Letter from Joe Ennesser to Graham Foster thanking him for his manpower and equipment in helping to set up the Chelsea Boat Dock. 4. Sign-up on refreshment sheet. 3. New Recreation Guide Printing. Supervisor wants high quality book to go out. Goldlief / Mainstream Printing quoted $1,013.25 for 500 copies on 60lb. paper but only black/white, (no color). Cover 80lb paper. RECREATION COMMISSION MINUTES May 9, 2007 The regular meeting of the Town of Wappinger Recreation Commission was held on May 9, 2007 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Commission Members James Chappas, Bruce Lustig, Meera Dave and Gary Trudell. Also in attendance were Nancy Cito, Senior Citizen Director, Skip Rottkamp, Recreation Director and Bob Sheridan, Maintenance Director. There were no minutes available at this time to be approved. OUTGOING CORRESPONDENCE 1. A Facilities Usage Request was sent by Mr. Rottkamp to the Myers Comers School to use their facilities for the Taiwanese Puppet Show on May 19th. Mr. Rottkamp said he talked to the principal about time, costs, custodians etc. and he passed this information on to Mrs. Cito and as far as he knows we are in good shape. Mrs. Cito mentioned that she was over to Myers today and they were going to announce it over the P A system for the children. A flier was being sent home as a reminder. So far there hasn't been a great response maybe 25 from Myers and 35 for the senior's show. She also asked Mr. Rottkamp ifhe could put an article in his column and Mrs. Cito will put an article in the newspaper. Mr. Holt mentioned that Mr. Sheridan will be picking up the props at the airport Thursday morning and will be bringing them to the bam. The next morning we will bring the equipment to the Town Hall and the Puppet group will set it up. Hopefully we will have a good group of seniors (Friday morning). Once they perform they will have lunch at Schlathaus Park. On Saturday morning, we will have to take the equipment to Myers Comers. After they fInish they will be going back to New York for performances there. Mr. Holt asked for someone to volunteer to help Mrs. Cito on Saturday. The show is at 1 :30. 2. Mr. Holt said he has not heard anything about this since he, Supervisor Ruggerio and Mr. Sheridan walked around the courts and discussed the resurfacing of the 4 tennis courts on the Pye Lane side. That will be a lot of money and with the possibility of the Town spending money on Soccer we don't know what we will be able to get. Mr. Holt mentioned that at this Monday's Recreation Commission Minutes May 9, 2007 Town Board meeting he thinks that a decision will be made to go forward with the soccer proposal. This will cost the Town a million four so they probably won't be able to put out another $100,000. for tennis. Mr. Holt also mentioned that soccer will be putting in $140.K which is great. Mr. Holt said that the tennis courts really need to be done because there are significant holes and they haven't been completely redone in over 25 years. 5. A letter was sent to Mycor Holding Co. requesting permission to use their Myers Corners property for the staging area of our Community Day Parade. Approval to use the property has been received. 6. A letter was sent to Supervisor Ruggiero from Mr. Ennesser requesting permission to go forward with the artwork for the Kiosk at Carnwath Farms. This has since been straightened out with the Town Board. 8. Letters were sent from Mr. Rottkamp thanking Dawn Turpin-Orgetas and her assistants for another great year of Gymnastics. 9. A memo was sent to Supervisor Ruggiero requesting the status of the Capital Plan and the four items included in it for Recreation. These include: a four wheel drive pick up truck, a large trailer, a four wheel drive mower and a small flexible mower to cut infields. These items were included in our fall budget plan. We needed three estimates for all these items. 10. A request was sent by Mr. Rottkamp to John Jay High School requesting the use of their auditorium for the play being presented by the Summer Theater Play Group on August 9th and 10th. INCOMING CORRESPONDENCE 1. A fax was received from the Dept of Health with information and guidelines for our Swim Program. A copy was given to Mr. Rottkamp. 2. A postcard was received from Trumball Recreation Supply about their "Pet Patrol" bag dispenser and disposal lid for garbage cans. A discussion took place about whether this would be a good thing or not. Most of our fields have "No Dogs Allowed Signs". Mr. Holt said that he was worried about putting something like that out at Spook Hill because it would disappear. Mr. Sheridan said that at Robinson Lane alone there are 60 barrels and at Spook Hill there are 6. It was decided to get more information on this. CARNWATH Mr. Holt mentioned that the new roof is going on the mansion shortly and should be done by the end of July. Carnwath will then be free of work where we will need the fencing and it will come down. However, the place is safe to go through at this time so we can go in and do some work. On Saturday, we will be opening the gate for the Museum so some of the students at Marist College can show a 30 to 45 minute video that they made showing the artifacts on display in the museum. The Board of Directors of the Museum will be on hand for this viewing. Supervisor Ruggiero mentioned that he would like to show the video at the Town Hall for the Town Board. Mr. Holt said that the Supervisor does not want to advertise that it is open because then we would have to shut it down again when they start on the roof. 3 " Recreation Commission Minutes May 9, 2007 Mr. Holt mentioned that Mr. Ennesser and Mr. Rottkamp have both resigned. Mr. Ennesser's immediately and Mr. Rottkamp has agreed to stay with us until after the summer programs are over. We are going to loose a lot. Both have been extremely helpful to the Recreation Commission to the Town and to the people and children that they have served. Mr. Holt thanked both Mr. Ennesser and Mr. Rottkamp saying that he appreciated all that they have done to move the ball forward. REPORT FROM MAINTENANCE SUPERVISOR Mr. Sheridan reported that Tom Franzese broke his thumb on April 9th, his first day back to work. Rodney Diaz has started with Con Edison but will help on occasion. Bernie Roe came on board on April 24th and has proven to be invaluable due to Tom's injury. He is working out extremely well. Mr. Sheridan asked if we can put another person on for the summer and Mr. Holt said that he would check. The guys picked up the large desk from Cervales, Inc. on April 9th and took it to Carnwath and since the paneling wasn't ready they were to go back. On April 20 maintenance received a call that the Highway Department was at Carnwath with the paneling so Mr. DeRosa was sent to Carnwath to unlock the building so they could leave it there. Mr. Sheridan said that there were about 500 pieces of paneling that they sent down and we will probably only use about 2 sections at the most. The man from Protection One came to the Barn on April 26th and updated the alarm system. It is now up and running. He also went to Schlathaus and put in a new system but it hasn't been activated yet and Mr. Sheridan doesn't know why. He mentioned that he has two mowers down. The secure box on the deck needs parts and a seal and he is waiting for those parts. The John Deere that Mr. Farrell has out at Robinson has been brought back to the barn to be fixed. The docks were put in early this year (4 weeks earlier than usual) and they were damaged by the storm. They had to be pulled out on May 3rd and went out for repairs and were put back in on May 8th. It was mentioned that maintenance men worked for the dog clinic which was held at Schlathaus in April. Mr. Sheridan called Plant Depot about the Dogwood tree and they are telling him that they wished they knew it was wet over where the trees were planted and Mr. Sheridan said that they knew it was. He said that he would come over and look at the tree but mentioned that he might not be able to replace it with a Dogwood. He mentioned that he picked up the stone benches for the monument but he hasn't had time to put them in. 4 '. Recreation Commission Minutes May 9, 2007 The bulletin board at Reese Park was vandalized. Mr. Sheridan said that they broke all the plexi-glass on it. He said he has to put in a new piece of plexi-glass. They replaced the seat in the new dugout and made it 15 inches wide. He also spoke to Mr. Farrell about the garbage situation out there and he knew nothing about the complaints. He said that absolutely we are to use their hopper out there. We shouldn't have to pay double for the garbage. The aerators at "Ye Old Apple Orchard" were put in on April 10 and already they have had to be cleaned twice. Mr. Sheridan said that there are a lot of fish in the pond now. Mr. Sheridan mentioned that he is still waiting for the P.O. to be signed for the pea stone. Mrs. Manning mentioned that she received some today so she might have it. The storm caused a lot of problems for many of the areas. Maintenance had to monitor the pumps at Carnwath. Mr. Sheridan said that the water had to come up too high in the dormitory before the pump would come on since it isn't in a pit. He mentioned that he had to put another arm on it so it would come on when there is an inch or two of water. Rockingham was a mess. They spend two days there cleaning up and taking dump truck loads of stuff out of there. He said that he had Rodney Diaz down at Quiet Acres over the weekend to clean up the best he could. They still can't drive down there because it is too wet. Castle Point lower field was under water. Airport Park fared well. Two trees came down on the fence at the right-of-way to Reese Park which destroyed about 50' of fence. The resident of 128 Caroline Drive East called and he has trees hanging over on his fence which comes from the back of Castle Point Recreation. Mr. Sheridan asked Jim Baisley to go over to give us an estimate. He came back and said he would take down 5 trees and trim the others for $500.00. Mrs. Manning said that she just received that P.O. back with approval to go ahead. JIM CHAPP AS REPORT. Mr. Chappas mentioned that we should have at least 5 bands for the Community Day parade. He also mentioned that he is getting the scheduling up to date for all the field usage at Robinson Lane. 5 Recreation Commission Minutes May 9, 2007 DIRECTOR'S REPORT Mr. Rottkamp mentioned that basketball ended about a month ago and it was probably the best attended basketball program that we have had in 5 years. Gymnastics ended about two weeks ago, April 28th at Oak Grave School and he was amazed at the outstanding job that Dawn Turpin-Orgetas and the Roy C. Ketcham gymnastics team does with the 67 registered children. Her last class is a special production for their parents and it was very impressive. He mentioned that he wishes that either Mr. Ruggiero or Mr. Holt would on occasion (when there is an exceptional instructor) call and thank the instructors for the great job they are doing. Mr. Rottkamp felt that they would enjoy knowing that the Town appreciates their work. He mentioned that this would be in addition to the thank you letter he always writes at the end of each program. On April 19 Mr. Rottkamp met with Mrs. Manning, Jason Jutt and Andrew Nikola regarding the extended hour's procedures at Spook Hill and Martz. They came up with the following procedures that will be followed: A. On bus trip days of which there are 14 - all counselors report to work B. On no bus trip days: Group A will work 8-2; Group B will work 10-4 He mentioned that he received a phone call from a John Linden of the Marine Band in Washington D. C. and he will be in the area in November and would like to do a concert for us. Mr. Rottkamp mentioned that he has his number and will follow up on this. Interviews have taken place with Kim Allen and Clare Curtis doing the interviews for the position of Assistant Summer Director. Kim will not be returning this year and Jackie Smith who was last years Assistant will now be the Summer Director. Mr. Rottkamp mentioned that there were 4 candidates to interview for the Assistant position and he said that he was impressed with how well these 4 interviewed and how he learned from their answers. The three males that interviewed, Andrew Nikola, Eric and David Kedzielawa, did a great job and he wondered if the only female that was interviewing, Jill Smith, would do as good. Mr. Rottkamp said that she blew him away and he was very impressed with her. Jill Smith will be taking the job. He mentioned that he met with Jackie and Jill and they discussed what everyone's expectations were. Jackie and Jill Smith in turn interviewed 26 candidates for 10 positions for summer jobs. He said that he will be sending home letters to all that have been hired (new and returning) giving them their placements and information on upcoming meetings. He will also send letters to those who are not hired with a note that we will be 6 '. Recreation Commission Minutes May 9, 2007 keeping their application on file in the event that we need more counselors. He passed around a sheet that listed the playgrounds and their staff as it is today so the commission will know who is at their camps. He mentioned that this is a work in progress and he explained all the information i.e. number of campers to counselors, RTE certifications, and times of each camp effect what he does. He mentioned that they have come to an agreement on the registration fees for the Family Fishing Camp. They tried to make it more applicable for a large family to go fishing. He said that he doesn't have the numbers at this moment but they have been agreed upon. He asked about the status of the TV /DVD player at Schlathaus Park. He said that he will need them in the very near future for the Red Cross Courses. Mrs. Manning said that she thought that Mr. Ennesser had gotten 3 quotes. Mr. Holt said that we have approval and 3 quotes so he will have to fmd out what has happened. He also mentioned that he has several catalogs available for a new piece of equipment for Quiet Acres and he will be willing to discuss this with Mr. Holt. Also mentioned was that last Friday's registration had 113 children register and Saturday had 46 children. Mrs. Manning said that she has at least 20 more that have been mailed in. The next registrations will be held on June 1, 2 and 22 and lists were sent around for members to volunteer to work. Mrs. Cito thanked Mrs. Dave for helping her with the fishing registration. She said that the line was out the door and she couldn't have done it without her help. Mr. Rottkamp mentioned that he has a report from Doug Haan with several pictures. Mr. Haan wrote at the end of his report that the number one problem is addressing the subsurface in our playgrounds. In all our high use areas there must be 12" of pea stone or other material under the equipment to meet height requirements. He mentioned that he was recently over at the Myers Comers School playground with his grandchildren and he noted that they have mulch and a mat on the surface under the equipment. It was noted that we have priced mats and they are very expensive. He commented that safety should be a priority. Mr. Rottkamp made note that the Triumph Twirlers, our Baton Twirling group, won 2 state titles on Sunday, March 18th. He passed around an article regarding the competition and what they will be doing next. Mr. Rottkamp mentioned that he will be leaving at the end of August after 5 years as Recreation Director. Mr. Holt mentioned that he appreciated all the work that Mr. Rottkamp, as the Director of Recreation, has done and it is not an easy job. The programs have expanded and we have instituted many new programs and they are solid programs. 7 '. Recreation Commission Minutes May 9, 2007 SENIOR CITIZEN DIRECTOR'S REPORT Mrs. Cito mentioned that April was a really busy month for the seniors. 24 seniors went to the Bardavon on one of the rainiest days. 50 seniors attended the Luau at Senapi' s which is in Hopewell Junction. They also went to the Westchester Broadway Theatre to see "Grease". While on this trip one senior got sick and was taken by ambulance to Westchester Hospital. Mrs. Cito mentioned that it showed that we should always have two escorts on all trips. They were lucky that day and there were two escorts so while she went with the senior and her husband to the hospital there was someone to be with the rest of the seniors. Since only one escort is paid for on the trip from the bus company, Mrs. Cito said that she would like to ask the Town to pay for the second escort. Mr. Holt was agreeable to this. The "On the Road Again" group went to Millerton to the Harney Tea Company and had a great time. They celebrated the April birthdays at the senior center with 55 seniors enjoying hot dogs. There were three special birthdays an 85, 90, and 95 year old celebrating along with the rest. For May they will be doing the following: They will be celebrating Mother's Day at Chan's Buffet. "On the Road Again" will be going to Millbrook to the "Institute for Eco- Studies". They will be having two speakers for this month. One, "Mended Hearts" are people who have undergone heart surgery talking to those who are undergoing heart surgery. Two, LifeLine Screening Radiology is coming because May is Stroke Prevention Month. They will talk about screening and possible things to look for indications of stroke. She has asked Mark Liebermann to do a fire drill in the Senior Center and do it sometime when it is packed not when it is empty She mentioned that Bocce and Shuflleboard have resumed but she noted that the benches that were there were destroyed or unusable. She said that the seniors have to carry out all the chairs everytime they want to play. Mr. Holt said that there were benches at Carnwath that can be installed around the courts. 8 '. Recreation Commission Minutes May 9, 2007 Today at Myers Comers School was the annual Senior Citizen Breakfast that they hold at the school and there were over 50 of our seniors present. The 5th Grade band did a concert for them and the 6th grade did a skit from their play that they recently did. She will be attending the "Celebration of Aging" which is an event held by the Office of the Aging where they honor centurions from Dutchess County. She mentioned that this year for Community Day, we are charging profit businesses that are coming in. Last year we had so many coming in that we felt it wasn't fair for the non-profit organizations. We will be charging $50.00. Non-profits will still be free. She has looked into an on-line registration company and they have sent a demo. She would like to set up a day so everyone interested can view it. She said that Mr. Ruggiero is in favor of it even though it will be a yearly expense but it is something we have to look at for the future. CHAIRMAN'S REPORT Mr. Holt mentioned the following was received from Mr. Ennesser in light of his recent resignation: 1. Received a certificate of insurance and schedule for the softball team at Castle Point. 2. Mr. Holt mentioned that he hoped Mrs. Dave will help out with Castle Point since Mr. Ennesser has resigned. 3. He found a business in Newark that has container units which we have discussed before for Castle Point. They have various sizes starting with a 20' container with varying prices. The lowest price is $1,300.00. Mr. Holt said that he is looking favorably on this. Mr. Lustig asked what the material was and Mr. Holt said steel. 4. There are two light poles that have been down at Robinson Lane for 2 years. Mr. Ennesser received two quotes. One from Bob Smith (Chris Bar Electric) for $350., and he would use our truck. The second was from Pantel Electric with a quote of $480.00 and all we would have to do is bring the poles out and lay them. He felt that we should go with Pantel to do this work. 5. Mr. Ennesser met with Oak Grove teacher (Donna Brown) regarding working with Mrs. Trudell to put something on the hills at Carnwath. Mr. Rottkamp said that he has a lot of pachysandra that he has to get rid of and will give it to Carnwath. 6. He removed the bulletin board at Reese Park and brought it to the Barn to be fixed. 9 " Recreation Commission Minutes May 9, 2007 7. He was checking prices for mats for the playgrounds. We could get a 4 x 6 _ W' thick for $45. each, a 4 x 6 - %" thick for $48.each. What we would like to do is work on one park. 8. He asked Mr. Holt to mention problems with the dugouts. The dugout on 3rd base side of memorial field was not built to code so there has to be some work done on it. What the extent of the work Mr. Holt said he doesn't know. Mr. Paggi called and hopefully he will come up with a fix for it. Therefore, it is not to be used and so we taped it off. Of course, someone took off the tape- Hopefully we can get it fixed within a week. 9. He mentioned that he spoke with Mr. Sheridan about installing the benches from Carnwath at Town Hall by the bocce and shuflleboard courts. Mr. Sheridan said that he has to leave room so that he can mow between the courts. 10. He sent a letter to Supervisor Ruggerio about the kiosk for Carnwath. 11. The fence needs to be repaired at the South Entrance to Reese Park. Mr. Sheridan had already mentioned this. Mr. Holt said that he will be including this in with the flood damage report to FEMA. Mr. Sheridan indicated that he thinks there is about 50' of fencing that needs to be fixed. 12. He asked about the DSL line for the Administration Building at Carnwath. Mr. Holt mentioned that he had talked with Craig Roberts and he was going to look at it. Something must have happened since he hasn't heard anything about it. Mr. Holt said he would check on this. Mr. Holt mentioned that we will have to replace two commission members. One spot was already vacant and the other will be the spot left when Mr. Ennesser resigned. If anyone knows anyone who might be interested in joining us, please give Mr. Holt hislher name. If we don't hear of anyone within a month we will have to advertise in the paper. Also, if anyone has any ideas for a replacement for Mr. Rottkamp please let him know that. Mr. Rottkamp said that the job would be perfect for a retired school teacher. Mr. Holt told Mr. Chappas that when Mr. Ennesser returns from his trip he will contact him about the items he was working on for the Community Day. We have to make sure that the fireworks are all set and if Mr. Humeston has been contacted about using his field as a staging site. We also have to know if the New Hackensack Fire Company has been notified so that they can stand by. He usually asks Mr. Humeston to use a flat bed truck as our reviewing stand. He asked if Mr. Chappas could step in and help in this area. We will have to check on the status of the trophies for the parade. Recreation Commission Minutes May 9, 2007 He will be submitting a letter regarding the items that were impacted by the flood. The items at Robinson Lane like fences and clay. Mr. Vincent Bettina will be delivering a couple of truckloads of dirt to Robinson Lane this week and Mr. Farrell has indicated where it should be placed. This isn't good stuff to go on fields but dirt that will fill in ruts from people who have driven over the field making ruts. We will also be getting them a load of the good "beam" clay. The fence repairs on SL2 and at Reese Park will also be included in this letter. Mr. Sheridan mentioned that we should include a couple of loads of pea gravel for Quiet Acres where it was washed out under the playground equipment. It was decided that we should get 2 loads of pea gravel for Quiet Acres, and 2 each for Fleetwood and Airport Park. Mr. Sheridan asked if we could also include the repairs to the fencing to the property on Caroline Drive since the trees came down because of the flooding and Mr. Holt said he would see what he could do. Memorial Day will be coming up and we are pretty much set up for that. We have a Chaplain, a group to sing, a speaker from West Point, a Marine Color Guard, Althea Richards will have the band there for music and someone will be playing taps. We will be ordering the 8 wreaths after Mother's Day. We also have to give the check for $500.00 to the Veterans so we will be contacting Mr. Ray Chase to sign the paperwork so that can be processed.
