Program return to that venue. (Item #5) Plans are in the works to set up a
meeting in January with the Supervisors, Recreation Chairmen and Recreation Directors
of Wappinger, Fishkill and East Fishkill to discuss the sharing of fields, programs, parks,
bus trips, concerts, etc. to see ifthere is common ground that would benefit us all both
logistically and financially. (Item #10) Mr. Holt agrees that a minimal fee should be set
up for programs, like Golf, that are self-sustaining in the event that an instructor is hired
and we get a small turnout. (Item #12) Mr. Holt asks that if at any time an escort is
needed for any trips, Town or Senior, to keep Hilde Droge inmind. She has been a trip
escort for 18 years with the schools.
REPORT FROM JIM CHAPP AS
Mr. Chapp as was not able to attend due to work commitments. Mr. Holt stated
that Mr. Chappas did a wonderful job, as always, being Santa at our Town Christmas
Tree Lighting.
REPORT FROM JOE ENNESSER
Mr. Ennesser started by reporting to the commission an update on the grants that
are still pending. The grant for $32,000, which included the outdoor tables and benches
and the kiosk, has finally been submitted. We still have an open grant for $4000 which
we can receive on a purchase of $8000. Mr. Ennesser has brought in a landscaper to take
a look at the hills at Camwath. If the steep sections are planted with ground cover
mowing will not be necessary. A package will be put together as a "Beautification
Grant" and present it to the Town Board for approval. Comptroller, Jean Gallucci, has
sent letters to extend any outstanding grants still pending.
The fencing around the new dugout at Robinson Lane is finished. The topsoil and
fill has been delivered but not put into place because of the wet ground. The safety
railing for two bleacher sections has been received.
Mr. Ennesser has stated that all personnel have been certified to operate the
bucket truck. The truck is licensed and insured and will be certified after the bucket is
replaced. The bucket has been ordered.
Mr. Sheridan and his crew have started putting together and installing the kiosk at
Camwath. Mr. Ennesser will be speaking to Frasier Engineering about the artwork

needed to complete the kiosk, which will include a map of the property. The kiosk will
be in the main drive at the fork in the road so that visitors will be able to read the
infonnation from their car and not block the main road.
Mr. Ennesser stated that he is seeking three bids for the upstairs apartment in the
administration building for the care taker of the property.
Mr. Ennesser is looking forward to spring so that he can begin the work he has
planned for Castle Point this year. He would like to complete the installation of the 270
foot outfield fence on the upper field and set up the lower field for use. The softball
league is anxious to use both fields this year. Requests have already been received for
tournaments, one of which is to raise money for a family who lost their son in a biking
accident.
Starting in February our Greenway meetings will be held at Carnwath.
REPORT FROM MEERA DAVE
Mrs. Dave started by saying how wonderful the Christmas tree lighting was and
how beautiful the park looked with the lights and the decorations for the other religious
holidays.
Mr. Holt would like to put together a flyer that would explain the tradition behind
each symbol as a handout for Town residents. Before this is completed we want to make
sure that we have the proper explanation for each.
Mrs. Dave stated that the "Aum" or "Om" (the Muslim moon and star) signify
"Hope". She will research this more extensively.
REPORT FROM ELLEN KORZ
Mrs. Korz began by announcing that this would be her last official meeting as a
member of the Recreation Commission. She expressed a sincere thank you to all for
being a great and innovative group. She has seen a great many changes in her 21 years
on the commission and has come a LONG WAY! She states that she joined the
commission to accomplish two things - to keep Quiet Acres open and to find a way for
the Town to acquire or build a pool that would be open to the public. She expressed
special thanks to Joe Ennesser for all the grants that he's obtained and his hard work for
the Town and to Skip Rottkamp for the new enthusiasm and programs that he has brought
to Recreation. I'll miss Halloween but will be back to help when I can.

Mr. Sheridan began by reporting on Carnwath.
· Offices for Ralph Holt, Joe Ennesser and Skip Rottkamp are ready for
occupancy.
· The tanks in the basement have been cleaned and painted per DEC regulation.
· The 300 gallon skid tank has been emptied and stored.
· Equipment from the barn has been moved to the carriage house to make room
for the new Bucket Truck.
· The broken window in the carriage house was replaced.
· The drains running off the new gutters on the chapel have been cleaned out and
then power-washed by Graham Foster so that that portion of the drain that runs
under the ground will remain clear.
· The steam pipe that was left uncapped when the porch was removed has now
been capped.
· The three-year-old boiler in the mansion needed a new bleed valve because of
the rust build-up in the pipes. The water needs to be run regularly to keep the
rust from building up.
· The lights that were off in the elevator have been repaired.
· The Kiosk foundation is in and is ready to be installed.
· A tree near the location of the kiosk has been taken down so as not to damage
the kiosk in the event of a storm.
· The tree that is down behind the Wheeler Hill gate will be cut up and moved.
SPECIAL NOTE: Mr. Sheridan and Mr. Ennesser have been finding a great many
things out of place at Carnwath. Doors left open when they should be closed and locked.
Doors closed that should be open. The glass doors to the Cafeteria were broken off the
hinges and the kitchen door was found open. The water key for the outdoor spigot is
missing. Workers have been going in and out and the third floor record retention center
has been found, on several occasions, with the doors open or not locked properly.
RECREATION WOULD LIKE TO ASK THE SUPERVISOR'S PERMISSION TO
CREATE A MEMO ADVISING THOSE WHO USE RECORD'S RETENTION
TO ADHERE TO A SPECIFIC POLICY.
The following has taken place at Schlathaus Park.
· All of the Holiday decorations have been put up at Schlathaus.
· The two stone benches by the memorial were smashed the morning of the
Veteran's Day Ceremony. The benches came from Home Depot but will not be
available again until the spring.
· The fire alarm at Schlathaus went off accidentally because of a problem with a
transformer on DeGarmo Hills Road. Because of this incident it was discovered
that the wrong address was posted by the driveway. It has been corrected to #126.
The Barn address has also been posted.
· The concrete has been patched by the stairs to the house.
· A small party was thrown for Frank McKinney's 78th birthday. He was VERY
surprised.

· The water pressure tank was changed at Schlathaus.
· WE NOW HAVE 28 OLD COMPUTER MONITORS, PLUS OTHER
ACCESSORIES, IN THE BASEMENT AT SCHLATHAUS. A voucher was put
in late last year requesting approval to discard these at $20.00 each. The voucher
wasn't approved because there is said to be someone in Poughkeepsie who will
dispose of them for free. Status to be determined.
Mr. Sheridan informed the Commission that we have a prospective new
employee, Joe DeRosa, who may be accepted as our new caretaker for Carnwath.
The Town Hall Christmas decorations have gone up. The tree looks fine. As
stated previously it would have taken 2 weeks to set up the whole display and the man-
power just was not available.
The plumbing in the Police barracks have backed up again (the second time this
year), John Ossenkop suggests we put a camera into the pipe to see what is causing the
repeated problems.
Mr. Holt asked if we have gone over to the Emergency Services Building to check
its condition. Mr. Sheridan noted that Rodney Diaz has been there on occasion but has
not seen anything extensive.
Five maintenance men have been certified to operate the bucket truck but CUES
has found 2 violations with the truck, the bucket and a broken bolt. We have repaired the
broken bolt but a new bucket must be ordered.
Maintenance did a complete cleanup around the Barn and the Tennis Courts,
removing trees and shrubs, clearing leaves, etc. Mr. Sheridan hopes that with the
approval of the new mowers and other equipment he will have better coverage for all the
properties that need to be cared for.
A discussion ensued about the better use of the Carriage House at Carnwath.
More room must be made for the machinery that the caretaker will be using.
REPORT FROM THE RECREATION CHAIRMAN
Since much has already been discussed Mr. Holt went to items not yet covered by
others. A sincere thanks to everyone who helped with anyone, or all, of the Christmas
parties. Everything went smoothly.
Mr. Holt points out that because of the decrease in personnel for our Maintenance
Dept. it is important for anyone who needs their help to let them know as far in advance
as possible.
The boiler replacement has started at Carnwath. The installation should be
completed by the end ofthe week.

Mr. Holt informed the Commission that he has been invited to attend a meeting of
the Legislature to discuss Sprout Creek. When Sprout Creek floods it covers parts of the
Robinson Lane complex, but LaGrange is always hit very much harder with the flood
waters. According to Legislator McCabe, it might be necessary to bring in the Army
Corp of Engineers to solve the problem.
Mr. Holt is hoping to speak with Charlie Barola to determine his status with the
Town and his plans for the catering business at Carnwath.
At the last Department Head Meeting it was announced that with the new year a
few changes would be made. A time clock will be set up using a finger scan to clock in
and out and the payroll checks will be outsourced to Paychex, a check printing company.
Mr. Holt has been told by Supervisor Ruggiero that the budget has been approved
but he has not as yet seen it. If the budget is available by next meeting I will have a copy
for you.
NEW BUSINESS:
1. Call Protection One to gO over use of alarms. A meeting is to be set up with
Protection One so that we may update our alarm systems that are already in place.
Mr. Holt would like to have Mr. Ennesser, Mr. Sheridan, Mr. Rottkamp and Mrs.
Cito at that meeting. Mrs. Manning will set up meeting.
2. Fees for usage of fields for 2007. Must these be approved by the Town Board?
In the past Recreation has charged $75.00 per use oflighted fields. Upon
speaking to Bill Farrell of Little League, Mr. Holt indicated that for the coming
season we may seek $100 per use. Other costs for non-lighted field usage range
from $10.00 for a small group to $50.00 for a larger group. At this time we also
charge leagues $150.00 for the season's use of unlighted fields. Research needs to
be done and the Town Board consulted before any of these changes are made.
OLD BUSINESS:

soccer goals at Ouiet Acres. He has since come in complaining about the
conditions ofthe property due to the goose population. Mr. Lustig checked with
the WUSC to find out if they would foot the bill for these goals and the answer
was "no". Controlling the goose population would have to be handled by
someone other than Recreation.
